The under-appreciated role of the press as a tool of public diplomacy was rooted in its origins as a Qajar state project in the nineteenth century, but also cultivated by a shared impulse of Iranian journalists and statesmen to represent Iran effectively in the court of world opinion. Moreover, foreign governments often reacted to the Iranian press generally, not just the official newspapers and not just newspapers produced in Iran, as a forum though which to advance or protect their interests in Iran. The Pahlavi state integrated the press as part of a larger state-run mass communication policy in the 1930s that would eventually include new technologies such as radio, and retained public diplomacy as an essential purpose of the media. This study draws upon archival material, press accounts, and memoirs.  相似文献

Abstract

The female body has been in the foreground of nation-building in Iran especially since the 1930s projects of modernization, when unveiling women and adaptation to Western clothing became a crucial factor of bolstering modern Iranian national identity as opposed to a religion-based national identity. After the 1979 Revolution, the Islamic dress code became compulsory and female imagery depicting modesty and piety became a source of national identity. Although the representation of women's bodies in nationalist discourses has been subject of different studies, women's representation in official online outlets is still understudied. This article discusses how women's bodily appearance and representation in official online outlets feed into the nationalist discourses in Iran. Three key cases between 2014 and 2017 are addressed: (i) actress Leila Hatami kissing a man at the 2014 Cannes Film Festival; (ii) the public debate on women's entrance to sports stadiums in 2014–2015; (iii) the public revelation of actress Taraneh Alidoosti's tattooed forearm in 2016. Data were collected from multiple Iranian official online platforms and a critical discourse analysis was undertaken to analyse different forms of discursive articulation regarding women's bodies and national identity. Drawing on feminist literature inspired by the Foucauldian concept of biopolitics, the article discusses the ways in which women's bodies are discursively constructed to illustrate a uniform Islamic nationalistic discourse.  相似文献

Two sets of power relationships have emerged in the political system of the Islamic Republic of Iran: official, institutional relationships outlined in the Constitution, and unofficial, informal ones existing between and within groups and clusters of powerful individuals and institutions. The juxtaposition of informal factional alliances with the formal institutions of power has resulted in the development of a precarious balance within the state, as 'hardliners' and 'softliners' vie for greater influence and the adoption of their agendas as official state policy. The ensuing results have been two-fold. On the one hand, the emergence of multiple centers of power has enhanced the extent and reach of the state in relation to various social strata, thus bestowing it with considerable durability and staying power. On the other hand, the existence of multiple official and unofficial venues for competition has sharpened the tenor and substance of factional rivalries. For the most part, each of the factions has so far been able to balance out the influence and agendas of the other. At the same time, however, since the 'softliners' by and large advocate greater political liberalization, these very factional rivalries have had some modest consequences in opening up the Iranian polity. Ultimately, the pace and direction of political liberalization in Iran will depend on the outcome of the ongoing rivalry that is currently being played out within official state institutions and unofficial power-cliques.  相似文献

This paper examines the activities of a group of heritage enthusiasts in Iran. Grass roots heritage activism is a relatively recent phenomenon that appeared in Iran since the late 1990s. They are increasingly operating collectively as cultural or heritage NGOs. They have diverse socio-economic origins and political views. However, as this paper argues, they share a common ground in their activities; one that maintains an ambivalent and critical relationship with the state and official definitions of heritage and identity. Referring to interview and other data collected during fieldwork in Iran, this paper traces and analyses the contours of that common ground and argues that there is a nascent heritage movement in the country. The impact and contribution of these emerging and self-reflective heritage movements to Iranian identity, which is reflected in their embracing of diversity and the notion of historical continuity, reveal the dynamism and complexity of the cultural and political landscape of contemporary Iranian society. They also reveal the importance of generating further scholarship in the field of Iranian cultural heritage. In conceptualising the characteristics of a nascent heritage movement in Iran, the paper makes a new contribution to the approach of existing scholarship in the broader field of heritage studies.  相似文献

Since the late 1980s, Iran has pursued a policy of attracting foreign investment and fostering regional trade by granting favored status to the so-called “Free Trade-Industrial Zones” (FTZs) and “Special Economic Zones” (SEZs). To date six FTZs and sixteen SEZs have been set up throughout Iran. The FTZs are strategically positioned for their potential international links and have their eyes on markets beyond Iran, and the SEZs for their value in serving main industries and for improving the country's distribution system and supply network. This paper examines the experience of these zones in Iran in the context of Iran's contradictory and ambivalent approach to international economic integration in general. It is shown that liberal policies pursued in the free zones have been in marked contrast to the approach in the mainland, which has been generally inward-looking in much of the post-revolutionary period. We examine first the rise of free zones as a global phenomenon followed by an overview of Iran's zones and their characteristics. It is argued that serving mainly as “back doors” to the international economy, Iran's free zones have stalled mainly because their promotion has been decoupled from, if not at odds with, official attitudes to the international economy at large. As a result, the zones' ability to attract investment has been limited by both adverse external perceptions of Iran as an investment destination and internal complexities discouraging such investment.  相似文献

