ABSTRACT

Taking up Maurice Blanchot’s perceptive claim that “Surrealism remains always of our time”, the essay traces the importance of Surrealism for rethinking the methods of historiography (for Walter Benjamin) and ethnography (for James Clifford) in ways that allow us to appreciate the significance of Surrealism’s intellectual legacy. In his early essays on Surrealism and the monumental, unfinished work, The Arcades Project, Benjamin developed a new historical methodology, what I term surrealist historiography, that sought to uncover the latent dimensions of culture, obscured by the dazzling sheen of progress embedded within conventional historical narrative. If Benjamin found in Surrealism a way to overcome the limitations of a Rankean historicism, the point of departure for Clifford’s essay, “On Ethnographic Surrealism” is the crisis of ethnographic authority precipitated by a postcolonial critique of the discipline of anthropology. Clifford’s aim in this essay is thus to provide a provocative reassessment of Surrealism’s self-reflexive ethnographic spirit and what it might contribute to a refashioning of ethnographic practice as a polyvocal assemblage that holds in tension disparate material realities and aesthetic principles. Surrealism’s intellectual legacy thus lies, as Michel Foucault has claimed, in its path-breaking interdisciplinarity, which is why it continues to be, for Blancot and others, “a brilliant obsession”.  相似文献

This paper illustrates the major challenges faced by globally recognised classical art forms through the examination of Kutiyattam, a centuries old renowned theatre form of India, Kutiyattam was declared by the UNESCO in 2001 as an intangible heritage of humankind. During the mid-twentieth century, Kutiyattam performers came out of their traditional performing space in Hindu temples, encouraged by the proactive support of the State. In the wake of the UNESCO recognition for the theatre form, State support measures underwent further strengthening. However, in spite of this, India’s Kutiyattam institutions are confronted with a serious economic crisis that threatens their very existence. Based on detailed field studies and stakeholder consultations, the paper analyses the policy roots of the crisis and explores the options for transforming the Kutiyattam institutions into sustainable enterprises. We argue that the lessons offered by this study have implications for similarly situated art forms in India and elsewhere.  相似文献

This article analyses how public funding enables artistic practices from the perspectives of both national cultural policy decision makers, and our three interviewed subjects in the visual arts. Funding from the Australia Council for the Arts is examined in terms of the extent to which it is perceived to dis/enable ongoing artistic practice. This examination is timely given Australia’s former Minister for the Arts George Brandis’s 2015 shock annexation of Australia Council funding: $104.7 million was originally to be transferred from the Australia Council to the newly established National Programme for Excellence in the Arts (NPEA). This body represented a move away from the ‘arms-length’, independent peer-reviewed funding decisions with the arts minister having the ultimate authority with regard to the NPEA. The NPEA has now been renamed Catalyst – Australian Arts and Culture Fund (Catalyst) as a result of consultations and feedback relating to the NPEA.  相似文献

Cultural planning is often explained as a strategic approach to urban cultural development; an approach that involves the ‘mapping’ and leveraging of a wide range of ‘cultural resources’ (arts, culture, and heritage). However, it is increasingly being questioned whether cultural planning is anything more than a fairly traditional arts policy with a different name. In particular, it has been observed in Australia that cultural plans usually fail to address more than arts sector concerns. The objective of this paper is to investigate whether this assessment applies to cultural planning practice in Ontario, the province at the forefront of the current ‘municipal cultural planning’ push in Canada. An examination of all cultural plans in Ontario’s mid‐size cities and interviews conducted with municipal staff members overseeing these initiatives shows that whereas several municipalities do follow an arts‐driven policy agenda, this is not the case with most mid‐size cities in the province.  相似文献

SUMMARY: New Place is the name of the house that William Shakespeare purchased in 1597 and the place in which he died in 1616. The house was constructed in Stratford-upon-Avon over a century previously but had disappeared by 1759, leaving only an empty gap in the street frontage. How much time Shakespeare spent there has long been debated, but recent excavation and analysis of the surviving evidence has led to the notion that New Place was carefully chosen by Shakespeare to be his primary residence and the place to live with his family and compose much of his later writing. The importance of Hugh Clopton, the former owner and builder of New Place, and the welcome associations that his name brought to the property, is also debated here. Shakespeare’s motives, his pursuit of status, desire for investment and obligation to his family are all explored through the use of archaeological data and the historical evidence for the house.  相似文献

