Howden Church     
Shrewsbury's late sixteenth-century Old Market Hall—recently restored and returned to public use—is among the most prominent buildings in the town centre and, or so it would seem, a reminder of the town's pre-eminence as a marketing centre in the central Marches in the early modern period. Combining documentary evidence, archaeology, and the evidence of the building itself, this inter-disciplinary study sets out to examine the real reasons for the Hall's construction, how it was built, and the way in which it functioned. The paper also looks backwards to the growth of marketing in this part of Shrewsbury in the thirteenth century, and its promotion by considerable civic investment in the 1260s when a new market square was created from what was previously a wet wasteland. Looking forward, it tells the story of the Hall's use in the post- medieval period, and of past attempts to deal with inherent structural defects in the original design.  相似文献

Prompted by the trend to see information and communications technology (ICT) as a tool for capacity building, this article asks whether the use of ICT has—or can—recast centre–periphery relations in a hybrid country such as Somaliland. Taking as its departure point Herbst's observation that a fundamental problem confronting African leaders concerns how to extend or consolidate authority over sparsely settled lands, it uses recent developments in Somaliland's coast guard and immigration police to assess ICT's contribution to changing security provision in remote and coastal areas. This allows for an analysis of Somaliland's law enforcement framework, the relationship between its politics and practice, the practical application of its coercive resources, and the Silanyo government's priorities and preference for consensus and co‐existence whenever security imperatives allow. It suggests that ICT can be a desirable operational tool or a variable in existing power networks, but that it does not represent a new mode of security governance. ICT's potential to connect Somaliland's government and populace, and politics and practice, is for now minimal, but identifying the ways in which security actors such as coast guards actually use ICT allows for a more accurate assessment of the variables shaping centre–periphery relations. Contrary to Herbst's observation, the Silanyo government does not need to overtly or systematically extend, consolidate or exert its authority in remote and coastal areas. Spatial metaphors such as centre–periphery help to clarify the situation, but the significance invested in them reflects western rationalities, rather than Somali realities.  相似文献

The Responsibility to Protect doctrine (R2P), now ten years old, has been widely accepted at the international level. As the books under review demonstrate, debates around its legitimacy are over. Instead, we see a developing second generation of literature focusing on how the R2P needs to be understood more concretely in both academic and policy terms, as well as how it affects the linked issues of humanitarian intervention and state‐building. Within this literature, we see new and important questions emerging. These include how and when we should intervene and whether we can be successful at it; how we can assist states to ensure they fulfill their own responsibilities towards their populations; and where international authority lies. Unfortunately, the answers to these questions are hard ones. Implementation, and how it reflects embedded culture at the international level, may be as hard—if not harder—as introducing the doctrine originally.  相似文献

This article examines how printed accounts of torture can reveal the ways the law was experienced, interpreted and reported by the East India Company (EIC) during the early decades of the seventeenth century. It will explore how the company came to impose its own interpretation of the law when interacting with local powers and people while simultaneously attempting to adapt to and operate within existing legal systems in early modern Asia. This careful balance—sustaining English law while accepting the restraints of a different legal system—was essential in a region where merchants and other travellers moved through areas criss-crossed with overlapping jurisdictions. Interactions with locals often turned violent, even when under the protection of local states, and the English used legal violence to sustain their position in Asia as much as they were threatened by its use by others. Concepts of how the law operated were far from simple and overlapping legal institutions, customs and ideas resulted in numerous moments of competition as different legal structures were imposed simultaneously. The company was forced to think carefully about these issues when law and violence came together during the most violent aspect of judicial enquiry—torture. To assess how the EIC thought about the law and how this influenced the development of their imperial policies this article will focus on how information regarding the law—in its most extreme application—was reported to an English and European audience through the careful presentation of information regarding events in Asia.

