The pervasive and dynamic influence of economic restructuring on political and social relations is highlighted in many aspects of Australian daily life. The effect of economic restructuring on already marginalised and disempowered groups in society is often overlooked Development of iron ore mines and associated new towns, railways and ports transformed the regional economy of Western Australia's Pilbara region in the 1960s and 1970s. For Aborigines in Roebourne, this restructuring represented a new phase in their relations with ‘White Australia’. Interacting historical legacies, corporate strategies, government policies and economic processes further marginalised the region's Aboriginal population and linked the region to the global economy in ways which created significant barriers to the development of Aboriginal self-management strategies. This paper reviews this period with particular emphasis on the social impact of the iron ore ‘boom’ on local Aboriginal people. In the current climate of renewed economic and political crisis in Western Australia, this review provides a timely reminder that such processes occur in a broader context than is often recognised in regional planning processes.  相似文献

During the past 27 years, China's economy and relationship with the outside world has been transformed. The magnitude of annual economic growth and rapid increase in the volume of output of goods and services raise unsettling questions about potential threats to the sustainability of current growth levels and implications for economic and political stability. This paper examines the sources of economic growth and concludes the strong state system, high rates of saving and investment and demographic structure will sustain growth. Chinese authorities must be aware that a failure to maintain the process of financial and political institutional reform or to address the widening regional income inequalities poses potential domestic threats to sustainable growth. Tensions remain in China's international relationships, forcing China to consider further adjustment and accommodation in its regional security and economic relationships.  相似文献

This paper surveys the economic and political prospects of multiethnic Transcarpathia Oblast, a borderland region that historically has frequently changed political affiliations and which in 2004 will form a part of Ukraine's border with the European Union. More specifically, the analysis focuses on factors that have shaped the region's identity, the extent to which its current economic potential has been effectively utilized, whether its relative location confers upon it the potential to serve as a bridgehead between Ukraine and European political and economic structures, and implications of EU enlargement and Ukraine's macro-political orientation for the region. ABSTRACT

This article examines international relations (IR)'s approach to the Himalaya. We argue that the possibility of violent conflict over contested international borders is not the region's primary international challenge. Rather, slow violence inflicted by state-building and militarisation, intimately connected to geopolitical tensions, threaten the region's ecologies, cultures and languages. The Himalaya is home to three biodiversity hotspots and a mosaic of ethnic groups, many of whom speak threatened languages. Its ice-deposits feed most of Asia's large rivers. In recent years, India and China have pursued large-scale infrastructure development in the region, enabling greater militarisation and extraction, and a tourist rush. These threats are amplified by climate change, which is occurring in the Himalaya at twice global averages, contributing to landslides, flooding, and droughts. However, the region's complexity is not matched by IR's theorisations, which overwhelmingly focus on the possibility of violent conflict between state actors. We argue that IR's analysis of the region must go beyond a states-and-security, Delhi-Beijing-Islamabad centred approach, to look at the numerous interconnections between its geopolitics, cultures and ecologies. We suggest this can be accomplished through incorporating more interdisciplinary analysis, and through focusing on the interaction between the organisation of political authority and the region's environment.  相似文献

In November 2007, the heads of the ten member governments of the Association of South‐East Asian Nations (ASEAN) signed a charter that will, once ratified, give the association a legal personality. The charter, significantly, requires more of its members than a reassertion of the traditional ASEAN norm of non‐interference and the practice of consensus. The charter lists a number of novel goals among the organization's purposes: ‘to strengthen democracy, enhance good governance and the rule of law, and to promote and protect human rights and fundamental freedoms.’ In view of the wide economic and political disparities between the member states of ASEAN, this article examines whether strengthening democracy would in fact facilitate ASEAN's goal of becoming an integrated political, economic and security community. Rather than enhancing an integrated community, democratization would arguably create a faultline between the more politically mature and economically developed states and a northern tier of less developed, authoritarian single‐party dominant regimes in South‐East Asia. Moreover, given China's emerging political and economic importance to the region, such a strategy would, as if by an invisible hand, draw the more authoritarian ASEAN states into China's less than democratic embrace. This article concludes that rather than strengthening democracy, ASEAN's charter needs urgently to reinforce practices of rule governance and mechanisms of market integration to enhance both ASEAN's economic profile as well as the region's autonomy.  相似文献

