In a 2002 overview, Daniele Conversi rightly highlights ‘Nationalism as an emotional bond’ as a central theme in Walker Connor's works. Nearly half a century on from Connor's initial assertions, the discipline of psychology has made important strides in understanding the social‐psychological dynamics that influence nationalist feelings. Building on this base of psychological evidence, this essay asks two questions. First, to what degree are Connor's claims supported by or compatible with what psychologists now know? Second, to the extent that Connor's arguments are correct, to what degree have scholarly understandings of nationalist politics recognised the implications of Connor's insights? I conclude that Connor's insights stand up remarkably well, but few have picked up on them, to the lasting detriment of our field of study.  相似文献

All of the communist party‐ruled states of Eastern Europe, from the elder brother of the ‘socialist family’, the Soviet Union, to non‐aligned, sui generis Yugoslavia, are in some degree of economic crisis. Gone are the once loudly trumpeted assurances that the socialist ‘economic formation’ by its very nature — its centrally planned and directed economy, its leadership by a communist party armed with the ‘scientific’ social and economic theory of Marxism‐Leninism and its foundation on the principles of proletarian social justice — excluded the possibility of economic ailments such as sluggish growth rates, inflation, social inequality and unemployment. It is now admitted that precisely these problems currently threaten virtually all communist systems. The principal issue for the political elites in these countries (with the perhaps temporary exception of relatively prosperous East Germany and Czechoslovakia and perennially contrary Romania) is not whether radical reform is necessary, but how to implement the requisite economic, social and quasi‐political reforms without undermining the foundations of ‘socialism’ and of the communist party's domination that they identify with it Yugoslavia is a valuable test case of the general project of reform in communist systems, since it consciously undertook to dismantle the of Stalinist system it had been establishing under Soviet tutelage at the end of World War II in response to Stalin's ostracism of Tito in June 1948. From its inception the Yugoslav reform process was informed by a commitment to return to the sources of Marxian social and economic theory in order to build an authentic socialist system untrammeled by the structures and immoral practices of Stalinist ‘etatism’. Worker self‐management, ‘market socialism’, the decentralisation of political and economic decision‐making, periodic rotation in office, and a number of other formally democratic, participatory socio‐political processes, most of which Gorbachev and his supporters have been discussing under the rubric of perestroika, glasnost’ and demokratizatsiia, have all been tried in one form or another in Yugoslavia during the past four decades.  相似文献

ABSTRACT. This article seeks to understand why attitudes towards homosexuality in Latvia appear to be more intolerant than in all other EU member states. It argues that, while the impact of religion, the legacy of communism and post‐communist transition have all played a role in shaping attitudes towards homosexuality in Central and Eastern Europe, these factors do not explain sufficiently the divergence among post‐communist states and, in particular, do not account for Latvia's extreme position. While acknowledging that intolerance towards non‐heteronormative sexuality cannot be explained by a single factor but is the cumulative effect of a range of social influences, this study argues that homosexuality is particularly reviled in Latvia because it has been constructed discursively as a threat to the continued existence of the nation in its desired ethnic form and to the core values defining Latvian national identity.  相似文献

Walker Connor is seemingly both a primordialist and a modernist: Nations emanate from basic human sentiments but emerged in late modernity. Is this not an aberration, a contradiction both conceptual and causal? Connor, a champion of academic clarity, obviously thought not, and he was right. What accounts for Connor's unique take on nationalism, and why, for many, does it still seem odd? The answer to both quandaries, I argue, lies in Connor's own unique splice: He effectively delved into, and fused, two thorny matters that most scholars shy away from, let alone try to bring together: human nature and legitimation. Both underpin his remarkable scholarship and its solitude standing. I explore both facets: first, Connor's take on human nature; then, more extensively, his analysis of legitimation – via ‘popular sovereignty’ and ‘self‐determination’.  相似文献

