How are lobbying agendas formed? While individual interest matters, a social process may also affect why lobbyists choose legislation on which to lobby. In a crowded environment, looking at what credible others do may help lobbyists lower their search and information costs with regard to an issue. Using longitudinal network data on lobbyists' legislative choices, I analyze the choices of organizations using an actor‐based dynamic model of network change that conditions agenda changes on the choices made by other organizations. The results suggest both a “bandwagon” process in which organizations converge on “popular” bills and an influence process in which lobbying organizations influence each other when their lobbying agendas overlap. In support of the quantitative findings, interviews with lobbyists show that the policy domain is a social community that consists of ongoing relationships, trust, and information sharing.  相似文献

Abstract: This paper examines the construction of a “cosmopolitan neighbourliness” which emerges in a Delhi squatter settlement in the context of communal violence. Through interviews with over 80 inhabitants, I suggest that an openness to “others” in the settlement is produced in order to construct a home for oneself in an exclusionary city through a series of relational constructs—between the “cosmopolitan” city and the “parochial” village; between the “murderous” city and the “compassionate” slum; between the exclusionary urban public sphere and the “inclusive” neighbourhood sphere. The squatter settlement is internalised as a microcosm of a “mongrel city”, a place which through its set of oppositional constructs becomes inherently “urban”. “Cosmopolitan neighbourliness”, however, remains fragile and gendered. It is a continuous strategic practice that attempts to bridge across differences of caste and religion through gendered performances that avert and discourage communal violence even when the city becomes murderous.  相似文献

When discussing the trans-formative shifts having occurred in the field of Chinese modern history following the economic reforms, one cannot avoid mention of the “revolutionary history paradigm,” the “paradigm of modernization” as well as the “postmodern paradigm.” According to popular belief, the course of development taken by the academic world during the past forty years was marked by a series of transformations: First was the progressive replacement of the “revolutionary history paradigm” by that of the “paradigm of modernization”; following that was the rise of the “postmodern paradigm” and the challenging of its predecessor. This set of divisions, though logically clear and succinct, cannot possibly conform to the realities of history in all of its complexness. While academic circles in the 1980’s were largely concerned with the issues of “what exactly is the historical driving force of Marxism” and “who are the revolutionary class,” the notion of the “paradigm of modernization” was rather a product of the conservative historical viewpoint and its rise during the late 1990’s. In this sense, then, the latter cannot possibly embody the former. On the surface of things, though the “postmodern paradigm” appears to refuse the narrative of revolutionary history, it in fact shares deeper connections with Chinese revolutionary thought at its roots. In short, then, these trans-formative shifts in modern Chinese history are not a simple “exchange” whereby one paradigm transfers into the next, but are rather a process of incessant and interconnected change.  相似文献

Mostafa Malekian has yet to receive much attention in Western academic literature pertaining to Iranian intellectual life, but inside Iran, he has emerged as a popular public intellectual; seen as both a culmination of and rupture with the project of “religious intellectualism.” Rather than offer a revolutionary and politically engaged vision of Islam, or a “reformist” or “democratic” interpretation of Shi?ism, his project seeks to integrate what he calls “rationality” (?aqlaniyat) and “spirituality” (ma?naviyat). As Malekian's project has developed, it has broken, in a number of important respects, with mainstream Islam as practiced in Iran, the religious reformist project, and even organized religion as a whole. This article seeks not only to offer one of the first comprehensive analysis of his existential and social thought in English, but also to analyze his project's deep affinities with a pervasive fatigue vis‐à‐vis collective projects of political emancipation and even “politics” tout court, in the latter phases of the “reformist” President Hojjat al‐Islam Seyyed Mohammad Khatami's tenure.  相似文献

