Using an examination of three NGO interventions in post‐conflict Burundi, this article questions community‐based reconstruction as a mechanism to rebuild social capital after conflicts, particularly when direct livelihood support is provided. The authors demonstrate a general shortcoming of the methodology employed in community‐based development (CBD), namely its focus on ‘technical procedural design’, which results in what may be termed ‘supply‐driven demand‐driven’ reconstruction. The findings suggest the need for a political economy perspective on social capital, which acknowledges that the effects on social capital are determined by the type of economic resource CBD gives access to. Through the use of a resource typology, the case studies show that the CBD methodology and the potential effects on social capital differ when applied to public and non‐strategic versus private and strategic resources. This has particular consequences for post‐conflict situations. A generalized application of CBD methodology to post‐conflict reconstruction programmes fails to take adequate account of the nature of the interventions and the challenges posed by the particular post‐conflict setting. The article therefore questions the current popular ‘social engineering’ approach to post‐conflict reconstruction. 相似文献

Two American-based geographers examine the international community's efforts to reverse ethnic cleansing in Bosnia-Herzegovina since the end of the war in 1995. The paper, based on extensive field work and semi-structured interviews, first examines the geography of the nearly one million refugees and internally displaced persons who have returned to their pre-war domiciles in Bosnia-Herzegovina. They then identify and discuss limits to the reversal of ethnic cleansing imposed by demographic, institutional, geopolitical, and economic factors. This paper brings autonomist Marxist analyses of post‐Fordist transition together with the geographical literature on ecosystem services to argue that the rise of the ecosystem service economy was central to what Paolo Virno has called the neoliberal counterrevolution. By analyzing the discourse of environmental crisis in the 1960s and 1970s, I demonstrate that early efforts to account for the value of environmental functions were a response to the instabilities faced by globalized capital in the postwar era. The rise of the ecosystem service economy is central to what autonomist Marxists describe as a post‐Fordist mode of production in which the activities of social (and, I argue, ecological) reproduction become direct sources of value. The paper suggests the need to revise the autonomist analysis to account for both the ecological dimensions of Fordist crisis, and the importance of the ecosystem service economy as a means whereby the counterrevolution was accomplished. 相似文献

AbstractMany different limits to science have been identified, the most common being those between science and religion, or more generally between fact and value; between science and art; as well as the sociological limits imposed on science because it is becoming too large and unwieldy to be encompassed by a single mind. Here another realm is explored, lying beyond science: we call trans-science those questions which epistemologically are matters of fact, yet are beyond the proficiency of science. Trans-scientific questions consist of very rare occurrences and 'catastrophes' in the Thomian sense. It has been pointed out that unanswerable, trans-scientific questions are usually asked of science by policy makers. Consequently the scientist must concede that his proficiency is limited by this trans-scientific limit to science. 相似文献
