ABSTRACT

The article provides a historical account of the younger generation of British Idealists’ (1880–1930) approach to international relations and human rights. By focusing on pre-Great War and post-Great War periods, it reveals the shift that occurred in their approbation of T. H. Green's theory of rights. It shows that the Great War put an end to perceptions of the Empire as a plausible and sustainable international order for the younger generation of British Idealists, as it did for the significant majority of liberal British intellectuals. Their work, especially in the post-Great War period, reveals an attempt at translating Green's theory of rights into an internationalist human rights theory, which they saw as being indispensable to maintain a stable international order. As an alternative to contemporary attempts to locate Green's rights theory within the cosmopolitan–communitarian divide in human rights theories, this study draws attention to the younger generation of British Idealists’ long neglected internationalist approach to human rights as a middle way position.  相似文献

Whilst greatly valuing recent critiques of the vertical imaginary and reified ontology of scale theory, and of the unfettered flows of network theory, this paper argues against a human geography without scale. Rather, four propositions from the theoretical literature are used to provide a tool-kit to analyse the practical negotiation of scalar politics, namely that: scales should be considered as effects, not frames or structures, of practice; networks must be considered in all their complexity and heterogeneity; networks can be interpreted as assemblages, the more re-territorialising and re-scaling of which can be analysed as apparatuses; and that state apparatuses work to create the impression that scales are ahistorical, hierarchical and possess exclusive relationships. These propositions are used to explore a period of history when the scalar constitution of the world was under intense debate. The interwar era saw the imperial scale clash with that of the international, both as ideological worldviews, and as a series of interacting institutions. The assemblages of internationalism and imperialism were embodied by apparatuses such as the League of Nations and the colonial Government of India respectively. Attempts by the League to encourage the abolition of tolerated brothels in an attempt to reduce the trafficking of women and children led to intense debates between the 1920s and 1930s over what constituted the legitimate domains of the international and the 'domestic'. These explicitly scalar debates were the product of League networks that threatened the scalar sovereignty of the Raj, most directly through the travelling Commission of Enquiry into Traffic in Women and Children in the East in 1931.  相似文献

The place of political theory in AJPS has historically been a fairly marginal one, partly because Australia does not seem to have a strong national tradition of political theorizing. This is thought to be a function of living in a nation that never produced a great political theorist and was born neither in revolution or utopianism. Yet, although there has been a marked absence of high theory or exegetically-inclined history of ideas over the life of the journal, theorists have responded by contributing work that usefully illuminates applied problems with theoretical insight. Further, it may be the case that there is a peculiarly Australian style of political theory that is pragmatic and self-consciously embedded within our institutions and political culture. The paper explores this and other means by which Australian theorists have adapted in order to retain a presence within the journal.  相似文献

Transnational actors are increasingly surfacing when it comes to understanding the global dimensions of the modern nation-state. Thinking of the modern state from the diversity of its personnel and its many intersections with private and semi-private actors or institutions with a transnational reach, the new diplomatic history acknowledges the embeddedness of states in border-crossing agencies. What has been conceptualized as ‘network diplomacy’ grasps both the role of transnational epistemic communities for the making of particular policy fields and the perception of diplomats as an integral part of transnational initiatives. Taking the League of Nations as a case study, this article analyses how its personnel attempted to spell out ideas of network diplomacy and to make their exposed position at the intersection of transnational civil society, state politics and international institutions work to effect political change. We focus on the transnational career of Arthur Sweetser (1888–1968) who, as a journalist, a long-term member of the League secretariat, the UN staff and the US administration, was at the forefront of developing new techniques of diplomatic practices beyond institutional mandates. Sweetser’s trajectory allows us to illuminate the mechanisms of network diplomacy by probing into multi-layered negotiation processes that engaged state practices, international institutions and the border-crossing agency of individuals. Characterizing him as transnational enables one to interlink his mobile trajectory with a particular scope of action that unfolded beyond the political demarcation of the nation-state and its instituted logics of rule and diplomacy. We further carve out the main features of a diplomatic practice that was formally non-existent yet crucial to the transfer of League principles, practices and personnel to the new United Nations.  相似文献

ABSTRACT

This article argues that India’s role as the only non-self-governing member of the League of Nations provides a largely unexamined entry point into understanding the nature of Indian nationalism and public discourse during the first half of the twentieth century. Using previously unexplored archival documentation of India’s relationship to the League of Nations throughout the duration of the League’s existence, this article exposes the varied and contradictory perspectives through which imperial officials and Indian political figures engaged with international society within the framework of the British Empire. Through the distribution of League publications and the circulation of petitions seeking redress for imperial abuses, a wide range of Indians actively sought to stage India as a clearly defined nation at the level of the international in a way that was not possible within the subcontinent itself.  相似文献