This article engages with Frantz Fanon's writing on both geographical and dialectical movement. It suggests that in particular historical-geographical contexts—such as those described by Fanon himself—geographical patterns of mobility and confinement operate as the presupposition and result of “race”; while also functionally enabling capitalism's necessary and enduring dialectic of appropriation and capitalisation, and reproducing the Fanonian “zone of nonbeing”. More simply, this article suggests that in certain conjunctures the tight articulation of race, mobility, and capital accumulation inhibits the reciprocal recognition of equals. In those contexts, a spatialised “counter-ontological” politics is the only means of establishing intersubjective symmetry and the preconditions for Fanon's “new humanism”. This article concretises these arguments in relation to historical work on antebellum “carceral landscapes”. It concludes by drawing explicitly on Stuart Hall's reflections on articulation and “lines of tendential force” in order to think through the relevance of Fanonian theorisation today.  相似文献

This article argues that, like the liberalising “Great Reforms” of Russia in the mid-19th century, Mikhail Gorbachev's perestroika of the late 20th century was propelled as much by reformist intellectuals' Europe-inspired visions of a more humane society as it was by military-economic crisis. Over the post-Stalin decades, a new policy-academic elite – economists, philosophers, scientists and writers – viewed in the apparent success of East European reforms a model of “socialism with a human face” for their country's eventual reintegration into a “common European home.” Yet their understanding of European integration was too superficial, and their appreciation of communist hard-liners' resistance too belated, to carry their reforms to successful completion. This article also holds that Russian reformers' naiveté was compounded by Western leaders' selfishness and short-sightedness. The latter clung to Cold War beliefs that the Soviet system could not produce a genuine reformist movement. When Gorbachev came to power, his perestroika was considered merely a “ruse,” its ideas of “new thinking” ridiculed, and ultimately only the “shock therapy” of Boris Yeltsin merited significant Western aid despite its broad incompetence and vast corruption. The combined Western-Russian failures in 1990s efforts toward rapid marketisation and integration proved even more damaging than those of the 1980s due to their broad discrediting of Western liberal democracy.  相似文献

This article analyses ethnic antagonisms and related political discourses in Sri Lanka after the ceasefire agreement in 2002 using the Derridean notion of vouyou (rogue) and Agamben's concept of state of exception. In all three ethnic groups in Sri Lanka, we can observe discourses on ethnicity, space and territories that create fictions of ethnic homogeneity and purity based on a social construct of the ethnic other as “rogue”. Roguishness is linked with issues of territorial control, political justice and virtual or real “rogue states”. It is also pertinent in the justification of violence and the differentiation of just(ified) and unjust(ified), roguish violence and the rivalry over sovereignty. I will argue that these “rogue others” are needed to legitimize a state of exception where force stands out-of-the-law, but needs to be justified as being within the law, since the state of exception is part of a project leading to an ideal state-to-come. This ideal state-to-come to is to be a “pure” state-to-come, in the form of the “pure” Singhalese–Buddhist state, the Tamil homeland, and more recently, the Muslim homeland as expression of distinct Muslimness. Derrida argues that identifying “rogues” is rationalizing and covering deeper rooted fears. In Sri Lanka, the rogue rationale reveals deeper lying anxieties that link security with ethnic homogeneity and the ethnic self and insecurity with multi-ethnicity and the ethnic other. The ethnic other is a force preventing the (ethnically) pure state-to-come to come into being.  相似文献

Abstract: This essay's point of departure is the coincident economic and environmental “crises” of our time. I locate both in the dynamics of capital accumulation on a world‐scale, drawing on the ideas of Marx, Karl Polanyi and James O’Connor. I ask whether the recent profusion of “crisis talk” in the public domain presents an opportunity for progressive new ideas to take hold now that “neoliberalism” has seemingly been de‐legitimated. My answer is that a “post‐neoliberal” future is probably a long way off. I make my case in two stages and at two geographical scales. First, I examine the British social formation as currently constituted and explain why even a leading neoliberal state is failing to reform its ways. Second, I then scale‐up from the domestic level to international affairs. I examine cross‐border emissions trading—arguably the policy tool for mitigating the very real prospects of significant climate change this century. The overall conclusion is this: even though the “first” and “second” contradictions of capital have manifested themselves together and at a global level, there are currently few prospects for systemic reform (never mind revolution) led by a new, twenty‐first century “red‐green” Left.  相似文献

