Theories of nations and nationalism have serious problems when dealing with the concept of charisma. Besides frequent conceptual confusion, the concept of charisma is predominantly observed from either the structuralist position or the perspective of psychological reductionism. Charisma is so often sought in the properties of an office, within an ideology, character of a leader or general socio‐economic circumstances of an epoch. In the example of the commonly examined case—that of Hitler—this article argues that charisma is a property of experience and it is the emotional reaction of the audience that validates it. This article builds on Erika Fischer‐Lichte's theory of performance to argue that successful performances of charisma create a type of community that is not based solely on common beliefs but more importantly on shared emotions and experiences. Studying charisma as a property of experience is a step toward understanding the emotional character of nationalism itself.  相似文献

God, at least as an active agent, is excluded from today's scientific worldview—including the worldview of the humanities. This creates a gulf between a godless science and believers in God's active presence in the world, a gulf that I argue is unbridgeable. I discuss the general methodological question from the starting point of a 1652 episode in a Norwegian valley, where God reportedly saved two brothers stranded on an islet by providing just enough fresh, edible plants each day for them to survive until they were found by a search team after twelve days. I resist four temptations to take easy ways out of a real dilemma: whether to accept or dismiss this and similar miracle accounts. The first is to explain evidence and refuse to consider the events about which the evidence reports; the second, to deny that reports of miracles represent a problem since biblical actors and authors lacked Hume's concept of inviolable laws of nature; the third, to become resigned to a putative epistemological gap that renders impossible any dialogue on religion with actors from the early modern period; the fourth, to restrict our studies to asking what the events meant to the historical actors without passing judgment on the truth value of their beliefs. I suggest that when doing historical research, historians are part of a scientific community; consequently, historiographical explanations must be compatible with accepted scientific beliefs. Whereas many historians and natural scientists in private believe in supernatural entities, qua professional members of the scientific community they must subscribe to metaphysical naturalism, which is a basic working hypothesis in the empirical quest of science. As long as the supernatural realm is excluded from the scientific worldview, however, historians’ explanations of miracles will differ fundamentally from the explanations proffered by believers.  相似文献

ABSTRACT. One of Max Weber's most well‐known achievements was the formulation of three concepts of legitimate authority: traditional, legal‐rational and charismatic. However, there are particular problems with the last of these, which is not historically grounded in the manner of the other two concepts. The charisma concept originated with Weber's sociology of religion, was pressed into service in pre‐war writing on the sociology of domination, shifted focus in his wartime political writings and changed meaning again in his post‐war writing on basic sociological concepts. To use the concept in historical‐political analysis, I argue, one must distinguish between a pre‐modern and modern form of charismatic domination. I argue that doing this enables us to understand features of the leadership of colonial nationalist and fascist movements.  相似文献

This article draws upon ethnographic accounts of female potters’ movement and intermarriage into multi-ethnic Pueblo communities in the U.S. Southwest to illustrate how marriage networks created opportunities for innovation through the production, distribution, and consumption of boundary objects. These objects did not define boundaries but facilitated boundary crossing or bridging by potters. I argue that the concept of boundary objects is more useful than hybridity for understanding the processes of culture contact and material culture diffusion. Archaeological evidence for late twelfth through thirteenth century migrations from the Four Corners to the southern Colorado Plateau is used to make a case for a high degree of intermarriage and post-marital movement of women. Such patrilocality challenges normative views of post-marital residence, including those employed by early ceramic sociologists working in the same area of the Southwest and even at the same sites. The case that I discuss provides a contrast to other Southwest examples in which conformist transmission was more common, and helps to solve a paradox in explanations of the Southwest Pueblo Sprachbund. I conclude that the concept of boundary objects complements formal social network approaches in archaeology by bringing out the active role of objects in linking social actors.  相似文献

Feminist philosophy can make an important contribution to the field of genocide studies, and issues relating to gender and war are gaining new attention. In this article I trace legal and philosophical analyses of sexual violence against women in war. I analyze the strengths and limitations of the concept of social death—introduced into this field by Claudia Card—for understanding the genocidal features of war rape, and draw on the work of Hannah Arendt to understand the central harm of genocide as an assault on natality. The threat to natality posed by the harms of rape, forced pregnancy and forced maternity lie in the potential expulsion from the public world of certain groups—including women who are victims, members of the 'enemy' group, and children born of forced birth.  相似文献

Buddhist ascetic monks and hermits that move largely outside of the institutional structures of the monastic order (sangha) have a long history in mainland Southeast Asia. In Lao Buddhism these figures seem to have largely disappeared, but due to their charismatic qualities they still occupy a crucial position in the social imaginary. This article explores rumours and narratives about the existence of ascetic monks and hermits in contemporary Laos. I argue that rumours about, and narratives of, spectral apparitions of these figures express a longing for Buddhist charisma that is partially rooted in Laos’ revolutionary past, and in recent social and economic changes. As Buddhist charisma can point to alternative, personalised sources of power, I argue that rumours and spectral apparitions can be interpreted as haunting, and therefore afflicting and challenging the current politics of religion of the Lao state.  相似文献

