The past several decades have seen the rise of two movements, the disability rights movement and the women's movement, with parallel concerns, histories, organizational issues, and other attributes. This article examines the philosophies of the two movements and their significance for the policymaking process. For example, both have struggled with the issues of difference versus equality in determining public policy; both stress the importance of considering problems to reside not in personal characteristics but in interactions with the environment. The article traces these and other similarities in ways of looking at policy problems between the women's movement and the disability movement, examines how these similarities reveal a fundamentally different view of policymaking, compares this philosophy with basic tenets of the Clinton administration, as expressed by key policymakers, and discusses what policy would look like if these changes occurred.  相似文献

In this paper, we examine the role of spatial scale in mediating and shaping political struggles between disabled people and the state. Specifically, we draw on recent theoretical developments concerning the social construction of spatial scale to interpret two case studies of disability activism within Canada and Ireland. In particular, we provide an analysis of how successful the disability movement in each locale has been at 'jumping scale' and enacting change, as well as examining what the consequences of such scaling‐up have been for the movement itself. We demonstrate that the political structures operating in each country markedly affect the scaled nature of disability issues and the effectiveness of political mobilization at different scales .  相似文献

The Americans with Disabilities Act was pushed through Congress with far less attention from the media than has accompanied other major civil rights bills. This was part of a deliberate and unconventional strategy by disability rights lobbyists who believed that media portrayals of disability were so cliched that journalists would impede, not further, the public's understanding of disability rights issues. Despite the success of the strategy, there is a price to pay for having been a 'stealth' civil rights movement: Now that the law is in place, disabled people face a backlash from Americans who neither understand the ADA nor the need for civil rights protection for disabled people.  相似文献

This paper analyzes how personalized disability support interacts with the uneven and incomplete neoliberalization of community organizations and how this affects access and inclusion for people with intellectual disability. In many countries, the introduction of individual budgets for disability support has shifted some responsibility for community inclusion onto individuals with disability and their carers. Concurrently, geographers have shown that community organizations have adopted commercial and bureaucratic qualities while continuing to facilitate opportunities for active citizenship and participation. This paper highlights how personalized disability support funding interacts with community organizations that have adopted some neoliberal ideas about responsibility and entrepreneurialism. Drawing on in-depth interviews with people with intellectual disability and the managers of community centres in the state of Victoria, Australia, the paper analyzes how the resultant community spaces shape the terms on which people with intellectual disability participate. The paper demonstrates that individual support packages issued by the federal government turn people with disability into entrepreneurial employers and that this comes up against a branch of community organizations that has come to understand its responsibility for inclusion in entrepreneurial terms. The paper offers avenues for future geographical work on disability inclusion and for understanding neoliberalization that go beyond direct state interference.  相似文献

This article presents a brief history and legislative record of the disability movement, along with their political implications. Beginning with the mid-nineteenth century efforts of Samuel Gridley Howe, the history of disability policy is reviewed. The impact of the field of eugenics is assessed. Notable achievements of the disability movement over the last two decades are presented, culminating in the Americans with Disabilities Act. The basic paradigm of disability policy is presented. Since Indian Administered Kashmir's (IAK) ‘summer of unrest’ of 2010, greater attention towards the contemporary Kashmir azadi, or freedom, movement has led to more active transnational organising by Kashmiris studying abroad as well as other young people who sympathise with this movement. Indian political elites have predominately framed the azadi movement as a separatist movement. However, this perception had not been shared by many Kashmiris who argue the territory has never legally been a part of India. The perception of being a separatist movement from outside of Kashmir has also shifted with a growing body of literature documenting human rights abuses alongside raising awareness to an international community of activists, which has led to an evolution of the azadi movement into a movement for social justice and human rights. This has been facilitated by social media spaces and heterogeneous activist groups framing their movement as aligned with other social justice movements and anti-discrimination campaigns. Framing the Kashmir self-determination movement as a human rights issue appeals to a wider spectrum of non-Kashmiri activists, especially those already involved in campaigns against the marginalisation of certain groups.  相似文献

