Given their precarious position within larger states, national minorities cannot rely on federal governments to affirm their nationhood. Moreover, insofar as nationhood is predicated on a shared history, language and culture, immigrants place additional strains on the maintenance of national distinctiveness and the political claims that derive from it. In 2006–2007, following a series of confrontations over religious practices in the public sphere, Québec's provincial government appointed the Bouchard–Taylor Commission to investigate avenues for the accommodation of immigrant‐related cultural and religious differences. While it failed to generate policy, the commission did provide a discursive space for the (re)assertion of Québécois nationhood. Analysing the production of national identity in newspaper debates of the Bouchard–Taylor report, we offer an alternative to the ethnic–civic paradigm in nationalism theory. Rather than treat ethnic and civic as two separate ends of a single continuum, we conceptualise a relationship between two dimensions: one of culture and one of politics. We show that in contemporary articulations of Québec national identity, the prerequisites of political membership derive their meaning from a productive tension between blood‐based and adoptive conceptions of national culture.  相似文献

Puerto Rico became a territory of the United States in 1898 with the end of the Spanish-American War. In 1952, the island became a ‘Commonwealth’ through the development and approval of a local constitution. While this political status allows Puerto Rico some degree of autonomy, it nevertheless continues to subject the island to United States federal authority. For the last 60 years, discussions on whether Puerto Rico’s Commonwealth status is a permanent or transitional status has fuelled much of the political debate and public policy of the region, and has been highly influenced by political status ideologies: to become a state of the United States, to maintain the current status, or to become independendent. Budgetary, legal, and commercial dependence on the United States causes constant conflicts in the design and implementation of Puerto Rican public policy in areas such as education, law, and economic development. Likewise, culture has not been exempt from these debates. In fact, cultural differences have caused conflict at all levels – from the theoretical conceptions of culture, to cultural policy and arts management. Moreover, the implementation of cultural policies has also been subject to political ideologies and the concept of culture has variably been seen as an obstacle or strength for specific political purposes. In the midst of a sustained economic crisis, the current Puerto Rican government has proposed the development of a comprehensive cultural policy through a participatory process. The objective of this paper is to present this process as a means of analyzing Puerto Rico’s experience through the challenges in designing and implementing cultural policy within a ‘postcolonial colony’ scenario. This paper will place emphasis on the government’s role, cultural public institutions, and cultural production.  相似文献

Visual and cultural modes of expression and intercultural engagement have broad implications for recognition politics. Recognition-based strategies for the governance of Indigenous difference in settler colonies engage in an economy of perception that capitalises on the currency of inclusion and diversity. This paper explores the visual and cultural fields of recognition politics in the Canadian settler state through the examples of the 2008 Apology from the federal government for Indian Residential Schools and the stained-glass window – Giniigaaniimenaaning (Looking Ahead) by Métis artist Christi Belcourt – commissioned to commemorate the Apology. The paper uses Judith Butler’s concepts of recognisability and framing to make sense of these events as legitimations of settler colonialism. It goes on to explore the possibility of rupture in the inherent instability of ‘frames of recognition’, in Butler’s terms, and uses Jolene Rickard’s conceptualisation of visual sovereignty to also make sense of the simultaneous subversion and self-recognition that takes place in Belcourt’s artwork. In doing so, this paper furthers a critical dialogue surrounding the normativity of recognition policies and practices in Canada as well as the intersubjective or interpellative orientation of visual-cultural expressions of recognition.  相似文献

ABSTRACT

This paper is a study of the figure of ‘ambition’ in Scottish cultural policy since about 2010. The argument of the paper is established through the development of the concept of ‘temporal sovereignty’. Through ‘ambition’ cultural policy attempts to subject culture and cultural agents to the formation of the Scottish government’s temporal regime, and in particular the relation between creative industries and the effects of economic temporality. The study examines the temporal properties of ‘partnerships’ as a key strategic mechanism in that project. The focus of the study is an analysis of authoritative Scottish cultural policy texts which show that the subject of culture becomes the organisation of temporal sovereignty. The paper explains the conditions for the emergence of the problem of ‘temporal sovereignty’ and discusses its consequences for structures of rule and logics of cultural policy formation. It concludes by indicating the location of culture in a politics of temporalities.  相似文献

ABSTRACT

Over the last twenty years, cities around the world have seen the multiplication of cultural district projects, which aim to concentrate cultural organisations in a circumscribed urban space, or to label a neighbourhood’s cultural scene. This paper examines the adoption and adaptation of a globally circulating cultural policy model as an instrument of urban governance. Moving away from the notion of policy transfer, understood as a neutral and unidirectional process through which successful culture-led development models spread to other contexts, I show how local actors mobilise external references to position themselves in a transnational cultural policymaking field, and construct their city as a model. I compare the multi-scalar politics of urban modelling in Doha and Singapore, where globally circulating culture-led development models have been introduced not only as instruments of economic growth, but also as diversity management tools. On the one hand, cultural districts serve as discursive nation building/branding instruments to project an imagined identity locally and internationally. On the other hand, urban elites can mobilise cultural districts to make strategic shifts in the diversity management discourse, through an engagement with the urban environment, and the co-optation civil society actors at multiple scales.  相似文献

