This article offers a comparative, qualitative analysis of the changing nature of—and relationship between—public and private old age pensions in the United States, Canada, Britain, and Japan. Stressing the impact of institutional legacies on policy change, the article explains why these countries have taken contrasting paths toward the restructuring of public and private pension policies. The study finds that the four countries fall into two distinct clusters. On the one hand are Canada and the United States, which have essentially witnessed policy drift toward a greater reliance on private savings. On the other hand are Britain and Japan, which have reshaped their pension systems largely through legislative revision. The last section explains the differences between and within these two country clusters. The article concludes that institutional forces explain the distinctive policy patterns between the two country clusters but that it is necessary to bring in other factors (i.e., demographic aging, union density, and the role of ideas) to account for differences within each of these clusters.  相似文献

Assessments of the work and impact of house of commons investigatory select committees during the 1960s usually centre on the success or otherwise of the new ‘specialist’ committees established in the second half of the decade. This article uses both quantitative and qualitative evidence to give a more rounded picture, including both new and existing committees. It concludes that 1960s select committees were more popular, active and influential than has previously been appreciated. It also argues that there has been an overvaluation of the role of the Labour cabinet minister, Richard Crossman, in promoting and establishing these committees, and that support for committee work on both front benches and back benches was rather more widespread and substantial than has been assumed. In particular, the article contends that Harold Wilson's role in advancing the work of select committees has been underestimated.  相似文献

On 25 November, 2006, Victorians participated in a general State election in which a new electoral system was being used for the Legislative Council. The electoral reform was part of an overall reform of the upper house undertaken by the Bracks Labor government. This article examines the electoral reform of the Victorian Legislative Council and the politics associated with this major change. It argues that this reform was the product of a Labor commitment to reform Australia's State upper houses that had already been implemented in three other States. It also reviews the outcome of the 2006 election to assess the extent to which the outcome matched the expectation of advocates of reform.  相似文献

The Intergovernmental Panel on Climate Change (IPCC) report, initiated in 1988, is complete, was debated at the Second World Climate Conference in November, 1990 and was subsequentty submitted to the United Nations General Assembly. IPCC: (i) asserted the reality of humanity's disturbance of the natural climate system; (ii) demanded studies to improve our knowledge of processes vulnerable to climatic changes: and (iii) called for policy responses to mitigate and adapt to these changes. Two fundamental issues are: how will global climatic change affect natural resources and human population and how will the impetus towards policy responses, particularly greenhouse gas emission reduction treaties, affect industry, the economy and trade? A necessary first step in the highly desirable and geographical aspiration of striving to link numerical climate modelling to the predictions of socioeconomic systems is increased awareness and improved understanding of current physical and social models. In this paper I review the status of numerical climatic modelling especially as it pertains to scenarios of the effects of human-enhanced greenhouse warming. These projections are of futures which are themselves the result of socio-economic predictions. Development of appropriate adaptive strategies depends crucially upon improved simulation of the continental near-surface climate and on improved spatial resolution of climate models by at least two orders of magnitude. Such increased resolution is likely to demand a thousandfold increase in computing power. The physical results of global climatic change are likely to be less significant than the social and economic effects resulting from international agreements on emission reduction Recent shifts in international research and policy responses place today's studies of global climatic change firmly at the focus of human-environment interactions and hence at the core of modern geography.  相似文献

The spatial analysis of cultural change is the focus of this study. The house types in Tanzania and changes in their spatial distribution for the century between I860 and 1965 provide an important indicator of changing cultural variations on a country—wide scale. The housing oj Tanzanians is more likely to reflect their cultural traditions than houses in the industrialized areas of the world because the overwhelming proportion of the people build their own houses. Approximately 100 references from European explorers, anthropologists and governmental records, as well as extensive personal observations in the early 1960s are used to reconstruct the spatial pattern of house types in three general time periods. The house types of some groups have changed in response to cultural contacts resulting from movements of people and ideas. House type analysis based on the systematic use of a wide variety of sources enables the spatial patterns of historical cultural landscapes to be reconstructed and trends identified. Although this methodology can be applied in a variety of geographical areas, it is especially valuable for areas such as tropical Africa where most of the material culture does not remain extant for more than about one generation.  相似文献

Discussion of upper house reform in the United Kingdom has been relatively muted in recent years, given the House of Lords' status as the world's last hereditary second chamber. However, a reform in 1999 removed the bulk of hereditary peers from the chamber and started a process of reflection about the appropriate role, functions and composition of the upper house. Fundamental questions arise about the power of the respective chambers at Westminster, the power of the government's mandate, and the possible territorial role of the upper house given the new devolution settlement. This paper describes recent developments, and contrasts the recent reform debate in the United Kingdom with the ongoing Senate reform debate in Australia. This paper presents a critique of current thinking on the causes and impacts of corruption and the measures designed to combat it. It begins by exploring the evolution of the current preoccupation with corruption and traces the growth in international initiatives designed to tackle the issue. It then moves on to consider the assumptions underlying the dominant schools of thought on corruption and alternative definitions of the phenomenon. The limitations of the dominant neoliberal perspective are explored in detail, focusing particularly on its blindness to the complex interplay between economic liberalisation, political power and institutional reform. An alternative framework that locates corruption at the systemic level is proposed. The paper concludes with some thoughts on potential directions for future geographical research on the topic.  相似文献

The 2008 American presidential election led some to believe that an era of possibility had finally dawned. But change remains elusive, and questions about how to advance social justice causes persist in the age of Obama. Critical examinations of past social movements help answer these questions, and to this end I offer research on Smithfield and North Elba, two New York towns imagined as utopias by reformer Gerrit Smith (1797–1874). While some have emphasized a narrative of utopia realized, research on the artifacts, landscapes, and texts associated with them has revealed past struggles and knowledge of what hinders future imaginaries.  相似文献

In the mid-nineteenth century, Parsis reestablished ties with Zoroastrians in Iran that had languished due to decades-long internal unrest in Iran. In 1854 reformists in India established the Society for the Amelioration of Conditions in Iran and sent a representative to Iran—Maneckji Hataria. Hataria was charged with eliminating the onerous non-Muslim tax owed by the Zoroastrians (the jaziyeh). Hataria also organized the Iranian Zoroastrian community, and funded a variety of community projects. He also brought Parsi reformist ideas to Iran, and attempted to reshape Iranian religious practice and belief along Parsi lines. This article explores the effects of Parsi reformist ideas on Iran, and Hataria's own writings concerning Zoroastrianism and its relationship to Iranian national identity.  相似文献