As a non‐state actor that claims its own territory, the “Islamic State” utilizes a spectrum of very different kinds of coercion and violence. Considering the group's aspirations to govern the territories controlled by it, any clear distinction between uses of force and coercion that states typically claim as their legitimate right, and implement terrorist non‐state violence, tends to blur right before our analytically‐focused eyes. This contribution discusses how the group challenges the distinction between “terror from above” and “terrorism from below” as well as the meaning of the dual character of Daesh's belief system between the ideological and the religious for Daesh's repertoire of violence.  相似文献

Since “museumland” was revisited in the 1980s, different authors have studied the history of colonial museums in Europe within a broader discussion on colonial bias, the creation of traditions and the theory of representation. It has become clear, for example, how African utensils were exported to Europe, where they were exhibited as curiosa, ethnographical objects or art. But what happened when the very notion of the museum was exported back to Africa? Who created these institutes and in what context? Was the relationship between colonizers and colonized altered? Did the “social life” of the objects on show change? And what was the relationship between the “old” museums in Europe and the “new” ones created in the colony? These questions have rarely been studied. In this article, the creation of the Musée Léopold II will be used as a basis to offer insight into the links between colonial “science” and “policy”, which proved not to be as monolithic as often portrayed, but rather were complex amalgamations of different opinions and even conflicting interests.  相似文献

This essay is primarily a study of Derek Walcott's Tiepolo's Hound as an affirmation of Caribbean, tropical, blinding light through an engagement with the life and work of Camille Pissarro. Conceived as such, the poem, I argue, proposes an “adamic” vision and imagination attuned with “Time” rather than “History” (the concepts are Walcott's), as well as an intensification of sensory-perception beyond vision. In order to better appreciate the historical and contextual relevance of Tiepolo's Hound, the essay provides first a general introduction to: (1) a nuanced understanding of light and its “otherness” emerging from modern physics; (2) some of the ways in which western capitalism and Cartesian perspectivism, as a hegemonic aesthetic and philosophical tradition in the West, have attempted to capture and control light and its “otherness;” and (3) the blinding quality of light in the tropical context, which repositions light as a force against any and all exploitative capitalist desires.  相似文献

2009 is the thirtieth anniversary of the Iranian Revolution. In 2006 the Bush administration ranked Iran as posing arguably the greatest single threat to America. And throughout 2008 that administration insisted all options were open in dealing with Iran, including preventative strikes. Yet, unlike its decisive intervention to establish Iran as a client state in the 1950s, the US has thus far been unable to force the changes it desires in and from Iran's leadership. This article argues that to help understand this situation it is important to recognize that the Iranian Revolution was and remains nurtured by a contemporaneous “silent revolution” in the international oil industry, even if the Ahmadinejad regime's economic policies especially threaten currently to squander some of the potential afforded by it.  相似文献

Augustine holds that each society needs to be oriented to “God and the good.” He invidiously compares the earthly city as receptive to the true God with the earthly city as opposed to the true God, and he resolutely holds that only an earthly city oriented to the true God can be genuinely described as just and legitimate. At first glance this “political Augustinianism” hardly seems very attractive to non-believers or defensible in the eyes of modern secular liberals, and yet in this article I wish to defend it and commend it universally, that is, to promote its benefits and critical insights beyond religious circles. I commend an emphasis on “the divine” (to theion), rather than on God (ho theos), as a bridge to God for believers but also, and more importantly in the West's present liberal pluralist context, as a common halting place where believers and non-believers alike can sense “the beyond” (Augustine's “God and the good”) in their midst. I develop my argument that the “divine,” thus understood, can provide us with a common conceptual space where we can abide, converse, and even agree: (i) by engaging with Jacob Taubes who powerfully criticises such an emphasis on the “divine,” (ii) by considering “divine” natural law as a bridge and halting place between immanence and transcendence, and (iii) by reflecting upon the work of Rémi Brague who has recently given powerful support to the importance and utility in the present intellectual climate of the divine (to theion) as a bridge to God (ho theos).  相似文献