This paper seeks to unpack the politics of heritage preservation in post-1997 Hong Kong. Referring to international frameworks on heritage preservation, it seeks to position Hong Kong’s cultural resource management on par with international discourses for the advancement of heritage governance. Debates surrounding heritage are indeed a part of the wider picture of Hong Kong’s cultural and identity politics and the Hong Kong-China relationship. By examining various contested cases of heritage conservation, and by linking those debates back to the government’s responses within the context of cultural governance, we suggest that heritage management has become a hot stove for cultural politics in post-colonial Hong Kong with deep repercussions in the political, social and economic spheres. The paper examines the rising social debates concerning the removal and conservation of built heritage, and the various government attempts to address these debates. It argues that the current heritage governance mechanism has failed to meet social needs and provide an articulated heritage policy. We propose that a coherent organisational structure is required to better accommodate diverse and contradictory views and discourses surrounding heritage and cultural governance and to tackle the various cultural challenges in postcolonial Hong Kong.  相似文献

This article aims to reintegrate the colonial history of Canada as part of the grids of analysis for understanding the evolution of its Federal cultural policy. Building on the notion of settler colonialism and its implication for Indigenous population (For the purposes of this paper, the term ‘Indigenous’ is used in place of, perhaps, more popular or familiar terms – such as ‘Aboriginal’ or ‘Native’ – in order to remain consistent with current Indigenous politics. In particular, some Indigenous scholars are reluctant to accept the label Aboriginal because they feel it is consistent with the colonial order imposed by the Canadian government [Alfred and Corntassel 2005, p. 599]). The term Indigenous also alludes to a global political awareness and to forms of alterity between different populations from North America, South America, Asia, and the Pacific. in Canada, this paper documents different transformations in cultural policy and illustrates some of its paradoxes and challenges. Building on principles developed by Indigenous scholars, this article highlights some of the components for decolonizing cultural policy in Canada. This paper explores the relationship between rock music, collective memory and local identity, by focusing on events connected to Liverpool's status as European Capital of Culture 2008. The first part of the paper describes these events and how memories of local rock music were attached to heritage and local identity and mobilised to validate Liverpool as a capital of culture, whilst in turn the city's Capital of Culture status served to validate particular ways of remembering the local musical past. The second part of the paper considers the broader significance of these events by relating them to three pan-European trends in cultural policy: the development of the cultural and heritage industries; the protection and promotion of local culture and identity; and the fostering of cultural diversity and integration. It highlights the general significance of the popular music past for cultural policy in Europe, but also the politics of popular music memory and how it involves a complex and dynamic process of negotiation that relates to cultural policy in particular ways. The paper concludes by arguing that popular music offers a specific and productive focus for research on cultural policy, heritage and local identity in Europe.  相似文献

Largely undocumented in the published accounts of cultural policy history in the UK, the Arts Enquiry was a privately funded survey of the arts in wartime England. It was launched in 1941 as an initiative of the Arts Department at Dartington Hall and funded by the trustees of Dartington Hall, who spent £19,000 on the study over its six-year history. The Enquiry brought together artists, intellectuals, philanthropists and arts professionals in specialist committees to examine the visual arts, music, drama and documentary film. Three book-length studies were published: The Visual Arts (1946), The Factual Film (1947) and Music (1949). This article examines the history of the Arts Enquiry, its entanglement in the cultural politics of the period and what it reveals about policy formation in the UK, as well as the historiography of cultural policy.  相似文献

The many bodies administering Australian arts activity were incorporated within the Australia Council, established in 1973 by the Whitlam Labor Government to oversee Commonwealth arts policy under the direction of H.C. ‘Nugget’ Coombs. This article takes the establishment of the Australia Council as a starting point in tracing changing attitudes towards the practices and funding of popular music in Australia and accompanying policy discourses. This includes consideration of how funding models reinforce understandings of ‘high’ and ‘low’ art forms, the ‘cultural’/‘creative’ industries debates, and their effects upon local popular music policy. This article discusses the history of local music content debates as a central instrument of popular music policy and examines the implications for cultural nationalism in light of a recent series of media and cultural reports into industries and funding bodies. In documenting a broad shift from cultural to industrial policy narratives, the article examines a central question: What does the ‘national’ now mean in contemporary music and the rapid evolution of digital media technologies?  相似文献

This article seeks to critically examine the ascendancy of culture in the arena of politics by analysing emergent multicultural discourses and policy development in South Korea as an illuminating case study. In exploring various discursive modalities of culture in the politics of diversity, it investigates how culture is identified as a source of social problems and concurrently employed as their solution. Combining discourse analytic and in-depth interviewing techniques, the article focuses on analysing how female marriage migrants and their children are constructed as cultural other, and how the language of culture is deployed to divert attention from issues of power and structural inequalities. In particular, it examines the discourse of ‘cultural deficiency’ and ‘cultural competence’ used in relation to migrants, and assesses the proposed conceptual shift in cultural policy development from multiculture to cultural diversity.  相似文献

