This paper briefly introduces the topics of tourism, consumption, and heritage management considered in this special issue. Contributors to the special issue focus on tourism within nineteenth- and twentieth-century America and its connections to industrial capitalism and the creation of a culture of consumption. This chapter compares the public communications of modern presidents across target groups and issue areas of civil rights. We find that attention, support, and symbolism on civil rights vary considerably across individual presidents and political party. Not surprisingly, in their public messages Democratic presidents are more attentive and supportive of civil rights than are Republican presidents. Some results were expected, while others were surprising. Lyndon B. Johnson was attentive and supportive; but, unexpectedly, George H. W. Bush was highly attentive to and quite nonsupportive of civil rights. Also surprisingly, on most indicators, Bush's policy statements were less symbolic and less equivocal than were Ronald W. Reagan's. Most attention is given to blacks as a target group (although this is declining) and to the employment issue area. Overall, the findings reveal the considerable flexibility and discretion in presidents' public communications in the civil rights realm.  相似文献

Research on presidential agenda setting has rarely attempted to simultaneously assess the ability of the president to influence the policy agendas of the mass media and the public. This is primarily due to the lack of time-refined measures of public issue attention. With advances in technology, information about Internet search engine behavior can provide an indication of the level of interest the public has over time about specific issues. Using Google Trends weekly data about public search interest levels, this project contrasts dynamic attention to several economic issues: unemployment, recession, and inflation. The vector autoregression analyses performed suggest the president does not have the capacity to directly guide public attention, nor does the president have the capacity to indirectly guide public attention through the media. There is some indication that the president can indirectly guide public attention by influencing actual economic conditions, and that the president is responsive to attention from the mass media and the public. The moving-average representation analyses indicate that an increase in presidential attention has the potential to produce a small contemporaneous increase in either mass media or public attention to some economic issues. The duration of these positive shifts in mass media or public attention are all very brief, indicating the president has a limited capacity through either direct or indirect leadership to sustain the attention other actors in the political system place on the specific issues studied. Strong evidence in all three of the issue areas studied supports that mass media attention and public attention are closely related.  相似文献

The Intergovernmental Panel on Climate Change (IPCC) report, initiated in 1988, is complete, was debated at the Second World Climate Conference in November, 1990 and was subsequentty submitted to the United Nations General Assembly. IPCC: (i) asserted the reality of humanity's disturbance of the natural climate system; (ii) demanded studies to improve our knowledge of processes vulnerable to climatic changes: and (iii) called for policy responses to mitigate and adapt to these changes. Two fundamental issues are: how will global climatic change affect natural resources and human population and how will the impetus towards policy responses, particularly greenhouse gas emission reduction treaties, affect industry, the economy and trade? A necessary first step in the highly desirable and geographical aspiration of striving to link numerical climate modelling to the predictions of socioeconomic systems is increased awareness and improved understanding of current physical and social models. In this paper I review the status of numerical climatic modelling especially as it pertains to scenarios of the effects of human-enhanced greenhouse warming. These projections are of futures which are themselves the result of socio-economic predictions. Development of appropriate adaptive strategies depends crucially upon improved simulation of the continental near-surface climate and on improved spatial resolution of climate models by at least two orders of magnitude. Such increased resolution is likely to demand a thousandfold increase in computing power. The physical results of global climatic change are likely to be less significant than the social and economic effects resulting from international agreements on emission reduction Recent shifts in international research and policy responses place today's studies of global climatic change firmly at the focus of human-environment interactions and hence at the core of modern geography.  相似文献

We study the external linkages of clusters through a typology of forms of temporary proximity (from foreign business meetings to co-located projects). We suggest that here business air travel and information and communication technologies have given significant advantages to small firms. We investigate these arguments through a case study of the Irish software industry in Dublin. Comparing indigenous and multinational corporation (MNC) firms confirms that indigenous firms are as travel intensive as MNCs but are linked to fewer destinations. We conclude that air travel enables small firms to go global without the support of collective cluster institutions.  相似文献

Most conventional oral history takes a bottom-up approach tothe past, focusing on settings where there is little in theway of a functional written record. This essay discusses thevalue of oral history in the opposite case of the American presidency.The written archive and journalistic record on each presidentis immense. Yet oral history is a valuable resource in thiselite environment, too. There are routine silences in even thebest of presidential papers, which oral history interviews canhelp fill. Moreover, the White House has become a workplacewhere recorded details can be hazardous to one's political health.Accordingly, few presidential aides today keep diaries or notesof key meetings—impoverishing the archive future historianswill use to study the presidency of our times. Oral historythus fortifies a weakening documentary record. This essay exploresthese broad issues and how they are being dealt with in theconduct of the William J. We depict an industrial district as a center of innovation where positive local spillovers sustain the endogenous invention of new goods by profit-seeking firms. After invention, firms face a crucial choice between reaching distant markets by export or plant delocation. Attempts by firms to circumvent trade barriers through delocation slow down the pace of innovation and harm the welfare of the district.  相似文献