This article considers recent changes in France's assistance programme to black Africa. It looks at the historic logic underpinning France's aid policies and structures; examines the latest reforms; and attributes these to the election of a reformist socialist government, a favourable political climate, globalisation and the constraints of EMU. The main obstacle to reform is said to be President Chirac who remains attached to the old logic of French African relations. Ultimately, however, it is not the struggle between modernisers and traditionalists but pressures from France's African and European partners which will determine the future of French aid policy.  相似文献

The culturally and ecologically diverse Pacific lowlands of Colombia are both the locus and product of key political economic and cultural political conjunctures. Twenty-five years after they emerged in their current form, Afro-Colombian ethnic and territorial struggles have become important icons of resistance to development and struggles for social change. But in Colombia as in other parts of the world, the rapid and violent expansion of capitalist accumulation and state power have had devastating consequences for the region's forests and communities—literally and epistemically fragmenting both. Based on long-term fieldwork, this paper examines the ongoing and contentious co-production of the Colombian Pacific region amidst the increasingly violent forces of neoliberal governmentality in the 21st century. It shows that the Pacific lowlands are an example of “political forests” in the sense that they are a contested site and product of Afro-Colombian cultural politics and state territorialisation.  相似文献

Industrial regions in eastern Europe developed under central planning are now confronting the pressures associated with political and economic transition to market‐focused systems. Using the case of the Bourgas region, on Bulgaria's Black Sea coast, the article examines how state industries are faring in these new conditions, analyzing developments in production, employment, ownership, management, market‐orientation and other factors. Massive financial and human resources were poured into the region's industrial development during more than four decades of state socialism, building a modem industrial infrastructure, but one heavily characterized by the particular features and constraints of central planning which emphasized quantity over quality and large‐scale, integrated plants. As central control collapses, the region's state‐owned firms are in crisis. Production is down, unemployment has risen, and except for a handful of plants restituted to former owners, privatization is moving slowly. The region's industries have been battered by highly unfavorable outside forces, yet have been mostly unable to marshal the necessary management, financial, or technical resources to implement coherently any indigenous strategic initiatives to address the changed institutional environment and new supply and demand conditions.  相似文献

This article is concerned with early modern interpretations of Hanno the Navigator's Periplus, an ancient travel account of a Carthaginian voyage down the coasts of Africa. The early modern period saw a rise in interest in geographical knowledge, and the ways in which different authors used Hanno's voyage reflects their understanding of the role of geography in conceptualising the world. In these discussions, writers had to negotiate between the confusing portrayals of the voyage in the received classical tradition and new reports brought by voyages of exploration. Here, I will discuss how these syntheses between humanist methods and contemporary travellers' accounts were shaped by the economic and political concerns tied to the first wave of European overseas expansion. Amid this climate, ancient geographical knowledge found pragmatic applications in contemporary issues of navigation, commerce and claims of territorial possession, as well as shaping European perceptions of ‘self’ and ‘the other’. This paper thus seeks to situate humanist practices and classical knowledge within the wider context of overseas voyages and early modern political and economic developments.  相似文献

ABSTRACT. Assessing regional economic impacts of recreation trips is important to public agencies' decisions about using recreation as a rural development tool. Minimizing the total cost of recreation trip production implies that households will spatially distribute their purchases of inputs to trip production, including both trip-specific inputs and durable recreation equipment. A recreation site contributes to a region's economic growth through household purchases of trip inputs. The site's cost effects, price information effects, and recreation and retail agglomeration effects cause changes in household recreation purchases and ultimately generate regional economic impacts.  相似文献

During the 1970s and early 1980s it was generally accepted, by both Soviet and Western specialists, that in the Soviet Far East the expansion of exports to the nations of the Pacific Basin offered a solution to the region's economic problems. However, recent policy statements suggest the rejection of this export-led development strategy. This study examines the changing structure and dynamics of Soviet trade with the Asian-Pacific region. At present, for a combination of economic and political reasons, Soviet trade with the Asian-Pacific region is dominated by exports of machinery and equipment and petroleum to the socialist nations of the region, inasmuch as Japanese demand for Soviet natural resources is stagnant. Therefore, because of the resource orientation of the Far Eastern economy, contemporary trade relations do not favor the expansion of the Soviet Far Eastern export base. Consequently, the future role of the region in the national economic system will be determined largely by the availability of domestic capital investment funds.  相似文献

