Today's corporate strategy is resulting in the creation of a network enterprise. As geographic space is integrated in this strategy, it is not only the network enterprise that functions in a polycentric way, but also space. Therefore, a networked territory exists as another reality alongside the existing socio-political entities. In a global/local perspective, recent models of local economic development emphasize the role of the 'local' in local economic development. These theories stress the importance of socio-cultural environment, institutions and networking in local economic development. Without denying the importance of these characteristics, it is clear that even perfect 'local' conditions are not infallible localization forces. Just as globalization is not a kind of mystical force, neither are the forces of localization. To understand why there are winners and losers, localization forces must be regarded from the point of view of existing or absent common local interests and the local capacity to organize them. They are not mystical but they have very much to do with relationships of power not only within, but - resulting from the emergence of a networked territory - also outside the region. From this perspective the existence and the safeguarding of common local interests are not apparent. Local advocacy is therefore a necessity from the region's point of view.  相似文献

This article examines the link between cities and culture from the point of view of the production of cultural goods, including media products. It focuses on the institutional structure of present-day cultural production and the media industry and on their geographical organization at the local and global levels. The cultural economy is a prime mover for globalization processes in the urban system, in which cultural production clusters act as local nodes in the global networks of the large media groups. The models frequently used to analyse the global city system will be supplemented and partially modified by an empirical analysis of the 'world media cities'. The analysis of the world media cities enables those locations to be identified, from which globalization in the spheres of culture and the media proceeds and is 'produced' in practical terms. Global city research has predominantly emphasized the role of advanced producer services—in contrast this article concludes that for the process of globalization the globally operating media firms are at least as influential as the global providers of corporate services, because they create a cultural market space of global dimensions, on the basis of which the specialized global service providers can ensure the practical management of global production and market networks.  相似文献

Despite a cascade of corruption scandals over the last decade, the role of political corruption has yet to be accounted for in the scholarship on Spanish urban entrepreneurialism. This is an omission that extends to the broader literature on the topic as well. This paper looks at the theoretical causes of this neglect and explores ways of integrating corruption into the study of urban entrepreneurialism. To do so, it offers a systematic analysis of the role of clientelism in the political economy of Spanish inter-urban competition. Contrary to the existing literature, which at best explains away corruption as a logical outgrowth of intensified competition for real estate capital, this paper argues that corruption is rooted in a political structure that precedes the emergence of urban entrepreneurialism. This structure is identified as an “iron triangle”, a complex of colluding interests formed by the state, the real estate industry, and political parties.  相似文献

The paper attempts to address recent debates surrounding the supposed emergence of a ‘Europe of the Regions'—from the perspective of a city situated at the core of a lagging region’ on the European periphery, Liverpool. After briefly exploring whether the social and economic regeneration of Liverpool makes sense in this European context, the paper attempts to explain why the city's political participation in Europe has hitherto been relatively limited, drawing upon a combination of economic, social, political and cultural factors. Some of the constraints and choices that the city is facing in its attempts at urban regeneration are used to throw light on broader issues surrounding local and regional development in the European context and political and policy lessons are suggested.  相似文献

In recent years competition between European cities has increased. This article looks at the implications for planning projects in the context of changes in urban governance. Growth machine and urban regime theories are introduced and three case studies explored in detail. Plans and development projects resulting from the arrival of the Oresund bridge in Malmö are examined. In Malmö, public planning is being bypassed in favour of local corporatist objectives and this experience is compared to the approaches developed in the strongly competitive cities of Birmingham and Lille. International comparison reveals the national distinctiveness of the responses to competition. In Birmingham there has been a local political reaction to the economic development‐led city centre strategy, but British central‐local relations restrict the ability of the city to change course. Developments in Lille reflect an integrated public sector approach to the development and marketing of the city and its region. In the three cases social and environmental issues have been raised but the imperatives of competition remain dominant.  相似文献

