This paper explores the increasingly important role of ‘social mix’ in the management practices of the NSW Department of Housing. Social mix is a policy response to the many perceived social, cultural and economic problems related to the concentration of public tenants within larger housing estates. Social mix involves the integration and assimilation of public housing tenants into areas dominated by private home ownership and private rental. Such policies are based upon the belief that social mix has the ability to alter many of these problems simply through the presence of a ‘community’. However, this paper questions the normative construction of homeowners as possessing a ‘community’ which, by implication, will be passed on to public tenants. Through an in‐depth case‐study, it is shown that ‘community’, as constructed by social mix policy rhetoric, may in fact further disadvantage public tenants through processes of othering, stigmatisation and oppression, which operate outside these traditional understandings of community. In addition, this research shows that, rather than increased community integration, it is the physical function of neighbourhood and its direct role in service provision which is the most advantageous constituent of social mix for public housing tenants.  相似文献

Provision of public services by state governments rather than municipalities is considered an important urban governance factor preventing deeper levels of socio‐spatial inequality in Australian cities. The paper examines the spatial patterns of investment by the New South Wales state government in a wide range of services and infrastructure in metropolitan Sydney over 28 budget years from 1988/89 to 2015/16. We examined the relationship between volume and type of investment in infrastructure and services, and considered a local area's socioeconomic characteristics, distance from the central business district, and designation as a strategic site in metropolitan plans. Despite an overall redistributive approach favouring relatively disadvantaged areas, the most disadvantaged suburbs in metropolitan Sydney had significantly lower levels of investment. When funding was directed to the most disadvantaged suburbs, it was often in the form of new social housing development, reinforcing both the concentration of poverty and disadvantage in resource access. The findings suggest that this is a case of under‐investment by the state government in areas already populated by disadvantaged communities rather than a market‐driven process whereby disadvantaged households move into poorly resourced neighbourhoods.  相似文献

利用广州市人口普查街道(部分居委会)数据总结1990-2000年外来人口居住隔离的时空特征:隔离程度呈增加趋势,核心和外围区隔离程度及变化差异大,散点状为主的空间模式,并呈现异质性和非稳定性的社会特征。通过典型社区问卷访谈,对比外来人口与户籍低收入人口,建构影响因素的逻辑回归(Logistic regression)模型,显示户籍的属地差别是产生隔离的根本原因,与户籍属地管理相关的劳动力市场分割和住房政策共同构成了排斥的制度环境,限制了外来人口的住房选择,把其推向低端私人租房市场。在有限的居住选择下,交通和经济等个体择居要素影响了隔离空间的分布和社会特征,以城中村为代表低端私人租房来源的布局特征决定并固化了隔离空间的分布模式。  相似文献

Publicly financed Stadia, as manifest in numerous North American metropolitan cities, have always been at the centre of public debate and widely covered by the media. At one end of the debate adherents of such investments urge that stadia are an economic as well as a social catalyst in reviving a city, and at the same time have the capability to market and promote the image of a city. However, the cynics claim that this economic promise is a mere canard, or myth, and places an enormous financial and social burden on public expenditure. They are projects that are politically driven and motivated, and despite being financed by the public, are more oriented to the private sector. In my view, stadia on the whole are ineffective in fostering direct economic spin-off effects, but from a socio-cultural perspective are a key factor in producing significant intangible benefits, while enhancing the status of a city. The purpose of this article is to probe and delve into this debate and attempt to relate the broad theories to the issues revolving around BC Place Stadium in Vancouver. In conclusion a number of possible solutions and recommendations will be addressed to try to bridge the gap between proponents and critics.  相似文献

Ownership of an apartment is fast becoming something that most Muscovites will have in common. The privatization of the housing stock has resulted in a highly speculative housing market, and the buying and selling of apartments is slowly altering the social geography of Moscow. The construction of Western-style housing catering to the newly wealthy, while still very limited, is nonetheless symbolic of the changes under way. Control over property, that is, land and buildings, is a highly contentious political issue in Russia. Land represents wealth, and in Moscow there is strong political resistance to allowing private ownership of it. The US economic recovery of the 1990s accelerated amidst privatization, selective devolution and the reinvention of the public sector itself. Simultaneously, mortgage finance and assisted housing policy were recast in terms of market processes, individual responsibility and private home-ownership, even as gentrification enjoyed a dramatic resurgence. The intersection of these seemingly unrelated processes signifies an important transformation of the American inner city. Nowhere are these connections more explicit than in Chicago, where newly devolved and flexible policy infrastructures are built on the ashes of prominent experiments of previous generations. In this paper we use Chicago as a context to explore the linkages between reinvestment, housing finance and the reinvention of assisted housing. We analyse local and federal developments in assisted housing policy and develop a multivariate analysis of mortgage loans in Chicago's neighbourhoods during the 1990s expansion. New constructions of scale in assisted housing, exemplifed by Chicago's Lake Parc Place and the federal HOPE VI programme, constitute a centripetal devolution mediated by the relationship between public policy and local private market forces. National changes in housing finance have altered historical processes of redlining, disinvestment, and gentrification. Mortgage capital, traditionally responsible for the creation or exacerbation of rent gaps, now lubricates the flow of capital into the gentrifying frontier of the inner city. The intensified market discipline of housing policy, based partly on theories incubated in Chicago, suggests a new regime of neighbourhood change in the American inner city.  相似文献