The post‐communist space continues to generate new internationally recognized states while incubating unrecognized but de facto states. Recent movement in the Balkans—the independence of Montenegro and the arduous deliberations over Kosovo's future —have variously encouraged other secessionist people and would‐be states, particularly in the former Soviet Union. This article analyses the impact of developments in Montenegro and Kosovo on several levels, including: their usage by de facto states; the reactions to them by central governments; Russian policy; and western and intergovernmental responses to these challenges. The article further argues that the Russian position on Kosovo and on the so‐called ‘frozen’ or unsettled conflicts neighbouring Russia could ultimately backfire on it. Western policy towards both Kosovo and on the post‐Soviet frozen conflicts will be best served by signalling to Russia, irrespective of the exact form of Kosovo's independence, that neither its own interests nor broader western‐Russian relations are served by using or reacting to any Kosovo ‘precedent’.  相似文献

In July 1955, women from around the globe gathered in Lausanne, Switzerland for the World Congress of Mothers organised by the social‐communist Women's International Democratic Federation (WIDF). On the third day of four days of proceedings, an Italian housewife named Clotilde Cassigoli delivered an impassioned speech calling on women to unite across the divides of the Cold War, and cooperate to ensure that their children and grandchildren would not have to know the horrors of war she had witnessed in Florence at the end of the Second World War. Her plea ultimately went unheeded. This article analyses the national and international activities of Catholic and communist women's organisations between 1945 and 1956 to expand understandings of women's political involvement during the Cold War. My examination of the Italian case will show that during this era cooperation between the politically opposed women's groups was only possible in a limited framework. By interpreting the associations’ discourse of motherhood and peace through a Cold War lens, I show that the Italian women's leaders were successful at advancing their own objectives and making inroads into the homes of more Italian women while they simultaneously constructed a divisive Cold War international women's movement.  相似文献

Social movements in struggle around energy are currently developing an imaginary of “energy democracy” to signify the emancipatory energy transitions they desire. Deploying a scholar‐activist perspective, this paper contributes to debates around the concretisation of the energy democracy imaginary by exploring the relationship of energy democracy movements to the state. To do so, I focus on the experiences of the Berliner Energietisch campaign, which in 2013 forced (and lost) a referendum aiming to extend—and democratise—the local state's role in Berlin's energy governance. Drawing on relational theories of the state, I argue that it is productive to read Berliner Energietisch as enacting an energy politics in‐against‐and‐beyond the state. In making this argument, I draw out implications for theoretical and strategic debates around the commons and the state.  相似文献

Geographers working in mountainous northern Pakistan note that gains in accessibility following the Karakoram Highway's official opening in 1978 significantly reshaped social organization, economic activity, and land use across the region. These valuable regional‐scale analyses provide few insights regarding the contingent and variable ways new roads are conceived and experienced at the community and household level by the people whose mobility they drastically impact. This article addresses that limitation of regional research by focusing on an individual agricultural community called Shimshal that in 2003 completed a 40‐kilometre link‐road connecting it to the highway. Drawing from qualitative information gathered before and after the Shimshal road's completion, we briefly describe the community's motivation for constructing the road, villagers’ accessibility‐related hopes and concerns as it was being built, and some of the social, cultural, and economic changes that followed the road's completion. The article concludes by summarizing the community's response so far to landslide‐induced destruction of over 20 kilometres of the Karakoram Highway which, since January 2010, has left community members without vehicular access to the rest of Pakistan just seven years after their link‐road's completion.  相似文献

The linking of living rooms across state borders by al‐Jazeera and other pan‐Arab satellite television channels has prompted claims that a ‘new Arabism’ that undermines state nationalism is emerging. Until now, analysts have mostly focused on the ‘hot’ Arabism in the news coverage of politicised events such as the Israel–Palestine conflict. This article offers a new dimension by suggesting that as important to satellite television's construction and reproduction of Arab identity is the everyday discourse found in less overtly political programmes such as sport. To demonstrate this, it offers an analysis of al‐Jazeera's coverage of the 2008 Beijing Olympics showing how the broadcasts address viewers as a common Arab audience who are simultaneously encouraged to be nationalistic towards their separate nation‐states within a given ‘Arab arena’ of states with whom they should primarily compete. This suggests that new Arabism should in fact be considered a ‘supranationalism’, not a revived Arab nationalism as it simultaneously promotes Arab and state identities in tandem. Finally, it aims to expand our understanding of ‘everyday nationalism’ by adapting Michael Billig's theory and methodology of ‘banal nationalism’ in British newspapers to facilitate the study of sport on supranational Arab identity on satellite television.  相似文献

