Eye to eye with the innovation paradox: why smart specialization is no simple solution to policy design

This paper revisits common, yet often untested assumptions on factors hampering the implementation – or even clear articulation – of regional innovation strategies. Based on a dedicated framework drawing on political science literature, it reflects on whether there are merit and promise in future higher-level attempts to promote a more strategic take on regional innovation policy. It investigates which relevant factors in local politics, policy and administrative facilitate or prevent the definition of clear priorities for action. Drawing on a Europe wide survey of stakeholders managing strategic processes, it finds that while a number of obstacles need to be overcome, these are regionally specific rather than attributable to restrictive national cultures. Furthermore, it demonstrates how stakeholder involvement bears different challenges at different levels.     

Money talks: banknote iconography and symbolic constructions of Scotland

ABSTRACT. It has become common for scholars of nations and nationalism to use banknotes, coins and postage stamps as passing examples of everyday objects expressive of nationalism. Until recently, however, it has been less common for these objects to form the focus of empirical enquiries that substantiate their contribution to the creation and transmission of national symbolism. This article addresses this lacuna through an empirical investigation of over 300 years of Scottish banknote iconography. In their symbolic content, banknotes are shown to be amenable to the service of both national and non‐national political agendas. To explain this phenomenon, we advance three interrelated arguments. First, we contend that variations in banknote iconography reflect the different political contexts in which notes were produced and the distinctive loyalties and customer constituencies of the banks that issue them. Second, we argue that changes in banknote imagery reflect changes in the scale of their circulation. Third, we argue that Scottish banknotes have always included iconography that constructs the image of the bank and advertises its reliability, often through association with national images. The article concludes by addressing Scotland's place in wider understandings of the iconographic power of banknotes.

The diffusion of international norms of banknote iconography: A case study of the New Taiwan Dollar

There has been a dramatic rise in progressive values imagery on the banknotes of industrialized states over the past few decades. We see this trend as an instance of international norm diffusion and point to two causal mechanisms that have facilitated it: mimesis and professionalism. We hypothesize that national politicians are more subject to the mimetic mechanism, whereas central bank bureaucrats are more subject to the professionalism mechanism. We then probe the value of our theoretical contentions with a case study of the banknotes of the Republic of China, i.e. Taiwan. Using qualitative and quantitative content analysis, we show the convergence of the New Taiwan Dollar with advanced country norms of progressive banknote iconography around the year 2000. Then, using historical process-tracing analysis, we show that this convergence was engineered by national politicians who wanted banknote reform for mimetic and domestic political reasons, and central bank bureaucrats who wanted banknote reform for professional reasons. In short, the changes to these important symbols of national identity were reflections of different state actors' thirst for international belonging.     

Pandora and Hatshepsut: Ancient Archtypes in the iconography of kingship

Greek myths contain iconographic material relating to the legitimacy, power and succession problems of early kingship. They may even represent the relics of kingly liturgies recited at coronations and New Year festivals. This essay analyses Hesiod's Pandora, her presentation and regalia, as an icon of queenly power reflecting the important power of women in the Egyptian royal cult and the great exponent of that role, Queen Hatshepsut. Pandora's veil, crown, name and ‘box’ or ‘jar’ recall both the moment of apotheosis of Egyptian queens and the emblems of the Egyptian royal priestesses who tended the divinity of kings. They also recall the astral and solar imagery of the great goddesses of Mesopotamia, Anath, Ishtar and Astarte—as well as Hesiod's Europa—queenly figures of great power.     

'Advice is judged by results, not by intentions': why Gordon Brown is wrong about Africa

Chancellor Gordon Brown has declared that 2005 will be a milestone in the United Kingdom's campaign to meet the UN Millennium Goals. Owing to Britain's chairmanship of both the G8 and the European Union in 2005, Brown believes that an opportunity to raise the continent's star in global politics presents itself. This comes after the launch in 2004 of the Blair Commission for Africa and a recent spate of high profile interventions by assorted politicians and famous musicians. It also follows a trend begun at the G8 meetings where Africa is placed on the G8 agenda. Such an interest in the continent is to be welcomed. Yet this article contends that Gordon Brown's assumptions regarding Africa's troubles, and the ingredients found within his proposals, are mistaken and need rethinking. The article argues that Brown's approach to Africa's problems is based on incomplete information or a misreading of the situation, and by default may serve to prolong Africa's crises rather than alleviate them.