The Narrative Policy Framework (NPF) explains the role of narratives in policy processes. The NPF was developed for democratic contexts and has not been systematically applied in a nondemocratic setting. This study fills this gap with an empirical analysis of narrative strategies used by governmental and oppositional actors in urban policy debates in Moscow. Results show how governmental actors consistently use angel shifts, contain issues, and avoid using causal mechanisms, while actors opposing governmental policy use devil shifts, expand issues, and use intentional causal mechanisms. The findings suggest that narrative strategies differ depending on whether policy actors seek to promote policy reforms or draw attention to problems. We argue that policy actors’ objectives are a well-suited predictor for narrative strategies in both democratic and nondemocratic contexts.  相似文献

ABSTRACT

A main challenge when organic food actors cooperate with conventional food actors is to maintain their identity in the relationship. In this paper, we analyse such a relationship through the use of the industrial marketing and purchasing perspective (IMP). The aim is to increase knowledge about changes in relationships that occur through growth processes and about how new relationships influence the identity of a quality-oriented firm. We use a case-study method when examining the relationship between the organic Røros Dairy and the retail chain Coop, and its effects on relationships within the dairy network. Results show that the focal relationship influences, and in turn is influenced by, the dairy’s network. Because of the dairy’s strong identity that preceded its formal cooperation with Coop, as well as its reputation for quality production and continuous product development, the dairy has strengthened its position in the network. We conclude that the IMP perspective contributes a valuable framework in this study of an organic food network. For business managers, our results highlight the importance of considering possible effects of relationships on the identity one would want to convey.  相似文献

It discusses the relevance of former concepts of foreign and European policy. It differentiates between a European idea and European institutions, also taking into account personal experiences. ABSTRACT

This paper examines the potential for cultural policy to shape sustainable development in the context of expectations arising from research and policy work on development. We use, as the basis of a critique, the categorisation of the relationship between culture and sustainable development proposed by a major study funded by the European Union, being emblematical of how researchers and policymakers understand this relationship. The critique highlights a need for multiscalar social change, towards revaluing relations with the natural world, and reforming social relations between producers and consumers. This paper locates cultural policy as an arm of governance, with the capacity to lead social change across several interdependent pathways (revaluing technological change; fostering an aesthetic appreciation and environmental ethical consciousness; and pro-social behaviour) alongside the development of more sophisticated governance frameworks. The paper further proposes that through (re)education, cultural policy can and should play a more active role in shaping social change.  相似文献

This article examines media literacy in the UK: a policy that emerged within the Department for Culture, Media and Sport in the late 1990s, was adopted by the New Labour administration, and enshrined in the Communications Act 2003. That legislation gave the new media regulator, Ofcom, a duty to ‘promote’ media literacy, although it left the term undefined. The article describes how Ofcom managed this regulatory duty. It argues that over time, media literacy was progressively reduced in scope, focusing on two policy priorities related to the growth of the internet. In the process, media literacy’s broader educative purpose, so clearly articulated in much of the early policy rhetoric, was effectively marginalized. From the Coalition government onwards, the promotion of media literacy was reduced further to a matter of market research. Today, if not altogether dead, the policy is governed by entirely different priorities to those imagined at its birth.  相似文献

Contemplating King Solomon’s enormous importation of gold from the mysterious land of Ophir filled Victorians with vicarious pride and glutted their pedantic appetite with no end of tempting antiquarian puzzles concerning the identity of his trading partners. This article provides details and context regarding the various putative Ophirs proposed by British travellers during the nineteenth century, which ranged from Sumatra to the Gold Coast. It concludes in the latter decades of the century, when the legend of King Solomon’s mines converged with the discovery of gold in South Africa. As scholars have noted, the mid-century discovery of ancient ruins in present-day Zimbabwe by the German explorer Karl Mauch rekindled the Ophir debate and focused most people’s attention on South Africa as its location. This was also the immediate context to Rider Haggard’s fascination with ancient African civilization in his immensely popular novel King Solomon’s Mines. Numerous subsequent explorers, adventure novelists, and armchair archaeologists added to this wave of speculation about Ophir in the three decades that followed Mauch’s original identification of Great Zimbabwe with the biblical Ophir. By connecting these later depictions of Ophir (both fictional and archaeological) with speculations from earlier in the nineteenth century, this article presents King Solomon’s gold as a common context for evolving justifications, ambivalences, and understandings of British imperialism, from an empire of trade to one of conquest and annexation.  相似文献