Enzo Traverso's inspired book Left‐Wing Melancholia revisits iconic representations of revolutionary hopes and defeats not to draw up an inventory of what has been lost but rather to remind his readers that past defeats also contain the traces of unfulfilled possibilities. After the end of the Soviet Union and the global triumph of neoliberal capitalism, the communist utopian imagination of a classless society, Traverso suggests, can be reignited through memorial practices of resilient, resistant melancholy. Traverso's argument draws on Walter Benjamin's notions of materialist history, redemptive memory, and knowing melancholy. Yet the nameless vanquished masses to whom Benjamin's concept of history seeks to do justice remain marginal in Traverso's book. Instead, revolutionary defeat is cast in the tragic mold of succeeding by failing, a trope exemplified by figures such as Auguste Blanqui, Charles Péguy, or Daniel Bensaïd. In response to Traverso's reliance on the transhistorical category of the tragic, this essay argues for a more abstractly theoretical understanding of left‐wing melancholy as conditioned by historically specific class relations that constrain and challenge the engaged intellectual. Moreover, this essay questions Traverso's dualistic treatment of politically committed (Benjamin, Brecht, C. L. R. James) and elitist intellectuals (Adorno) and concludes that the concept of left‐wing melancholy must ultimately be interrogated against the backdrop of a lingering uncertainty about the relationship between theory and praxis that, as Adorno claims, one can already find in Karl Marx—an uncertainty that is hence inscribed into the history of any Marxist theory of revolution and history.  相似文献

Theories of nationalism place native culture at the core of national self‐fashioning. What explains a state's adoption of foreign objects to sustain national identity? In this paper, I argue that the incorporation of the Parthenon Marbles into British public life is an early example of supranational nationalism. The nineteenth‐century ‘art race’ was a competitive field in which European nation‐states vied for prestige. Of the thousands of art trophies that were brought to Britain from Mediterranean and North African countries, the Parthenon Marbles were uniquely iconicised. Using data from period newspapers and official documents, I assert that this was because they were assiduously presented as prenational by British authorities. In this way, they belonged simultaneously to no nation, to every nation, and to Britain. The case demonstrates the emergence of a particular form of national distinctiveness that transcended the smallness of particularity and rose to the level of universal civilisation.  相似文献

This book, based on a survey by the Sociology Department of the Russian Academy of Sciences completed in April 2011, provides, in the opinion of this reviewer, one of the most comprehensive accounts so far published of Russian opinion during the twenty years since the fall of communism. Based on a carefully weighted sample of respondents, it makes full allowance for the great variations of opinions according to age, income group and place of residence. It also allows for changes in opinion by drawing on surveys of earlier years. The finished product provides a wealth of information on subjects ranging from leisure to moral attitudes. The book sees little conclusive evidence of xenophobic attitudes towards the outside world, and suggests that ethnic hatred within Russia is a reflection of stress rather than racism. One salient finding is that very few Russians support the idea of the ‘minimum state’ or unregulated free market. Most Russians believe in some kind of a mixed economy in which the state nevertheless plays a key role. The idea of democracy, according to this book, is regarded with ‘benevolent scepticism’; that is, support in principle coupled with considerable doubts whether it would work in present‐day Russia. Given the impossibility of voting the present government out of office, Russians are increasingly resorting to other means of protest, including street demonstrations. The level of discontent is illustrated by the fact that only 10 per cent in the survey said they were better off as a result of the post‐communist reforms, while 25 per cent said they were worse off. Nevertheless, the majority of Russians have no wish for yet another upheaval and this may explain the continued public acceptance of President Putin's rule.  相似文献