This paper analyses the substantial financial subsidy, alongside other regulatory changes, introduced to support private health insurance in Australia at the end of the 1990s. The concept of policy layering is developed and refined theoretically in terms of changes in policy paradigms in order to chart a lengthy period of tense layering in Australian health-care politics between private and public health insurance and the bipartisan convergence on a universalism plus choice policy paradigm during the 1990s. This is the key dynamic underlying the Coalition's support of private health insurance after 1996 rather than a neo-liberal ambition to dismantle the health-care state and return to a predominately privately financed health-care system with a residual, public safety net.  相似文献

This article addresses the power of popular geographical ‘imaginations’ and ‘knowledges’ to foreclose public debate and, in the process, to reinforce often contentious policies or practices. It argues that historically, a prominent example of such a powerful geographical knowledge has been that of ‘ overpopulation’. The concept of ‘underpopulation’, meanwhile, has been much less discussed, but in this article I argue that it, too, needs to be queried in much the same way that critics have examined claims of overpopulation. I make this case first at a generic level, describing some of the main situations in which notions of underpopulation are popularly invoked, before substantiating it in much greater detail in one specific context: that of the television economy in New Zealand, a country, it is frequently said, with ‘too few people’ to support a publicly funded broadcaster. I show that in this particular instance the underpopulation thesis is backed by flawed arguments, but that none the less it is widely accepted and seldom countered, hence serving to protect its protagonists from disclosing in public debate the real reasons for the television policies they pursue and which the idea of underpopulation actively allows.  相似文献

The paper examines a group of engineers and scientists in Sweden in the 1930s and 1940s that worked to gain political support for what they called ‘technoscientific research’. Following their own terminology and the ideas of close relations between engineers, scientists, industries, and politics it implied, I call these actors ‘technoscientists’. Critical to their approach was the strategical use of the concept of ‘basic research’, constructed by the technoscientists to associate knowledge production with economic development and demarcate an area of responsibility for public support of industrial research. The technoscientists promoted this strategy by linking basic research to the technical exigencies caused by World War II and by integrating it with politics of welfare, defense, and trade. The technoscientists were thus important political reformers that laid the foundations of public support of science and technology before the 1950s and 1960s when science policy emerged as an institutionalized political practice in Sweden.  相似文献

This article examines how state and non-state actors claim public authority in areas of contested sovereignty. It develops the concept of the frontier as a point of departure. As zonal spaces of weakly established or overlapping authority, frontiers have historically been sites of collaboration between state and non-state actors. Extending the concept to shed light on contemporary forms of state and non-state governing arrangements, I argue that frontiers can be can also be analysed across specific domains of public authority. I highlight three domains in particular: the symbolic domain, where the state is imagined as a collective actor; the contractual domain, which depends on the use of public services to establish a social contract; and the protective domain, the classic Hobbesian justification for the state as a provider of security. Applying the frontier framework to North Kosovo, I argue that Serbia has sustained a near monopoly over the symbolic and contractual domains in the contested region yet is severely constrained in the protective domain. As a result, Belgrade has relied on outsourcing authority to local illicit actors to maintain leverage. However, these actors have also carved out their own autonomous forms of authority and actively manipulate the ambiguous political boundaries in North Kosovo to their advantage.  相似文献

This paper analyses the underlying factors explaining a firm’s use of public financial support and possible misalignments between policy goals and the characteristics of firms holding a public grant. Using firm-level data for a sample of Portuguese manufacturing firms over the 2006–2013 period, we investigate how public financial support at the firm level is related to observable firm’s characteristics. Our findings suggest that firms lacking resources, capabilities and international involvement seem to be those with great barriers to use public financial support. Therefore, it cast doubts on the efficiency of public financial support programmes aiming to mitigate market failures, by assisting constrained firms. In turn, public financial support seems to boost market selection mechanisms by favouring ‘good’ firms and pushing less-endowed firms outside the market.  相似文献

Mussolini was the prototype of twentieth‐century charismatic dictators. His personal charisma antedated the founding of Fascism and the formal construction of collective charisma through the movement and the personality cult. First forged in the socialist movement, Mussolini's charisma assumed a new guise when he became a supporter of Italy's intervention in the First World War. He acquired an aura for the third time as Fascist leader. There were always tensions between the Duce and Fascism as the latter embodied the collective charisma of a movement. Nevertheless, Fascist ideology and culture incorporated the idea of the charismatic leader as a focus and source of authority on the model of the Catholic Church. Although it was difficult by the 1930s to distinguish between the believer's exaltation and courtly adulation, Mussolini exercised a personal charisma for many Fascists even after his death.  相似文献

