In 2005, Harry G. Frankfurt, a retired professor of moral philosophy at Princeton University, made it into the best‐sellers chart with his book On Bullshit. Taking his essay as its starting point, this article explores the analysis of bullshit and the prevalence of bullshitting in the contemporary public sphere. Frankfurt’s short essay indeed provides an intellectual framework to interpret and understand contemporary rhetoric and practice in the cultural policy field, as well as recent trends in cultural policy research. Through a discussion of selected New Labour’s cultural policy documents in Britain, the article aims to show that many of the key actors in the cultural policy debate indeed display the ‘indifference to how things really are’ and the cultivation of vested interests which Frankfurt attributes to the activity of bullshitting. The final part of the text discusses the implications of the present status quo for ‘critical’ cultural policy research. 相似文献

AbstractThe appropriation of scientific concepts by the humanities and the visual arts exemplifies what many feel are both the pitfalls and possibilities of interdisciplinary engagement. The principle of entropy, which C. P. Snow claimed could serve as a litmus test of the ‘two cultures’ divide, provides an excellent starting point for exploring how artists have employed scientific concepts far beyond their original contexts. As a case study in interdisciplinarity, the use of entropy in the visual arts is also a lens to consider the evolution of an artistic proposal from the 1960s known as ‘system aesthetics’. As an early challenge to the clean demarcation of art and science, system aesthetics was a precedent for what might be described as the emergence of an ecosystem aesthetics within contemporary art and design today. 相似文献

The paper presents a critical discussion of the current debate over the social impacts of the arts in the UK. It argues that the accepted understanding of the terms of the debate is rooted in a number of assumptions and beliefs that are rarely questioned. The paper goes on to present the interim findings of a three‐year research project, which aims to rethink the social impact of the arts, with a view to determining how these impacts might be better understood. The desirability of a historical approach is articulated, and a classification of the claims made within the Western intellectual tradition for what the arts “do” to people is presented and discussed. 相似文献

This article investigates the background of Soviet industrial design in Soviet art theory. Instead of considering design's interconnection with technology and science, or with consumption and everyday life, the author traces its conceptualisation as a new artistic phenomenon. Using archival records of professional discussions, polemical articles in the art press and design projects, the author looks at how industrial design was incorporated into the Soviet order of things. She concludes that accommodation of the Western model was the way to reform the system of socialism from inside, typical for the Soviet intelligentsia of the 1960s. 相似文献

The existence of the tutela mechanism and the endemic weaknesses of the legislative and executive branches of the Colombian state have led to a de facto judicialization of health policymaking. The objective of evidence‐informed policy is to identify effective policy approaches and legitimize policy decisions. Questions arise about the basis on which judges take decisions with significant policy and budgetary consequences, and the forms of evidence they use to inform these. This article focuses on the extent to which courts take account of research evidence in judgements and assesses the implications for health policy in Colombia. We place these discussions in the context of a broader analysis of the ongoing reforms to the Colombian health system and the most recent literature on evidence‐informed policymaking. The judicialization of health policymaking offers a suboptimal means to achieve the objective of evidence‐informed policymaking. The emergence of a range of evidence advisory bodies in recent years is an attempt to address the issue of judicialization alongside the other constitutional and political weaknesses Colombia faces. 相似文献

The commissioning by South Africa’s Department of Water and Sanitation of a new and higher wall for the Clanwilliam Dam will increase dam storage and provide additional water for emerging and existing commercial farmers. But there is a cost to South African heritage. The raising of the wall will flood 27 rock art sites as well as other archaeological and historical resources. In partial mitigation of this impact on heritage the removal of particular pieces of rock art was approved by Heritage Western Cape, the provincial heritage agency. This report focuses on the removal process and techniques used to cut out three pieces of rock art under the management of PGS Heritage between 18 April 2016 and 7 May 2016 from the sites designated CDE02 and CDW10. Publication of the techniques used and the procedures followed will add to the sparse literature on rock art removal and increase the accessibility and availability of information about the removed stones. 相似文献

This article explores contemporary cultural geographies and underlying histories of change on private land in post‐apartheid South Africa. Its focus is the expansion of wildlife‐based tourism and related forms of commodified wilderness consumption in KwaZulu‐Natal province. The article explores the social and economic processes occurring on game farms in a region known as the Midlands. Here nature is being culturally (re)constructed on former farmlands to create new landscapes shaped by the demands of wildlife‐based tourism. In pursuit of these ‘third nature’ dreams, spaces often need to be physically changed as well as discursively repositioned through marketing. Yet this is not an unchallenged process: the presence of ‘farm dwellers’ living on privately owned land disrupts smooth progress to a refashioned wilderness landscape. The article identifies various strategies employed by landowners in order to minimise the presence of farm dwellers on their land. In the current context, the involvement of the state on private land adds a further layer of complexity. Land reform policies and programmes serve as a mesh through which these contestations are filtered. While their effects are often ambiguous, land claims in particular serve to challenge the ‘third nature’ dream of landowners. 相似文献