ABSTRACT. The ambivalent attitude of Poland's communist leadership towards Poland's minorities – on the one hand violent and severely repressive, while on the other hand allowing for controlled liberties and offering protection – is the main focus of this article. In the mid‐1940s, Poland's new communist leadership proceeded to expel and deport millions of Germans, Lithuanians, Belarusians and Ukrainians from their native territories. A decade later, the communist government adopted a policy that aimed at the reduction of discrimination and the creation of equal social and economic opportunities for the country's residual minority populations. This article explores the background of the wavering communist nationalities policies by focusing on Poland's Ukrainians. It demonstrates how the seemingly contradictory policies of ethnic cleansing and affirmative action were prompted by the same underlying political motivations.  相似文献

To fully appreciate Walker Connor's contribution to the foundation of the contemporary study of nationalism, two main factors must be taken into account. First, the context of positivist behavioural political science within which in the late 1960s and throughout the 1970s, he articulated his critique of the concept of nation‐building. In this context, Connor emerged as a critic of the limitations and the naivité of positivist modernization theory. His dissenting voice called for critical rethinking and revision of the central concepts of the theory of political development, some of which enjoyed almost doctrinal status. Second, despite his criticism of modernization theory, Connor retained a strong conviction that nations and national sentiment were the products of modernity; indeed, in his judgement, they formed the primary content of modernity. This too was a critical stance within the rising tide of nationalism studies since 1989–1990, when ideology and wishful thinking influenced to a considerable extent the interpretation of nationalism. Walker Connor's intellectual legacy should thus be understood as a heritage of critical thought that is informed by a noteworthy awareness of the moral responsibilities of scholarly analysis.  相似文献

Turkey's eight years between 2008 and 2016 has been dominated by Ahmet Davuto?lu's vision of foreign policy, which was derived from his multi‐edition book Strategic Depth (2000). In order to be able to present itself in its larger periphery as a pro‐active, trustworthy actor, Davuto?lu argued, Turkey needed to change the foreign‐policy paradigms with which it was stranded. As the Strategic Depth vision unfolded, it drew explicit parallels between modern Turkey and the Ottoman neighborhood policy. Turkey‐Syria relations since 2008 had been providing the seekers of neo‐Ottomanist tendencies in the contemporary Turkish foreign policy with abundant examples, because Syria, once an Ottoman territory and always a challenge to modern Turkey, came to be the first poster country in the shift towards Turkey's imperial awakening. In the post‐Davuto?lu era, however, the rhetoric and practices of the past eight years seemed suddenly to disappear from the use of the Turkish agents of foreign policy; the new code of terms and actions to replace the Strategic Depth version is yet to be decided. This study seeks to pin down the neo‐imperialist character of Turkey's foreign‐policy discourse of the aforementioned eight years and contribute to discussions of the Turkish aspiration of neo‐Ottomanism with focus on the Syrian crisis through the Justice and Development Party's re‐invented peace discourse. In doing so, it aims to find out and elaborate on the current tendencies of Turkish foreign policy, which are no longer as explicit and articulated as they were during Davuto?lu's ministry and prime ministry. As Turkey's cross‐border operation to Syria — the Euphrates Shield — ends and another one in Idlib begins, a discursive analysis stretching from Davutoglu's diplomatic “zero problems” with Damascus to the military use of ground troops and air force is timely. Such an endeavor would be essential in understanding the spectacular swing from one edge to the other in Turkey's inclination over a phantasmagorical empire.  相似文献

Few would have predicted in 1969 that the new Republican administration of Richard Nixon would initiate a rapprochement between the United States and communist China during his first term as president. That he succeeded in doing so was helped by the severity of the Sino‐Soviet dispute, which erupted into armed clashes in the spring and summer of 1969. By the end of 1970 China made it clear that it would not only be willing to receive a presidential envoy, but also the president himself. Two missions to Beijing by Nixon's national security adviser, Henry Kissinger—one secret in July 1971 and the other public in the following October—paved the way for a presidential visit in February 1972. The talks in July and October 1971 and February 1972 covered a whole range of issues including the war in Indochina, the potential threat from Japan and relations with the Soviet Union. The most dif cult problem, however, proved to be that of Taiwan, where the American‐backed Nationalist government not only laid claim to be the legitimate government of the whole of China, but occupied the Chinese seat in the United Nations. A modus vivendi was eventually reached in February 1972, helped perhaps by the United Nations General Assembly vote in October 1971 which unseated the Taiwan regime in favour of mainland China. The US negotiating position was not made any easier by the intense rivalry between Kissinger and the State Department and the latter's exclusion from much of the negotiation process led to a last‐minute crisis which threatened the success of the entire project. While neither the United States nor China achieved all that they had hoped, Nixon's visit to China had an enormous symbolic impact and contributed to a reconfiguration of the global balance of power.  相似文献

