This article traces British policy discussions over their position in Latin America between 1959 and 1963. In particular, it looks at the way British officials interacted with the John F. Kennedy administration's flagship Alliance for Progress and examines the reasons behind the gradual support for a more engaged UK policy toward the area. This decision, it argues, came about due to a complex set of reasons that challenge the idea that the Anglo-American relationship determined British policy during the cold war. Both the cold war and Anglo-American relations were important in shaping British thinking, but so, too, were calculations over British economic interests. Indeed, as the article demonstrates, it was the interplay of these three elements that shaped British deliberations.  相似文献

Focusing upon how a ‘national’ film has been historically defined in Britain, this article traces the history of legal definitions of a ‘British’ film and identifies some of the issues around nationality that these have raised. The article begins with a discussion of the introduction of quotas for ‘British’ films in the 1920s and the adoption of the Eady levy as a means of providing production finance to ‘British’ films in the post-war period. It then goes on to examine the introduction, in response to EU regulations governing the film industry, of a ‘Cultural Test’ for ‘British film’ in 2007 and to consider the way in which eligibility for tax reliefs has depended upon a film qualifying as ‘British’. In assessing whether the Cultural Test may be regarded as constituting a ‘break’ in British film policy in terms of a shift from economic to cultural objectives, the article not only indicates the manner in which cultural and economic objectives have been brought into alignment but also identifies how the definition of the ‘national’ for the purposes of tax relief has been designed to encourage ‘transnational’ Hollywood production within the UK. In doing so, the article also indicates how ‘national’ discourses and practices have continued to inform and structure the economic and cultural dynamics of contemporary ‘British’ cinema as well as engaging with, rather than necessarily standing in opposition to, ‘transnational’ and globalising trends.  相似文献

This article explores the British Commonwealth Air Training Plan (BCATP), the RAF's major scheme for training airmen during the Second World War. Through this training programme, the dominions of Canada, Australia and New Zealand provided an indispensable contribution to the generation of British air power, a necessary condition for eventual victory. The article first considers the precise ways in which the BCATP extended British air strength, through an analysis of the output of graduates in the UK and the dominions. This is followed by an examination of how the governments of Australia and Canada attempted to ensure the continued national identification of their personnel once these airmen were serving within the RAF, reflecting the increasing political independent-mindedness of the dominions. Although Canada pursued a bolder and more successful policy of ‘Canadianization’, the mixed reception that this initiative received from airmen demonstrated the fact that the importance of national identification to Canadian airmen in Europe varied widely depending on individual experiences; indeed, national political currents were moving ahead of any broad consensus among servicemen.  相似文献

Public funding is crucial for the small Norwegian film industry. Based on an analysis of policy documents and interviews with regional film workers, this article discusses the implementation of regional film policy in Norway, and the tensions it has caused between center and periphery with respect to the allocation of funding. The creative industries discourse and the cluster concept are important for understanding this implementation; despite the new regional film policies the capital Oslo remains the undisputed hub of film production, and low production volume is still a challenge for the regions. Size, the article explains, is not only central when discussing Oslo as compared to the regions, but has also become a contentious issue within the regions. A key concern for the government, the article suggests, is how to create strong film milieus all over the country, which may entail the risk of spreading funding too thinly across the regions, resulting in a fragmented industry.  相似文献

This paper assesses whether Korean film policies, particularly protectionist ones, have been instrumental in the success of the Korean film industry. The conclusion is, surprisingly at a first glance, that protectionist policies have played an insignificant role. First, the import quota regime (1956–1986) limited the number of films to be imported, but not the number of Korean audience to see these imported films. Furthermore, the import quota system strongly induced Korean filmmakers to produce bad quality movies and theaters to avoid showing Korean films. Second, the screen quota system, from 1966 until present, has not been effective because imposing a mandatory number of days for screening Korean movies does not ensure that the domestic audience will watch these movies. Finally, the subsidy policy was barely noticeable before the late 1990s and is now too late and too limited to be credited for any significant impact on the success of the Korean film industry which began from the early 1990s. The results of this paper are robust enough to suggest to policymakers in other countries to review their own policies that advocate merely protectionism as a way to make a more attractive national culture.  相似文献

