This article focuses on how common property resource (CPR) institutions managing forest resources in Latin America have responded to change, a subject relatively ignored in the English-language literature. It examines in particular the evidence surrounding the popular view that CPR institutions must inevitably break down in the face of economic and demographic pressures—an extension of the `tragedy of the commons' thesis. The evidence shows that there have been a number of both positive and negative experiences. The negative experiences include the obvious vulnerability of Amerindian informal institutions to the individualistic incentive structures of market forces. The apparent incompatibility between the market and `gift' economy leads to a questioning of the current donor emphasis on market-orientated natural forest management among indigenous groups that have received little exposure to market forces, and alternative approaches are suggested. However, many indigenous and other groups have responded positively to market pressures and there is ample evidence that, given an appropriate policy environment, community-based natural forest management can still be regarded as a `great white hope' for forest conservation, especially considering the largely negative environmental and equity impacts of individualized resource privatization, as in the Brazilian Amazon. However, CPR institutions have generally faced an unsupportive policy environment; it is therefore over-simplistic for those in favour of privatization of property rights to ascribe their erosion to commercial or demographic pressures per se.  相似文献

This article investigates the impacts on, and responses of, third world bureaucracies (more specifically those operating in the poorer parts of the third world), in the context of the changing demands of development management. These include efforts at debureaucratization, by calling for a radically different kind of civil service; at localization and training; at circumvention, through relying on semi-autonomous public enterprises; at re-orientation, by altering civil servants' attitudes and incentives; at decentralization; and at privatization and pressure. For these governments, this last mentioned approach proved more demanding and demoralizing than any of the previous notions they had confronted. Today, under the rubric of governance, there appears to be some acknowledgement that the anti-state emphasis of the structural adjustment era may have gone too far, and the call is for the more effective bureaucracies to be accountable. The danger in many poor countries, however, is that the real and relative salaries, the morale and ethics of the bureaucracy, and public trust in the bureaucracy, have all plummeted so far, that it may be too late to turn these trends around. The daunting challenge today is how to break out of this ‘box’ of bureaucratic decline, the four corners of which are formed and connected by lack of resources, incentives, public service and legitimacy.  相似文献

Since the early 1980s, most African countries have experienced unsatisfactory rates of economic growth and profound changes in livelihood systems, which have affected the way their modern institutions function. However, when confronted with evidence of poor economic performance in countries undergoing adjustment, the international financial institutions often blame governments for their lack of political will in regulating the activities of bureaucrats and vested interests. They recommend policies aimed at restructuring public sector institutions through privatization, public expenditure cuts, retrenchment, new structures of incentives and decentralization. Despite efforts to implement these measures in a number of countries, the problems of low institutional capacity remain. Two key contradictions appear to explain why institutions have been largely ineffective in crisis economies in Africa: the growing contradiction between the interests of bureaucratic actors and the goals they are supposed to uphold; and the contradiction between the institutional set-up itself and what goes on in the wider society. To understand how these contradictions work, it is necessary to look more closely at the set of values and relationships that anchor institutions on social systems. The issues here are social compromise and cohesion; institutional socialization and loyalties; overarching sets of values; and political authority to enforce rules and regulations. The crises in these four areas of social relations, which are linked to the ways households and groups have coped with recession and restructuring, have altered Africa's state institutions so that it has become difficult to carry out meaningful development programmes and public sector reforms without addressing the social relations themselves.  相似文献

This paper focuses on Mauna Kea, the highest mountain in Hawai?i, and uses it as a case example for examining articulations of place and space, or how areas can be understood, read, and interpreted to push particular agendas. Furthermore, it comments on the often-conflicting expressions of belonging and possession, how they are enacted and embodied both on and off the mountain, and how they have been used in contemporary discourse regarding the sacred. Finally, it offers insight into how resistance efforts may be grounded and motivated by connections to place.  相似文献