This paper explores how territorial economic governance is discursively constituted in a globalising and neoliberalising world. It acknowledges both the increasingly recognised formative role of spatial imaginaries in economic interventions and the workings of co‐constitutive political projects that link particular imaginaries with political ambitions and policy strategies. Embracing recent calls for comparative ethnographic urban research at the local‐global interface, it explores currently dominant spatial imaginaries across the four Australasian cities of Auckland, Sydney, Melbourne, and Perth. Based on multiple qualitative methods, this study claims that a considerable number of actor's spatial associations and reference points can be related to particular city‐specific governmental projects; Auckland's Super‐City, Sydney's Global and Green City, Melbourne's Liveable City, and Perth's Vibrant City. It is demonstrated how discursive governance techniques such as ‘story‐telling’, benchmarking, and policy transfer have been pivotal in the activation, circulation, and performance of those spatial imaginaries and their transformation into temporarily dominant visions for strategic urban interventions aimed at repositioning urban actors, spaces, and activities. While spatial imaginaries can be related to differently framed global aspirations, the effects of spatial political projects on urban governance and investment trajectories differ significantly across space. Theoretically, the paper stresses the importance of particular conceptions of territorial relations and time‐ and place‐specific institutional mediation in shaping context‐dependent discursive material governance alignments.  相似文献

This article situates China's local policy experimentation in the broader context of policy experiments in decentralized political systems, through a case study which represents a local state response to China's transition to a market economy. With growing regional and urban–rural inequalities evident after the initial reform period (1978–1994), local party leaders of inland provinces devised strategies for addressing these inequalities and encouraging public–private sector mobility among party officials. County and township‐level leaders pursued local policy experiments in which they selected and sent officials to find private‐sector work in China's booming coastal cities. Initiated in the 1990s and peaking in the 2000s, these policy experiments and inter‐provincial transfers demonstrate the discretion that local officials possess to conduct programmatic/policy experiments in a unitary political system and show how officials resort to extra‐institutional strategies in order to bridge perceived knowledge gaps. The ultimate demise of these programmes illuminates the challenges to extra‐institutional policy innovations in transitioning states.  相似文献

This paper examines recent urban regeneration plans for inner city Newcastle, in New South Wales, Australia. The focus is on recent plans to rejuvenate the historical commercial centre of the city—the Hunter Street Mall. Recent plans for the city are positioned as post‐political efforts by planning and development agents to limit antagonistic politics and secure consensus around a future planning vision. Core to this new vision is high‐rise development. Formal and technocratic consultation processes are central to efforts to secure consensus and limit conflict. Yet, conflict nevertheless arises as local residents, community groups, and politicians oppose the planning vision pursued by planning and development agents. Debates about the need for regeneration and the form of regeneration surface as central points of contest. Likewise, the material configuration of the city and wider political context frame both post‐political planning efforts and oppositional politics. The paper contributes to a growing body of work by scholars who question the presence of a dominant, overarching post‐political condition. Rather, post‐political efforts emerge as contextual and fluid processes to secure the planning and development objectives of urban elites. As the case study illustrates, such post‐political efforts are rarely unchallenged, as contest and antagonistic politics emerge, allowing citizens to resist the efforts of state and development actors and help shape their cities.  相似文献

In this paper I examine the political manipulation of the meanings of “race” and nation in the context of increasing Pacific Rim ties and multinational capitalist development in Vancouver. As many wealthy Hong Kong Chinese move to Vancouver in advance of 1997, racist incidents and urban social movements aimed at preserving neighborhood “character” have increased, thus discouraging international business activity and blocking capital flow into and through the city. As racism and localism hinder the social networks necessary for the integration of global capitalisms, businesspeople and politicians interested in increasing Vancouver's integration have sought to counter these processes through ideological production. The liberal doctrine of multiculturalism has become linked with the attempt to smooth racial friction and reduce resistance to the recent changes in the urban environment and experiences of everyday life in Vancouver. In this sense, the attempt to shape multiculturalism can be seen as an attempt to gain hegemonic control over concepts of race and nation in order to further expedite Vancouver's integration into the international networks of global capitalism.  相似文献

Traditionally, research on political preference has primarily focused on adults within their local political context. This research attempts to show that the perceived political preference of children is part of their national identity, and encompasses not only local politics but also the global and regional discourse. The present study surveyed 1187 Palestinian adolescents attending school, grades 5–7, in the West Bank to examine whether children's future political party preference is grounded in local/global discourse. The findings revealed a discrepancy between participants' perceptions of the local dominant political party and their projected political party preferences. This research argues that political party preference is facilitated through the transcendence of national identity embedded in children's geopolitical agency. The significance of the findings emphasizes that territorial boundaries are artificial; therefore, children's geopolitical agency is impacted by extraterritorial discourse and is able to transcend the local and regional context into a global politics.  相似文献