This article focuses on the Thomas Connecte affair: the case of the charismatic friar who swept large areas of western European society along in pietistic and religious enthusiasm, established a reformist movement in several Carmelite convents, preached against the corruption of the priesthood, and was ultimately burned as a heretic in Rome in 1433 by the order of Pope Eugenius IV. The Hebrew testimony by the Jew Isaac Nathan concerning a pietistic movement led by an anonymous friar, which appears as an Exemplum in Nathan’s book, Me’ametz Koach, is identified here as being an account of Connecte, thus shedding new light on the Connecte affair in addition to providing a perspective on the broader question of the cultural relations between Jews and Christians in the 15th century. The analysis contained in the Hebrew Exemplum points to a complicated image of the ‘other’, that is, of Christianity, an image composed of negative aspects—Connecte and his movement—and positive aspects, as represented by the Pope’s response to Connecte. Isaac Nathan’s antagonism towards Thomas Connecte is situated here within the context of his general attitude towards the mendicants, and his simultaneous position within the Jewish community and as a member of the western European high bourgeoisie.  相似文献

"This paper identifies the changing locational patterns of the Jewish community in Britain during the past century. Two major trends are identified. At the national level there has been movement out of many small provincial communities to the large urban centres, particularly Greater London and Manchester. Within the city, there has been movement out of the traditional inner city ghettos to the suburbs, thus reflecting the upward socio-economic mobility and integration of what was an immigrant group. Both these trends closely mirror the general patterns of population movement in Britain during the twentieth century." The lack of reliable data for the Jewish population is noted, and a methodology is suggested for identifying the changing locational patterns and intensity of Jewish community life. A case of disability in the Metal Period of the Philippines, likely requiring healthcare from others, is presented to explore aspects of group dynamics in this period of antiquity. B243, a middle‐aged man excavated from the Napa site in the central Philippines, suffered severe trauma to the right leg resulting in considerable restrictions to mobility and self‐maintenance of survival‐related behaviours such as food provision and hygiene. It is likely that B243 required assistance from others to survive for some period of time prior to eventual death. The bioarchaeology of care method was applied to assess the types of healthcare that B243 likely required and to consider potential social and biological impacts to both B243 and his community. Provision of healthcare practice in this case suggests that B243's community had access to health‐related resources, knowledge on the treatment of his injuries and underlying values in the group for sustaining human life in the case of injury and disability. This essay considers how the AIDS quilt can function within the public historical record as a disability artifact; it connects contestations over the quilt to contestations over the meaning of disability in American cultures. Although the AIDS quilt is a very different artifact from others constructed during the Disability Rights Movement, the movement that generated the AIDS quilt has likewise been propelled by a commitment to more democratic futures. This essay considers how interpretations of the past can contribute to such futures and asks what can be gained by broadening our still-fluctuating sense of what disability history might be.  相似文献

The recent success of the Marriage Equality campaign in the Republic of Ireland has highlighted the underdeveloped historiography of the Irish LGBT movement. Current historical narratives of the movement focus almost exclusively on David Norris’ legislative campaign, an initiative that was criticised by contemporary activists for isolating other voices in the community, such as those of feminist, socialists and republicans. The present study examines the influence of radical politics in the early movement for gay rights through oral history and documents from the Irish Queer Archive. In doing so, the study seeks to illuminate the historical darkness surrounding the movement’s emergence in the early 1970s and a period of demobilisation in the late 1980s, a trajectory that has been occluded in narratives that conclude with the 1993 decriminalisation of male homosexuality. The study argues that the movement was marked throughout its history by a lack of homogeneity and the persistence of internal conflicts.  相似文献

This article examines war's lasting bodily legacies by focusing on the Vietnam veterans’ Agent Orange movement that arose in the mid‐1970s. This movement pushed for the recognition of the disabling effects of Agent Orange not only on veterans themselves but also on their children. By taking biological responsibility for miscarriages or children's birth defects, veteran‐fathers challenged gender norms that blamed women and required men to hide their grief about both war and children. They also reinforced pitiful representations of children with disabilities in seeking to win benefits for their children. This article studies the representations of and discourses about these children, including how race and gender informed media coverage of the Agent Orange movement. Although women fought on behalf of Vietnam veterans and their families, their roles nevertheless remained circumscribed within conventional gendered expectations and domestic arrangements. The article uses the methods of disabilities, gender, social and cultural history to analyse veterans’ movement records as well as newspapers, Congressional hearings, television news and documentary films. It underscores the centrality of disability as a category of historical analysis and the value of (re)considering the fields of war, gender and reproduction through the analytical lens of disability.  相似文献