Abstract

The opening words of the 1999 report of the government's Social Exclusion Unit, Bringing Britain Together announced that it met its remit to report to the Prime Minister on how to: ‘develop integrated and sustainable approaches to the problems of the worst housing estates, including crime, drugs, unemployment, community breakdown, and bad schools etc.’ In other words the Social Exclusion Unit was instructed to take a problem-solving approach to the issue. This approach meant that the development of an inclusive society would be understood implicitly in terms of dealing with those areas that are perceived as problems. This seems to suggest that social exclusion ‘just happens’ to people who ‘suffer from’ a collection of problems. The agent or agents of this exclusion are rendered invisible by the very linguistic structure of the definition. This paper argues that it is vital to envisage the agents and victims of exclusion and to describe it in terms of the relationship of face to face. A critique drawing upon the insights of Emmanuel Levinas would refuse to allow us to reduce the otherness of the socially excluded to a project defined in the terms of those who exercise power in social relations. Nor would it allow a definition of social exclusion in terms of it being either ‘their’ problem or the consequence of some impersonal force. A theological critique might lead us to argue that the whole project of problem solving when applied to persons is in and of itself highly suspect. Thus the paper concludes by considering what shape might develop from the bringing of insights from philosophical and theological discourses to this perception of social exclusion. It seeks to argue for a radical passivity before the face of the Other (that is in this case those who live in urban housing estates) arguing that those who engage with social exclusion, the ‘name’ that has been given to this face, are first summoned by the Other to a relationship of total responsibility which rejects the reductionist project of the controlling ‘I’.  相似文献

Gated communities are residential developments where access is restricted and public spaces are privatized. They have potential impacts on their surrounding neighbourhoods such as threatening safety, restricting access, and perpetuating social inequality. Although there is an academic and public policy debate in the US, there has been little attention focused on gated communities in Britain. This article looks at how the British planning system deals with this issue by comparing development control of gated communities in two boroughs of London. The conclusion is that the planning system does not adequately consider the impacts of gated communities and specific policies are needed.  相似文献

In the past 5 years, several scientific articles have been written on the theme of social cohesion in urban neighbourhoods. In most cases this literature focuses on the loss of social cohesion in these areas. In addition, many problems, such as a declining quality of life, physical deterioration, and social isolation have been related to a lack of social cohesion. Another set of articles has increased our knowledge on urban governance. While this work adds considerably to our general understanding of the changing role of the organization of urban social policy and its effects on neighbourhoods, there has been little attempt to date to analyse how policy-makers experience this relationship. This experience is crucial, because it is the basis of policy practice and action. The first aim here is therefore to analyse to what extent policy-makers experience an effect of participation on social cohesion, although the number of participants is relatively low. The empirical findings show that policy-makers do experience a positive effect of participation on the various dimensions of social cohesion. The second aim of the paper is to explain the level of participation by evaluating the governance process. The analyses indicate that the policy-makers face challenges related to the diversity of the population in the participation process, as well as reconciling different needs within decision-making processes.  相似文献

Recent studies on urban poverty in Canadian cities suggest a growing spatial concentration of poor populations within metropolitan regions. This article assesses trends in the intra‐urban distribution of the poor population from 1986 to 2006 in eight of Canada's largest cities. We consider five well‐known dimensions of segregation, as identified by Massey and Denton (1988) , in order to examine changes in the spatial distribution of poor populations within metropolitan areas: evenness, exposure, concentration, clustering, and centralization. These indices were calculated for low‐income populations at the census tract level using data from five Canadian censuses. Although each metropolitan area has distinctive characteristics, we were able to identify some general trends. The results suggest that, in 2006 compared to 1986, low‐income populations lived in more spatially concentrated areas, which were, at the same time, socioeconomically more homogeneous and more dispersed throughout the metropolitan area. In addition, we observed that over the last twenty years areas of poverty have been located, for the most part, in neighbourhoods adjacent to downtown cores. Nevertheless, we found that poverty has mostly increased in suburban areas located outside inner‐city neighbourhoods. Growing socioeconomic homogeneity and dispersion of low income areas in metropolitan areas reveal new spatial patterns of urban poverty distribution. These findings should be cause for concern as social isolation in the most disadvantaged neighbourhoods could affect the life chances and opportunities for the residents of those areas.  相似文献

