Abstract

Global science will benefit from better 'international market places' in which potential participants in international scientific cooperation can gather, trade information, and do business, should they choose. Problems with projects such as particle accelerators and space stations underscore the timeliness of institutional innovation. Changes should occur in both non-governmental infrastructure, which brings together the people with the ideas, and intergovernmental mechanisms, which convene people who control financial resources. A major international commission on international institutions for cooperation in scientific research should be formed to assess needs and to propose and build support for more efficient, capable, and reliable mechanisms.  相似文献

Abstract

The growing call for problem-oriented and practice-relevant research in the public and political debate has its origins in complex problems, for which society expects solutions. This call is echoed in parts of the science community and uses the key argument that complex real-world problems demand cooperation between science and society in terms of inter- and transdisciplinary research. Using the example of urban research at the Helmholtz Centre for Environmental Research, I sketch my experiences in developing scientific cooperation between researchers coming from a variety of disciplinary backgrounds and by stakeholder involvement. The target is to deepen mutual understanding of the scientific challenges and to provide system solutions adequate to the societal context. After over twenty years of facing the need for collaboration among a variety of social and natural scientists as well as with relevant stakeholders, and recognizing its advantages and limits, the topic of inter- and transdisciplinarity has, finally, become mainstream in environmental research.  相似文献

Abstract

Science has brought untold benefits to mankind through an increase of knowledge. These are reviewed in astronomy, nuclear physics, in the life sciences and the resulting technological accomplishments are discussed from an American point of view. International cooperation in scientific research, be it big accelerators or large telescopes, has posed great challenges to engineers, but has also highlighted the global problems of population explosion, pollution, tropical diseases and finite resources. All points to the fact that the world is in a state of transition, and this, the main thesis of the review, is exemplified in detail, showing how science and technology has led to social, economic and political problems. Abstract

The European exploration of the Pacific Ocean in the latter half of the eighteenth century is usually presented as part of the Enlightenment's quest for pure knowledge, knowledge which was shared freely in the “Republic of Letters”. In this essay, however, these expeditions are set against the background of a ferocious struggle between western European states to dominate the world, bringing together national political, commercial, military, and learned institutions, showing them to be more akin to today's “big science” than to an activity of free‐minded, autonomous, gentlemen. The holistic approach developed to apprehend “big science” in today's world is thus used to reexamine scientific cooperation as well as the circulation of men, objects, texts (including maps) and ideas in the politico‐economic context of early modern Britain, France and Holland, the relationship between this “big science” and eighteenth‐century, western European society, and how these shaped European scientific culture and identity. The paper ends with some reflections on the contrast between “big scientific” activity in the two periods.  相似文献

Summary

This article focuses on the relevance of Alexander von Humboldt's correspondence in the formation of transatlantic scientific networks at the beginning of the nineteenth century. Apart from connecting Humboldt with scientists and scholars worldwide, his correspondence turned out to be a fundamental tool for assuring the material conditions and the social and scientific connections he needed to carry out his research on the Spanish colonies and to simultaneously diffuse his achievements on the European side of the Atlantic. His contact with Hispanic American scientists and with the local elites enabled him to build a broad social network, gaining access to key material, human and intellectual resources. The letters sent to scientists, scientific institutions and noblemen in Europe, for their part, kept Humboldt's European correspondents informed about his activities in Hispanic America, contributing to the validation of his work before the scientific community and the fulfilment of the duties resulting from the political and institutional support he received both before and during his travels. This stresses the importance of strategic social groups and their cooperation in the framework of exploratory travels as a means to gaining access to resources in the peripheries. It also reveals the scientist's dependence on all those who supported his research: kings, barons, botanical gardens, universities, and academies.  相似文献

Abstract

Human cooperation remains a puzzle because it persists even in contexts where traditional theories predict it should not do so (i.e. among unrelated strangers, who never meet again and where reputation effects are absent). The leading explanation argues that cooperation occurs only if non-cooperators are punished. However, punishment is costly, so ‘second-order’ non-cooperators may arise who defect from contributing to punishment, thus unravelling this solution. We propose an alternative: during our history, the fear of supernatural punishment (whether real or not) deterred defectors and may therefore represent an adaptive trait favoured by natural selection. Supernatural beliefs are universal among human societies, commonly connected to taboos for public goods, so it seems plausible that they serve an important function in fostering cooperation. This hypothesis offers an explanation for (a) geographic variation in religious practices as solutions to local cooperation problems; and (b) the power of political appeals to religion to elicit cooperation.  相似文献

ABSTRACT

Nuclear cooperation has been a consistent feature of the Australia-US alliance. In the 1950s and 1960s, Canberra explored transferring US nuclear weapons to Australian forces operating in Southeast Asia. Since the 1960s, Australian governments have supported hosting joint facilities that contribute to America’s ability to execute global nuclear operations. And Australia has regularly invoked the nuclear umbrella as part of the alliance. We explain the key sources of nuclear cooperation in the alliance by leveraging realist and institutionalist theories of alliance cooperation. While realism explains limits to US nuclear commitments in the 1950s, institutional explanations are more relevant in pinpointing the sources of nuclear cooperation and in explaining why Australia has often achieved its policy preferences as the junior partner.  相似文献

Abstract

In 1993 an architectural competition for the construction of a shelter over a Byzantine church excavated in Petra between 1991 and 1992 was held by the American Center of Oriental Research in Amman, Jordan. While a prize was awarded, none of the concepts presented were translated into a construction project. A contract was instead awarded to architect Robert Shutler, who worked in close cooperation with Jordanian and international archaeologists and heritage managers, and a reversible space-frame shelter was built. This paper examines the issue of defining criteria for shelter construction, and stresses the need for cooperation among stakeholders and specialists as part of the conservation process from the decision to shelter to the implementation of the project.  相似文献

