私有出租房屋的社会主义改造是整个社会主义改造工作的重要组成部分。苏州市的私租房改造于1956年初开始试点,1958年"大跃进"高潮中基本完成。20世纪60年代前中期城乡社会主义教育运动发动后,房改逐步推向农村集镇,且政治色彩日趋浓厚。"文革"爆发后,在发动"二次房改"的同时,还冲占和低价收购了大量下放户的私有房屋。苏州市私租房改造的基本方面应予充分肯定,但也遗留了诸如自住与改造划留不清、私自降低起改点等问题。到20世纪90年代初,房改遗留问题基本得到解决。 相似文献

This paper addresses the public realm and considers its contemporary context in an important Australian region, Western Sydney. Although problematized by social theory in recent years, my base position is the Habermasian premise that a public realm is critical to the healthy functioning of liberal democracies, such as Australia. This paper has three specific aims. First, I note the erosion of the public realm in an important Australian region, Western Sydney, and the obfuscation of its presence and role by new institutional arrangements emerging principally but not exclusively from federal policy settings. I then consider the consequences of this ‘desocialization of space’ for democracy and equity in a socially and culturally diverse urban region such as Western Sydney. Désocialiser l'espace: le déclin de la sphère publique dans le Western Sydney espace public, Western Sydney, néolibéralisme Le présent article s'intéresse à la question de la sphère publique et examine sa condition actuelle à Western Sydney, une région australienne d'une importance capitale. Bien que la théorie sociale l'a récemment remise en cause, je m'appuie sur la prémisse d'Habermas selon laquelle la sphère publique est essentielle pour le bon fonctionnement des démocraties libérales comme celle qui prévaut en Australie. Les trois principaux buts de cet article sont de faire état de l'érosion de la sphère publique dans une des plus importantes régions australiennes qu'est Western Sydney. Je souligne à quel point sa présence et son rôle sont embrouillés par de nouveaux arrangements institutionnels qui naissent surtout mais pas uniquement grâce aux instances politiques fédérales. This paper considers changes in the housing market and housing policy following the major deregulation and privatisation of housing in England in the 1980s and 1990s. It highlights developments that were not anticipated, the continuing importance of social rented housing and the renewed interest of government in housing and refers to these in the context of previous accounts of the modernisation of housing tenure. The paper also considers emerging social and spatial divisions within urban England and suggests that while there is considerable continuity in these patterns, tenure has become a less effective indicator of neighbourhood difference. A more complex pattern of social and spatial division is associated with stratification, market stretch and new patterns of differentiation. 相似文献

Provision of public services by state governments rather than municipalities is considered an important urban governance factor preventing deeper levels of socio‐spatial inequality in Australian cities. The paper examines the spatial patterns of investment by the New South Wales state government in a wide range of services and infrastructure in metropolitan Sydney over 28 budget years from 1988/89 to 2015/16. We examined the relationship between volume and type of investment in infrastructure and services, and considered a local area's socioeconomic characteristics, distance from the central business district, and designation as a strategic site in metropolitan plans. Despite an overall redistributive approach favouring relatively disadvantaged areas, the most disadvantaged suburbs in metropolitan Sydney had significantly lower levels of investment. When funding was directed to the most disadvantaged suburbs, it was often in the form of new social housing development, reinforcing both the concentration of poverty and disadvantage in resource access. The findings suggest that this is a case of under‐investment by the state government in areas already populated by disadvantaged communities rather than a market‐driven process whereby disadvantaged households move into poorly resourced neighbourhoods. 相似文献

This article presents two cases of listed real estate companies that operate in the Ruhr metropolitan region of Germany. The first is Immeo Wohnen, a subsidiary of the French real estate investment trust (REIT) Foncière des Régions that was previously owned by a US hedge fund. The second is Vonovia, Germany's largest real estate company, originally a subsidiary of a British private equity firm. Both examples embody what we call the shift from financialisation 1.0 to financialisation 2.0, i.e. the transition from pure speculation to long‐term investment. We show that long‐term investment strategies are used by REITs and listed funds in order to release housing into the privatised mainstream of capital accumulation. With the advent of the financialisation of rental housing 2.0, the long‐term investment focus of these funds paradoxically enables a short‐term investment focus by buying and selling shares in these funds on the stock exchange. 相似文献

