Scholars have been studying the concept of public engagement and its role in the policy process for some time. Scholars have argued that understanding the interests and motivations of the public and engaging them in the decision‐making process can lead to better policy designs and, ultimately, better policy outcomes. However, studies of public engagement often assume that people have a desire to get involved in the policy process. This paper tests this key assumption using the case of nuclear facility siting in the United States to ask: what factors influence an individual's stated willingness to want to engage in the policy process? Using data from a national web survey fielded in 2013, we ask the public if and to what extent they would likely engage in the siting process if given the opportunity. Findings indicate that the likelihood of engagement varies rather substantially across individuals. We find that an individual's cultural belief system and existing level of political activity account for some of this variation. These findings suggest that public engagement programs may vary across groups and communities. In other words, the prospects of engagement are likely to appeal to some members of the population and not others.  相似文献

The municipality of Olavarría, Buenos Aires province, Argentina, has a rich, diverse, and ancient natural and cultural heritage, although this is not well known by the local community. For this reason, an itinerant exhibition was developed to promote public access to scientific information and community awareness concerning the importance of local heritage. This project was the starting point of an integral programme of public outreach and science education, whose main goal is to facilitate intellectual and physical access to academic knowledge by local communities. After seven years of development, several lessons have been learned, including the need to increase stakeholders’ participation and the exploration of new strategies of communication in order to engage different segments of the public.  相似文献

This article examines the intersections of technology and the exhibition medium by focusing on an individual, the mechanical engineer Robert Runeberg. It makes visible individual involvement in transnational mobility and in large-scale processes of modernization. The article explores how becoming a modern professional was not only connected to formal education and practical training, but also to the capacity to extract and produce knowledge via the exhibition medium. Concurrently, the case discloses essential qualities, such as the cohesion, dynamicity and flexibility of the exhibition medium.  相似文献

Within the larger framework of understanding how modernity wasframed within and through the domestic sphere, this articleconsiders the efforts of Bavarian electrical engineer Oskarvon Miller to electrify and modernize Germany against the backdropof Weimar reform movements. Unlike modernist reformers associatedwith such projects as the Bauhaus or the Werkbund, Miller wasa practical systems-builder who sought to encourage consumptionwithin traditional frameworks of home and Heimat. For Miller,exhibiting the benefits of technology was a key element in securingits success, and his reliance on consumers rested on a corporatistideal that would create a new kind of community centred on technology.Whereas in the Imperial era Miller focused on Handwerker andsmall machines as the guarantors of both progress and socialstability, in the Weimar era he turned to housewives and housework.Through his involvement in electrification schemes as well asin his work in founding the Deutsches Museum, one of the firstmuseums of science and technology in Europe, Miller createda powerful narrative of technological progress that was bothtraditional and modern.  相似文献

This article examines the connection between détente in Europe and East–West nuclear technology transfers through the lens of Romania's co-operation policy in the field of atomic energy in the 1960s. It argues that until 1967 the bourgeoning relations between Western Europe and Romania did not stem from a desire to overcome the artificial division of Europe, but rather from the pursuit of unilateral economic benefits. This situation worked to the advantage of the Romanians, who acquired an important nuclear research reactor from the British by playing West European countries against one another. Afterwards, in order to boost their competitiveness, the West Europeans started pooling their nuclear industries together, although traditional rivalries such as the Anglo-French competition endured. Despite these efforts to achieve closer integration, the West Europeans failed to sell a nuclear power plant to Romania because of internal problems within their nuclear–industrial complexes, and because of Soviet meddling in the internal affairs of its satellites. This research adds to our understanding of Romania's détente policy during the 1960s, while also shedding light on the development of East–West relations in the field of atomic energy.  相似文献

Human-induced global threats are compelling many anthropologists to rethink roles, methods, and paradigms and engage in public debate and action on energy policies, extraction processes, commodity chains, and consumption. Laura Nader's Energy Reader embodies her decades-long engagement as a catalyst for public debate on U.S. energy issues. Tanja Winther's Impact of Electricity exemplifies ethnography informing development practice. Strauss and colleagues’ Cultures of Energy reflects diverse approaches seeking to build cultural understandings to inform energy choices. Despite the recent surge in both governmental and academic advocacy of nuclear disarmament, including initiatives of the Obama administration and the Australian and Japanese governments, the spectre of further nuclear proliferation arguably remains a key challenge for international security. This article suggests that this is particularly the case in Asia due to three major dynamics: (1) the stasis of the international non-proliferation regime embodied in the Nuclear Non-Proliferation Treaty; (2) the state of flux in the global and regional strategic nuclear environment; and (3) increasing regional demand for nuclear energy. This article argues that developments in each of these realms of nuclear affairs hold the potential to increase proliferation pressures in the region.  相似文献