This article develops three themes. First, we have shown that,whilst local housing policy was channelled by government initiatives,funding patterns and local expert opinion, local political andcivic values gave rise to a policy orientation that had a significantinfluence on the lives and perceptions of public sector tenants.Secondly, we demonstrate that the tenacious hold of civic andpolitical values contributed to the Labour Party’s politicaldifficulties by making it resistant to change in the 1960s and1970s, when a shift in approach was necessary to manage changingcircumstances. Finally, by exploring the impact of a constantlyreformulated local discursive and cultural tradition, we illustratethe explanatory value of a developing but still largely suggestiveconceptual approach. It is unlikely a “third party” will arise to threaten the two-party duopoly that has governed American politics since 1828. It is, however, possible that a new political movement will arise within the Republican Party, stake out new ideological terrain, and make a bid for control of the party apparatus. Movements arise when parties fail to address public challenges, policy entrepreneurs recognize the opportunity, and resources are available to make a bid feasible. Today the two parties have failed to address the increasing fragmentation of American public life. They have, in fact, contributed to fragmentation by appealing to identity politics and by attempting to use the national government as a tool of legal and judicial force against their opponents. A new political movement centered on federalism—the restoration of state and local government and a balance of power between the states and the national government—offers the hope of allowing cultural pluralism to flourish within an overarching political unity. It remains for enterprising candidates to recognize the opportunity and donors to fund them.  相似文献

Efforts to improve local public policy-making in the Netherlands have led to two changes in local government. First, a budgeting system that focuses political debate on the outcomes of policies rather than on their costs was implemented as of 2004. Second, as of 2006, municipalities have been obliged to install a local Audit Committee (rekenkamercommissie). The committees examine the efficacy and efficiency of municipal policies. Several of these committees have devoted research to cultural policy. In this article, I present the manner in which this budgeting system and the institution of Audit Committees have impacted the evaluation of local cultural policies in the Netherlands. Furthermore, I discuss the way practices relate to key dilemmas concerning evidence-based cultural policy.  相似文献

Abstract

This paper argues that cultural policy analysts should turn their analytical attention towards the cultural policies of sub-national levels of government. State level cultural policy has become an increasingly important locus of interest for those who are concerned with the health and stability of the arts, culture, and humanities in American life, and the same is undoubtedly true elsewhere. This rise in the importance of cultural policy at the state level has not been accompanied by a similarly evolving understanding of the cultural policy system that has developed at this sub-national level. Cultural policy at the level of an American state has been the sum total of the more or less independent, uncoordinated activities of a variety of state agencies and allied organizations and institutions. This paper lays out a number of hypotheses concerning what we might be likely to find in such an inquiry and reports some preliminary findings from a cultural policy mapping project in the State of Washington.  相似文献

This article explores the performing arts as cultural heritage in the Federated States of Micronesia (FSM) in the western Pacific. It examines policies for and ideas about the support, management and safeguarding of the performing arts, first through the colonial lens of historical preservation, then through intangible cultural heritage and finally from recent theorising in music ecology. In presenting an overview of cultural heritage policy in the FSM with regard to the performing arts, this paper discusses the relationship between heritage practices and colonialism, and it reviews the place of music and dance in the cultural management of Micronesia. Drawing on recent work in ethnomusicology, the article argues for considerations of the holistic space of the performing arts and the facilitation of participatory practices to address concerns of cultural demise and to reframe approaches to music and dance as cultural heritage in the Pacific.  相似文献

This article investigates the role of Canadian municipal governments in relation to the development of music industry policy. It examines two attempts by Canadian cities (Calgary and Toronto) to develop municipally based music policies. Both cases are examined in context of the policies of other levels of government in Canada, where municipalities have not generally played a significant role in addressing the music industry. Historically, music industry policy has been a concern of federal government policies. The article addresses how this creates a particular conception of the industry and the extent to which municipal policies need to challenge this in order to be effective. Further, the article examines some of the other factors that constrain and shape the ability of Canadian municipalities to intervene in this field.  相似文献

Music became a marker of national identity in nineteenth‐century Europe. Western art music consists of tonal systems that are universally intelligible, but certain rhythms and musical idioms have been associated with national styles. How, when, and why does a musical phrase or piece become national? What political and cultural circumstances contributed to the development of national styles and facilitated the emergence of resonant topographies? What was the relationship between music as cultural practice and nineteenth‐century national thought as discursive space? These questions are addressed with a particular focus on verbunkos, which came to be characteristic of Hungarian national style, and on the Rákóczy March which became famous thanks to Berlioz's Faust. This essay traces the complex process of cultural transfer through which these martial tunes of mixed ethnic origins have become emblematic of Hungarian music.  相似文献