Existing histories of public health in Iran often center on elite or urban narratives. This paper shifts the focus to Iran’s villages by examining the twentieth century public health history of rural northern Khuzestan. It argues that Khuzestani villagers desired, rather than resisted, modern medical services. However, vertical decision-making and the prioritization given by public health planners to economic concerns over social well-being led to the uneven distribution of services and failure to fulfill the expectations of Khuzestan’s villagers. This paper uses memoirs, official reports, correspondence, and other records from the Development & Resources Corporation, along with reports from Iran’s Ministry of Education and Ministry of Health, to bring a richer picture of Iranian villagers’ twentieth century history into focus.  相似文献

The establishment of Jami‘at al-Zahra, the first official female seminary in post-revolutionary Iran, opened new possibilities for women to enter the male-dominated clerical hierarchy. The rapid growth of female seminaries increased the presence of seminary-educated women in the official religious sphere. However, as opposed to the male seminaries whose dominant role is to train mojtaheds who can issue a competent legal opinion, the primary role of female seminaries is to train educators and propagandists. Drawing on interviews, documents issued by seminaries and secondary sources, this paper concludes that in spite of the rapid growth of female seminaries, very few women reach the rank of a mojtahed, and thus, in no way weaken the male-centric seminary system in contemporary Iran.  相似文献

This paper examines the politics of rural water governance in China through a governmentality lens and village water intervention case. The China Rural Drinking Water Safety Project (RDWSP) was an attempt to control water, while also serving as a tool of power to impel the rural population towards national development goals. The authors analyzed official documents and conducted interviews in a village in Shandong Province to investigate the RDWSP's rationale and practices, as well as how water access and management were negotiated by rural water users. The paper argues that (1) confronted with a decline in local governance capacity and in an effort to rectify the mistakes of the supply-driven, technocratic paradigm, the RDWSP attempted to integrate social, environmental and economic concerns but did not achieve that goal; (2) the decline in local governance capacity and people's pragmatic everyday strategies contributed to an individualized approach to solving water problems, reflected in people's disengagement from the government project and local participation, an effect that may sustain people's marginalization and exclusion from good-quality water access and management. Using the Chinese water project as an example, the paper contributes to the debate on state-induced water control versus civil society “counter-conduct” formed by daily interactions. Furthermore, it enriches the study of politics in general by presenting the state as a site of contested institutionalization and ongoing negotiations, confronted by everyday narratives and encounters with marginalized citizens that go far beyond and are far more complex than overt resistance or covert weapons of the weak.  相似文献

This article examines the American Presbyterian education project in Iran from the early nineteenth century to 1940. While most literature on the subject concerns Iranian state-missionary relations and Presbyterian boys' schools in Iran, this article seeks to address the interactions between American Presbyterians, the Iranian state, and students and families of Iranian girls' schools. A study of the Presbyterians' flagship girls' school in Iran Bethel/Nurbakhsh and its sixty-six-year history reveals missionary intentions, tactics, and accomplishments, as well as the adaptations and accommodations pressed upon them by the Iranians they served. Despite the school's promotion of modern American norms and Christian teachings, the young graduates of Iran Bethel/Nurbakhsh developed a strong sense of loyalty to both Iran and Islam, thus turning an evangelist mission into an important feature of the construction of Iranian nationalism and modernity.  相似文献

Abstract

When seizing control of the US embassy In Tehran in November 1979 during the Iranian revolution, militant students not only took sixty-one US citizens hostage, but also captured thousands of pages of official documents. During the 1980s, they published seventy-seven volumes of selections in order to prove to the world that the United States had colluded with the Pahlavi regime, and to discredit Iranian moderates by revealing their former ties to US officials. In keeping with the militants' perception of the embassy's role in Iran's domestic politics, they entitled the publications Documents from the US Espionage Den (Asnad-i Lanah-yi Jasusi).1 Surprisingly, among the papers published is one by Harvard University anthropologist Michael M. J. Fischer entitled ‘Religion and Progress in Iran’, apparently written for a state department colloquium on Iran held on 25 May 1979. In the introduction, Fischer characterizes the Islamic Republic as a ‘challenge to modernization theory’: ‘Iran has been a major test case for modernization theory throughout the 1960s and 1970s. It was the case where the constraint of capital was theoretically removed, and therefore the case where transformation from the third world into the first world was expected to be most feasible.’2  相似文献