China’s declared foreign policy of ‘non-interference’ is contradicted by its actions in recent times. Beyond activities in the East and South China Seas, the involvement of China in negotiations on the Korean Peninsula, the evacuation of Chinese citizens from various crises, and the deployment of Chinese combat troops to peacekeeping missions in Africa have indicated China’s growing interests in the shape of world affairs, coinciding with a growing economic and military capacity to influence them. Much attention has been given to the potential consequences of great-power competition between the USA and China, but little focus has been given to the impact these trends may have in the outlying regions of Chinese foreign policy. One such place is Melanesia in the South Pacific—a subregion where a small influence from a Chinese perspective can have a significant impact on Pacific Island Countries. This article postulates that, over time, there is potential for the consequences of Chinese interests to lead to accidental friction, and suggests that this risk can be mitigated through increased cooperation.  相似文献

The Western world is experiencing increasing popularity of new religious movements whose adherents tend to spirituality, a subjective, personal form of religion. These spiritual forms shape the spaces of everyday life, their meanings, perceptions, and experiences, which is starting to be reflected in new geographies of religion. In Czechia, one of the most rapidly growing new religious movements is Diamond Way Buddhism. This contribution focuses on how Diamond Way spirituality is lived and experienced in space. The paper explores this phenomenon using the method of auto-photography. We asked six women to photograph places important to them in their daily lives and interpret their spiritual meaning. This method allows exploration of women’s spirituality in the everyday spaces where it is perceived and experienced, such as kitchens, buses, or natural sites. The results show that women have a specific way of experiencing Buddhism in seemingly secular space which they describe through feminine characteristics of transcendence. Everyday spaces become spiritual through the subjects’ emotional and continual experiencing of Buddhism, while the officially sacred space of a Buddhist center is incorporated into everyday life activities of women. The division between sacred and secular spaces often described by scholars is therefore challenged.  相似文献

Refugee policy involves a two-level game. For Australia since approximately 1998, the politics of refugees has been toxically affected by domestic politics. This has had potentially negative effects on Australia’s reputation and soft power. This article provides an overview of the issue, explores the ways in which considerations of domestic politics have come increasingly to shape Australia’s policy and concludes with a discussion of the consequences of Australia’s treatment of refugees for its diplomacy and soft power.  相似文献

The conflicts in Thailand’s southern border provinces and Mindanao have not only posed a challenge to the Thai and Philippine governments, but have also affected the respective governments’ relations with Malaysia. From a comparative perspective, this article aims to illustrate how a complicated web of interactions between domestic and international factors has not only shaped domestic decision-making, but also influenced how states interact with one another in regard to the conflicts, which has resulted in a mix of cooperation and contention. It is argued that despite past downturns in bilateral relations, various developments have paved the way for Malaysia to play a role in the current peace processes in Thailand’s southern border provinces and Mindanao. However, Malaysia has been able to accomplish more in Mindanao’s peace process due to several favourable conditions, including the Philippine government’s openness towards third-party involvement, regional security concerns and politics that have been less polarised until 2016.  相似文献

This essay is speculative in character. It is the work of a historian who has completed a study, written on certain principles, of the first three volumes of Gibbon’s Decline and Fall of the Roman Empire and does not intend to advance to a similar study of the second three. He does, however, believe that such a study would differ profoundly from that he has constructed of the first trilogy and wishes to offer hypotheses as to why this should be so. All hypotheses invite falsification, and he will make statements about the second trilogy and its hypothetical construction which invite research with results to which they may or may not stand up. To do this will be an exercise in the history of historiography, a sub-discipline still in progress of establishing itself. It will also give the author the opportunity of extending certain generalizations he was led to advance in writing and completing his study of Gibbon’s first trilogy, and of enquiring whether they remain valid in the light of a study of the second – given that this study is still at a hypothetical stage.  相似文献