This paper explores the relationship between social movements, urban regeneration programmes and media outlets in cities, with a focus on the transformation of urban culture in regards to people’s engagement with the spaces of media platforms. The argument is based on the study of cinema-going practices of an audience community in Istanbul, during and preceding the Gezi uprising. By employing ethnographic methods, this paper interrogates the activism of an audience community against the impact of shopping-mallisation and commodification of Istanbul’s urban spaces under AKP rule. In order to reclaim ownership of their spaces and future, this audience community claimed their right to the Emek movie theatre, Gezi Park and other parks whilst creating their own outdoor screenings and social media platforms. This paper also provides an interpretation of social movement development attached to media outlets such as film festivals and screenings, particularly the development of spatial activism in relation to people’s use of films, streets and movie theatres, thus illustrating, challenging and reinforcing rights to the city. More broadly, it gives new insights on the film and protest culture of a ‘secular’ group within a predominantly Muslim population and shows alternative and creative methods of protesting during a popular uprising.  相似文献

ABSTRACT

This article analyses the relationships between the colonial government in the Federated Malay States (FMS), international social movement organisations, the League of Nations and sex trafficking. While there is considerable scholarship on social movement organisations and the League of Nations, far less is known about the links between internationalism, colonialism and sex trafficking.

After the First World War, trafficking became the focus of social movement organisations and the League of Nations, but colonial regulation of prostitution and tolerated brothels complicated international responses to trafficking. Colonial administrators saw prostitution as an essential service, whereas feminist and international social movement organisations saw prostitution as an impetus for trafficking. This article engages with newspaper reports, colonial correspondence and Chinese petitions, archival material from social movement organisations, and reports by the Association of Moral and Social Hygiene, the League of Nations and the Chinese Secretariat to extend the literature on the historiography of trafficking and the British Empire.  相似文献

The COVID‐19 pandemic has prompted renewed attention among health professionals, Aboriginal community leaders, and social scientists to the need for culturally responsive preventative health measures and strategies. This article, a collaborative effort, involving Yanyuwa families from the remote community of Borroloola and two anthropologists with whom Yanyuwa have long associations, tracks the story of pandemics from the perspective of Aboriginal people in the Gulf region of northern Australia. It specifically orients the discussion of the current predicament of ‘viral vulnerability’ in the wake of COVID‐19, relative to other pandemics, including the Hong Kong flu in 1969 and the Spanish flu decades earlier in 1919. This discussion highlights that culturally nuanced and prescribed responses to illness and threat of illness have a long history for Yanyuwa. Yanyuwa cultural repertoires have assisted in the process of making sense of massive change, in the form of past pandemics and the onset of sickness, the threat of illness with COVID‐19 and the attribution of ‘viral vulnerability’ to this remote Aboriginal community. The aim is to centralise Yanyuwa voices in this story, as an important step in growing understandings of Aboriginal knowledge of pandemics and culturally relevant and controlled health responses and strategies for communal well‐being.  相似文献

Walter Moxon wrote a well-timed paper in 1866 on aphemia with accompanying right sided hemiplegia. Like many other investigators of this apparent lopsidedness of the articulatory system for human speech. Moxon had to reconcile left hemisphere specialization for this function with the overriding law of symmetry, which for a large sector of the scientific community was a sine qua non of the anatomy and function of high level animal cognition. His reasoning was essentially that since the right dominant hand (and hence the left hemisphere) in some sense led overall bilateral limb movement patterns, that the right side of the tongue would lead whole tongue movement for articulation, the left side following in some mechanical sense. Thus, Moxon could link left hemisphere dominance for handedness as well as for speech. His theory was that "attention" was focused on the left hemisphere during limb movement development, under his assumption that the articulators were limbs as well as the arms and hands. The present paper will examine the professional life of Moxon and his 1866 paper, as well as the scant commentary that it has elicited in the literature on the history of left hemisphere dominance for the human articulatory function.  相似文献

This essay provides a historical analysis of Iranian experiences with disability. I will begin by reviewing the literary application of the term in various contexts. Next, I will examine the social milieux in which local observers, medical professionals, and policy makers talked about and treated disability. As state-run institutions emerged to address disability needs, health professionals often drew a distinction between physical disability and intellectual or psychological disability, raising ethical and legal questions about the status of the disabled in modern Iranian society. Finally, an attempt will be made to situate disability politics in contemporary Iran, where the disabled population has increased significantly as a consequence of the Iran–Iraq War (1980–88). Although this paper concentrates on Iranian experiences with disability, comparisons can be drawn with other Islamic societies.  相似文献