In spite of the fact that state tax collection systems in less-developed countries generally are characterized by high levels of tax evasion and official corruption, little experimentation with privatized tax collection has occurred in these countries. This is due in part to: (1) The fact that the literature on privatization has not focused on tax collection, and (2) the existence of prevalent misconceptions regarding the effects of privatized tax collection in earlier periods. This paper uses agency theory and privatization research to discover the conditions under which privatized tax collection may be an efficient alternative to state tax collection, and to show that these conditions are present in many less-developed countries.  相似文献

Iran is the largest economy that is not currently included in the World Trade Organization (WTO). This paper addresses why Iran has not yet joined the WTO and whether it is ready to join. Iran's interaction with the General Agreement on Tariffs and Trade (GATT) in 1948 marks the beginning of the relationship between Iran and the WTO. To determine why Iran has not yet entered the WTO, the role and penetration of powerful members of the WTO and Iran's economic position are examined. To determine whether Iran is ready to join the WTO, literature is reviewed concerning the effects of joining for the five most-affected major industries in Iran. The major disadvantages of joining the WTO are described as short-term effects, and the advantages of joining are described as long-term goals. Currently, no clear scheme has been offered to handle the negative effects on the Iranian economy. As the major player, the Iranian government could achieve the long-term goals with a realistic and well-planned strategy or miss the mark through its inattention to the critical economic effects.  相似文献

Political satire has had a prominent part to play in the social and political sphere of journalism in Iran since the appearance of an independent press in the country at the beginning of the twentieth century. This paper examines the problems of political satire in the Iranian press during the 2000s with respect to their historical context during the past century. The paper argues that, addressing the essential relationship between satire and criticism, and the primary role that criticism has in the freedom of press, what happened to political satire and satirists in Iran can be seen as an index of the freedom of the press and journalistic expression for an era.  相似文献

This paper seeks to understand the political economy implications of nicotine addiction in Iran, focusing on the US Office of Foreign Asset Control's granting of Iran operations licenses to American tobacco companies. Presuming that tobacco taxes, levied both as import duties and ad valorem, would financially benefit the Iranian government, the introduction of a highly desired US product to the market would be antithetical to the sanctions regime currently in place. By comparing Iran's tobacco industry, and the attendant public health crisis that has arisen from high rates of nicotine addiction, to conditions in Turkey, it can be demonstrated that Iran is uniquely unable to extract revenues from the sale of tobacco products. The primary point of comparison between Iran and Turkey is smoking-attributable annual productivity losses of each country, as estimated through the use of Smoking-Attributable Mortality, Morbidity and Economic Costs Software (SAMMEC) and the available related literature. According to the calculations derived from the SAMMEC model, Iran is burdened with an astonishing economic cost due to the high prevalence of smokers. It is concluded that an awareness of this condition enables OFAC to award licenses to Big Tobacco without fear of undermining current foreign policy initiatives.  相似文献

ABSTRACT

This paper explores the question of extended urbanization by arguing for the need to overcome dualistic views to properly address the political specificities of urbanization in China. To this end, this paper understands state-territorial relations as a process of étatization by drawing on the particular literature on the role of the party-state in urbanization. Through a brief history of Guangdong, it elaborates on the political modalities of territorialization through China’s administrative rank system. This has enabled the party-state to mediate the production of urban space. From this, I arrive at the concept of “territorially-nested urbanization”, moving beyond limited accounts of hierarchical state powers in Chinese urban studies. Next, from a short periodization of Dongguan’s urbanization, the paper exemplifies how a particular mode of territorialization has evolved into tense relationships between the city and towns in the ongoing dilemma of multi-centered versus concentrated direction of urbanization. Based on insights from in-depth fieldwork, the last part of this paper illustrates the contradictory mobilization of village collectives within extended state power through local government, and the development of villagers’ politics and activism in contested land transformations.  相似文献

