Abstract. This article explores the emergence of the dominance of racialised Turkish citizenship. Contrary to the conventional methods that investigate the early republican era, this paper starts by examining the final years of the Ottoman Empire with a special emphasis on the Balkan Wars as the birth of racialised technologies of citizenship. Then, I analyse the encounters between racialised thought in the Ottoman Empire in the twentieth century and its recurring counterpart in these encounters: ‘European modernity’. Next, I dwell on an illustration of a materialisation of racialised citizenship in the Ottoman Empire: the displacement and elimination of Armenian citizens. Finally, by probing the dominant strand of modern citizenship and nationhood in Europe, I articulate the commonalities of racialised citizenship in Europe and the Ottoman Empire in the early twentieth century. I conclude by arguing that race as a particular identity should not be seen as an institutionalised aspect of citizenship only in ostensibly ‘Oriental and absolutist regimes’. Instead, the focus should be on moments at which ‘European modernity’ and various nationalisms (racial, ethnic, cultural) mutually constitute each other.  相似文献

By considering the performative dimensions of racial identity construction, this paper joins recent calls to more fully incorporate the materiality of the body into geographical treatments of race (McKittrick 2000; Nash 2003; Saldanha 2006). Through an analysis of school desegregation in Seattle, Washington, this analysis investigates the ways in which students of different racial backgrounds negotiated the multiracial environments at their schools. Specifically, I examine how students' racial identities are worked through embodied practices as both conscious and unconscious attempts to fit into particular social realms. Drawing on performativity theory, I show how students actively mobilized their bodies to negotiate belongings that were ostensibly foreclosed by the primacy of phenotype. This paper suggests that by focusing on the active work that the body does in the social construction of race we can better theorize the ways in which racial categories are both reproduced and destabilized through everyday life.  相似文献

This paper explores the relationship between new forms of speakability and continuing unthinkability in the context of British local government lesbian and gay work, particularly post-1997. The paper argues new municipal speech acts ushered in progressive modes of sexual citizenship; at the same time, local government's refusal to think hard, deeply or critically, limited the modes of active citizenship made possible. The paper addresses the easing out of active citizenship through an analysis of local government's self-care and its intensification of firewalls – firewalls which restricted the possibility of certain non-state forces guiding from ‘a distance’.  相似文献

Population censuses have symbolic and instrumental importance for ethnic, national, linguistic or religious groups and their political representatives. This is particularly apparent in deeply divided societies, where political institutions are designed to accommodate groups through forms of power sharing. Existing literature posits that consociational power-sharing institutions, which are commonly employed to manage inter-group conflict, are likely to incentivise contestation and mobilisation in relation to the census, but this claim has not been tested empirically. Employing the case studies of Bosnia and Herzegovina and Northern Ireland, this article tests a proposition about the relationship between consociationalism and the politics of the census: that it is corporate consociational designs that are likely to result in contestation of the census and mobilisation of groups during enumeration, whereas liberal consociational designs will not. The analysis offers support for this proposition, but also suggests that other features of power-sharing settlements, such as the federal nature of the Bosnian state and the majoritarian provision for a ‘border poll’ in the Northern Irish settlement, also play an important role in shaping census politics. These insights contribute to political geographic debates about the census by highlighting the influence of institutional design on struggles over how and where populations get counted, which are applicable beyond the immediate context of deeply divided societies.  相似文献

This paper explores the interaction between different scales of governance and performative citizenship, understood as acts by citizens that claim new political rights and reshape the political arena. Performance allows citizens to creatively transform the meanings and functions of citizenship during struggles over rights. The paper focuses on a series of examples in Zimbabwe, which highlight the entanglement of different scales of citizenship and the ways that the acts of citizenship both challenge and sustain these relationships. This is examined through a framework that combines theories of performative citizenship with concepts from human geography that examine scales of governance. The argument draws out the implications of these dynamics in relation to conflicts over customary citizenship in rural Zimbabwe, the issue of dual citizenship among white Zimbabweans and the exercise of citizenship rights by non-Zimbabweans. It highlights both the ways in which citizens have harnessed the creative potential of acts of citizenship which address multiple scales, and the constraints that scalar hierarchies put on citizen action. The examples demonstrate that new forms of political rights can be produced across scales, but that opportunities for creative acts of citizenship are unevenly distributed due to these scalar hierarchies, which are produced by postcolonial legacies.  相似文献

At the US–Mexico border specific community organizations have played an important role in reinforcing and challenging dominant ideas about race and immigration through a series of protest and media campaigns. In this paper I explore the ways in which key community organizations have relied upon specific and specified constructions of race and ethnicity to redefine notions of borders and identities. I argue that an examination of debates around immigration reveals the centrality (and marginalization) of the images and spaces of the racialized immigrant body. An exploration of the ways in which policy, media, national and individual identities are mapped on to particular spaces provides an opportunity to interrogate and challenge the 'naturalness' of representations of race and immigration and the ways in which power is strategically located yet hidden in discussions of the border(s).  相似文献

