The Howard government reoriented the then existing institutionally based financial regulation towards a functionally based regime with new prudential and disclosure regulators in 1998. This paper uses the governmental agenda-setting framework of John Kingdon to explain this financial regulatory change undertaken in Australia following the Wallis Inquiry of 1996. It also examines the role of the Inquiry in the policy process. It shows that the financial regulatory change was on the bureaucratic agenda of the Treasury Department. A window of opportunity opened for the Treasury following the 1996 election, with the new Howard government keen to achieve financial regulatory reforms to address future regulatory challenges proactively while the new Treasurer Peter Costello wanted to consolidate his power within markets and politics. Costello coupled the Treasury's solutions to problems and to political processes. The Wallis Committee was ‘packed’ by the government in accordance with its regulatory policy preferences. Its role was to legitimise the government's policy preferences publicly, and to transfer the ‘governmental agenda’ into the ‘public agenda’. However, this was not a case of the government pressuring for its policy preferences over the financial services industry. In fact, the Inquiry was used as a venue to generate industry and public support for the regulatory changes, and was used to build a network of alliances within and outside the parliament.  相似文献

In 2013, the Finnish Ministry of Social Affairs and Health commissioned a testimony-driven inquiry into failings in child welfare in 1937–1983. An academic research team was appointed to produce data on maltreatment (knowledge production), to identify and recognize injustice (moral objective), and to recommend improvents in child welfare services (developmental objective). This article discusses the Inquiry and scrutinizes the strengths and weaknesses of the model applied. Two aspects emerged to suggest that commissioned research is susceptible. First, among care-leavers, the Inquiry raised a variety of expectations, which the report and subsequent apology ceremony were able to meet only partially. Second, as ad hoc teams were commissioned to draft recommendations with no political mandate, it is unclear who monitors whether recommendations are acted upon or not. However, the commissioned research had strengths in its knowledge production as well as in its political neutrality.  相似文献

The article documents the results of a series of investigations undertaken by the Bamburgh Research Project (BRP) within the Inner Ward of Bamburgh Castle, Northumberland between 1997 and 2010, using resistivity, ground penetrating radar survey, and limited excavation. Throughout the course of the investigation around the ruins of the medieval chapel, material evidence was found of Romano-British activity. Furthermore, stone structures of pre-twelfth-century date were revealed. Two phases of a possible early medieval defensive wall were identified beneath the north wall of the current chapel structure, and a stone building was found beneath the main body of the church which may represent part of the church of St Peter, mentioned by Bede.  相似文献

Abstract

That Government works at all, should surprise us; it invariably has to deal with most difficult questions involving many imponderables, particularly in the technological field. Rendering scientific advice in the Ministry of Defence and other British Government Departments involves the conveying of various shades of uncertainty; invariably a difficult task not made easier by the lack of scientific background of senior politicians and senior civil servants. The sources and the costs of scientific knowledge are here discussed and two problem areas in the British Government system pointed out; as remedy a 'New Science Education' is advocated.  相似文献

The Eppalock Soil Conservation Project (ESCP) is a celebrated ‘whole-of-catchment’ management project implemented upstream of Lake Eppalock reservoir in Victoria, Australia. In 1959, a Victorian Parliamentary Public Works Committee (PPWC) found that the enlarged reservoir would be endangered by sedimentation as a result of severe erosion in the catchment. One of the main objectives of the ESCP was therefore to minimise the amount of sediment entering Lake Eppalock. The reservoir has not subsequently filled with sediment, and this fact has been used to suggest that the catchment scheme was successful in preventing reservoir sedimentation. It is argued here, however, that the estimate of sedimentation presented by the PPWC was inflated and that, even in the absence of a catchment management scheme, Lake Eppalock was not in danger of losing a significant proportion of its capacity to sedimentation. The proponents of the ESCP may have overstated the sedimentation threat to provide justification for what has become an outstanding catchment management project. Prior to the ESCP and despite overpowering evidence, successive governments had failed to respond to the threat of soil erosion. The immediate threat to a large public asset provided the politically powerful lever that was required to justify a total catchment approach to erosion control. Given the circumstances leading up to the 1959 PPWC Inquiry, the actions of the ESCP proponents cannot be criticised. However, this study provides a timely reminder that we cannot accept the apparent achievements of natural resource management projects without first examining the science and politics driving the project.  相似文献