This paper builds on the designation of cultural actors’ actions as a decisive factor in the emergence of urban patterns of art-driven social co-presences in Istanbul. It contributes to the creative city debate from the perspective of community development by incorporating the contemporary arts into urban social space making efforts. Methodologically, the locations of art organizations in the contemporary arts scene of Istanbul are approached as an urban pattern of art driven social co-presences that resulted from the ‘collective action’ in which a multitude of cultural actors are involved. We find that the clusters of art organizations serve as multidimensional social interactions among artist communities. There are, however, inefficiencies in spreading this interactive networking throughout different social segments. Research findings conclude that the cultural actors as agents of generating social co-presences within the place, are not effectively contributing to the society’s social coherence, particularly in terms of creating links with disadvantageous neighbourhood residents. 相似文献

This paper aims to show how in France, the synthesis of cultural policy and social concerns throws up a number of tensions and pitfalls. These tensions are perhaps most acute because these sorts of cultural policies are not merely about socio‐economic issues but are actually tied to France’s colonial legacy and the presence of a large and often marginalised population of migrants and their descendents. The pitfalls stem from the universalist starting point of French cultural policy, which, although designed to integrate “new” and migrant/postmigrant publics, emergent artists and cultural practices, seems to simultaneously marginalise them since it is already premised on a binary that opposes art as aesthetic expression and art as an expression of cultural (anthropological) identity or social cohesion. 相似文献

A social analysis based on extensive evaluation of the Dance and Drama Awards programme reveals the social‐market political paradigm underpinning the formation of cultural policy in the UK underthe New Labour government. This specific intervention in the field of cultural production is placed in the context of broader government interventions in the cultural domain that seek to give respect to undervalued social and cultural groups. There is a political analysis of the characteristics of the social‐market political formation that underpin New Labour’s “affirmative” actions, and the political strategies informing the government’s “access” and “inclusion” agendas and their impact on the cultural and creative industries. The authors argue that the construction of a “social‐market” position in New Labour’s cultural policy represents an attempt to bridge or “hyphenate” the contradictory claims of social democracy, on the one hand, and economic fatalism, on the other. Despite the rhetoric of social and cultural “transformation”, the authors argue that a “faith” in the market prevents New Labour from transforming the political‐economic and cultural structures that generate economic and cultural injustices. 相似文献

For those who make and admire artistic works, there is no question of their value. However, for others interested in economic development, the value of the arts is often more tangential, contested and questionable. While the post‐modern world of consumption and spectacle suggests to some academics and governments that the arts and cultural industries are the way of the future, others remain sceptical about their social and economic value. This is a theoretical as well as a practical issue this paper explores by offering a reconceptualisation of Pierre Bourdieu's concept of cultural capital as a way of re‐assessing the value of the arts. The paper then applies this framework to quantify and qualify the value of the arts in one regional city in Australia – Geelong in Victoria – focusing on the work of two artists. The aim is to describe the interconnected processes by which the arts generate cultural capital in the form of confidence, image, individual well‐being, social cohesion and economic viability. The analysis also highlights the ongoing power relations which prescribe artistic production, circulation and valuation. The implications of such a rethinking and application go well beyond one city and region to other places grappling with the relationship between artistic production and urban well being. By focusing on the broad‐ranging process by which artistic value is created for individuals, groups, professionals, communities and governments, a model becomes available for other places to use in realising their cultural capital. 相似文献

The development and testing of a Web‐based GIS e‐learning resource is described. This focuses on the application of GIS for siting a nuclear waste disposal facility and the associated principles of spatial decision‐making using Boolean and weighted overlay methods. Initial student experiences in using the system are analysed as part of a research project on teaching GIS concepts to large numbers of students with little or no prior GIS experience. Some general thoughts on the utility of Web‐based GIS for learning and teaching are presented. Results from the first cohort of 167 undergraduate/postgraduate geography students using the system indicate that students find it easy to use, a useful aid to learning about the issues involved, and a thought‐provoking exercise in Internet‐based democracy. 相似文献