近年来公共租赁住房政策成效显著,住房困难人群安居问题得到明显改善,其乐业与否也逐步受到关注。本文以重庆市主城区为例,选取网络公示配租数据,探讨2015—2020年公租房配租居民就业空间分布以及职住分离演变特征。研究发现:①公租房居民就业少量分散于地铁站点以及公租房小区附近,多数居民就业分布在内外以内,呈中心大集聚、边缘小分散态势。②2015—2020年就业集聚于内环以内的态势未发生改变,局部变化受到了城市发展布局与配租数量的影响。③公租房居民通勤平均直线距离在14—17 km之间,距离经历小幅下降后持续上涨,居民内部分化明显,部分人群距离超过30 km,面临愈趋严重的职住分离问题。④居民职住分离程度在个体和社区层面上具有差异性,区位条件好的公租房小区居民职住分离程度较低,男性和收入较高的居民分离程度更高。 相似文献

Homeowners who make their homes their primary residence have resisted the entry of rentals into their neighborhoods and cities. Possible reasons underlying this resistance are that rentals reduce the property values, increase the property tax burdens, and raise the price of public services for these homeowners. We relate the market values of single-family homes occupied by permanent homeowners, the effective property tax rate of these homeowners, and the tax price they pay for public services to shifts in their city's housing units toward a variety of different types of rentals and second homes. Our analysis is based on large panels of Florida homes containing hundreds of thousands and millions of observations. Our results show that increases in the share of a city's housing units used as rentals or second homes reduce the home values, increase the property tax burdens, and raise the public services prices of homeowners who permanently reside in single-family homes. Impacts vary in magnitude among single-family, condominium, and mobile homes used as rentals and second homes. Estimated impacts are the strongest for share increases in single-family rentals and second homes. 相似文献

This paper explores the increasingly important role of ‘social mix’ in the management practices of the NSW Department of Housing. Social mix is a policy response to the many perceived social, cultural and economic problems related to the concentration of public tenants within larger housing estates. Social mix involves the integration and assimilation of public housing tenants into areas dominated by private home ownership and private rental. Such policies are based upon the belief that social mix has the ability to alter many of these problems simply through the presence of a ‘community’. However, this paper questions the normative construction of homeowners as possessing a ‘community’ which, by implication, will be passed on to public tenants. Through an in‐depth case‐study, it is shown that ‘community’, as constructed by social mix policy rhetoric, may in fact further disadvantage public tenants through processes of othering, stigmatisation and oppression, which operate outside these traditional understandings of community. In addition, this research shows that, rather than increased community integration, it is the physical function of neighbourhood and its direct role in service provision which is the most advantageous constituent of social mix for public housing tenants. 相似文献

The successful integration of immigrants into a new society is based on their attainment of several basic needs, including access to adequate, suitable and affordable housing. While this has long been a concern in Canadian cities, such as Vancouver, Toronto, and Montréal, it is also increasingly an issue in growing mid-sized cities such as Kelowna, in the interior of British Columbia. While Kelowna's real estate market is one of the most expensive in the country, there is little published data or literature on the housing experiences of immigrants in the city. This study examines the housing experiences and stresses of a small group of immigrants in Kelowna's rental housing market. This study uses data from five focus groups with 34 new immigrants and 20 interviews with key informants, conducted in Kelowna in summer 2008. The evidence indicates that for this group of immigrant newcomers, the housing search process in Kelowna's rental housing market met with significant barriers in locating affordable rental housing. Of these barriers, the most commonly cited were: (a) high housing costs; (b) lack of reliable housing information, including lack of access to organizations that provide housing help (government or not); and (c) prejudice by landlords based on the immigrants' ethnic and racial background.
This study points to the need for more comparative studies on the housing experiences of immigrants in mid-sized cities in Canada to better understand which groups of immigrants are more successful than others in finding affordable housing in these mid-sized cities, and why. 相似文献

The increased volume of international migration is producing a substantial number of multicultural cities with residents drawn from a large number of different birthplaces. Models developed a few decades ago of the intra‐urban social geography of where these migrants live suggested that they were initially concentrated in particular parts of the metropolitan area, reflecting their limited ability to compete in their host societies’ labour and housing markets; later economic integration led to spatial spread and assimilation. This paper evaluates whether that is the case in the context of the ‘new ethnicity’ stimulated by the increased volume of international migration, using Sydney as its case study; almost one‐third of its population of over 3 million was born outside Australia. Analyses of the 94 largest birthplace groups identified by the 1996 Census show that recency of arrival, facility with the English language, educational qualifications and low incomes were all associated with a group’s residential segregation within Sydney – with the major residuals reflecting cultural differences between the groups. 相似文献