Harold Macmillan opposed appeasement, but the precise nature of his involvement remains unclear. It is straightforward enough to note that his assessments proved to have been perceptive, and that the pro and anti-appeasement divide remained influential within the post-war Conservative Party; but his close alignment with anti-appeasement sentiment before the war has been treated with a degree of scepticism that this article believes to be wholly unfair, and which it seeks to address by arguing that, throughout the period in question, Macmillan followed a logically consistent and sincere path based upon a nuanced understanding of the situation that was intrinsically linked to the economic policy preferences for which he was better known. From this, Macmillan can be portrayed as having been a credible opponent of appeasement, which has potentially interesting implications for future studies into the post-war Conservative Party, and how he approached the Cold War as Prime Minister.  相似文献

This article investigates the formative staffing practices of the League of Nations Secretariat. Drawing on the social theory of Pierre Bourdieu, it argues that core traits of the League's institutional capacity and identity was produced through the institutionalization of recruitment practices in the League's formative years from 1919 to 1923. Through an exploration of early negotiations and practices of staffing, we show how the League built and balanced legitimacy, by combining a clearly international make-up of the League Secretariat with acute sensitivity to state interests, and autonomy, by defending the Secretary-General's exclusive prerogative of staffing, in a way that has been defining for the trajectory of international organizations (IOs) until today. The article thus turns to the institutional landscape where the individual and its surroundings meet: through the daily staffing practices of the Secretariat, it explores how an institution came to be, function and assert its influence as an autonomous and legitimate diplomatic agent in a broader international field. As such, the article, as an innovative contribution to the field, argues that international historians should connect thorough institutional investigations with elements of the ‘cultural turn’ in International History, in order to properly engage with and understand IOs as diplomatic actors.  相似文献

ABSTRACT

Questions of sovereignty remain central to political theology, yet the role played by demonology in sovereignty’s construction has yet to be closely examined. This article addresses this omission by exploring the relation between the phantasmatic figures of the “sovereign” and the “witch” in the work of Jean Bodin (1530–96). Early modern concepts of “witchcraft” and its prosecution have a constitutive relation to (theo)political sovereignty, modern gender relations, and the birth of the nation-state. Reading Bodin’s work on witchcraft alongside those on sovereignty, tolerance, and the household, I argue that the demonological witch forms a self-consolidating other at the foundation of modern constructions of sovereignty, tolerance, and the (cishetero)normative family – an excess or absence that reinforces and destabilizes gendered, sexual, political, juridical, and religious hierarchies that continue to influence the present. In doing so, I demonstrate that sovereignty rests on a demonological foundation.  相似文献

Abstract

During the period from 1914 to 1915, prior to Italy’s entry into the First World War, Freemasonry was a powerful force in Italian public life with a strong presence in every part of the nation and in the most vital organs of the State (parliament, public administration, the armed forces). Between them, the Grand Orient and the Grand Lodge of Italy counted 25,000 members and more than 500 lodges. Freemasons played a critical role in the campaign to mobilize Italian public opinion and political parties in support of Italy’s intervention in the war as an ally of France and Great Britain. To do so, they abandoned the movement’s traditional cosmopolitan and pacifist stances and adopted instead the objectives of the nationalists, a shift that would be consolidated during the war. Nonetheless, from 1917 onwards Italian Freemasons joined their counterparts in other European countries to press for the creation of a League of Nations to promote a new post-war universal order premised on the peaceful coexistence of independent and democratic nations. In examining the initiatives taken by Italian Freemasons in this period, this article focuses on the principles that inspired them, the language they adopted and the forms of communication and mobilization they used.  相似文献

This article looks at the efforts China and Iran made towards strengthening themselves and their search for independence and integrity after the First World War. Since the nineteenth century, the two countries had been in a similar situation, under pressure from treaties and rivalries with European powers. The change of the world order brought about by the 1914–18 war created an opportunity for China and Iran to claim back their rights, such as ending extra-territoriality. After the war, the Fourteen Points drawn up by the American president, Woodrow Wilson, gave hope for China and Iran to maintain their independence and integrity. During the Paris Peace Conference of 1919, China and Iran made both gains and losses. China was unable to solve the Shandong Problem but became one of the founding members of the League of Nations, while Iran did not get access to the Peace Conference but obtained Britain’s assurance of independence and integrity by signing the Anglo-Iranian Treaty of 1919, and then joined the League of Nations. China and Iran attempted to bring about cooperation between Asian countries, and therefore signed a treaty in 1920. The significance of the treaty was that the two countries agreed not to grant extra-territoriality to each other, which was what both countries were seeking to achieve at that time.  相似文献

ABSTRACT

United Nations police (UNPOL) have become increasingly important to operational effectiveness of peace operations. For some time, their contribution to re-establishing the rule of law in conflict-affected states has been seen as a cornerstone for building sustainable peace and enabling mission exit strategies. In a departure from traditional peacekeeping and post-conflict assistance, recent years have seen UN peace operations directed to stabilise countries and protect civilians in the context of on-going violent conflict. As a result, UNPOL have had to undertake a range of expanded tasks, exacerbating long-standing challenges and producing new impediments to their operational effectiveness. At the same time, a ‘pragmatic turn’ is generating increased interest in more police-centric concepts of peacekeeping as a possible alternative to today’s expensive and military-focused peace operations. Drawing on extensive fieldwork in multiple peace operations and at UN headquarters, this article examines the changing roles of UNPOL in a new breed of UN peace operations, identifies the major associated challenges and proposes a series of recommendations for overcoming them. It argues that if police are to respond to unfolding challenges while becoming more central to peacekeeping outcomes, then significant reforms and further research into their impacts will be required.  相似文献

ABSTRACT

This article analyses the relationships between the colonial government in the Federated Malay States (FMS), international social movement organisations, the League of Nations and sex trafficking. While there is considerable scholarship on social movement organisations and the League of Nations, far less is known about the links between internationalism, colonialism and sex trafficking.

