The paper is divided into five sections. In the first, I offer some observations on the nature of 'sovereignty', and on the place of 'border controls' within sovereignty discourse. In the second, I discuss what it means to be a 'middle power', and what 'soft power' resources a middle power may need to use. In the third, I argue that crude populism has shaped recent responses to asylum-seekers, with scant regard to some of the wider consequences for Australia's reputation, but suggest that part of the blame lies with past failures of the foreign policy establishment to recognise genuine concerns entertained at mass level about the morality of Australian alignments and affiliations. In the fourth, I outline the key elements of Australia's recent policies towards asylum-seekers, and argue that they entail costs in terms both of Australia's reputation, and the nature of the Australian polity. In the fifth, I suggest some new directions to pursue.  相似文献

ABSTRACT

This article explores how a particular narrative of de-secularisation, the ‘restorative narrative,’ is shaping US foreign religious policy and practice. It develops two arguments about efforts to stabilize religion as an object of governance and restore it to international politics and public life. First, this narrative re-instantiates and energizes particular secular-religious and religious-religious divides in ways that echo the narratives of secularisation that it claims to challenge and transcend. Second, it contributes to the emergence of new forms of both politics and religion that are not only subservient to the interests of those in power but marginalize a range of dissenting and nonconforming ways of life. This has far-ranging implications for the politics of social difference and efforts to realize deep and multidimensional forms of democratization and pluralization. The argument is illustrated through discussions of recent developments at the US State Department, the evolving practices of US military chaplains, and the politics of foreign religious engagement in the context of the rise of Turkish Islamist conscientious objectors.  相似文献

Recent policy statements about and administrative innovations for Australia's international cultural relations activities (involving the country‐specific councils administered by the Department of Foreign Affairs and Trade, the Australia Abroad Council, the Australia Council and the Cultural Ministers’ Council) are examined in terms of the connections between foreign policy making and the domestic political sphere. The evidence demonstrates that while the developments were promoted in terms of supporting Australia's interests in the external world each is demonstrably serving the domestic political interests of the bureaucratic units involved.  相似文献

Jerusalem is the holy city for Leo Strauss. It is the symbol of Judaism; moreover it is a root of Western culture together with Athens. But it would be wrong to label Strauss' philosophical thought with such definitions as ‘Jewish philosophy’. Therefore it is surprising that many contemporary interpreters strive to find a confessional or religious foundation in Strauss' thought. On the contrary, many of Strauss's texts testify his choice in favour of Athens, i.e., of philosophy. Yet the choice of Athens does not imply a rejection of Jerusalem. Strauss is convinced that Jerusalem plays a central role in Western civilisation and considers the indifference to religion and the ideologisation of philosophy completed in the modern age as causes of Western crisis, i.e., of contemporary nihilism. Philosophy and religion are forced to live side by side (like philosophy and politics) because neither reason nor revelation can express the ultimate word on the good and the just, i.e., on truth.  相似文献

This paper aims at understanding why Rousseau excluded women from citizenship. Citizenship, for Rousseau, is not a matter of right, not even a matter of behaviour (of how to behave individually to be a good citizen). It is a matter of social condition. How should society be constituted so that there can be citizens? The answer to this question is that there must be women in the private sphere so that there can be citizen in the public sphere. The paper begins with Montesquieu's model of the republican condition of women, considers the way Rousseau updated this model, and concludes with the idea, that much more than the male figure of citizenship (which remains a stereotype), the woman, in Rousseau, is the true figure of modernity.  相似文献

The aim of this article is to shed light on the eighteenth-century Italian reflection on luxury and consumption in a comparative perspective, clarifying, on the one hand, the complex significance that it assumed and, on the other, the specificity of the Italian context, marked by the immense political value of the debate on the subject. In particular this objective will be pursued through the analysis of specific cases among the many offered by the Italian context and through different research strands. These are: the debate on the evaluation of luxury; the transition from the notion of luxury to that of consumption; and the discussion on luxury and consumption in the revolutionary context. This article intends to outline the particular contribution made by Italian thought, which conveyed a multifaceted discourse of social reform, critique and understanding built on more even foundations, and at the same time to clarify what contribution can be made to current historiography by the study of this theme within eighteenth-century Italy.  相似文献