Conflicts related to demographic and cultural change in Europe regularly find their expression in struggles over the presence and visibility of religious buildings and groups. As this editorial argues, these conflicts can best be understood from a postsecular perspective that takes into account overlapping and diverging histories of state-formation and secularization. The papers collected for this special issue on public religion and urban space demonstrate that many of the difficulties that European societies face in accommodating religious diversity stem from historically formed relationships between national political identities and religious identities. In many European cases, secularization did not entail a fundamental separation between religion and politics but the formal establishment of one single national church or two competing ones, but territorially based national churches. One of the consequences of these types of establishments is that certain religious traditions are generally described and experienced as fitting with the nation and others are not. The contributors to this special issue show in detail that the struggles of contemporary religious movements in Europe to become present in the public domain are related to commonly accepted understandings of where and how religion should manifest itself in the urban environment, based on the public life of religious traditions that are considered part of the nation.  相似文献

The role of emotion in social movement mobilization and political protest has received renewed attention in the past decade. However, few, if any, studies have followed the emotional trajectories of activists through their involvement in protest activity. This paper explores the significance of emotion in rural protests in Britain since 1997. Drawing on first-hand and second-hand sources, it focuses on the emotions of participants in pro-hunting countryside marches and in farmers' demonstrations as they move through various stages of mobilization. It proposes the metaphor of a ‘ladder of emotions’ to describe the different emotions that are foregrounded as mobilization proceeds. It suggests that emotional responses to perceived threats to a landscape or place-rooted way of life to which individuals have an emotional attachment are important as motives for political mobilization. These individual emotions are subsequently translated into collective action as emotions such as anger, frustration and desperation guide pathways for action. Successful mobilization also relies on participants overcoming initial emotions of fear or trepidation at protest activity, giving way to emotions of pleasure and pride that enthuse activists and help reproduce and sustain campaigns.  相似文献

21世纪以来,中国博物馆的大型原创性特展工作呈现良好的发展态势。南京博物院龚良院长指出,大型原创性特展作为博物馆为公众提供更好的文化服务的文化产品,既能衡量博物馆的发展活力,也有利于博物馆的可持续发展。博物馆应根据自身的定位和特色完善藏品体系,从而确定展览主题,制订展览规划。高校应该围绕研究公众、服务公众调整博物馆学的课程设置。试行中的理事会制度将有助于推动博物馆为公众提供高品质的文化服务、满足公众更高的精神文化需求。南京博物院近年大力推行策展人制度,鼓励策划大型原创性特展,重视并强调展示文物之间的相互关系。2016年度举办的"法老·王"展是一次用低票价、非营利的方法,举办了一个不用财政资金、为公众提供优质服务的高品质展览,并将展览作为文化创意产品的有益尝试,将为中国博物馆界提供一个可复制的成功案例。  相似文献

Abstract

In recent years, popular protest in China has emerged from a state of near-invisibility. Drawing on a diachronic analysis of news media coverage, this paper traces how a number of major protest events gradually entered the Chinese media’s spotlight and came to be portrayed in an increasingly protester-sympathising fashion over the course of the Hu-Wen administration. It argues that these changes were triggered by structural transformations of the Chinese public sphere, but underlines that deliberate policy choices by the political leadership served as a crucial agent of change. Facing proliferating unrest and an increasingly unimpeded flow of information, the central authorities have gradually shifted propaganda policy from a suppressive to a more proactive approach. They have thereby created critical opportunities for Internet users and investigative journalists to push the envelope further towards protester-sympathising accounts. The development is significant as there are good reasons to surmise that increased media coverage has exacerbated the dynamics of popular contention. Theoretically, it deserves to be noted that non-inevitable choices by an authoritarian leadership have led to an outcome in which media coverage of citizens who challenge the state on the streets has become substantially more frequent and positive than before.  相似文献

This article evaluates the Gillard Labor government's efforts to revive Australian multiculturalism at a time when other liberal democracies have declared it a failure. It argues that despite a controversial history, Australian multiculturalism has many of the characteristics of institutional path dependency, representing a highly contested set of policies, programs and norms that evolved in specific historical contexts and developed their own self-reinforcing logic. The Australian experience offers salient reminders of the difficulties of overturning the social and political consequences of immigration decisions made long ago. The general success of multiculturalism as a migrant-integration strategy suggests that it may be the best available option for liberal-democratic governments to manage the politics of cultural diversity in the 21st century. There is a need, however, for governments to renew their commitment to migrant rights and equity.  相似文献

ABSTRACT

The construction – and deconstruction – of Europe is a spatial democratic process, and public opinion is central to it. One part of public opinion is fuelled by pragmatic – either economic (the search for prosperity) or strategic (the need for security) – arguments. Another is fired by political, moral and religious ideologies and identities (and utopian views of Europe in particular). Attitudes concerning Europe were never identical in the Western or Eastern halves of the continent, or in Britain. They evolved in connection with processes of economic change (from the second to the third phase of the Industrial Revolution), and latterly in relation to globalization and its geographic impact. Euroscepticism demands a deep adjustment of Europe to its current political-intellectual scene and geographic organization.  相似文献