Why at this particular historical moment has there emerged a rousing interest in the potential contribution of diasporas to the development of migrant sending states and why is this diaspora turn so pervasive throughout the global South? The central premise of this paper is that the rapid ascent of diaspora‐centred development cannot be understood apart from historical developments in the West's approach to governing international spaces. Once predicated upon sovereign power, rule over distant others is increasingly coming to depend upon biopolitical projects which conspire to discipline and normalize the conduct of others at a distance so as to create self‐reliant and resilient market actors. We argue that an age of diaspora‐centred development has emerged as a consequence of this shift and is partly constitutive of it. We develop our argument with reference to Giorgio Agamben's “Homo Sacer” project and in particular the theological genealogy of Western political constructs he presents in his book The Kingdom and the Glory (2011). We provide for illustration profiles of three projects which have played a significant role in birthing and conditioning the current diaspora option: the World Bank's Knowledge for Development Programme (K4D); the US‐based International Diaspora Engagement Alliance (IdEA); and the EU/UN Joint Migration and Development Initiative Migration4Development project (JMDI‐M4D). Drawing upon economic theology, we make a case for construing these projects as elements of the West's emerging Oikonomia after the age of empire.  相似文献

This article provides a comprehensive analysis of Albanian regional policy from 1992 to 2013. Situated in a conflict‐ridden region and surrounded by co‐ethnics living in Kosovo, Macedonia, Montenegro and Serbia, Albania has successfully resisted pressure to undertake interventionist regional policies. However, there are no structured accounts as to how Albania fashioned its non‐interventionist regional policy. This article fills this gap and retraces the development of Albanian regional policy as a function of its inter‐mingled domestic politics and regional and international dynamics. The article concludes that the Albanian regional approach has been shaped by its legacy of communist isolation, pro‐Western predisposition and recognition that accommodation of Western interests would overcome its constraints and advance the rights of Albanians living in the Western Balkans. The analysis is important not just for understanding Albania's actions but also for disentangling the relationship between regional policy, nationalism and a kin state's domestic and international constraints.  相似文献

ABSTRACT. Countries of immigration are generally faced with a dilemma: they wish to accept immigrants for economic purposes, but also to restrict immigration for ethnonational reasons. This is especially true in ethnic nation‐states, where immigration is seen as a threat to ethnonational unity more than in civic nation‐states. However, in recent decades, various ethnic nation‐states have adopted immigration policies that have encouraged their diasporic descendants born and raised abroad to return to their ethnic homeland. Ethnic return migration apparently solves the immigration dilemma by providing ethnic nation‐states with a much‐needed unskilled labour force without causing ethnonational disruption because the immigrants are co‐ethnic descendants. After comparing ethnic return migration policies in European and East Asian countries, this article analyses the development of such policies in Japan and their eventual failure to solve the country's immigration dilemma. As a result, Japan (and other ethnic nation‐states) have imposed restrictions on ethnic return migration.  相似文献

This article examines popular politics under precarious conditions in the rapidly expanding port‐city of Buenaventura on Colombia's Pacific coast. It begins by identifying the intersecting economic, ecological, and political forces contributing to the precarity of life in Buenaventura's intertidal zone. Focusing on conflicts over land in the waterfront settlements of Bajamar (meaning “low‐tide”), it then describes the efforts of Afro‐Colombian settlers and activists to defend their territories against threats of violence and displacement. In doing so, they must navigate historical legacies of ethno‐racial politics as well as formations of liberal governance and their multicultural and biopolitical logics of vulnerability and protection. The socio‐material conditions of the intertidal zone, and in particular the figure of submergence, are used to illuminate forms of political life in Colombia's future port‐city. The struggles of Afro‐Colombians to contest violent dispossession in Buenaventura reflect the racialized politics of precarity under late liberalism.  相似文献
