Territorial development,planning reform and urban governance: the case of Ireland’s second-tier cities

The increased emphasis within Europe on the role of second-tier cities has implications for the ways in which these urban centres are considered within national spatial planning strategies. In centralized, monocentric states such as Ireland, there has been a general ambivalence towards urban policy for cities outside the capital city, and historically, this has prevented the development of a strong, diversified urban hierarchy undermining prospects for balanced regional development. This paper examines the extent to which a new found emphasis on Ireland’s second-tier cities which emerged in the ‘Gateways’ policy of the National Spatial Strategy was matched by subsequent political and administrative commitment to facilitate the development of these urban centres. Following a discussion of the position of second-tier cities in an international context and a brief overview of recent demographic and economic trends, the paper assesses the relative performance of Ireland’s second-tier cities in influencing development trends, highlighting a comprehensive failure to deliver compact urban growth. In this context, the paper then discusses the implications of current development plans for the second-tier cities and proposals for Irish local government reform for securing compact urban development.     

The 2011 Indignés/Occupy Movements in France and Ireland: An Analysis of the Causes of Weak Mobilisations

This article examines the extent to which employment, particularly manufacturing employment, has been 'hollowed out' as a result of internationalisation strategies of leading French multinationals. It finds evidence of a shift to overseas employment, but notes the complexity of globalising trends which make it difficult to interpret them solely in terms of competition for lower labour costs. However, globalisation has shifted power decisively towards business and away from labour and the state. As a result, the state has found it difficult to steer betw een protection of labour and the promotion of flexibility in a relatively strictly regulated economy. State interventionism in social policy has been both a response to and an instrument of economic restructuring.

The subject of this paper is the Livre des propriétés des choses, the fourteenth-century French translation of the thirteenth-century encyclopedia De proprietatibus rerum. The translation was made for Charles V of France, and the original copy is lost. Here a reconstruction is offered of the appearance of the frontispiece of the royal exemplar. The textual additions of the translator and the iconography of this frontispiece reveal a new conception of the meaning and usage of the encyclopedia, as well as a concerted attempt to draw this authoritative work into the orbit of royal aims and aspirations. The reconstructed frontispiece also allows us to correct an error, which originates with Montfaucon, concerning the illustration of the original copy of the Livre des propriétés des choses.     

Rethinking the role of the arts in politics: lessons from the Négritude movement

The arts can be a powerful tool for emancipation, community building and political expression. This article makes the argument that artistic and cultural expression should be viewed by politicians and policy makers as an effective form of political engagement and an important feedback loop for understanding the political dissatisfaction of the electorate. It draws on one particular historical example, the Négritude movement, to highlight the value and strength of cultural movements in responding to questions of politics and to draw out lessons for current policy makers in recognising the value of culture in effecting political change. Against a contemporary political and scholarly narrative of disaffected citizenship, this article demonstrates that a lack of trust in a political model does not necessarily demonstrate a disinterested citizenry; rather it can suggest a citizenry who have found new and innovative ways to engage. The Négritude movement provides one such historical example.

Portraits of the garçonne as artist: gender and creativity in French fiction of the années folles

This article examines a series of popular and middlebrow works of fiction from the 1920s that represent the garçonne (the flapper, or androgynous, emancipated young woman) as artist. Challenging the popular view of the années folles as a period of relatively relaxed social conventions and gender norms, it shows that far from embracing female creativity, the authors of the period took pains to link it to moral and aesthetic deviance. Having considered what the representation of female creativity in novels by Berthe Bernage, Victor Margueritte and Marcel Prévost can tell us about gender in the 1920s, I go on to examine novels by the art critics André Warnod and François Fosca, who use the figure of the garçonne as artist to air art-critical positions about the modernist art produced in Montparnasse, especially by members of the École de Paris. Whereas Warnod represents his female artist as a victim of a modernism linked with the foreign and the ‘primitive,’ in Fosca’s novel the female painter is a more threatening figure: an agent of a modernism whose attacks on the female body (in the form of the conventional academic nude) are in turn echoed in a broader ‘troubling’ of gendered and aesthetic categories.     