River basins are an extremely important source of freshwater for Africa and the impact of climate change on these communities constitutes an important question worth studying. Among these basins, the Niger River Basin is an ideal candidate for meso-level theory testing of climate change-induced political violence because of its importance as one of the largest sources of freshwater in Africa, its high vulnerability to climate change, and its location in a politically unstable region. This paper utilizes the benefits of GIS to test whether effects of water insecurity on the various incidences of political violence are conditional on economic, geographic, and social means of connectivity. Our analysis uses the density of secondary road networks, the geographic distance to the Niger River, and a shared co-ethnicity with one's head-of-state to evaluate the impact of hydrological stress and its subsequent risk for political violence across nine West African countries from 1997 to 2012. Using climatological data and an econometric de-trending method, we measure the separate, substantive impact that individualized changes in precipitation trend and precipitation variability have for the incidence of ACLED's political violence events, conditional on local economic, geographic, and social factors. Our results reveal a complicated web of circumstances under which certain forms of political violence are more/less likely to be observed. The implications of this analysis serve as a call for a closer inspection of the micro-channels by which climate stress impacts heterogeneous communities in the developing world.  相似文献

A review of population trends in the USSR and in East Siberia suggests that net in-migration will become a negligible source of labor over the next 25 years until the year 2000 because past labor surpluses no longer exist in the western regions of the Soviet Union and because living conditions in the eastern regions are inferior to conditions in the west. East Siberia will therefore have to depend increasingly on the regional rate of natural increase. The region's population is expected to grow from 8 million in 1970 to 10–12 million by the year 2000. The slow predicted growth of population is not expected to become a constraint on the region's economic development because of rising labor productivity and a regional emphasis on energy-intensive and raw-material-oriented industries rather than labor-intensive activities.  相似文献

Many parts of the world are threatened with environmental damage and degradation, affecting both the natural resources and the economy of the area. This article analyses the factors affecting the likelihood of different environmental policy reforms in Latin America, with particular emphasis on: the strengths and weaknesses of different groups which promote such reforms; the degree to which the reforms are compatible with the region's current economic policies; and how the type of political regime affects these issues. It reaches the conclusion that, although there has been progress in recent years, the possibility of carrying out far-reaching reforms which could substantially reduce pollution and resource depletion has been limited by: 1) the difficulties involved in linking environmental issues with concerns for social justice; 2) economic policies which promote the exploitation of natural resources and labour and weaken the public sector; and 3) the great influence over regional governments of groups with vested interests in continuing environmentally destructive activities.  相似文献

ABSTRACT. The wealth, variety and seaborne accessibility of Mediterranean societies since late prehistory have made the region's cultural heritage the world's most widely acclaimed. But since the fall of the Roman Empire the Mediterranean has been increasingly disadvantaged, its history compromised, its legacy beleaguered. Two millennia of invasion and rapine, religious vendetta, foreign conquest, imperial dominion and colonial subjugation have left Mediterranean peoples with fewer resources and weaker infrastructures than those of transalpine and transatlantic nation‐states. The consequences for the care and control of Mediterranean heritage are parlous. That heritage is both the region's self‐defining pride and its economic mainstay, yet a crippling burden to protect and maintain, let alone to interpret and celebrate. It is everywhere beset by natural and human attrition. Weathering and erosion, illicit excavation and pillage, tomb robbery and the international antiquities market exact tolls that legal codes and police forces are all but impotent to stem. Recent social and political trends suggest potential remedies for some of these dilemmas.  相似文献