随着“租购并举”住房制度的确立,如何满足流动人口租房需求成为实现新型城镇化的关键。基于金额、压力、意愿、差距四项指标从不同维度评价流动人口租房消费水平,运用GIS空间统计工具考察其在全国283个城市间的空间格局,通过多层线性模型从城市和个体两个层面识别流动人口租房消费水平影响因素。研究发现:我国流动人口租房消费水平整体偏低,金额少、压力轻、意愿低、与城市租房市场差距大,城市间分布呈现显著空间分异,综合水平高的城市集聚于苏鲁豫皖交界地区,综合水平低的城市集聚于东南沿海大城市带;流动人口租房消费主要受流动距离、落户意愿、社会融合程度等个体属性影响,流入城市在人口结构、公共服务、住房成本等方面的特征通过改变购房意愿和能力而影响个体属性对租房消费水平的作用;优越的公共服务和外来者友好的社会氛围使有购房意愿的流动人口节省租房开支;高房价使有落户意愿、社会融合程度高的流动人口将消费重心转向租房,使跨省流动人口在租房消费上更趋保守谨慎。 相似文献

城市公租房社区生活空间质量研究——以西安市为例 总被引:1,自引:0,他引:1
以城市社会生活空间质量观理念为研究框架,运用核密度、缓冲区分析等方法从社区物质环境以及居民对社区感知两个维度对城市公租房社区的生活空间质量进行评价。研究发现:西安市公租房社区空间布局较为偏远,集聚特征明显;除教育资源外,医院、商业以及游憩等资源均处于低可获性状态;社区居民对公租房社区房屋面积、房屋质量、物业管理、社区绿化等方面满意度较低,社区归属感及长期居住意愿不强。西安市公租房社区在社区资源可获性方面存在一定的空间剥夺现象,社区整体生活空间质量水平不高。 相似文献

基于北京市六环内住房租赁样本的交易数据,本文以北京地铁为例,采用空间回归模型实证探讨轨道交通对合租和整租这两种不同方式下的住房租赁价格的影响。结果表明:①基于轨道交通的就业可达性对于租赁价格会产生显著的增值效应,租客愿意为就业可达性较好的住房支付溢价租金。②地铁站点密度对整租的租赁价格具有正向影响,对合租无显著影响,而地铁换乘线路变量未对租赁价格产生显著影响。③轨道交通对合租和整租住房租赁价格的影响随着距离增加呈现差异化的演变规律。合租方式的租赁价格的影响随着实际路网距离的增加呈现单调递减,距站点500m范围内影响最大;而整租方式呈现倒“U”形变化,在500-1500m范围内增值效应最大。针对研究结果,建议政府加大租赁住房供给的同时要充分考虑轨道交通要素,精准施策以实现公共资源的空间高效配置。 相似文献

本研究以广州大学城南亭村为例,从新制度经济学视角解释\"学生化\"社区的房屋租赁现象,以期填补国内对\"学生化\"社区房屋租赁现象的制度环境及其形成机制的研究不足。通过实地调研发现,由于城乡二元体制和城中村过度依赖村集体组织的管理模式,各级政府的正式制度安排没有得到充分的落实,正式制度的约束作用不显著。在与正式制度磨合的过程中,基于交易成本的考虑,对不同的正式制度,村民和房东采取了不同的应对策略,有接受、变通、规避、创新,促成了一些非正式制度,部分非正式制度与正式制度相违背。值得注意的是,正是这些非正式制度成为南亭村房屋租赁市场发展的保障与动力,维护着相关利益主体的利益。 相似文献