This paper argues that it is important for urban scholars and practitioners to comparatively appraise the differential forms of local embeddedness of cultural quarters. Such appraisals can help to realize more sustainable practices of cultural quarter anchoring within neighbourhoods. The case study of Leipzig, Germany – a city that deploys both ‘creative city’ and ‘cultural industries’ models of urban development within a context of post-industrial, post-socialist transformation – is used to examine the adaptive re-use of a former cotton-spinning mill, the Baumwollspinnerei, into an internationally renowned cultural quarter. The POSES Star Framework is developed as an analytical tool to systematically outline multiple local embeddedness dynamics (political, organizational, social, ephemeral, and spatial) of a cultural quarter within a neighbourhood and within a specific urban planning and policy context. The application of the POSES Star Framework to the Baumwollspinnerei reveals that internal organizational concerns for site development and marketing are prioritized over external engagements with Leipzig's urban planning and cultural policy discourses.  相似文献

This paper attempts to map how creative city policy emerged as a new form of urban politics in East Asia. It locates the emergence of creative city policy within the East Asian context, where the current political economic movement of neoliberalism intersects with the developmental state’s historical legacy. By investigating institutional and economic practices and consequences of creative city policy in Seoul and Yokohama, this study focuses on how the urban place become carefully rearranged settings through certain procedural, institutional, and technical mechanisms implemented by various discursive and material practices of policy actors. Through this analysis, this research critically reexamines the key rationales of creative economy driven-development and considers the social costs and tensions between the state, capital and citizens that are embedded within the new creative city policy discourse.  相似文献

One of the enduring tensions in Russian political culture is that between order and liberty. Indeed, many fear that when faced with the inevitable cacophony of democratic politics, most Russians demand the restoration of order, and by a 'strong hand' if need be. This lack of commitment to democracy among ordinary people is often seen as a major impediment to the consolidation of the democratic transformation in Russia. The purpose of this article is to assess empirically the degree to which the desire for social and political order undermines support for democratic liberty. Based on a survey of the Russian mass public conducted in 1996, and employing within the survey an experiment on support for the imposition of martial law in Russia, I discover that Russians are indeed willing to surrender some liberty for the restoration of order. The preference for liberty reflects general democratic attitudes more than it is sensitive to the particular context within which liberty is suspended. Nonetheless, the context of the dispute is important because it serves to stimulate particular attitudes; for instance, the intervention of a court transforms the conflict from a political to a legal dispute, thereby activating attitudes toward the rule of law. In the final analysis, I conclude that if elites maintain ordered political competition, it is likely that the mass public will maintain individual liberty, and democracy in Russia will prosper accordingly.  相似文献

There is today a global recognition that we live in an ‘urban age’ of near‐planetary urbanization where cities are at the forefront of all sorts of agendas. Yet little attention is offered to the active role of cities as political drivers of the urban age. There might today be more than two hundred ‘city networks’ globally, with thousands of para‐diplomatic connections actively defining relations between cities, international organization and corporate actors. This actively networked texture of the urban age shapes all areas of policy and, not least, international relations, and holds much promise as to possible urban solutions to global challenges. Based on an overview of a representative subset of this mass of city‐to‐city cooperation (n=170), this article illustrates the landscape of city networking, its issue areas and institutional shapes, and its critical features. As we argue, city networks today are faced by a crucial challenge: while trying to overcome state‐centric ‘gridlocks’ cities are, at the same time, building both political–economic as well as very material ‘lock‐ins’. We need to pay serious attention to this impact of city diplomacy in international affairs, developing a greater appreciation of the path dependencies and responsibilities this diplomatic activity purports.  相似文献