Abstract

This paper describes the structures, operations, and history of the Research and Production Plant, Parkgate, a munitions facility developed by the Irish State in the early years of World War II (referred to in Ireland as 'the Emergency'). Located on the edge of the city of Dublin and within the historic curtilage of Phoenix Park, its emissions were the cause of some controversy and resulted in a local health scare, suppressed and censored by the Fianna Fáil government of the day. The Plant's eventual closure was brought about by complaints from the Office of Public Works regarding severe chemical damage in the adjacent Peoples' Garden and to trees and other vegetation further away in the Park proper. In the meantime, production had switched to service a private concern, which was to benefit further from the arrangement before restrictions on the importation of phosphorus and other chemicals were lifted in 1946. The structures were identified and recorded over the summer of 2007 and the research conducted the following winter, based on files held in the Military Archives and contemporary parliamentary reports.  相似文献

Urban historians have greatly expanded their geographical purview in recent years, incorporating suburbs and hinterlands into their analysis of social and environmental change. Urban environmental historians and suburban historians have played a critical role in the regionalization of urban history over the last decade. This case study of the development of New York City’s water supply reveals the benefits of taking a regional approach to urban history. From the New York Public Library to Central Park’s Great Lawn to neighborhood parks, the New York City landscape bears the traces of the continuous development of the city’s water network. Expansion of the water system in rural hinterlands enabled municipal officials to put urban reservoirs to new uses, creating some of the city’s most beloved public spaces. The rehabilitation of urban infrastructure underscores the intimate linkages between rural development and the urban built environment.  相似文献

The 1966 Hong Kong riots were the trigger for wide-ranging changes in relationships between the government and the public which shaped the political future of the colony. However, it is not immediately clear why a relatively small-scale disturbance which was quickly contained should have had such a considerable impact. The explanation, it is argued, lies in a confluence of factors. The riots were the first to be specifically concerned with events in Hong Kong rather than in China and therefore required attention to local causes; urban councillors were demanding more electoral representation and devolution of government functions to the Council; the Commission of Inquiry into the riots held public meetings raising political awareness; and reforming senior civil servants saw the riots as an opportunity for change. Because there was antipathy within government towards elections and to any devolution of functions, the recommendations of the Commission of Inquiry were given priority, resulting in administrative rather than public policy or electoral solutions, a decision which retarded the development of democracy.  相似文献

The progression from a European Security and Defence Initiative to a European Security and Defence Policy (ESDP) has not left Russian policy–makers indifferent. The Yeltsin administration greeted the emergence of the European Union as a new player in European security, seeing it as a potential challenge to NATO and American influence. President Putin's emphasis on developing trust and cooperation with the West has changed the Russian perspective on the ESDP. Russian interest in dialogue and functional cooperation with the ESDP now stems primarily from a wish to add substance to the still nascent EU–Russia partnership, which Putin has chosen as Russia's foremost external priority. In view of the imbalance between EU and Russian economic capacities, the security sphere appears as the most promising area of cooperation on which to found a meaningful long–term partnership. This article traces the evolution of Russian perceptions of the ESDP since it was first launched in June 1999 and outlines the development of EU–Russia relations in this field, which has given Russia the most advanced mechanism for interaction with the ESDP available to a non–EU country. It explores prospective areas of cooperation, as they are viewed by each side, and looks into issues of potential discord. Finally, the article considers the future of Russia–ESDP cooperation in the light of Russia's revitalized partnership with NATO.  相似文献

Abstract

Since the turn of the millennium three rock art projects focusing primarily on Northumberland in the United Kingdom (Northumberland Rock Art: Web Access to the Beckensall Archive, Rock Art on Mobile Phones and Heritage and Science: working together in the CARE of rock art) have made information and images widely available to the public via the Internet. All three projects were strongly underpinned by the ethos expressed in the Faro Convention and the Ename and Burra Charters that the value of cultural heritage should be enhanced by interpretation. This paper investigates the responses to these digital media initiatives, showing that they have increased the reach of this ancient rock art resource to large numbers of people in United Kingdom and Ireland, and globally. In addition, it reveals that having made these heritage resources available online, they have created a further desire among people to engage with the rock art virtually with the increased possibility of following this up with an in situ visit.  相似文献

烟瘴缺是清廷于烟瘴地区设立的特殊官缺。在烟瘴缺选人条件方面,经历了从严格限定到逐渐宽泛的过程。选人方式方面,康熙时地方督抚题补阶段为掣签,雍正以降,改为督抚、两司"会商",其实质为地方督抚对题补缺人事权形成垄断。再者,乾隆初年确立了以保障烟瘴缺官员生命健康为核心的五省籍贯制度,该制为两广部分烟瘴缺所特有,他省未见此制。烟瘴缺俸满升迁方面,由起初列于即升班内,转为部分留于本省升用,说明督抚在烟瘴缺题补中分割吏部对官员任命权的同时,也被迫承担了原本由吏部承担的责任,呈现出权力与责任趋向成正比的态势。乾隆中期以降,烟瘴缺制度未有大的变动,说明其时清廷边疆治理体系已相对成熟稳定。  相似文献