It will focus on two case studies where torture was experienced by English merchants—and where accounts were deemed important enough for reportage and printed distribution. The accounts considered here, reporting the experience of torture in Bantam in 1603 and in Amboyna in 1623, were carefully developed and distributed by the company and intended to effectively present its ideas regarding the law and jurisdiction in the developing world of global commerce and empire. In the first, we see the English factors at Bantam seeking to operate within the parameters of the local rulers but increasingly turning to their own understanding of the law in response to threats. The account of this episode reveals how the company justified the seizure of legal authority through the effective interpretation of both English ideas of proof and their own grasp of international law. The second account covers an opposing scenario, where Dutch merchants seized legal authority over the English in contravention—or so the company claimed—of the law of nature and failing to effectively follow the rules of law regarding proof. Across the two accounts we see how the company struggled to come to terms with the ways it interpreted the law. This is turn defined how it developed policies regarding its role overseas, and the reporting of these legal encounters in England changed the way that other parts of the world and the challenges of international trade were understood.  相似文献

As in other European countries, the formal planning task of Dutch governments is subjected to devolution and austerity measures. Not only did these developments lead to outsourcing planning tasks to lower-level governments, also citizens are increasingly ‘invited’ to take responsibility for providing public facilities and services. In De Achterhoek, a Dutch region, these shifts are amplified due to population change and traditional active citizenship, and led to institutional change. Since a decade local governments stimulate citizen initiatives, under the umbrella of participatory governance. This process of institutional change did not alter formal institutions, but was the result of an informal and dialectic process between local governments and citizen organizations. In this paper, we will demonstrate the process of change and how it affected planning practices in De Achterhoek, building on theories of informal institutional change and its driving forces. The empirical part of this paper draws on the results of three focus group meetings, in which a diverse set of local stakeholders discussed the effects of change they observed and how it shaped planning practices. In the final section, we reflect on the degree of institutionalization, by examining the robustness and resilience of the observed change.  相似文献

In the constellation of the eighteenth-century revolutions, the French events have always occupied a dominant position. Consequently the other European upheavals have been considered as being provoked or strongly influenced by France. Yet, the Dutch revolutions in the 1780s and 1790s provide some important nuances to this interpretation. Before the French took over the Bastille, there was already a Dutch revolution with devoted Patriots, speaking about rights of man and constitutions. The Patriots had to flee abroad in 1787. In 1795, thanks to the French Army, they were able to return to their drawing boards, eager to think anew their government and society. This paper investigates how they did it and whether the American and French precedents were so influential after all in the construction of the Batavian Republic.  相似文献

ABSTRACT

This paper investigates the positioning of actors characterized by different natures in a regional innovation network and explores how these actors improve their innovation capabilities by assuming prominence or brokering positions. Innovation capability is widely seen to be the driving force in building regional competitive advantage, therefore investigating how the positioning of actors improves their innovation-related activities is relevant in terms of regional competitiveness. This paper builds on a survey conducted on the Sicilian regional area in Italy. A questionnaire was used to collect data concerning the relationships established between actors and the extent to which these relationships impact actors’ innovation capability. Results suggest that regional actors cannot be considered as a homogeneous group regarding their positioning in a regional network and that the innovation benefits of assuming different network positions depend on their nature. This paper offers some theoretical implications to the literature on regional innovation network and practical suggestions to organizations and regional policy makers.  相似文献

It has become common to read that Syria's conflict has become a “globalized civil war,” with the understanding that states have become the key actors shaping its dynamics. While in great part true, such an understanding overlooks the significance of transnational networks in shaping the conflict and, more importantly, how these networks and states have been intimately connected from its early stages. This paper explores how a network of Syrian refugees that I dub the “coordinating class” performed the work of binding together the heterogeneous assemblage that was Syria's opposition movement. Drawing on assemblage theory and two years of multi-sited fieldwork, the paper explores three practices through which this emergent network linked the spaces of exile to the warzone of Syria's opposition-held “Liberated Territories.” In doing so, the paper argues that in Syria's conflict, refugees' geopolitical agency was highly layered, provisional, and ephemeral, yet still shaped the wider geopolitics of the war.  相似文献