After the First World War, trafficking became the focus of social movement organisations and the League of Nations, but colonial regulation of prostitution and tolerated brothels complicated international responses to trafficking. Colonial administrators saw prostitution as an essential service, whereas feminist and international social movement organisations saw prostitution as an impetus for trafficking. This article engages with newspaper reports, colonial correspondence and Chinese petitions, archival material from social movement organisations, and reports by the Association of Moral and Social Hygiene, the League of Nations and the Chinese Secretariat to extend the literature on the historiography of trafficking and the British Empire.  相似文献

ABSTRACT

While much has been written on Six Books on the Commonwealth and his Demonmania, scholarship on Jean Bodin generally treats these as two separate areas of inquiry. Moreover, discussions of Bodin’s economic writing, especially his Reply to Malestroit are nearly universally lacking in these discussions. In this paper, I analyze all three of these works together, arguing that Bodin’s political economic perspectives on money, population, and the state form the ground for his interest in witches, sorcery, and the occult. By highlighting the historical context of rising mercantilism and the widespread peasant rebellions that contested it, I argue that Bodin’s maintains a unified and coherent philosophy across his political, economic, theological, and demonological works. This materialist reinterpretation of Bodin argues that his philosophy chiefly concerns a defense of mercantile state wealth accumulation, in which witch hunting plays a crucial role of population discipline and reproductive pronatalism.  相似文献

Walker Connor is seemingly both a primordialist and a modernist: Nations emanate from basic human sentiments but emerged in late modernity. Is this not an aberration, a contradiction both conceptual and causal? Connor, a champion of academic clarity, obviously thought not, and he was right. What accounts for Connor's unique take on nationalism, and why, for many, does it still seem odd? The answer to both quandaries, I argue, lies in Connor's own unique splice: He effectively delved into, and fused, two thorny matters that most scholars shy away from, let alone try to bring together: human nature and legitimation. Both underpin his remarkable scholarship and its solitude standing. I explore both facets: first, Connor's take on human nature; then, more extensively, his analysis of legitimation – via ‘popular sovereignty’ and ‘self‐determination’.  相似文献

Comparative research suggests that parties regularly campaign by emphasizing issues on which they are advantaged and by ignoring topics that are traditionally associated with other parties. Focusing on the 1996 Italian elections, this article discusses whether such a generalization holds when the party system is affected by radical changes such as those that occurred in Italy in the mid-1990s. Moreover, the analysis of the party electoral platforms highlights some basic features of the new parties, and identifies either innovations or continuities with the past. I present evidence that in 1996 the Italian parties mostly competed on a similar range of issues. Especially regarding economic policy, there was not a polarized ideological debate: also the centre-left parties converged on a moderate position by playing down typical socialist themes such as state intervention and the expansion of social services. I also analyse the degree of internal programmatic cohesion of the two main coalitions, the Ulivo (Olive Tree) and the Polo delle Libertà (Freedom Pole) and relate it to the stability of the Italian political system.  相似文献

This paper offers a reinterpretation of what critical theorist Moishe Postone calls 'the fundamental core of capitalism'. In so doing, it seeks to lay a set of theoretical foundations for a renewed Marxian political economy in geography, at a time when Marxism has been eclipsed as a leading critical paradigm within the discipline. The argument works on two fronts simultaneously. On the one hand, the ongoing hegemony of economic and political neo-conservatism is occluding the violent realities of a capitalist world economy behind the anodyne logics of free-market theory. These realities suggest the continued relevance of, and need for, a strong Marxian critique of political economy. But on the other hand, Marxism has been reprimanded by its erstwhile allies on the Left of geography for being too 'modern' and too capital- and class-centred. In light of this double challenge, the paper seeks to develop a 'both/and' Marxism for geography that can chart a third way between the antinomies of modern and after-modern modes of theorizing capitalism and class. A project of 'envisioning capitalism' is suggested on this basis, which combines the 'power' of modern theory with the epistemological reflexivity of after-modern theory. At the same time, capitalism and class are rethought at an ontological level and shown still to be essential features of the fin-de-millennium world, but far less closed and hegemonic than is suggested by modern modes of Marxism. Finally, a return to a class politics of redistribution is suggested, but in a way that draws in more recent Left geographical concerns with identity, difference and recognition.  相似文献