This article examines changes of the place that film has occupied in the public policy of the Japanese government, including not only cultural policy per se, but also industrial and economic policy. After describing some of the distinctive features of the Japanese film market, this paper discusses the inadequate basis of the government’s cultural policy for film. Film in recent years has received some attention as an industry with export potential, particularly with the rise of ‘Cool Japan’, the policy of promoting Japanese culture abroad as a tool for economic and diplomatic aims. In the chequered history of economic growth strategies and nation branding of recent years, the film industry has had some good news but received no serious attention either as a sector with economic significance or as a form of national culture.  相似文献

This article uses a detailed examination of British policy towards the occupation zone in Germany after World War II as a lens through which to illuminate enduring elements of structural and functional continuity in British foreign policy-making. Many of the problems facing British policy-makers in the post-World War II era replicated those relating to the occupation of the Rhineland and Ruhr in the early 1920s. Analysing the response of British policy-making to these resonances highlights underlying thematic trends in overall British foreign policy. The areas of continuity revealed challenge traditional historiographical views that foreign policy was shaped by elite group thinking in the Foreign Office. This article also evaluates British foreign policy in the light of recent developments in the historiography of the Cold War. Recent scholarship emphasises the multi-faceted and organic nature of the Cold War and highlights the difficulties involved in approaching issues such as ideology when the states involved were varied and had different infrastructures, cultures and foreign policy traditions and systems. By drawing out deeper resonances in foreign policy-making, this article contributes to a deeper understanding of the culture and tensions through which British policy was generated in the post-World War II period.  相似文献

This article examines Canada’s trade policy in light of efforts by the Harper government to respond to increasing global competition through the Global Markets Action Plan (2013). Through an analysis of three initiatives, the Canada–Korea Free Trade Agreement (CKFTA), the Canada–European Union Comprehensive Economic Trade Agreement (CETA), and the Trans–Pacific Partnership (TPP), it becomes clear that Canada’s current strategy has only gone part of the way to enact policies that will be most beneficial to its economy. This article shows that Canada’s Global Markets Action Plan, though ambitious, does not correctly prioritize Canada’s interests: it gives too little attention to improving Canada’s strongest trading relationship with its immediate neighbors in North America; it does not comprehensively address the changing nature of trade (which is now focused on trade in value-added products); and finally, its almost singular focus on market access and increasing exports directs attention away from the type of liberalization that would be most beneficial to Canadians, which is opening up the market for imports and dismantling Canada’s supply management system.  相似文献

This article explores the Israeli government's enthusiastic and substantial role in the production of Otto Preminger's Exodus (1960), the influential pro-Zionist film on the creation of Israel which was loosely based on the highly successful novel by Leon Uris. This involvement followed a decade of mostly unsuccessful Israeli government endeavors to encourage its many supporters in Hollywood to produce films in and about Israel: both for their potential economic rewards and for international propaganda. Utilizing archival sources in the United States, Britain, and especially Israel, this article charts Israeli efforts to encourage Hollywood productions in the 1950s and the extent to which Israeli officials provided encouragement and assistance to Exodus: first to the novel and then critically to the film. The article shows that the film producers took into account British and Arab observations too. However, the degree to which Exodus served Israeli propaganda themes is finally demonstrated by the eager efforts made by Zionist bodies and Israeli government officials to promote its international distribution.  相似文献

The setting up of the National Economic Development Council(NEDC) and other reforms to the institutions of economic policy-makingin the early 1960s are regarded by commentators as the firstconcerted attempt by government to confront the issue of Britain'srelative economic decline. The general assessment of these reformsis that they failed, largely due to the ‘possessive individualist’culture of British peak organizations. This article investigatesthese issues from the perspective of negotiations on financialprovision for the unemployed—one of the first issues tobe considered by the NEDC. It shows that in this area the mainproblem was the nature of the Whitehall policy-making processand the failure of government to co-ordinate its policy position.This caused both sides of industry to question government commitmentto the tripartite process and seriously undermined the entireNEDC project at an early stage. These findings are consistentwith recent theoretical analyses of British government whichemphasize the complexity of the policy process and co-ordinationproblems within Whitehall.  相似文献