This paper explores the relationship between travel behaviour, ICT use and social networks. Specifically, we outline a theory of social action that can inform how ICTs relates to social activity travel and explore the efficacy of this theory in an empirical setting. We begin by outlining two factors that influence the propensity to travel: an individual's will to initiate events with members of one's social network, referred to as agency, and the social accessibility of network members themselves. Social accessibility defines a series of practical constraints for social‐activity travel and agency defines the extent to which an individual will actively work within these constraints to maintain their social network. The theoretical section first unpacks these concepts while embedding them in the research literature, finishing with an operationalisation of agency and social accessibility. Using this theory, the empirical section investigates the relationship between agency, social accessibility, and factors associated with both the respondents and their personal networks. More specifically, we examine how agency levels of interaction are related to differences in demographics, global measures of network structure and composition, and measures of media use, particularly of Internet and telephone. We conclude that individuals who are proximate or more active are more likely to maintain reciprocal relationships, and that more distant or infrequent ties require greater maintenance on the individual's part. We believe that studies of activity‐travel and ICTs will benefit from a theoretical lens that articulates some of the transformative effects of ICTs on travel vis‐à‐vis its effects on social life. Social accessibility and agency can help focus that lens thereby enabling researchers to make potentially more elaborate and realistic models that move beyond the spatial and temporal dimensions into social dimensions. 相似文献

Issues of race and sovereignty are embedded in every cross‐cultural collaboration in natural resource management (NRM). This article aims to bring these issues to the forefront by incorporating the term whiteness. Whiteness enables a critique of the privileging of Western sovereignty and the so‐called objective and universal value of Western science. By reversing the gaze away from the colonised Other and onto systems descended from colonial authority and its inheritors, whiteness identifies how race privilege works. A critical whiteness lens provides an analytical and practical tool for decolonising NRM. We provide a case study of the South Australian Department of Environment and Water to consider how NRM professionals reproduce and deconstruct whiteness in nuanced ways, where (a) participants are defeated by Western sovereignty when whiteness is seen as normal or as the only way; (b) the privilege of Western sovereignty begins to be unsettled; and (c) the gaze is reversed. Thus,Western sovereignty is problematized, and solutions to persistent problems are found in collaboration. We argue that reversing the gaze is a process that opens spaces to co‐develop context specific solutions with Indigenous nations that decolonise cross‐cultural engagement in NRM and respect Indigenous sovereignty. 相似文献

Indigenous community‐based monitoring has been a central feature in many international attempts to improve monitoring of and local adaptation to environmental change. Despite offering much promise, Indigenous community‐based monitoring has been underutilised in natural resource management in Australia, particularly within the remote, semi‐arid rangelands. This paper discusses contextual social and environmental factors that may help to explain this apparent deficiency, before critically analysing key stakeholder perceptions of the roles for, and challenges of monitoring in the Alinytjara Wilur ara Natural Resources Management region in the north‐west of South Australia. The analysis guides a discussion of responses to better integrate monitoring in general, and Indigenous community‐based monitoring in particular, into regional environmental management approaches. We argue that community‐based monitoring offers a range of benefits, including: better coordination between stakeholders; a heightened ability to detect and respond to climatic trends and impacts; the effective utilisation of Indigenous knowledge; employment opportunities for managing and monitoring natural resources; and improved learning and understanding of rangeland socio‐ecological systems. Identified opportunities for spatial and temporal community monitoring designed for the Alinytjara Wilur ara region could be of value to other remote rangeland and Indigenous institutions charged with the difficult task of monitoring, learning from, and responding to environmental change. 相似文献

This article addresses the influence of dominant and traditional ways of grasping the reality in social and economic processes of change. Our point of departure is how the perception of crisis in Odda, a small industrial community in Norway, influences the course of the process of change. The analysis focuses on a heated debate over the exploitation of a large site in the centre of Odda, left after the closure of the key factory. Rather than the economic and social consequences of the closure, the main challenge that arose from the crisis was related to the emergence of ambiguity in the local conceptual framework. Coming to terms with the situation stimulated various attempts to rearticulate the discourse of local development, with the result that industrial and culture‐based perspectives on development came into conflict. The economic crisis became a crisis of definition. In Odda, the industrial discourse finally domesticated the competing cultural discourse, ending years of conflict and inaction. In its explicit focus on the importance of local struggles and the way discourse structures such processes this story about recent developments in Odda complements literature on post‐industrial development. 相似文献

Conversations about various examples of rock carvings with interested local tribespeople across the study region revealed information about the different loci of carvings; subject matter and techniques; and the identities of possible carvers. It was possible to place sorts of rock carvings in specific cultural contexts and in long‐standing traditions across the peninsula. There has been relatively little comparative research undertaken on sub‐national cultural policy. This article aims to contribute to the development of sub‐national comparative studies by assessing the utility of national cultural policy approaches for comparative research at the sub‐national level in Canada. Drawing on studies of national cultural policy, the authors develop three main approaches to cultural policy and administration – the French, British and hybrid approaches – and explore their applicability to the origin and evolution of cultural policy and administration in the Canadian provinces of Québec and Ontario. This exploratory research suggests there is room for optimism in drawing on national‐level experiences to undertake sub‐national comparative cultural policy research, particularly for comparisons over broad time periods. The study also suggests that it will be important in subsequent research to further elaborate the models for present‐day comparative analysis and to refine and adapt them to reflect specificities at the provincial level of analysis. 相似文献