We apply X-ray fluorescence (XRF) geochemical analysis to a collection of 'Opunohu Valley lithic artifacts from Mo'orea island to investigate the local scale of raw material procurement, adze production, use, and exchange within the Society Island archipelago. We use these data to document the distribution of non-local versus local volcanic artifacts in 'Opunohu Valley house sites, ritual sites, and specialized sites, as a means for establishing intra-site production and consumption patterns, and access to exotic, possibly superior, stone resources, and how these two themes correlate with site function or household wealth and status. Overall, 30% of the artifacts analyzed via WDXRF derive from non-local sources, notably two other islands in the archipelago outside of the political boundaries of Moorean chiefdoms. Our case study thus provides the first direct material evidence of intra-archipelago trade and exchange in the Society Islands. Intra-archipelago trade in adzes was certainly in place by as early as A.D. 1350, if not earlier, and continued up until the time of European contact. In addition, our analyses have identified a local adze production locale in the Afareaitu district of Mo'orea island. The patterns of local versus non-local adze production and exchange strongly suggest that dual interaction spheres were involved. The correlation between adzes and adze-related debris produced from off-island sources and sites with specialized use, which were often reserved for the social, ritual, and political elites in Ma'ohi society suggests that some of the exotic adzes derived from gift exchange between Mo'orea and ruling elites in Tahiti and the Leeward Islands. These adzes from afar would have solidified socio-political and ideological alliances between elites in the Windward and Leeward sectors of the archipelago.  相似文献

Since 1979 the city council of Barcelona has sought to guide the city's destiny by a variety of methods, most powerfully by securing the 1992 Olympic Games candidacy, but also by means of two strategic planning exercises, begun in 1988 and 1992. These strategies are examined within their political and economic contexts in order to understand how they relate to changes in Spanish and Catalan politics, in global/local economic shifts and in thinking on city guidance. Significant differences in the three phases of city promotion are identified. It is concluded that strategic planning within the context of the intense spatial economic competition of the late 1990s may be even more difficult for Barcelona than was its drive up to 1992.  相似文献

We argue that the search for rural regimes in particular localities can be usefully advanced through the deployment of a sensitive and suitably nuanced conceptualization of institutional thickness. Empirical validation of this theoretical framework with reference to Languedoc viticulture offers substantial evidence of the interdependency between regime building maintenance and stability, and local institutional integrity. The theoretical framework developed here, based on the notions of consensus and concrete institutions , also provides an analytically rigorous approach for understanding the complex rescaling of the political economy of rural governance, not least by offering some indication of the scalar rationale for consensus compatibility and partnership building between elites situated at different politico-geographic scales. We contend that an understanding of this shared logic of action among local and extra-local administrative and political elites is crucial to the restructuring process unfolding in European rural regions.  相似文献

The ways the British planning system fosters racial disadvantage and the initiatives taken by local authorities to address such bias have been subject to a number of studies over the last 17 years. This body of research has revealed isolated examples of progressive professional practice within a general pattern of inaction and ignorance. This paper looks at how the needs of ethnic minorities have been accommodated by the planning system in Northern Ireland that has a very different institutional and political context than other parts of the UK. The nature of 'race' relations in Northern Ireland is examined and the concept of 'policy processes' is used to explain why ethnic minorities in the region face similar difficulties to those in Britain. The influence of the political and cultural context is shown to play a key role in framing the policy processes that shape patterns of discrimination. The paper suggests that a full understanding of this context is required if multiculturalism is to be fully accommodated by planning in Europe.  相似文献

Locating, and effectively engaging with, the public is part of the discussions that have taken place in the last two decades of archaeological resource management, within the context of changing post-colonial, 'ethically correct', democratic and indigenous-orientated perceptions. The literature on interurban competition emphasizes that market rules as an external coercive power dominate local state space conductive to economic growth. Is there another external coercive power, other than the market as a hidden hand, to promote and mitigate interurban competition? Addressing this question, this paper specifies that the Chinese state's political efforts to downplay the role of the market in, and remake the rule of, interurban competition could have far reaching implications for urban political economy. The two cases are Ruili and Wanding, two border cities located on the edge of China's southwestern borderland adjacent to Myanmar. While reranking is supposed to balance out the inefficiencies of market principles in interurban competition, multiple rounds of reranking in Ruili and Wanding in the past seven decades indicate that this political orchestration can accelerate interurban competition into a cutthroat game for economic growth and thus create problems for macro economic management. Nevertheless, it can become a political tool to revamp the game by strategically selecting some cities as nodes of development at the sacrifice of urban fortunes of other cities. In this process, market rules operate in parallel with, and sometimes succumb to, the principle of political order from above. This finding expands the geographies of the state: the co-constitution of the local and the national becomes necessary and pragmatic since interurban competition is not a territorially-conditioned endeavor, but remains open to extralocal stakeholders—upper-level governments in this case—who can remake local state space.  相似文献