Iran is a critical state in international relations because of its natural resources, its strategic location, its controversial conservative Islamic regime and its effect on shifting the balance of power in the Middle East. As a result, Iran is facing pressure from all sides. There are currently four possible future scenarios for Iran: the Iranian regime will remain stable; the Iranian regime will become increasingly unstable; the stability of the Iranian regime depends on international action; the Iranian regime will reform itself from within. It is only by improving its image, that the U.S. can positively affect any of these scenarios. Iran has historically been an essential actor in the international arena because ofits strategic location and its position as a major oil producer; Iran is currently the fourth largest producer of crude oil, the third largest holder of proven oil reserves and the second largest holder of natural gas reserves. Today, Iran remains a critical state, not only because of its strategic location and its abundance of natural resources, but also because of its alleged role as a “state sponsor of terror,” its nuclear program, its human rights abuses, its controversial conservative Islamic regime which is at odds with America, and its effect on shifting the balance of power in the Middle East, especially in light of the U.S. removal of the Taliban and Hussein regimes, two of Iran's biggest threats (Stockman, 2004). It is because of a combination of these factors that the Iranian government is feeling much pressure from all angles. Domestically, the Iranian regime is feeling pressure from the Iranian society as the regime is shifting back from a trend towards liberalism as represented by the Khatami government, towards Ahmadinejad's more conservative and traditional regime. Manifestations of this disapproval were seen in the 2007 municipal elections, in which reformers won the plurality of votes (Not Pro‐Prez or Pro‐Reform, 2006). Internationally, Iran has been accused of being a state sponsor of terror and has been labeled by the American government as a member of the “axis of evil,” and as a violator of human rights. Finally, within the regime itself, Ahmadinejad's confrontational foreign policy has caused a split within the conservative block; dividing the pragmatists who want to engage in trade and resume relations with the West, and those who adhere to a strict interpretation of the Islamic Revolution by welcoming confrontation with the West. Furthermore, tensions exist, not only between the reform minded Majlis and the conservative Council of Guardians, but also between the Majlis and the president, who has recently been criticized for his aggressive foreign policy that is isolating Iran from the world.  相似文献

According to the ‘state‐in‐society’ model developed by Joel Migdal, states cannot be analytically regarded as separate from the societies they govern and have to be viewed in their social contexts. Migdal's model has been well received by scholars discussing governance and, especially, social control, in Melanesia. An anthropological qualification which could be applied to the model is that local elements of state in Melanesia are socially permeable, since their employees are likely to come from the communities they serve. This permeability arguably contributes to a mutually transformative relationship between state institutions and local groups whose praxis is informed by exigencies of kinship and community. Heuristically viewing the colonially planned ‘village court system’ in Papua New Guinea as an element of state in terms of Migdal's model, this paper presents a narrative of the appropriation of a village court into community sociality and individual aspirations for status in an urban settlement in Port Moresby. Ethnographically, it suggests that an application of the state‐in‐society model in the Papua New Guinean context, at least, must allow recognition of the way colonially and neo‐colonially introduced institutions have been appropriated into the praxis of local communities, and thus must preserve a sense of the transformations both of the institutions and the social life of those communities, to be analytically viable.  相似文献

In January 1954, the Iranian émigré poet living in the Soviet Union, Abulqasim Lahuti, was summoned before the Central Committee in Moscow to discuss the publication of a fraudulent Persian-language autobiography that reflected unfavorably on his experiences in the Soviet Union. This autobiography was the result of a 1953 CIA operation in Iran launched by Donald Wilber after he had become convinced that in case of a Soviet takeover Lahuti would be the one most likely put forward as leader. To preempt this threat, the CIA published the counterfeit autobiography. Unlike Mosaddeq and other CIA targets, however, Lahuti’s position as a cultural mediator between the Soviet Union, Soviet Tajikistan, and Iran made the consequences of this operation more complex than the CIA had imagined. This paper explores its aftermath using recently declassified Soviet archival documents and interviews. It argues that this operation transformed Lahuti’s professional and social standing in Moscow, empowered him to challenge his long-time enemy Bobojon Ghafurov on the issue of Tajik ethnogenesis, and helped change the official Stalinist line on Persian literary culture. Lastly, this operation politicized Lahuti’s biography in ways that are relevant to the present day.  相似文献

The purpose of this article is to analyze the interaction between different interpretations of Islamic jurisprudence in Iran and state law. It focuses on the public legal discourse about the new Family Draft Law in 2007–08, especially Article 23 regulating polygamous marriages and removing necessity for the first wife's permission. The participants in this public legal debate, which took place on the internet and in the media, were civil society organizations, especially women's organizations, the Shiite clergy, and state representatives. The article argues that even in a non-democratic, theocratic state such as the Islamic Republic of Iran, public discourse promoted by the named actors can challenge and influence state legislation. The removal of Article 23 from the Draft confirms this argument, but in the law of 2013 the requirement for the first wife's permission is not found. By looking at the arguments brought forward in the public discourse, the article demonstrates that the arguments are mainly “Islamic,” and none refers to international human rights, as this seems to be a kind of taboo in the political discourse.  相似文献
