According to Bruno Latour, the imposition of crude classificatory schemes onto complex entities has two main effects: firstly, the classifications lead social actors to sift the world into the schemes' simple categories; secondly, underlying relations subvert the schemes' functioning, resulting in the production of transgressive 'hybrids'. Thus, classification and relation interact and this interaction shapes both the practice of classification and the world that is classified. In this paper, we examine the interaction between a scheme of spatial classification and the spaces that are enrolled within the scheme. We show that a division between urban and rural areas was put in place in post-war England in order to protect a 'vulnerable' rural nature from urban advance. However, as soon as it was imposed, this division was transgressed by complex socio-economic processes. We assess the response to this transgression by considering the activities of the Council for the Protection of Rural England (CPRE), an environmental group that played some considerable part in constructing the urban–rural divide in the first place. We show that the CPRE has responded to the 'paradox of preservationism' by placing urban–rural divisions in the context of 'ecological' relationships. We illustrate this 'ecologization' of the modernist divide using the example of housing and we argue that the CPRE's ecological approach illustrates how a new alignment between 'urban' and 'rural' may herald a new and more sophisticated form of spatial classification.

ABSTRACT

The case of the Channel Island of Jersey is an important yet understudied part of the British Empire’s response to the French Emigration 1789–1815. During its high point in 1792–3, the émigré population in and around Jersey’s main town of St Helier was as large as that in London and one of the European centres of political migration. This article explores the complicated relationship between Jersey’s political institutions, the British military authorities in London, the British government and the émigré community. It shows how a brewing humanitarian crisis in the island prompted the British government to sanction subsistence payments in Jersey and enlist Royalist émigrés months before these policies were adopted in Britain. But British support was intimately bound up with the émigrés’ anti-Revolutionary military activities, as much as humanitarian concerns. The forced expulsion of most émigrés to Britain in summer 1796 resulted not from concerns about the wellbeing of the émigré community in face of imminent French invasion, but concerns about the Royalists’ military loyalties. During the Napoleonic Wars, British policy towards the émigrés lacked coherence and was not categorized by overriding humanitarian goals, though such concerns did compete with strategic ones.

The article explores the efforts of Marinetti's futurists, Sarfatti's Novecento movement, and the Tuscan circle that propounded strapaese to shape a cultural basis for Italian Fascism. The first two movements sought to become an official art for Fascism, while the third sought to produce a culture that would remain true to Fascism's origins in 1919, but all were in different ways 'modernist' movements and they are therefore contextualized both in terms of the challenge presented by Fascism and those faced by their modernist counterparts elsewhere in Europe. It is argued that the three movements enjoyed some success in the 1920s but were effectively shut down by the rise of the intransigent Right in the 1930s. Yet it is also argued that they needed the regime because they were too weak by themselves to assert the principle of artistic autonomy in the face of an internationally ascendant commodity culture.

ABSTRACT

Through the views of Francisco Franco’s major adviser on African Affairs, this paper reveals a hitherto neglected aspect of the long-standing interaction between competing ‘imperial projects’ in the twentieth century. Tomás García Figueras’s (1892–1981) speeches, writings and personal archive provide a long-term and well-informed Spanish perspective on the British and French colonial systems, offering us a model to make sense of three major aspects of inter-imperial relations: emulation, competition, and opportunism. Through this insight into the dynamics of imperial interaction, and the ever-evolving dialogues and exchanges between ‘empire projects’ from around the European peninsula, this article provides some key elements to answer the long-standing question of what motivates empires to expand, adapt, or contract. It illuminates the ways in which officials engaged in the day-to-day running of European empires looked at each other, in search for examples and counter-examples, emulation or, simply, opportunities. Crucially, it illustrates how ‘empire projects’ of varying clout interacted with each other, within the limits of realpolitik but well beyond linguistic obstacles, as the multilingual material assembled in the García Figueras archive clearly attests. It also charts, among national and socio-cultural circles hitherto neglected, the evolution in thinking about colonialism and decolonisation throughout the twentieth century.

Comparison is drawn between a village's circle of lay Buddhists and an association of former ex-guerrilla fighters in a Northern Vietnamese commune and their respective modes of commemoration. Both groups commemorate the same raid by French soldiers on their commune in 1948, known as the 12/01 Raid. The Association's mode of commemoration is conceptualized as legend; a story that is considered true, but which also retells the 12/01 Raid in terms of a series of ordeals and trials, and with the protagonists overcoming them. The Buddhists' commemorative mode is conceptualized as legacy to capture their vision of a common tragedy. It is argued that the Buddhists commemorate the 12/01 Raid in terms of a common, fateful point of origin, and that legend should be considered a restricted version of legacy.