This paper examines the Little Ice Age in the Scottish Highlands and Islands and uses documentary evidence to show its impact on the farm economy. It has three sections. The first examines how Highland climate may have changed during the Little Ice Age, and notes that increased storminess was probably as much a factor as lower annual mean temperatures. The second takes the most severe phase of the Little Ice Age, the Maunder Minimum, 1645–1715, and uses rests or eases of rent to show how it stressed the farm economy. The third examines evidence for the abandonment of land during the Maunder Minimum. As well as arguing that we need to see abandonment in its social as well as physical setting, it highlights the role played by the temporary abandonment of land and suggests that such abandonment along the western seaboard probably indicates the impact of increased storminess.  相似文献

In April 2011, civil proceedings were launched in the High Court in London concerning alleged torture during the Mau Mau Emergency in Kenya, from 1952 to 1960. In this on-going case, the claimants allege that torture was widespread in Kenya, and that it was condoned by the British state. This article explains the background to the case and describes the expert evidence given by the author on the British Army's role in the Emergency. The historical evidence on five issues is summarised: the command and control arrangements for the security forces, the nature of the intelligence system, the relationships between British and local security forces, the army's knowledge of human rights abuses and whether efforts were made to stop them, and army participation in screening and interrogation. In each case, it is shown how the British Army was deeply implicated in a system of mass repression of the civilian Kikuyu, Embu and Meru populations. Finally, the article examines the discovery of a vast cache of documents at Hanslope Park, which covers 37 territories during the decolonisation period. The discovery of some 8,800 files is likely to have a significant impact on the understanding of post-war decolonisation.  相似文献

While Indonesia’s efforts at countering violent extremism have enjoyed some successes, a section of its Islamist community remains committed to militant jihadism. The return from overseas of hundreds of militants linked to ISIS means that there is now a greater need than ever for interventions to prevent radicalisation – and for programs to reintegrate militants back into society. Drawing on 20 selected interviews with former jihadists, this article asks how successful official efforts have been at disengaging those convicted under Indonesia’s Anti-Terrorism Law from violent extremism. A significant minority remain welded to a militant mindset: “committed jihadists” who are likely to reoffend. Some former jihadists have “disengaged provisionally” but remain vulnerable: they have only disengaged for tactical or practical reasons. Yet some have also begun to disengage emotionally. While they may not disavow completely the use of force, these “provisionally deradicalised” activists have moved closer to that minority of interviewees who are “fully deradicalised”. Using this four-part typology of the pathways by which some militant jihadists have disengaged but others have not, this article finds that disengagement is a gradual process shaped by social networks. Consequently, it is suggested that a variety of methods be used to promote disengagement both before and after inmates leave prison.  相似文献

Abstract: This article combines insights into the mutually constituting nature of gender, race, class and space with Marxist analyses that interrogate how social relations both produce and are constrained by institutions to explore waste management privatization in Johannesburg. It argues that the crystallization of racialized, gendered inequalities within bargaining institutions underpinned financial motivations for privatization. The form of privatization varied across the city due to the ways in which the class of the area serviced articulated with the racialization and gendering of capital and labour in these spaces. An array of material conditions and ideologies informed these processes in which workers were active, although not necessarily progressive agents. Focusing on how privatization is produced through spatialized and institutionalized social relations illuminates avenues for struggle hidden from view in both aspatial, ideal‐type feminist political economy analyses and geographic analyses of privatization inattentive to the mutually constituting nature of gender, race and class.  相似文献

Current fast-track reforms in Russia's health sector involving decentralization and privatization are largely ineffective because they are mistargeted. They do not address the etiology of the major sources of health care problems (i.e., lifestyle, and living, working, and environmental conditions), and they even weaken coordinated efforts to address collective health needs. State government policy measures, democratization, self-organization of society, and economic liberalization, as they are evolving currently, do not ensure sufficient citizen protection and interest articulation in the health sector.  相似文献

Enclaves in tourism: producing and governing exclusive spaces for tourism   总被引:1,自引:0,他引:1  
Abstract