The Pinochet case highlights important developments in the international constitutional system which have become gradually established over the past half-century. These developments relate to the position of the state within the international constitution and the decreasing relevance of classical views centred upon state sovereignty and legal positivism. It was made clear that the powers and functions of the state are regulated by and embedded within the international legal system, including fundamental material rules of constitutional standing. Several of these rules enjoy a jus cogens and erga omnes status. Violations can involve crimes or state plus individual responsibility for the offenders directly under international law. And, according to the expanding doctrine of genuine universality, all states may enjoy a legal entitlement to exercise jurisdiction in relation to offenders who cannot claim the benefit of sovereign immunity. However, the Pinochet case also points to some difficulties. These lie principally in the failure of individual states to create the necessary domestic criminal law to implement genuine universality. Problems also arise in relation to crimes which claim special universality on the basis of law-making conventions, but which have not yet been established in general international law.  相似文献

No political observer, politician, or political scientist doubts that party polarization has weakened the social fabric of Congress. Measuring that effect, however, is exceedingly difficult. In this article, we operationalize the congressional social fabric by examining the foreign travel behavior of members of Congress over time. We evaluate the social disintegration in Congress by examining if and whether changes in member travel can explain why the social connectedness of members has waned. Using a unique dataset of foreign travel for House members from 1977 to 2012, we find that Republican House members, in particular, have altered their foreign travel patterns. Ideologically extreme members have always been less likely to take foreign trips, but extremely conservative Republican have become much more likely to travel only with co-partisans as polarization has increased in Congress. Ideologically moderate Republicans, while still traveling as members of bipartisan delegations, have also increased their willingness to travel only with fellow Republicans. Our results suggest that bipartisan foreign travel is a victim of the partisan war waging in Congress.  相似文献

Two noted academic specialists on China's economic geography are joined by a research assistant to examine the impact of the current global economic crisis and recession on China's trade with the rest of the world. Relying on statistics collected by the country's customs administration through the first half of 2009, the authors identify and analyze trends in China's imports and exports (detailing countries of origin and destination) as well as balance of trade. They also develop and present an input-output model in order to gain a more precise understanding of the country's trade dependence (both before and during the crisis) than afforded by analyses based on conventional statistics, and explore some of the implications of the decline in trade on levels of domestic unemployment.  相似文献

Even though nationally televised addresses provide the president the opportunity to speak directly to the American people and are a potentially powerful tool for influencing public opinion, scholars have little understanding of the people the president speaks to when he delivers televised addresses. This study examines the audience for televised presidential addresses. Specifically, it looks at the size of the audience for televised addresses, the differences between people who watch televised addresses and those who do not watch, and explains why some people watch the addresses while others do not. To answer these questions I use a unique set of national opinion surveys conducted by Richard Wirthlin, who served as Ronald Reagan's pollster throughout Reagan's years as president. I find that even though televised addresses are given on network television, the president is not assured a large television audience. Moreover, I find that there is a difference between people who watch televised addresses and those who do not, and that the demographic characteristics, personal concerns, and especially the political participation of a person explain why people watch or do not watch televised addresses.  相似文献

The paper examines how the localization of multinationals can be linked to the globalization of local business networks, particularly whether domestic linkages with foreign subsidiaries can facilitate the internationalization of local suppliers. Detailed interviews were held with 16 suppliers and 8 foreign investors in both the Scottish oil-gas and electronics industries. The results highlight the importance to suppliers of 'piggy-backing' multinationals into new markets, but show its greater significance in the oil-gas industry. The paper concludes that piggy-backing is dependent on the strength and value of domestic links between suppliers and subsidiaries. Industry-specific factors determine the intensity of these linkages. The implications for such developments are being absorbed by planning and economic development policy-makers at regional and national levels, as supplier and investor development is increasingly being placed within a wider policy framework of cluster development.  相似文献

The turn of the millennium has produced much thinking about the current direction of American foreign policy. In an interpretative essay on the broad patterns of American foreign relations during the twentieth century, Michael Dunne traces some recurrent themes in American diplomatic practice and its underlying ideologies. His conclusion is that the traditional introversion of American culture is likely to be projected abroad, as it has been in the past, by a rhetorical mixture of national and supranational idealism couched in the peculiar and self-referential discourse deriving from the earliest days of the Republic.  相似文献