NATO has been a source of influence on British nuclear policy and strategy since the 1950s. The nature and extent of its influence has, however, been kept limited by successive British governments. This article considers how and why this has happened. It discusses evolving British attitudes towards NATO command and planning, and shows how these were reflected with regard to strategic nuclear issues from the late 1950s. The evolution of the key notion that the United Kingdom is a second centre of nuclear decision within NATO is traced, and both its utility and contradictions are examined. Overall it is argued that, both during and since the Cold War, NATO has neither been a central factor in shaping British nuclear strategy and policy, nor have British nuclear weapons been other than of limited importance and relevance for most NATO members.  相似文献

Current analyses of UK smoking policy within two frameworks--the 'heroes and villains' view of journalist accounts and a political science emphasis on rival 'producer' and 'issue' networks in policy making. It is often assumed that the US experience provides a universal historical model. This paper sees smoking policy in the UK as a case study in the relationship between 'scientific fact creation' and policy, which has also been emblematic of wider changes in public health ideology. The issue of smoking and lung cancer symbolized the post-war shift from infectious to chronic disease and the rise of a new 'lifestyle'-oriented public health. In the 1980s passive smoking brought a revival of environmentalism; in the 1990s the rediscovered concept of addiction symbolized developments in public health in which curative and preventive initiatives were entwined. Despite the rise of a militant 'healthism' within both anti-smoking and public health since the 1970s, British policy retained a dual focus, an emphasis on risk reduction as well as risk elimination in which policy networks were entwined rather than distinct. Some public health scientists worked in policy milieux, notably the expert committee, which crossed this apparent divide and which linked with industry. Connections between government and industry changed as public health 'treatment' brought the pharmaceutical industry into the picture.  相似文献

This article examines how cultural workers participate in the construction and contestation of the creative economy at the policy level. An analysis of the role unions play in the film and television industry association FilmOntario demonstrates the paradox that the creative economy, as an economic development strategy, presents to the cultural workforce. FilmOntario has succeeded in attracting a high volume of work to the province through film and television tax credit advocacy. Although FilmOntario’s success in policy advocacy is deeply tied to union resources, the unions’ decision to work within creative economy discourses, and in association with employers, has prevented core issues related to the quality of work from being articulated as a function of policy design. The argument is that the discursive and associational choices unions, as the collective voice of the (creative) working class, make as policy actors have a significant impact on the degree to which cultural labour problems are understood as cultural policy problems.  相似文献

This article re-examines the drivers of post-war Australian foreign policy in South-East Asia. The central argument is that the motive of Commonwealth responsibility has not been given sufficient explanatory weight in interpreting Australia's post-war engagement with South-East Asia under both Australian Labor Party and Liberal-Country Party (Coalition) governments. The responsibility expressed by Australian policy-makers for the decolonisation of the Straits Settlements, Malayan Peninsula and British Borneo Territories cannot be adequately understood within a cold war ideological framework of anti-communism. Nor can it be explained by the instrumental logic of forward defence. The concept of responsibility is theorised as a motivation in foreign policy analysis and applied to Australian involvement with British decolonisation in South-East Asia between 1944 and 1971. The article finds that in its approach to decolonisation, Australia was driven as much by normative sentiments of responsibility to the Commonwealth as it was by instrumental calculations of cold war strategic interest. This diminished with the end of Indonesia's ‘Confrontation’ of Malaysia in 1966 and subsequent British commitment to withdraw from East of Suez. Australia's policy discourse becomes more narrowly interest-based after this, especially evident in Australia's negotiations with Malaysia and Singapore over the Five Power Defence Arrangements from 1968 to 1971.  相似文献