Children’s citizenly participation in the National Revolution: the instrumentalization of children in Vichy France

Children held a privileged place in Vichy France. They became the subjects and objects of a vigorous propaganda which recognized their ability to contribute to the National Revolution. This article discusses three ways in which children were instrumentalized by the regime, showing their reciprocal engagement with it, which is understood as ‘citizenly’ behaviour. First, drawn into the maréchaliste leadership cult, they were used to embed the values of the regime. Second, children’s compassion was co-opted in various campaigns which contributed to national(ist) solidarity. Third, they engaged with a gendered duty to national population growth, now and in the future. The article uses ‘public’ written sources (for example, letters and essays sent to Marshal Pétain and thus archived in public collections, not diaries or drawings for private eyes, in private hands) produced by children. Although it recognizes these as epistemologically unstable, such sources present opportunities for understanding elements of children’s agency, which is seen in conformity as well as dissent. By recognizing children as historical actors, we can identify them as ‘beings’ active in their own lives, and not just adults-in-waiting.     

The enlightened narrative in the age of liberal reform: William Robertson’s View of the Progress of Society in Hungary

This article examines a translation of the Scottish historian William Robertson’s probably most famous text (based on a previous German edition) in the journal of the Hungarian Academy of Sciences in the 1830s, as a case study on continuity between the Enlightenment and the era of liberal reform in Central Europe. It underlines the benefits of the comparative study of Scotland in Robertson’s time and Hungary in the Reform Age as partners in composite polities at the opposite ends of Europe, where patriotic projects of overcoming limitations of political sovereignty via cultural and economic improvement were pursued. The belated reception of Robertson in Hungary took place within a larger initiative of progress and refinement, associated with the liberal Count István Széchenyi, in an environment where many potential sympathizers with his programme were ambivalent about the values of cosmopolitanism and commerce promoted by Robertson, indebted as they remained to more archaic modes of patriotism. In view of the peculiarities of translation, and selection the Hungarian rendering of the View of the Progress was attuned to the sentiments of this constituency, and may be interpreted as a set of discursive gestures aimed at conquering it for the cause of ‘liberalism as refinement.’     

Legal uncertainty,resistance to royal taxation and rural revolts in late medieval France: the case of Beauvoir-sur-Mer and Bois-de-Céné (1480)

In 1480, the inhabitants of Beauvoir-sur-Mer and Bois-de Céné, two small towns on the Atlantic coast of Poitou, in France, rebelled against the officials in charge of collecting the salt tax and arrested some of them. Despite the fact that the resulting civil disturbance had few long-lasting consequences, the case is an effective illustration of the dynamics of rural revolts at the end of the fifteenth century. This article demonstrates how violence was only the last stage of protest against royal taxation; the riots had been preceded by legal resistance and negotiations. The article also shows how the events were permeated and fuelled by judicial complexity and a climate of legal uncertainty surrounding the rights of French officials to collect the tax. These revolts must then be understood not simply as a reaction to excessive taxation, but more as self-defence against royal officials who refused to acknowledge the rights of the inhabitants of these towns.     

Natural and supernatural virtues in the thirteenth century: the case of Marguerite Porete’s Mirror of Simple Souls

This article argues that Marguerite Porete’s seemingly unorthodox presentation of the virtues in the Mirror of Simple Souls is not a critique of scholastic learning, but in fact reflects the thirteenth-century university discourse on this topic. The rediscovery of Aristotelian thought in this period led to the redefinition of the standard Augustinian definition of virtue as being divinely infused. Philip the Chancellor’s discussion of cardinal virtues in particular prompted thinkers to distinguish between natural and supernatural virtues. It is contended that the Soul’s abandonment of the virtues should not be read as a rejection of the virtues, but rather as the affirmation that only supernatural virtues lead to God. A consideration of how Godfrey of Fontaines, theologian and reader of the Mirror, understands the virtues confirms the basic orthodoxy of Marguerite Porete’s position, lending further support to the argument that the Mirror echoes sophisticated scholastic ideas.

Pilote ‘hebdomadaire’ and the Teenager Bande Dessinée of the 1950s and 1960s

Launched in 1959, Pilote magazine was an original bande dessinée publication. Unlike most other magazines read predominantly by children, Pilote's unique collaboration with Radio Luxembourg facilitated its recruitment of ‘teenager’ readers captivated by the transistor craze that had rejuvenated radio by the end of the decade. The magazine also sought to endear itself to parents and the increasingly powerful educationalist lobby by adopting a sober pedagogical profile both in strips and accompanying textual content. Pilote thus sourced a new category of BD reader in the school-going teenager and, as the 1960s progressed, the volatile tastes and radicalisation of this category of reader necessitated a near ceaseless revision of the magazine's content to enable it to maintain market share. This article concerns itself with Pilote's struggle to align itself with dissident youth discourse of the 1950s and 1960s and analyses the socio-cultural impetus for thematic departures in bande dessinée it published.
