The industrial structures of Quebec and Ontario differ, with labour-intensive industries prevalent in Quebec, capital-intensive in Ontario. Existing explanations of this structural divergence are complemented by a trade theory interpretation based on the Heckscher-Ohlin hypothesis. Analysis based on the twenty major industrial categories of the sic yields insignificant results, but when resource and market-oriented industries are excluded, significant results are obtained. Trade between Quebec and Ontario also conforms with the theory. The results suggest that it is to Quebec's advantage to continue trading freely with the rest of Canada.

Abstract

Major astronautical endeavors like the Space Shuttle Program apply the current state of progress in engineering, technology and art, as well as today s sophisticated administrative, economic and pOlitical systems. This review discusses the scope of scientific and engineering disciplines involved in the design and construction of the Space Shuttle – the world's first reusable space transportation system — now approaching flight readiness. Some background material is presented describing early concepts that led to the Shuttle design — the evolution of rocketry and manned orbital vehicles. Next, Shuttle operations and capabilities are explained. Shuttle system development is used to illustrate how the diverse technological disciplines were integrated — a function that has been maturing over the year into the process of systems engineering. Some of the Shuttle's complex subsystems and challenging requirements are discussed in detail to exemplify the coordination of elements associated with systems engineering: aerodynamics, propulsion structural design, data processing and software, simulation exercises, crew training, verification testing and mission control. Future space programs are discussed, including concepts for extending Shuttle usage and capabilities, and some long-range ideas for exploiting the space frontier. (An alphabetic listing of acronyms used in this review is added as an appendix.)

The last decade has seen an upsurge of both scholarly and popular interest in the US environmental justice movement. What is largely missing from this contemporary discussion is any sense of the historical roots of this new wave of environmental activism. This paper explores the emergence of a radical Puerto Rican organization called the Young Lords that was active in a number of US cities in the late 1960s and early 1970s. In New York City, the Young Lords successfully mobilized their community through a series of direct actions devoted to improving public services, the creation of new community spaces and the assertion of cultural identity. I examine the internal tensions within the organization as it sought to extend its role beyond community-based concerns such as sanitation and health care towards more abstract political goals, including demands for Puerto Rican independence. It is argued that the ultimate disarray of this radical phase of Latino political activism cannot be understood separately from a series of wider developments, including the gathering pace of urban decline, the marginalization of the US left and the dissolution of the New Deal era. Although the movement faded away in the 1970s, a legacy of diasporic environmentalism dedicated to the transformation of the urban environment has provided a powerful degree of political continuity with contemporary struggles for environmental and social justice.

Between the late 1960s and the early 1980s, a loose association of gay social spaces consolidated into what is now known as the 'gay village' in the Church and Wellesley street areas in downtown Toronto. Scholars argue that, while these residential and commercial districts evolved prior to the formation of organized gay political organizations, they suggest that the emergence of these districts as political and commercial districts was a direct result of deliberate local gay activism. I argue here that contrary to this literature and for much of its history, the gay movement was largely opposed to the existence of specifically gay-identified spaces, particularly those operated by both heterosexual and homosexual businesspersons. Toronto's gay activists, using different ideological frameworks, struggled to constitute a homosexual identity that stood mainly in opposition to the so-called 'ghetto gay' and to construct alternative spaces that were seen as more appropriate to the formation of a properly politicized homosexual identity. Nevertheless, by the early 1980s, as the gay village continued to thrive and as the players in gay movement politics changed, the gay ghetto became the gay village and was celebrated as a location of political strength and social necessity. This article explores that material and symbolic transformation.

The era of US capitalist development between 1865 and 1920 offers a good opportunity to analyze the relational nature of social change at multiple scales precisely because it was a time of transition, for US and world capitalism alike. Existing accounts of the transition to monopoly capitalism in the US have focused on one or two geographical scales, such as the national economy or the shop floor. In this literature, scales are essentially treated as "containers" within which social change occurs. The possibility that the containers themselves may be fundamentally altered is not addressed. In contrast, this paper views labor process transformations, and transformations of the social division of labor, as dialectically bound. In particular, I seek to explain how the American transition to monopoly capitalism shaped, and was shaped by, class conflict and competitive pressures at multiple scales—the shop floor, the region, and the national and global divisions of labor.