This article deals with the history of the Nazi Party's officeof the Deputy Führer, Rudolf Heß, which after Heß'sflight on 10 May 1941 was renamed the Party Chancellery andled by Martin Bormann. It evaluates the structures and functionsof this important party office which had the exclusive rightto control government legislation. The Deputy Führer'sstaff was established before 1935/36. It consisted of severaloffices which influenced nearly all processes of legislationand tried to introduce Nazi ideology into all sectors of Germansociety. This was done by corresponding intensively with ministerialbureaucracy. Although the staff of the Deputy Führer andof the Party Chancellery acted in a very bureaucratic manner, the article argues that Max Weber's concept of ‘bureaucraticrule’ is not appropriate for analysing the radicalizationof the Nazi régime throughout the Second World War becausethis Weberian ideal type tends to neglect social practices. The same is true for Weber's concept of ‘charismatic rule’which only offers fruitful insights into the social relationsbetween Hitler and his followers.

Nearly two centuries after its publication, Alexis de Tocqueville's Democracy in America (1990a) remains among the most influential accounts of American political culture. This essay argues that the rhetorical foundation of the Democracy's enduring cultural power is its “imaginative geography” (Said 2000), about which I make two, interrelated claims. The first has to do with the Democracy's identification of the American land with divine Providence. I claim that the providential landscape is the chief means by which Tocqueville contains and organizes the account of the tension between achieved liberty and natural freedom that drives the Democracy. My second focus is on the romantic character of the providential landscape. Cosgrove (2005, p. 302) reflects upon the “tenacity of the island condition on the Western imagination” as frame and vessel of “imagination, desire, hopes and fears.” I argue that the Democracy's “Inland Isle,” as I call it, is a metaphorical island in this sense, and that its theoretical capacity and exhortative power derive from Tocqueville's use of an idiom expressive of a distinctively French tradition of landscape theorizing in which garden metaphor was used to construct meanings of equality and freedom, and voice and identity, in an emerging national, bourgeois order.

National days are powerful moments of commemoration that aim at renewing the citizens' bonds to the nation and the state. In order to be successful, public rituals need to draw large audiences, and their ceremonial design therefore has to be adapted to suit the masses, employing elements of popular culture and everyday forms of nationhood. Despite drawing its significance from the declaration of independence in 1960, however, Gabon's independence jubilee was less concerned with history and commemoration than with celebrating the state and the nation in the present. The ceremonial design of Gabon's jubilee featured intensive preparations, official ceremonies, popular festivities and symbolic politics. In this article, I look at why history and commemoration played such an unimportant role during the celebrations and how Gabon's jubilee organisers included official as well as popular forms of nationhood to assure the population's participation.

ABSTRACT

The Amsterdam theater society Nil Volentibus Arduum, which was founded in 1669 and remained active for some years, was not just a circle meeting regularly to discuss theater theory and practice, but was devoted to discussion of all the arts as well as language theory in relation to society. As far as the Amsterdam theater was concerned, its main purpose was to try to raise the level and provide more of a moral and socially improving direction to the stage. Arguably, also, it had a certain impact on discussion and theorizing about late Dutch Golden Age painting. Two of its most active members, Lodewijk Meyer and Johannes Bouwmeester, were among the closest friends and allies of Spinoza. Opponents and detractors of the society took to associating it in the public mind with the “atheist” Spinoza. This article seeks to understand the theoretical concerns of the society and assess its relationship to its broader Dutch context and to Spinoza and Spinozism.

This article retraces Annarita Buttafuoco's work as a historian of the women's political movement in Italy through a brief survey of her essays and books. These covered more than two centuries of history, ranging from the echoes of the French Revolution in Italy and the constitution of the Jacobin Republics to the struggles for female suffrage and emancipation in the liberal era down to the period after the Second World War and the founding of the Italian Republic. Emphasizing the originality of both the sources and the methodological approaches she used, the article offers a critical appreciation of Annarita Buttafuoco's research and her role in organizing and shaping collective research projects. It is focused on three specific issues: the history of women as conscious historical subjects, the history of women's political movements not only in their social and political contexts but also in relation to institutional networks and the practices of citizenship.

There has always been a localist element to British politics. But recently, a particular version of localism has been moved to the foreground by the 2011 Localism Act. This paper identifies various uses and meanings of localism, maps their geographical assumptions and effects, and critiques their politics. It does this using the localism of the United Kingdom's Coalition Government as a case study of localism in practice. The rationalities, mentalities, programmes, and technologies of this localism are established from Ministerial speeches and press releases, along with Parliamentary Acts, Bills, White Papers, Green Papers, and Statements – all published between May 2010 when the Coalition Government was formed, and November 2011 when the Localism Act became law. We argue that localism may be conceptualised as spatial liberalism, is never straightforwardly local, and can be anti-political.

This article assesses the place of graphic satire in the burgeoning news culture of late seventeenth-century England. It argues that historians who have used visual sources as typical of party positions in a manner similar to modern political posters underestimate the sophistication of their interventions into politics. Graphic satires did not simply distil already existing ideologies into easily digestible images, but made significant contributions to political culture: through the repetition of key images from the Popish Plot (1678–1682) Whig graphic satire created a narrative which asserted control over the interpretation of events in a bitterly contested news culture. In response, Tory satirists developed sophisticated visual strategies to undermine that narrative, and it is argued that the graphic element of graphic satire – the skilful playfulness with which it parodied, commentated upon, or mocked other elements of news culture – was vital to its unleashing biting political commentary.