In discussing Australia's need to increase taxes to pay for future social security, Michael Keating worries that voters see taxes as a ‘burden’ and that ‘the link between taxation and citizenship has been broken’. This paper deals with the problem of tax resistance (preferring lower taxes even when tax cuts risk public services) for Australia's welfare state. First, I describe how two Australian fiscal institutions—a residual welfare system and visible income taxes—promote tax resistance among voters. Second, I draw on these insights to develop several explanations for tax resistance: voter self-interest, voter hostility to minorities, voter disengagement (low trust and lack of interest in politics), and individualistic attitudes. The main conclusion is that tax resistance in Australia is institutionalised, making it easier to mobilise interests around low taxes, and harder to advocate for alternatives. Results of multivariate analysis using AES 2004 data indicate that an ‘anti-tax coalition’ can build on three diverse publics; one of higher and middle-income earners attuned to self-interest, another hostile to welfare beneficiaries, and another ‘tuned out’ of politics and willing to support any call for tax cuts. Inevitably, the debate about the welfare state is shadowed by a debate about voter willingness to pay taxes that finance it.  相似文献

This article assesses the rise of President Ahmadinejad from the perspective of the Weberian concept of charismatic authority. It argues that in re‐engaging with an authoritative structure founded on charisma, the hard line political establishment of the Islamic Republic have returned to a traditional form of autocratic power which is inherently unstable. The cycle of distress and enthusiasm from which it grows generates a momentum and ideological polarization which the leaders of the Islamic Republic may find increasingly difficult to escape.  相似文献

This article originated in a brief but inspiring analysis by Margaret Nowak. Nowak used Sherry Ortner's concept of ‘summarising symbol’ to imply that, much the same way as the American flag was the epitome of the United States to each and every American, the Dalai Lama encompasses everything Tibetan to the Tibetan people. What does this comparison say about the Dalai Lama? I examine the relationship between symbol, power and charisma with Tenzin Gyatso, the current Dalai Lama, as a case in point. With exile, there has been a shift in the symbolic importance of the Dalai Lama, both as a man and as an institution, from a symbol of Tibet and Tibetan Buddhism to a symbol of the Tibetan cause and, more generally, to a symbol of Buddhism in the world. These changes have given Tenzin Gyatso a new authority in the Tibetan community: he is now the unique and unquestioned leader of the Tibetan cause in the world. I discuss the problems that occur when a symbol is also a man and a leader, as well as the solutions proposed, at a moment when the Tibetan community in exile is experiencing democratisation.  相似文献

After twenty years of Fascism, political leaders were faced with the need to rediscover or invent new ways of relating to the mass public and, in the first place, to distance themselves from the type of relationship consolidated under Fascism. This article is based on an examination of the representations of De Gasperi and Togliatti in illustrated weeklies and in the satirical press, as well as their more or less hagiographical biographies. From the sources it emerges that, in the case of the Christian Democrat leader, the hypothesis that there was a personality cult is hard to sustain. By contrast, in the case of Togliatti, it does seem possible to argue that there were manifestations of a genuine cult, but these were set within the context of an institutional charisma.  相似文献

The failures of the Australian welfare state are often implicitly argued to derive in large part from the conservatism of the Australian public. This research uses public opinion poll data from 1940 to 1985 to question some of the claims made about public opinion and Australian welfare. These data indicate that post‐World War Two governments were not the captives of public opposition to expanded welfare provision. The public favoured generous, universal and contributory welfare provision in specific areas where the policies of successive Australian governments favoured selective, illiberal welfare measures funded by taxation. Moreover, public support for government health schemes suggests that welfare programmes generate public support rather than result from it.

This evidence suggests that explanations for the conservatism of the Australian welfare state lie elsewhere.  相似文献

The development of public broadcasters’ Internet services has compelled practitioners and researchers alike to ponder public service beyond broadcasting. Yet, for public service as a key cultural policy tool, rethinking is also needed on the level of regulatory definitions. Are we witnessing a policy transformation into a media‐neutral public service concept? If so, what are the implications for the legitimacy of public service beyond broadcasting? Relating the current situation to a wider policy context, this article scrutinizes different regulatory approaches, tentatively characterized by (1) extending broadcasting, (2) adding to broadcasting and (3) demoting broadcasting. The approaches are illustrated with three cases: Norway, Germany and the UK. Assessing the different approaches, I discuss advantages and pitfalls, and the implications for the legitimacy of public service freed from broadcasting rationales. As policy actors strive to create stable conditions in an unstable situation, I argue, they should keep in mind both the risks of succumbing to details or pursuing exhaustive lists in basic definitions, and the linguistic and cultural characteristics of each polity.  相似文献