Exclusively planned tourism destinations, such as all-inclusive resorts, gated resort communities, private cruise liner-owned islands and privatized beaches, have increased over the last few decades. Researchers have analyzed these kinds of tourism environments as enclaves, which are typically driven by external forces and actors, strongly supported by globalization and the current neoliberal market economy. Existing research shows that tourism enclaves are characterized by active border-making, power issues and material and/or symbolic separation from the surrounding socio-cultural realities, leading to weak linkages with host communities and the local economy. Tourism enclaves involve power inequalities, injustices and unsustainable practices that often have serious negative impacts on local socio-economic development. The articles of the special issue focus on tourism enclaves in different theoretical and geographical contexts and they contribute to our understanding of how these exclusive spaces are created and transformed and how they shape places and place identities. The individual research articles are contextualized and discussed with the key theoretical perspectives and empirical findings on tourism enclaves. Future research needs include analysis of linkages and flows of labor, goods, ideas and capital in different scales; policymaking, planning and regulations; environmental impacts; and locals’ land and resource access in the respect of bordering, privatization and land grabbing. By focusing on these topics, the tourism industry could be guided towards more responsible and sustainable development path.  相似文献

Recent work has celebrated the political potential of ‘counter‐mapping’, that is, mapping against dominant power structures, to further seemingly progressive goals. This article briefly reviews the counter‐mapping literature, and compares four counter‐mapping projects from Maasai areas in Tanzania to explore some potential pitfalls in such efforts. The cases, which involve community‐based initiatives led by a church‐based NGO, ecotourism companies, the Tanzanian National Parks Authority, and grassroots pastoralist rights advocacy groups, illustrate the broad range of activities grouped under the heading of counter‐mapping. They also present a series of political dilemmas that are typical of many counter‐mapping efforts: conflicts inherent in conservation efforts involving territorialization, privatization, integration and indigenization; problems associated with the theory and practice of ‘community‐level’ political engagement; the need to combine mapping efforts with broader legal and political strategies; and critical questions involving the agency of ‘external’ actors such as conservation and development donors, the state and private business interests.  相似文献

This article contributes to a growing literature on working-class suburbanization by arguing that both the residualization and privatization of council housing need to be properly historicized. This case study of housing policy in the borough of Brighton demonstrates that council house sales between the 1950s and 1970s were important in the residualization of inter-war estates well before the 'right to buy' legislation of the 1980s. Concerns about excessively affluent tenants can also be traced to the inter-war period, although it was not until the late 1950s that local Conservatives sought to push affluent council tenants into owner occupation via capping incomes and encouraging council house sales. The article shows that slum clearance had long been central to the local council's provision of municipal housing and that apart from two short periods following the First and Second World Wars, council housing was conceived of primarily as a residual tenure by those in control of policy implementation. It further demonstrates that slum clearance between the 1920s and 1960s altered the social constituency for council housing and, combined with selective privatization, specific allocation policies and disinvestment, led to the stigmatization of certain inter-war estates. The article suggests that further case studies are needed in order to test the wider applicability of these arguments during the middle years of the twentieth century.  相似文献

Abstract: Voluntary food labels that express ecological, social, and/or place‐based values have been posed as an important form of resistance to neoliberalization in the Polanyian sense of protecting land, other natural resources, and labor from the ravages of the market. At the same time, these labels are in some respects analogs to the very things they are purported to resist, namely property rights that allow these ascribed commodities to be traded in a global market. After reviewing the Polanyian claims about these labels, the paper examines how these labels are operationalized and notes important differences in the sort of barriers to entry they erect, which in turn have quite different distributional consequences. It then goes on to discuss how these labels look to be an expression of roll‐out neoliberalization. Following Heynen and Robbins who note four dominant aspects of neoliberalization of environmental governance (governance, privatization, enclosure, and valuation), to which a fifth (devolution) is added, the paper shows how these labels not only concede the market as the locus of regulation, but in keeping with neoliberalism's fetish of market mechanisms, they employ tools designed to create markets where none previously existed. In recognition that neoliberal political economies and subjectivities have delimited the possible, the paper also grapples with how these labels may produce political openings outside of their most proximate effects.  相似文献