Canadian policymakers promote walking to meet several goals related to transportation demand management, public health, and economic welfare. However, unequal pedestrian outcomes stubbornly persist across Canadian society. Recent debates at the intersection of social inclusion and transportation policy underscore the responsibility of stakeholders to address such inequalities and promote social engagement among excluded groups in planning procedures and their outcomes. Pedestrian plans are rare opportunities to strategize across the disparate stakeholders impacting walkable spaces—private developers, transit, parks and recreation—yet the social inclusion measures of pedestrian plans remain understudied in Canada and elsewhere. We examine pedestrian plans from 27 municipalities across the country using a social inclusion framework with participation and policy criteria. Results include that Canadian pedestrian plans fall short in promoting social inclusion with infrequent opportunities for collaborative contributions by the public; lacklustre outreach to socially‐excluded stakeholder representatives; and oversight of socioeconomic groups among accountable policies. We discuss recommendations to augment social inclusion in plan development such that socially‐excluded groups can more substantially benefit from accessible and safe walkable spaces conducive to personal well‐being and engagement with society.  相似文献

空间已成为社会排斥研究的重要维度。本文通过梳理国内外相关文献,重点对空间隔离与社会排斥的内在逻辑及其重点研究领域进行阐述。总体上,社会排斥研究的空间维度聚焦于资源和机会的非均衡配置及流动性障碍导致的边缘化过程。具体来讲,从邻里结构性特征中辨识潜在的被排斥主体,强调了社会排斥产生的物质基础;厘清不同尺度、不同空间类型下空间隔离与社会排斥相互作用机制,为消除空间隔离产生的社会排斥障碍提供实践基础。基于社会融合发展目标,提出融贯社会空间隔离到社会空间融合的分析框架,为建构多尺度社会融合路径提供理论支持。  相似文献

In light of ongoing shrinkage processes affecting a number of cities and regions in Europe and around the world, the planning literature has suggested a need for new planning concepts and strategies, or even a new planning paradigm. This paper aims to contribute to the debate by investigating the adaptation of the process of urban regeneration to shrinkage. Urban regeneration is a common policy in cities facing population and economic decline. However, particularly for inner-city neighbourhoods, it has not been sufficiently documented how urban regeneration responds to challenges related to shrinkage. Looking first at the evolving national policy framework and then at two local case studies, this paper identifies conditions leading to the emergence of new practices of urban regeneration in inner-city neighbourhoods in Eastern Germany. These practices are characterized by the moderate usage of public subsidies combined with ‘soft’ measures like cooperation with individual property owners and potential investors as well as place marketing.  相似文献

In the mid-1980s, fiscal incentives were introduced to encourage the construction and refurbishment of residential developments in declining inner-city districts in Ireland. These were abolished in 2006 but, during the intervening period, their focus was extended to include: large towns, small towns and a large rural region. Concurrently, the context for their implementation changed as an economic boom replaced prolonged economic stagnation. This article examines the changing design of these incentives, their outputs and their intended and unintended impacts. It argues that, initially they were successful in drawing development into declining neighbourhoods, but the extension of their lifespan and spatial focus created negative perverse impacts and deadweight costs for the exchequer. Thus it concludes that this regeneration strategy is useful for animating development in brownfield sites, where there is demand for housing but also barriers to its development. If applied to rural areas where housing demand is weaker, they can generate excess supply and limited benefits for public investment.  相似文献

混合住房社区内的社会分异是城市社会分异的新形式,是城市地理学者面临的新研究议题,也是在促进社会融合过程中亟待解决的问题。以居住区分异为核心的研究范式平均化了“邻里效应”,无法揭示同一居住区内部的社会分异。居民时空间行为研究为揭示社区内部的社会分异提供了理论和方法支撑。本文首先回顾混合住房社区政策的起源、发展及学术界关于居住混合与社会融合关系的争议,然后对目前国内外关于混合住房社区的研究进行综述,接着讨论了从时空间行为视角透视社会分异问题的有效性,并基于已有研究进展构建了基于居民时空间行为的混合住房社区社会分异的研究框架,以期为混合住房社区政策制定和城市社区管理提供参考。  相似文献

1992年之后,我国明确了建立社会主义市场经济体制的目标,城镇住房制度改革取得了实质性突破,城镇居民居住消费发生了深刻变化。居民购房公平自由,私有住房的比重急剧攀升,住房设施日益完善,居住环境不断优化,居住开支迅猛增长,城镇居民居住水平获得了前所未有的提高。然而受不正确的思想观念的影响,在居民居住消费过程中,一些诸如住宅私有率过高、住宅面积过大、一房伴终身等严重脱离实际需要和基本国情的问题日益突出。  相似文献

Japan has experienced a particularly sharp decline in marriage in recent decades and a subsequent increase in ‘never-marrieds’ and single-person households. Social fragmentation has been associated with prolonged economic instability and neoliberalization that has restructured employment, housing and policy contexts. A particular social concern has been the difficulties facing those who do not follow conventional married life-courses. While marriage has been important to progress up a housing ladder and property asset ownership, singledom constrains housing choices and shapes very different life-chances over the life-course. This is especially true for single women who are disadvantaged in both housing and labour markets. This article examines the ongoing restructuring of housing opportunities that are helping reshape gender differences and experiences, as well as the new housing careers being followed by the growing number of urban single women in Japan. Based on interviews with female singles in metropolitan Tokyo, as well as secondary data from national surveys, the article considers how housing opportunities and choices are being renegotiated in regard to changing expectations of marriage, life-courses and home. We also reflect upon relationships between housing choices, social policy, single life-courses and processes of individualization.  相似文献