This article is based on the assumption that core concepts of National Socialism—different from Marxism—turn not on economic, but on moral concepts, or categories heavily related to such concepts as honour, loyalty, decency and comradeship. The article investigates National Socialism from the standpoint of moral judgments, and turns this investigation into part of a moral history. It further is concerned with the continuing impact of National Socialism beyond the military, political and ideological defeat of 1945; the moral historical approach can show how this influence continues at a level hitherto relatively unexamined. The moral history of National Socialism involves more than a shift of perspective. It opens up a specific, barely explored, field of research. This draws upon a variety of sources, especially films (Hotel Sacher—1939 and Downfall—2004 are discussed). The examination is directed to the concept of loyalty within this framework; it is a concept of virtue, which is moreover suited to illuminate some aspects of the functioning of Nazi morality, and its subsequent influence.  相似文献

Although the Randstad planning concept is primarily known as a concept aiming to control urbanization, this article shows that world city ambitions have been inherent in the concept right from the beginning and that spatial planning for the Randstad over the past 50 years can also be seen as a prolonged attempt to give shape to these ambitions. Throughout much of this period it has proved politically impossible to turn these ambitions into concrete policies, although the recent turn to ‘Deltametropolis’ adds a rather interesting new chapter to this history. For the first time since its introduction, local and regional actors have themselves taken the initiative to frame and reframe the Randstad concept—by Dutch standards quite a remarkable sign of capacity building at the Randstad level. By spotlighting this particular dimension of the planning history of the Randstad this article touches upon some of the more notorious dilemmas planners may come across while pursuing world city ambitions for polynuclear urban regions.  相似文献

This paper extends debates investigating the importance of domestic yards and gardens in shaping identities and the everyday practices and performances of human–nature interaction in a tropical city. It presents findings from a pilot study investigating backyards in a small but ethnically diverse neighbourhood in Cairns, Australia—a site that raises questions about the normative constructions of “nature” in much of the literature. The paper explores how Cairns residents make sense of their backyards, especially in terms of how they relate to them as “tropical”. Living in Cairns means managing excess water during the rainy season, dealing with new kinds of pests, and being critically conscious of the temperate bias of Australian garden retailers and house/garden magazines. The paper frames these experiences within a longer tradition of tropicality or a (western) way of making sense of/imagining tropical regions and environmental difference. In so doing, it opens up a new cultural geography of the suburbs, displaces normative constructions of “nature” and shows how the legacies of European colonialism still play out in a dominant Australian culture.  相似文献

The Dutch planning system rejoices a very positive reputation in the international academic planning literature. Yet both the conceptual orientation and the institutional practices of Dutch planning are eroded. New institutional practices have emerged that effectively form a 'shadow structure' to the official planning system, eroding both its effectiveness and legitimacy. The article suggests that this instititutional development is to be understood against the background of larger processes of social change to which the system has so far not responded: the coming 'network society'. In light of this analysis it is suggested that Dutch planning could enhance both its effectiveness and legitimacy by reconsidering some of the basic features of the planning system.  相似文献

Are government policies of any real significance in shaping the pattern of development in metropolitan regions? This essay summarizes the widely-held view that ‘economic forces’ determine the distribution of jobs and residences in urban areas, and argues that this conclusion involves serious conceptual difficulties. The essay then shows how the theory of political influence and related concepts can be used to clarify the issue of causation in urban development, and summarizes the authors' own substantive conclusions—that under certain specifiable conditions government activities do have a highly significant role in shaping metropolitan growth.  相似文献