Since the disintegration of the Soviet Union the role of Russia in international relations has been in flux—a reflection of its changing capacities, positions and interests. To a certain extent, this variability has been defined by the Russian economy, which in the 1990s passed through a stage of deep structural transformation and severe financial crisis, but which then benefited from a period of fast and mainly stable economic growth in the first years of the twenty‐first century. Now, the serious economic decline as a result of the global crisis of 2008–2009 has been replaced by an unstable and uncertain recovery. In the 2000s a very specific political regime of personalized power under Vladimir Putin—set to be back as president in 2012—was established in Russia. During his next term Putin will face the most serious challenges to Russia's economic policy yet. According to some scenarios, these challenges could significantly destabilize the country's politics and economy. Russia is facing a demographic trap; the ageing of the population is increasing the pension burden on the budget, while the shrinking labour force will surely become an obstacle to growth. The dependence of the budget and balance of payments on the price of oil has grown so great that even price stabilization becomes a threat to macroeconomic stability. The poor quality of the investment climate leads to falling private investment which, in turn, hinders the much‐vaunted modernization of the economy. If combined, these problems will lead to the widening of the gap in technology and living standards between Russia and developed countries. Elimination of political competition and the impossibility of replacing political leaders through elections have led to widespread corruption and abuses, crony capitalism, and the complete undermining of the independence of the courts and law enforcement which further complicates the search for adequate responses to the mounting economic challenges. As there are no reasons to believe that Vladimir Putin is going to reform the country's current political system, the gradual accumulation of economic problems could well become the main threat to his presidency as Russia heads towards 2020.  相似文献

Thomas Piketty's concern with growing economic inequality leads him to propose a global tax on wealth. While he recognizes that the efforts of individual nations to tax wealth will prove ineffective since wealth is mobile, he does not seriously confront the collective action problems that will impede national efforts to cooperate in more effectively taxing global wealth. To what degree are more radical forms of political integration required to overcome these collective action dilemmas? Piketty provides partial and inadequate answers for these questions with regard to European integration. To be persuasive the economic analysis of Capital in the Twenty-First Century would have to be supplemented with a political economy comparable in depth and sophistication to that provided by The Federalist Papers regarding the political and economic integration of American states at the time of the American Founding. Piketty's failure to address questions of political economy makes his project vulnerable to the charge that nothing less than a world state would suffice to impose a global tax on wealth, and thus that his project is hopelessly visionary and susceptible to misappropriation for tyrannical purposes.  相似文献

Two U.S. political geographers examine a range of geopolitical issues associated with the shifting sovereignty of Russia's Kaliningrad Oblast (a part of the former German province of East Prussia) during the 20th century, as well as the region's evolving geopolitical status as a consequence of the European Union's enlargement to embrace Poland and Lithuania. They argue that Kaliningrad today can be considered a "double" borderland, situated simultaneously on the European Union's border with Russia as well as physically separated from Russia, its home country, by the surrounding land boundaries of EU states. Although technically neither an exclave nor an enclave, they posit that in many ways it resembles both, and as such presents a unique set of problems for economic development and interstate relations.  相似文献

Amidst the ongoing crisis of plummeting oil prices, the GCC (Gulf Cooperation Council) terrain has become a haunt of economists and financial analysts to tackle the ongoing challenges in the region. GCC constituents are gearing themselves with a robust political will that they hope could result in a turnaround of their economy by adopting a policy of economic diversification in nonoil‐based sectors. With this background supported by extensive qualitative scan of literature pertaining to the reforms proposed by the six members of the GCC to drive the economy forward amidst ongoing economic crisis, this article seeks to underscore the prospect of a shared initiative by the GCC constituents in institutionalizing a GCC bank as a potent innovative solution which may serve to provide an edifice for pushing forth the region's economy in nonhydrocarbon segments contingent upon the individual needs of the GCC constituents. As an exploratory study, this paper sheds light on these issues besides discussing the fundamental functions of the GCC bank.  相似文献

A region's technology potential can be developed in three ways: public finding; private investment (by business); and an intermediate area which ensures coherence between the public and private sectors, and which is mainly to be seen in interface structures between universities and business. After presenting these ways for Rhône‐Alpes, the paper introduces the regional policy to promote science and technology. According to French centralized political structure, the regional government acts as a lever. The region's innovation‐oriented policy, which should not be confused with a research‐oriented policy, has the impact of aiming all action at improving the technological environment of business, and at facilitating their economic development by integrating new technologies. Similarities between Rhône‐Alpes and Baden‐Würtemberg have led these two regions to cooperate increasingly in the fields of science and technology. The ‘four motor‐regions for Europe’ (with Lombardia and Catalonia) experiment in the field of new‐material investment cooperation could be useful if we think of the process aimed at strengthening integration in the European Community.  相似文献
