绿色发展的基本内涵及重大意义

从传统的＂黑色发展＂转向现代的＂绿色发展＂,是近半个世纪以来人类对自身以牺牲资源环境为代价的发展模式深刻反思的结果。面对全球＂绿色工业革命＂的重大机遇,青海作为一个欠发达地区也只有抓住这次绿色发展的机会,才能实现跨越式发展。     

The basic structure of Chiang Kai-shek's diplomatic strategy

As a leader of the Republic of China, Chiang Kai-shek carried on Sun Yat-sen's legacy of using diplomacy as a force in the modern era and planned to rely on diplomacy to revise China's unequal treaties with foreign powers. Chiang elaborated on Sun's ideas and maintained that diplomacy as a war without battles worked more effectively than wars with battles. Faced with the threat of Japanese invasion, he upheld the strategy of using one foreign country to control another. He expected the outbreak of a war between Japan and the Soviet Union or between Japan and the United States so that a war between Japan and China could be avoided. Chiang engaged in active diplomacy aimed at turning these expectations into reality. His diplomatic strategy had an impact during the Anti-Japanese War.     

关于地方志若干基本概念的思考

迄今为止 ,地方志的一些基本概念的内涵未能明晰规范 ,涉及地方志指导工作的用语、方志学科的完善及方法理论研究等许多问题。因而有必要对地方志基本概念进行较为系统的梳理 ,进一步规范这些词语的使用。本文以历次全国地方志工作会议上领导同志讲话中的有关提法为例 ,参照他处的用法 ,尝试归纳出“地方志”、“方志”、“志书”、“志”等几个基本概念的释义 ,进而提出对地方志定义的看法以及地方志工作条例中使用“地方志”一词的定义表述意见。     

From historical chains to derivative futures: Title registries as time machines

For centuries, transferring ownership of land under common law was a slow, complex process requiring the construction of a chain of paper deeds evidencing multiple decades of prior possession. In 1858, colonist Robert Torrens developed a new system for the transfer of land in South Australia, where the land was understood by colonial powers as ‘new’ and without history. With the intention of making land a liquid asset, Torrens’ system of title registration shifted the legal basis of title from a history of prior possession to a singular act of registration. Analysing the structure and effects of title registration, engaging with interdisciplinary work on time, and taking H.G Wells’ iconic time travel novella as a point of departure, I argue that title registries can usefully be understood as time machines. Like the machine H.G Wells imagined, title registries use fiction to facilitate fantastical journeys in which the subject is radically temporally dislocated from the material constraints of history. As with time machines, it tends to be a transcendental white male subject who is most likely to survive this dislocation. While based on fiction, the impacts of title registries are very much real, facilitating humanity’s arrival at racist, dystopic landscapes in the here and now.     

EFL teaching:its goals and basic requirements

In choosing the subject matter for the EFL teaching course,we should keep in mind the fact that the purpose is to provide knowledge of the world and specifically of the relevant cultures.Usefulness is usually the first feature in EFL teaching.That does not mean we could neglect the interest of the lessons.     

Talcott Parsons as translator of Max Weber's basic sociological categories

The first four chapters of Max Weber's Economy and Society presented by Talcott Parsons in 1947 as Theory of Social and Economic Organization present a coherent and complete analysis of social, economic and political structures based upon a consistent theory of social action and its understanding. Parsons did not see them this way. His lengthy introduction sought to insert them into his own “action frame of reference”, and his rearrangement of the text made it difficult for a reader to understand why it was constructed the way that it is. This essay describes how Parsons came to be principal translator and editor of the text, examines the changes that he made to it, and links his editorial practice to the analytical procedures that he followed in his Structure of Social Action.

A theatre of machines: Automata circuses and digital bread in the smart city of Toronto

In this paper, the policies, projects, and promises of “smart” initiatives at the City of Toronto are evaluated, as they manifest through a technological convergence between local government services and an increased focus on citizen services through data-driven mediums. Through direct participant observation and formal interviews, a robust understanding of the internal institutional dynamics, the perspectives citizens in the “smart city,” and the operational disconnects in governance, policy, and practice has been gained. Our case study on the City of Toronto provides an account of how and from where these smart motivations for increasing a data-driven engagement with the public have arisen over the past several years. In doing so, we identify key characteristics that both enable and hinder the existing smart city in the forms of access to open data, the use of increased computational methods, and the engagement of public services through digital space as requirements for the future of participatory governance. We argue that instituting appropriate policies and engaging citizens to co-design and participate in the planning processes are essential to ensuring an inclusive, modern, and open smart city.     

Two models of universalizing memory practices

Abstract

This essay conceptualizes ‘universalizing memory practices’ that are at the centre of the present special issue on ‘European Memory: Universalizing the Past?’. By comparing the case studies, the article brings out two models of universalizing memory practices that either establish equivalence among different interpretations of the past or coordinate between them. First, actors establish equivalence by defining rules under which heterogeneous memories can be subsumed. Equivalence decontextualizes memories and divests them of temporal references. Here, the integration of mnemonic difference expands a mnemonic realm from its centre. Second, through coordination, memory actors connect different layers of interpretation that all refer to their own time and context. By rendering explicit the implicit rules of how those interpretations compete, actors open up a general standpoint of multiple temporalities. From this standpoint, reinterpretations can stretch the boundaries of mnemonic realms.     

Four models of the creative industries

What is the dynamic value of the creative industries from the economic perspective? This paper seeks to answer this question by proposing four models of the relationship between the creative industries and the whole economy, then examining the evidence for each. We find that growth models fit the data well, but not everywhere. We discuss the methodological and empirical basis for this finding and its implications for economic and cultural policy.