Abstract: When US military commanders refer today to the “long war”, they could more instructively refer to the “long war of securitization”, involving both practices of war and reconstruction that have always been based on a therapeutic logic of preemption and an endgame of protection from global economic risk. Since the early 1980s, the centrepiece of US foreign policy has been the securitization of the Persian Gulf region, with the newly created United States Central Command (CENTCOM) given the task of effecting a grand strategy that has subsequently been consistently based on two interrelated tactics: first, the discursive identification and positing of the Persian Gulf as a precarious yet pivotal geoeconomic space, essential to US and global economic health; and second, the enactment of a dual military–economic securitization strategy to secure, patrol and regulate designated “vital interests” in the region. With the rhetorical power of “risk management” perhaps more palpable today than ever, this paper reflects on the neoliberal discourses of “risk” and “regulation” that sustain a “long war” in which the perennial potentiality of a volatile global political economy necessitates securitization by US military force.  相似文献

ABSTRACT

Writing in 2007, in The Wordsworth Circle, Jeffrey Robinson remarked on the “ephemerality” of improvisational poetry, its fundamental resistance to being “preserved.” Printed poetry is typically regarded as “fixed” and static: what any poem represents as improvisation is, at best, only a record, executed in a fixed medium, of a performance whose infinite variability is inherent in the nature of improvisation itself. Partly an homage to Rene Magritte’s This is Not a Pipe (1928–29) and to Michel Foucault’s 1973 essay on that painting, and using as a test case The Improvisatrice (1825), the long poem by Letitia Elizabeth Landon, herself a devotee of interdisciplinary and multimedia performance, this essay considers the physical, structural, and methodological challenges and limitations posed to printed “word art” by works that purport to be, or aspire to the condition of, “improvisations.” The improvisatrice who is the poem’s narrator claims to be both a painter and a songstress, but her “speech,” captured and rendered in printed words by Landon (who ventriloquizes that speech), can neither “be” nor even “represent” a work produced (“performed”) in visual art or vocal song. In her long poem Landon effectively creates a literary trompe l’oeil, an illusion that depends for its “completion” upon the reader’s implied participation in that performative act of completion. In the process, Landon’s poem reveals the fundamental incompatibility of improvisational literary production with the performative nature of improvisation.  相似文献

The critique of conventional historical writing has been emergent for a century—it is not the work of a few—and it has immense practical implications for Western society, perhaps especially in English‐speaking countries. Involved are such issues as the decline of representation, the nature of causality, the definitions of identity or time or system, to name only a few. Conventional historians are quite right to consider this a challenge to everything they assume in order to do their work. The challenge is, why do that particular work at all? Understandably, historians have consolidated, especially in North America where empiricism and the English language prevail. But even there, and certainly elsewhere, and given the changes in knowledge and social order during the past century at least, the critique of conventional historical method is unavoidable. Too bad historians aren't doing more to help this effort, and by historians I don't mean the most of us who think constantly in terms of historical causality as we learned it from the nineteenth century and our teachers; by “historians” I mean the experts who continue to teach the young. A major roadblock to creative discussion is the fact that problems such as those just mentioned all exceed disciplinary boundaries, so investigation that does not follow suit cannot grasp the problem, much less respond to it creatively. Of course everyone is “for” interdisciplinary work, but most professional organizations, publications, and institutions do not encourage it, despite lip service to the contrary. Interdisciplinary work involves more than the splicing activity that is all too familiar in academic curricula. Crossing out of one's realm of “expertise” requires a kind of humility that does not always sort well with the kind of expertise fostered by professional organizations, publications, and institutions. And even the willing have trouble with the heady atmosphere outside the professional bubble. In such conditions key terms (“language,”“discourse,”“relativism,”“modernity,”“postmodernity,”“time,”“difference”) are pushed here and pushed there without gaining the focus that would lead to currency until finally the ostensible field of play resembles a gigantic traffic jam like the one that opens the film Fellini Roma. Discussion of these issues leads in the end to Borges and his story, ‘The Modesty of History,” from which the title of this essay is borrowed.  相似文献