This paper explores the politics of scale in the context of youth citizenship. We propose the concept of ‘brands of youth citizenship’ to understand recent shifts in the state promotion of citizenship formations for young people, and demonstrate how scale is crucial to that agenda. As such, we push forward debates on the scaling of citizenship more broadly through an examination of the imaginative and institutional geographies of learning to be a citizen. The paper's empirical focus is a state-funded youth programme in the UK – National Citizen Service – launched in 2011 and now reaching tens of thousands of 15–17 year olds. We demonstrate the ‘branding’ of youth citizenship, cast here in terms of social action and designed to create a particular type of citizen-subject. Original research with key architects, delivery providers and young people demonstrates two key points of interest. First, that the scales of youth citizenship embedded in NCS promote engagement at the local scale, as part of a national collective, whilst the global scale is curiously absent. Second, that discourses of youth citizenship are increasingly mobilised alongside ideas of Britishness yet fractured by the geographies of devolution. Overall, the paper explores the scalar politics and performance of youth citizenship, the tensions therein, and the wider implications of this study for both political geographers and society more broadly at a time of heated debate about youthful politics in the United Kingdom and beyond.  相似文献

This article juxtaposes three types of illegitimate motherhood that came in the wake of the Second World War in Nazi Germany. The first found institutional support in the Lebensborn project, an elite effort to raise the flagging birth-rates, which at the same time turned a new page in the history of sexuality. The second came before the lower courts in the form of paternity and guardianship suits that had a long precedent, and the third was a social practice that the regime considered a ‘mass crime' among its female citizenry: namely, forbidden unions between German women and prisoners of war. Through these cases the article addresses issues such as morality, sexuality, paternity, citizenship and welfarism. The flesh-and-blood stories have been culled from the Lebensborn Dossiers and Special Court files, as well as cases from the lower courts.  相似文献

The Risorgimento was the process of independence and unification of the Italian nation between 1848 and 1860, and has remained a powerful symbol of Italian politics ever since. Elaborating on Jan Assmann’s concept of cultural memory, the article discusses the Risorgimento at crucial moments in twentieth-century Italian politics: the 1911 anniversary of unification, the elaboration of the Risorgimento during fascism, the re-appropriation of the Risorgimento by the left and by the Resistance during the 1930s and 1940s, the general semantic space carved by the post-war democratic forces on both right and left with reference to the Risorgimento, and the sudden return to the memory of the Risorgimento in the 1990s and afterwards. The aim of the article is to understand both continuities and changes in the reference to the Risorgimento in twentieth-century political discourse, and to put into perspective Italy’s ‘particular’ road to modernity within a comparative European frame.  相似文献

This article explores the political and intellectual context of a controversy arising from a proposal made at the 1959 meetings of the American Society of Blood Banks to divide the blood supply by race. The authors, a group of blood-bankers and surgeons in New York, outlined difficulties in finding compatible blood for transfusion during open-heart surgery, which they attributed to prior sensitization of their patient, a Caucasian, by a previous transfusion from an African American donor. Examining the statistical distribution of blood-group antigens among the various races, they concluded that risk of adverse hemolytic reactions and the cost of testing could be reduced by establishing separate donor pools. The media reported the suggestion, which, given the political climate of the day, rapidly became a public issue involving geneticists, blood-bankers, physical anthropologists, and the African American medical community. Liberals condemned it, whereas eugenically inclined segregationists used the finding to support their views concerning evolutionary distance between the races and the dangers of miscegenation. Here we examine the contribution of comparative racial serology to this affair, the arguments and background of the main players, and the relevance of the debate to discussions about the role of "race" in post-genomic medicine.  相似文献

ABSTRACT. This article explores the different scalar dimensions of Berber masquerades in southeastern Morocco. By ritually performing Jewish characters and demonstrating philo‐Semitic nostalgia for a former Jewish presence, Berber (Amazigh) activists simultaneously engage different audiences at a local, national and transnational scale. In the first place, they assert themselves as moderate (even secular) Muslims for a transnational audience for whom Muslims' supposed anti‐Semitism has been a mode of excluding them from modernity. At the same time, their performances underline the specificity of Berber culture as part of a national folkloric archive, welcome to a Moroccan national state interested in forging an authentic, national Islamic practice distinct from pan‐Islamic Wahhabism. Thirdly, in allying themselves with Jews, Berber activists distance themselves from a variety of rivals to local political and economic dominance, particularly black “Haratin” whose demographic and economic strength in the southeastern oases has increased since Moroccan independence. In exploring the confluences and contradictions between these different scales of activism, this article points to the internal fractures within social movements organised around religion or ethnicity.  相似文献