ABSTRACT

This article reviews selected contemporary theoretical approaches to cultural diplomacy and suggests that there is still room for further theorizing in the field. Cultural diplomacy has drawn its justification and objectives from a rationalist view of politics, particularly the various realisms and liberalisms, and substantiating it with theories of social constructivism and cosmopolitanism is pertinent. Cultural diplomacy all the way down implies making common understanding of Other-societies the prime objective of the field, deploying cooperation and exchanges as a core strategy. An Ibero-American perspective implies a specific cultural-regional discourse, where mestizaje, cooperation, and understanding in the area of cultural diplomacy require a cosmopolitan constructivist approach to make sense. The result is a radical view of the Other-in-relation-to-us, both of whom are part of the family of mankind.  相似文献

This paper examines how rhetoric shaped the early history of the National Accelerator Laboratory. In a situation defined by a contentious site search and shrinking budgets for research, Robert Wilson crafted an institutional identity for the NAL that emphasized both aesthetic and scientific experience. The paper addresses the circumstances of the laboratory's founding, the "audiences" important to its success, and the ways in which the physical environment and management structure--framed by Wilson's vision of a scientific utopia--reorganized existing perceptions of physics within a humanistic framework intended to distinguish the NAL from its predecessors in the National Laboratory system.  相似文献

ABSTRACT

This article examines why Asia-Pacific middle powers cooperate with each other on security issues. The article challenges the assumption that middle powers are primarily influenced by great-power structural factors in their security relations with each other. It argues that the dominant structural explanations of security cooperation between secondary states—balancing against the rise of China, responding to burden-sharing pressure from the United States, or hedging during a period of great power transition—have not been sufficiently tested. Using the 2009 Australia-South Korea security cooperation agreement as a representative example of middle power security cooperation, it finds that inter-personal leadership preferences played a key intervening role in filtering existing structural incentives into actual policy cooperation. It shows how congruence in leadership preferences shapes when and with whom middle powers are likely to cooperate on security issues. The article opens up the research agenda on middle powers by examining how they approach security relations in bilateral and horizontal contexts with each other.  相似文献

ABSTRACT

We study regional patterns of scientific knowledge production in Europe using all scientific publications in the period 2000–2014 attributed to 813 scientific subfields. We show that the existing scientific portfolio of regions offers opportunities for related diversification and discourages the creation of knowledge on topics unrelated to the local knowledge base. Many lagging regions show clear growth, but complex knowledge production remains highly concentrated in regions in the North and West of Europe. For lagging regions there are advantages in not specializing too soon and to first diversify before moving into developing more complex knowledge.  相似文献

The flow of information is an essential tool for all scientific research and is here examined within and between sciences. Examples are quoted of diffusion across scientific disciplines and technologies, and how science in new papers and in general scientific journals help scientists. Informal channel of communication are discussed and interdisciplinary contacts during conferences are considered. ABSTRACT

Developed and developing countries are increasingly cooperating on migration management, and human rights NGOs have harshly criticised these instruments for cooperation. This article asks how and to what extent parliaments are challenging policies for international cooperation on migration management. On the one hand parliaments have traditionally been described as ‘moral tribunes’ in international relations, due to their principled support for human rights. On the other hand, parliaments are increasingly operating in political systems marked by anti-immigrant sentiment and increased support for right-wing populist parties. How do parliaments navigate between these two poles when it comes to international cooperation on migration management? Based on examples from Australia, the EU and Israel, this article shows that the use of non-legally binding instruments for cooperation limits the formal role of parliaments, but also and more importantly that there is a lack of political will to scrutinise these instruments and hold executives to account (notwithstanding attempts by some members of parliament or some political groupings to challenge policies through informal means). The lack of political contestation implies that, as far as migration management is concerned, ‘politics stop at the water's edge’.  相似文献

In the early twentieth century, as a reaction against scientific positivism, a widespread interest in mysticism developed, especially among German writers. Mystical experience in the form of ‘epiphanies' was described by the psychologist William James and explored by the novelist Robert Musil. In his novel The Man without Qualities, Musil proposes an approach to mysticism which captures the phenomenology of the experience and makes it available for scientific study without subjecting it to a religious, or any other, interpretation.  相似文献

Abstract

This paper examines the development of the field of feminist geographies in Brazil, proposing a reflection upon the different aspects of the policy (personal, institutional and national/international) which are intertwined with the geographical scientific production on gender and sexualities. This research is based on a data survey comprising 17,636 papers published between 1974 and 2015 in 90 scientific journals kept by Brazilian geographical entities at all levels of the ranking established by the government. The study emphasizes that there was an expansion of the gender and sexualities approach after the 2000s, characterized for its production from the peripheral universities, by young researchers and its publication in scientific journals of lower scientific impact, when the formal criteria of evaluation recently set in Brazil are taken into consideration. The gender studies field can be considered consolidated in Brazil, however, the approach of sexualities in the Brazilian geography still requires some work to be finally recognized.  相似文献

Abstract

This paper has two primary objectives. First, it addresses the development of an iconography for electrical phenomena in the eighteenth century, showing how scientific progress influenced artistic images, and how, eventually, Franklin's revolutionary discovery that lightning is an electric discharge made it possible to use a zigzag line (already used at the time as the iconographic symbol for lightning) as a sign for electricity. Second, it investigates the creation and evolution of conventions for scientific illustrations. The following original argument is also introduced: that the stylistic ideals of Classicism influenced scientific illustration in the period around 1800.  相似文献