This article examines the attitude of the Dutch Social Democrats towards the South African War (1899–1902). At the beginning of the war the SDAP (Social Democratic Workers’ Party) had three seats in the Staten‐Generaal (Parliament). By 1902 this had increased to seven. The South African War created a wave of nationalism in the Netherlands. The Boers were of Dutch descent, and the Dutch generally saw the war as their own. As much as it wanted to assist the Transvaal, the Dutch government, however, could not afford to annoy Britain upon whom she depended for commercial protection of her East Indian colonies. In Social Democratic circles there was a mixed reaction to the war, particularly as their enemy, the Dutch bourgeoisie, had taken the side of the Boers. Arguments were raised for and against on the one hand, humanitar‐ianism and the law of nations, and on the other, historic‐materialistic considerations. The organs of the SDAP—De Sociaaldemokraat and later Het Volk—supported the Boer cause. Their internationalism almost compelled the Social Democrats to stand aloof from the chauvinistic Dutch bourgeoisie. They pointed out that the Netherlands, with its policy on Acheh, an independent sultanate on Sumatra, was in actual fact also an imperialistic nation. Anti‐British sentiment among the Social Democrats rose sharply when the Amsterdam diamond cutters also became victims as many lost their jobs in the wake of the war. Chamberlain (the British Colonial Secretary) and Kitchener (British Commander‐in‐Chief) were seen as war criminals. When, towards the end of 1901, the Amsterdam Water Transport Leagues attempted to organise an international boycott of British shipping, the SDAP sympathised with the plan, but did not give its official approval. Nothing came of the attempt. The Dutch Social Democrats reluctantly accepted the peace, feeling that the Boers would in the future be exploited by British capitalism.  相似文献

Academic research on contemporary Dutch nationalism has mainly focused on its overt, xenophobic and chauvinist manifestations, which have become normalised since the early 2000s. As a result, less radical, more nuanced versions of Dutch nationalism have been overlooked. This article attempts to fill this gap by drawing attention to a peculiar self‐image among Dutch progressive intellectuals we call anti‐nationalist nationalism. Whereas this self‐image has had a long history as banal nationalism, it has come to be employed more explicitly for political positioning in an intensified nationalist climate. By dissecting it into its three constitutive dimensions – constructivism, lightness and essentialism – we show how this image of Dutchness is evoked precisely through the simultaneous rejection of ‘bad’ and enactment of ‘good’ nationalism. More generally, this article provides a nuanced understanding of contemporary Dutch nationalism. It also challenges prevalent assumptions in nationalism studies by showing that post‐modern anti‐nationalism does not exclude but rather constitutes essentialist nationalism.  相似文献

This paper explores the ways through which the public art of Scots artist Sue Jane Taylor and the practices associated with it both unsettle narratives of globalisation and conjure in their stead new narratives of place. With reference to the stories of five works/workings of art—Glencalvie and Borgie in the Highlands, Aberdeen (the onshore site for the North Sea oil industry) and Clydebank, and Lower Pultneytown, Wick—I show how the art, as evidence of a deeply politicised aesthetics, makes visible not only the specificities of historical and contemporary struggle, but is also bound up with creating and imagining new political possibilities. Art and artistic practices are understood not simply in terms of shaping meanings but as constitutive of processes of subject formation and of the ‘becoming’ of place.  相似文献

Here the object biography of a scale model of an old Dutch colonial sugar factory directs us to the history of an extended family, and demonstrates the connectedness of people and identities across and within European imperial spaces in the nineteenth and early twentieth centuries. This case study shows how people in colonial Indonesia became ‘Dutch’ through their social networks and cultural capital (for instance a European education). They even came to belong to the colonial and national Dutch elites while, because of their descent, also belonging to the British colonial and national elites. These intertwined Dutch and British imperial spaces formed people’s identities and status: the family discussed here became an important trans-imperial patrician family with a broad imperial ‘spatial imagination’, diverse identities and social circles. It was mostly women who played important roles in these transnational processes— roles indeed that they played well into the early twentieth century when colonial empires ceased to exist and the nation-state became the ‘natural’ social and political form of the modern world, obscuring these transnational processes.  相似文献

Much has been written on the use of lead and copper sheathing in post mediaeval shipbuilding, yet evidence for such hull protection by Dutch shipwrights in the 17th and 18th centuries has received little attention. A discussion of the archaeological and historical evidence pertaining to the application of copper and lead sheathing by the Dutch long‐distance trading companies outlines the argument for the innovative character, experimental use—on ships’ hulls—and standardization—on sternposts—as early as 1602. Archaeological evidence presented mainly comes from the Dutch East Indiamen Nassau (1606), Mauritius (1609), Batavia (1629), Vergulde Draak (1656), and Buitenzorg (1760).  相似文献