1965年,我国广大农村还没有彻底改变缺医少药的落后面貌,围绕着优先发展重工业的经济建设目标,卫生部长期将人力、物力和财力集中在城市,为此,毛泽东发出了“把医疗卫生工作的重点放到农村去”的指示。这不仅是毛泽东始终坚持的群众观点和对官僚主义作风深恶痛绝的反映,更是出于他对当时战备形势的考虑。“六·二六”指示的贯彻执行有力地推动了农村巡回医疗的深入开展和合作医疗的推广与普及,极大地改善了农村的医疗卫生状况。今天重提这一指示,对于审视当下的医疗卫生改革,加快农村医疗保障制度的建设,具有重要的现实意义。  相似文献

This paper presents a new theme in Pacific historiography by examining a case study in the development of public infrastructure in the Hawaiian Islands. The history of Haleakalā Highway on Maui illustrates how a scenic road was planned and built as a commercial enterprise to help develop tourism as a new industry in Hawai‘i. It demonstrates how Maui's haole elite (white businessmen and landholders) persistently advocated the road over the course of nearly three decades. To facilitate construction, these leaders forged successful partnerships with the Territory of Hawaii and the US government, taking advantage of funding, but also the technical expertise of federal agencies. Building Haleakalā Highway also prompts questions about the attitudes of indigenous Hawaiians towards the project, their involvement, and its impact on their lives. The English-language archive, however, appears to be silent on this issue. Completed in 1935, Haleakalā Highway today is a cultural resource that exhibits the landscape ideals of the US National Park Service and engineering standards of the US Bureau of Public Roads.  相似文献

This paper considers the World Heritage Site of Garajonay National Park on the island of La Gomera (Canary Islands). It is based on a research project carried out during 1999-2000 that explored the circumstances surrounding its declaration as a National Park and inclusion into the World Heritage List, in conjunction with the consequences for local communities which ensued. The proximity of Garajonay National Park to a large concentration of mass coastal tourism constitutes a further source of potential conflict which may have a wider relevance to other sites of a similar and indeed diverse nature. This paper, therefore, examines the configurations of space and social relations occasioned by the processes of social change, conservation and tourism development in and adjacent to this protected forest. In doing so it elucidates the manner in which these processes are locally mediated in and through contested values over the meaning and purpose of nature conservation in this 'world heritage space'. It argues that a sense of the forest as a place of cultural belonging has been marginalised in favour of its intrinsic ecological value.  相似文献

Burnt mounds are detrital mounds of fire-cracked rock and charcoal, deposited as the result of a prehistoric process for heating water. They are the most numerous prehistoric monument found across Britain and Ireland and have traditionally been difficult to study due to their apparent homogeneity and lack of distinguishing features. This study seeks to change the discussion surrounding burnt mounds and evaluates a large early- to mid-Bronze Age burnt mound at Hoppenwood Bank in Northumberland using an integrated microarchaeological methodology, the contribution of which is assessed. A combination of micromorphology and silicic microfossil analyses indicates that these deposits are complex and multifaceted, showing variability in their depositional sequences, microcomponents, and taphonomy. The identification of hiatuses in deposition and desiccation of surfaces beneath the burnt mound indicate that the accumulation of material may have been periodic or seasonal, and dating suggests that sequential deposition may have spanned 500–700 years. Taphonomic issues identified at the microscale highlight concerns for the interpretation of microfossils. This paper considers the implications of these observations and argues that burnt mounds should be viewed as caches of environmental and sediment-based data, indicative of sequences within landscape use-patterns and human-environment interactions.  相似文献

Political and media attention in the UK is devoted to three interrelated aspects of defence: policy, the management of defence resources and military operations. This article argues that the 1998 Strategic Defence Review placed excessive reliance on anticipated improvements in the management of defence resources to render Labour's defence policies affordable. The field of attempted defence management improvements is surveyed and it is concluded that no final answers were generated on the key issues of the division of tasks among uniformed personnel, civil servants and the private sector, or on whether defence should be run largely on a capability basis or on single service lines. Given the demonstrated similarity between the government's concepts of the UK's role in the world in the Strategic Defence Review (1998) and the Strategic Defence and Security Review (SDSR) (2010), there is a clear danger that the SDSR also relies too much on efficiency savings. By reference to the inherent complications of defence management and to three strands of management thought (complexity management, wicked problems and principal–agent theory), the article argues that some inefficiency will always be present. It suggests that the Clausewitzian concept of friction, accepted as pertinent to the area of military operations, might also be applied to efforts to generate military capability. It concludes that defence reviews should not be based on assumptions about efficiency savings and that students of international security and defence need to pay attention to both the volume of resources going into defence and the mechanisms by which they are managed.  相似文献