Traditionally, public space has been perceived as an integral part of fully functioning liberal democracy. Yet much research argues that public space is in decline due to regimes of neoliberal governance paralleled with a growth in quasi-public spaces such as shopping malls, casinos and gated communities. It is argued that these new spatial forms posit a commercialised, sanitised and ultimately exclusionary urban form in place of more egalitarian, engaging and ultimately democratic public spaces. Increasingly, however, urban research has questioned the veracity of the claims made about the nature of traditional public space as well as investigating the marginal and contingent nature of publicness as constituted by and enacted in a variety of places. Drawing on Foucault's concept of heterotopic space, this paper reports on a qualitative study based on focus group interviews conducted with users of a suburban shopping mall in Sydney's southwest. The research uncovers both a more complex and less overtly deterministic publicness than has previously been identified in such spaces. From these findings the paper argues for a conception of publicity which moves beyond the zero-sum game approach endemic in much work in this area to one which analyses the qualitative effect quasi-public spaces are having on the nature of publicness in the Australian context. The paper concludes by arguing that a rethinking of publicness allows room for the emergence of a more progressive public ethic. 相似文献

Abstract: This paper responds to recent debates in human geography about ideal‐type versus contingent neoliberalism, or what Gibson‐Graham conceptualises as “strong” vs “weak” theory, by offering some reflections from an in‐depth study of the private finance initiative (PFI) in England. It first introduces the history and purpose of the PFI as the Labour government's flagship public–private partnership (PPP) approach to public infrastructure modernisation. It then critically analyses its use in inner‐city regeneration through a case study of a PFI housing scheme in the northern English city of Leeds. The paper argues that, when seen through the lens of “strong theory”, a PFI appears to be a consciously designed “neoliberal straitjacket” intended to lock‐in gentrification‐based regeneration at the neighbourhood level, guarantee long‐term profits to (finance) capital, and create powerful privatising and marketising pressures across the local public sphere. However, it is equally possible to construct a preliminary “weak theory” of the PFI that unhides its inherent contradictions and shows how everyday activism by local community actors can successfully influence and contest how neoliberalism is rolled out on the ground. 相似文献

Abstract Lawrence J. Vale tells us that “grand symbolic state buildings need to be understood in terms of the political and cultural contexts that helped to bring them into being,” 1 and that these buildings can help us understand our national identity. But all buildings are part of a broader political and cultural context. Even unimpressive state-funded buildings express meaning about the politics, power, and priorities of a nation. Because these buildings are not purposefully symbolic, their symbolism has the potential to provide a less contrived—though perhaps less appealing—portrayal of the nation in which they are built. Public housing provides an example of this idea. Public housing in the United States is latent with negative meanings that are reinforced and perpetuated by its architecture, siting, and design. This article examines three historical and iconic public housing communities and analyzes the meanings of these spaces through Goodman's four frames of reference—denotation, exemplification, metaphorical expression, and mediated reference—to determine what these spaces, as architecture, say about the American national identity and our relationship with public housing. 相似文献

This paper examines the ways in which international historical archaeologists have explored the recent past, in an effort to inform and contribute to contemporary debates about social identity and social inclusion. It is argued that the archaeology of the mundane and everyday can contribute to contemporary culture by creating a sense of community and developing social cohesion. Emphasis is placed upon the archaeology of the recent urban past and case studies are presented from New York, Sydney and Cape Town. The paper concludes that the study of the materiality of urban social life offers a powerful research tool for social scientists, and that archaeologists and heritage interpreters should make greater use of this form of evidence within the context of early 21st‐century urban regeneration schemes in the UK. 相似文献

During the past 15 years metropolitan planning strategies of the NSW state government have done little to address the spatial distribution of either employment or labour market equity within the metropolis. In the fast‐growing outer western suburbs, the government has focused on attracting business investment to increase the stock of local jobs and to improve employment ‘self‐sufficiency’— a dominantly neoliberal policy framework. This paper explores a widening gulf between the reality of outer urban change and this policy framework by considering changes in the location of jobs and in the employment experiences of residents in Greater Western Sydney (GWS). Evidence is drawn from census journey‐to‐work data (1991–2001). While holding a majority of manufacturing jobs in Sydney, GWS also experienced continued growth of jobs in service industries during the 1990s. Yet the relative importance of employment in the city's fast‐growth finance and business services sector still lags well behind that of inner and northern parts of the city. The focus on growing the regional stock of jobs has not addressed problems of labour market access faced by residents of particular localities and the goal of employment self‐sufficiency has not delivered greater equity to outer suburban labour markets. A focus on sufficiency of access to employment for residents of GWS draws attention not only to regional stocks of jobs but also to the provision of social infrastructure and state‐provided services to outer suburban populations as they continue to expand. 相似文献