An environmental assessment of the Canadian Nuclear Fuel Waste Disposal Concept was initiated in 1989. The primary purpose of the assessment is to determine the technical feasibility of burying nuclear-fuel waste deep into the Canadian Shield. If deemed acceptable, a second phase of facility siting will commence. The purpose of this paper is to evaluate the social and political dimensions of nuclear-fuel waste management in Canada. It is contended that nuclear-fuel waste management transcends technical concerns, and that the ultimate success or failure of siting procedures is hinged on social and political acceptability. Data focusing on various facets of a nuclear-fuel waste disposal facility were collected from a sample of residents from three northern Ontario communities. Results demonstrate that there is a strong relationship between facility acceptability, risk perception, and distance from community. On the basis of these findings, it is contended that a regional siting approach needs to be developed and implemented to ensure that concerns over the viability of nuclear power, equity, and trust are incorporated and granted legitimacy in the management of nuclear-fuel waste. Une évaluation environnementale du concept d'élimination des déchets de combustible nucléaire au Canada a débuté en 1989. L'idée première de cette évaluation est de déterminer la faisabilité d'enfouir les déchets de combustible nucléaire dans le Bouclier canadien. Si l'on estime que c'est possible, une deuxième phase dans le choix d'un emplacement d'enfouissement débutera. Le but de cet exposé est d'évaluer les dimensions sociale et politique qu'entraînent la gestion des déchets de combustible nucléaire au Canada. On dit que la gestion des déchets de combustible nucléaire va au-delà des préoccupations techniques et que le succès ou l'échec des procédures de choix d'emplacement dépendent aussi de l'acceptabilité sociale et politique. Les données portant sur différentes facettes d'élimination des déchets de combustible nucléaire ont été recueillies auprès de résidents sélectionnés dans trois communautés du nord de l'Ontario. Les résultats ont montré qu'il existait un lien très fort entre l'acceptabilité des installations, la perception de risque qu'elles entraînaient et la distance qui les en séparait de la communauté. Sur la base de ces constatations, on a avancé, quant au choix d'un emplacement, qu'il fallait envisager une approche sur le plan régional pour assurer qu'en matière de gestion des déchets de combustible nucléaire, on reconnaisse de manière légitime les préoccupations touchant à la viabilité de cette énergie.  相似文献

在17、18世纪之际的“农业革命”发生之前,欧洲农业生产就已出现了许多关键性的技术进步,可把16、17世纪的这种进步称为“早期农业革命”,而14、15世纪则可视为早期农业革命的准备阶段。通过对中世纪欧洲农业的低技术起点,14、15世纪的农业技术进步,16、17世纪的早期农业革命等三方面的考察,我们发现欧洲农业技术进步中的连续性特点远超过其突变性。  相似文献

This paper examines and critically interprets the interrelations between religion and the Occupy movements of 2011. It presents three main arguments. First, through an examination of the Occupy Movement in the UK and USA—and in particular of the two most prominent Occupy camps (Wall Street and London Stock Exchange)—the paper traces the emergence of postsecularity evidenced in the rapprochement of religious and secular actors, discourses, and practices in the event‐spaces of Occupy. Second, it examines the specific set of challenges that Occupy has posed to the Christian church in the UK and USA, arguing that religious participation in the camps served at least in part to identify wider areas of religious faith that are themselves in need of redemption. Third, the paper considers the challenges posed by religious groups to Occupy, not least in the emphasis on postmaterial values in pathways to resistance against contemporary capitalism.  相似文献

Guy Weadick was the American founder of the Calgary Stampede in 1912. By 1930, due to Weadick's vision and promotional genius, the Calgary Exhibition and Stampede (two events having merged by then) was internationally recognized as the premier event of its type in the world. Then, with dramatic suddenness, Weadick was fired in 1932. This article suggests that the mutual bitterness and resentment that accompanied this termination resulted in “a lapse of historical memory” and to Weadick's relative under-recognition by the organization for which he did so much.  相似文献

Abstract

This paper examines the dramatic events of ‘I Quindici Giorni di Scanzano’, the vast popular uprising in Basilicata in November 2003 that thwarted a government decree to create a consolidated national nuclear waste dump at Scanzano Jonico. The struggle cut across lines of locality, age, social class and political affiliation, mobilizing the populace with various symbols, including references to brigandage, postwar struggles for land, and the Madonna of Loreto. Solidarity for the protest came from all quarters of the South, especially the neighboring regions of Apulia and Calabria. Although government representatives and some of the media portrayed the Lucanians in recognizably anti-Southern tropes of ‘uncivicness’, this paper argues that this remarkable moment in Basilicata's history created a new sense of public identity and action that in many ways reflected recent intellectual discourses on the South.  相似文献