This article investigates British policy fluctuations regarding the Cretan Question from 1893 to 1913 by examining Great Britain’s participation in the European Concert, as well as its plans to achieve an economic foothold in Crete. Running parallel, these two factors expose the critical factors determining British policy through an analysis of the development of British international relations in the Levant and the fulfilment of the City’s investment plans in Crete. Moreover, the examination of British policy regarding the Cretan issue helps explain why and to what degree London shifted from a soft to a hard-line exercise of power towards the key aspects of the Cretan problem. The article closes by suggesting that Britain’s main priority was to avoid diplomatic isolation over the Eastern Question, while maintaining closer relations with Russia, and re-entering the arena of the Eastern Question.  相似文献

This article examines the fish trade between Denmark and Britain, focusing on the 1933 bilateral trade agreement. Britain was the main export market for Danish fish, achieving a significant market share. Import penetration exacerbated British concerns about competitiveness that had emerged during the 1920s. While British protectionism saw the introduction of tariffs and quotas, which nominally reduced Danish imports by 10%, the Danes accommodated restrictions through exporting semi-processed fish. This article details trends in fish imports from Denmark, examines the national positions in negotiating the trade agreement, and considers how each country's fishing industry responded to its implementation. It draws two principal conclusions. First, that the significance of trade in the development of the interwar fisheries requires greater consideration in historical accounts. Second, that the Danish industry more effectively accommodated the new trade regime than the nominally protected British fishing industry.  相似文献

This article takes a global historical approach to American protectionism and the British imperial federation movement of the late nineteenth century, showing how US tariff policy was intimately intertwined with the political and economic policies of the British empire of free trade. This article argues that the 1890 McKinley Tariff's policies helped call into question Britain's liberal, free trade, global empire by drumming up support for an imperial, protectionist, preferential Greater Britain. The tariff also speeded up the demand and development of more efficient transportation and communications—technological developments that made imperial federation all the more viable—within the British Empire. This article is thus a global history of the McKinley Tariff's impact upon the British Empire, as well as a study of the tariff's effect upon the history of modern globalisation.  相似文献

Abstract

British Government policy has much to say about video games, through production support, regulation and recognition (or lack of it) of their cultural nature, with games defined and promoted as part of the creative industries in a manner which owes much to film policy. Yet, the drive to promote both the games industry and games culture, and the inconsistent usage of terms like culture and creativity, produces tensions between different elements of ‘Britishness’, expressed and experienced not only through policy, but also through the creation and consumption of games. In considering the specificity of games’ contribution to British identity, therefore, we must understand how different elements of cultural policy interact with the interests of audiences and creators to define ‘British games’ – games which have the quality of being, or being seen to be, British. Such games might be expected not only to represent British culture within a global marketplace, and to project soft power, but also to address the British nation in some manner. This diversity, of global and local, of present-mindedness and nostalgia, suggests that British games articulate a complex and plural sense of national (cultural) identity.  相似文献

This article discusses the development of the Livens Large Gallery Flame Projector, a massive British flamethrower that was used against German trenches in the Battle of the Somme in 1916. Built underground within tunnels below No Man’s Land, this secret weapon was an attempt to use technology to break through German defences and reduce British casualties. The flame projector was the most effective flamethrower developed in WWI, but proved to be too inflexible and expensive to be widely used.  相似文献

The British period in Palestine (1917–48) was fundamentally shaped by the commitment to promote the Jewish National Home (JNH) as originally stated in the Balfour Declaration (1917). The extent that that commitment shaped public-security policy in Palestine is examined in this article. While the need to reduce costs and the desire for a civilian (rather than military) force also shaped policy, the government's JNH policy was the key determinant in public-security policy in Palestine. It meant the police was specifically configured to protect the Jewish population and there were always a disproportionate number of British personnel in the force. This became more pronounced as British rule progressed. Following deadly riots in 1929, the number of British police was tripled; with the inception of the Arab Revolt (1936–39) that number more than quadrupled. Moreover, during the Arab Revolt the British increasingly relied on members of the Jewish community to assist with their protection. The majority of these Jewish forces were supposedly for defensive purposes; regardless, they were all members of the semi-secret underground Jewish army, Haganah. The British were well aware of this and tacitly approved. In doing so, the British made a significant contribution to the Zionist project.  相似文献