The privatization of government services, especially by utilizing the contracting-out mode, has accelerated in recent years in the United States, particularly at the state and local level. Shifts in the relative strength of forces in a political coalition model underlay the trend. There have been several benefits of privatization, especially cost containment and quality enhancement. This paper analyzes the political dynamics between a newly elected, right‐leaning provincial government and a left‐leaning public sector union that resulted in the privatization of 4000 health support housekeeping jobs in southwestern British Columbia in less than a year. The article documents how government set the stage for privatization, the struggle that ensued when the union resisted concessionary bargaining, and the new challenges that emerged for both union and management once housekeeping and other support services were taken over by multi‐national service corporations. This case is significant because the size and scope of this privatization and the legislation that facilitated it are unprecedented in Canadian history.  相似文献

This article compares the impact of globalization on the political systems and political economy of Russia and China since the beginning of their respective reform periods. Overall, it argues that both should now be viewed within the paradigm of ‘developmental states’. The article first presents some comparative economic statistics on the changes that have taken place. Second, it looks at the converging attitudes of the two regimes towards industrial restructuring and privatization, highlighting the continued role that they both reserve for state direction. This includes an orientation towards national industrial champions. Third, the evolution of policies of both states towards guided democratization are discussed leading to an assessment of the importance of nationalism in their responses to globalization, particularly in the recent doctrine of ‘sovereign democracy’ of Putin's United Russia party. Finally, the article argues that a greater wariness towards western recipes for political and economic development will frame the efforts of both states to construct a more cooperative bilateral relationship.  相似文献

Savas, privatization has been transplanted from the academic greenhouse to the fields of practical government Against the field of fads–empowerment, total quality management, reengineering, strategic planning, and benchmarking–privatization stands out.
Privatization has endured and spread. To many, privatization restores the dynamic balance of government and individual freedom. To others, privatization, like kudzu (initially a solution to soil erosion in the South), threatens to crowd out all other forms of "public" service delivery.  相似文献

In the last year or so, markedly different claims have been heard within the development community about just how much progress is being made against poverty and inequality in the current period of 'globalization'. This article provides a non-technical overview of the conceptual and methodological issues underlying these conflicting claims. It argues that the dramatically different positions taken in this debate often stem from differences in the concepts and definitions used and differences in data sources and measurement assumptions. These differences are often hidden from view in the debate, but they need to be considered carefully if one is properly to interpret the evidence. The article argues that the best available evidence suggests that, if the rate of progress against absolute poverty in the developing world in the 1990s is maintained, then the Millennium Development Goal of halving the 1990 aggregate poverty rate by 2015 will be achieved on time in the aggregate, though not in all regions. The article concludes with some observations on the implications for policy-oriented debates on globalization and pro-poor growth.  相似文献

Advocates of “privatization” argue that the sale of public lands to private owners would significantly improve the management of natural resources. Experience from the first round of land sales suggests that the government, responding to the politics of the Sagebrush Rebellion, will continue to subsidize preferred uses of “privatized” lands through give–aways, below–par purchases, preference sales, and imperfect sales. Even though the federal government may go ahead with the land sales program, political compromises will not allow the free market goals of privatization to be realized.  相似文献

The concept of legacy has emerged in the twenty-first century as a dominant narrative within mega-event projects. Accordingly, event hosts now engage in detailed legacy planning. This often means creating new agencies and new plans; something that has important implications for wider urban governance and planning. This paper focuses on initiatives attached to the 2012 Olympic Games in London. One of the main aims of staging the Games was regenerating East London; and the pre-event planning (2000–2012) associated with this legacy promise is the focus here. Using evidence collected from primary and secondary research, the paper records how the governance and planning arrangements evolved over 2000–2012. These were designed to achieve regeneration effects at different scales; in the Olympic Park, the fringes of the Park and in the wider sub-region. The paper acknowledges the pioneering work undertaken in London, but also identifies the key issues, challenges and dilemmas involved. The paper concludes that Olympic regeneration planning has rescaled regeneration governance in London, privileging city-wide and national stakeholders. It also suggests that, rather than a process driven by corporate interests and public–private partnerships, London 2012 regeneration planning is best understood as government intervention that de-risked East London for private-sector investors.  相似文献
