This paper takes a critical approach to the arts-led regeneration of Margate, south east England. It argues that regeneration policy has effectively utilised local characteristics to recreate Margate as an artful space, and has stimulated a local milieu of artistic and cultural activity. However, though the work of local artists is vital in producing Margate as a creative place, local artists are marginalised by policy interventions focussed on attracting new consumers and investors. Thus, this paper argues that a misplaced policy emphasis is failing to support the labour and social relations on which the interpretation of places as ‘creative’ is built, and arguably undermines the sustainability of an arts-based regeneration. This has implications for culture-led policy, calling for greater attention to be paid to the specific locations in which it is deployed, and to the networks of producers whose labour is critical to its success.  相似文献

The article looks at structural analogies between the strategic situation in Europe in the summer of 1914 and in East Asia today, with particular emphasis on the probability of the outbreak of a major war. The author examines analogies regarding the nature of the international system, i.e. is the international system characterized by outright anarchy or by a more or less developed and institutionalized understanding among the main actors about the way to preserve peace and to organize economic exchange? The article addresses domestic factors (nationalism, democratic, authoritarian or semi‐democratic regimes) and investigates military dynamics against the backdrop of geography and the availability of military equipment and technologies. Possible routes of military escalation are also discussed. Special attention is paid to states that have isolated themselves and that dispose of military means that might promise swift victory. The article comes to the conclusion that there are very few similarities between Europe in 1914 and East Asia today, but that both the high degree of militarization of the Korean peninsula and the evolving military competition between the US and China in the region do imply the possibility of a major armed conflict in a not too distant future.  相似文献

ABSTRACT. This article argues for a close relationship between national identity and the institutionalisation of the visual arts in Grenada. Art, which is intrinsic to all humans, predates its institutionalisation: it is only institutionalised in societies with a strong sense of national identity. In order to explain the role of national identity in the formation of national art, the article begins by examining the period following World War II, when Grenada – still under British colonialism – was undergoing intense social and political changes. To understand these changes, the analysis of the stratification system is paramount. The article delineates three groups on the basis of the value systems developed historically: the elite, the masses and a small, growing middle class situated between these two groups. The works of three prominent Grenadian artists illustrate the argument that institutionalisation of art requires a strong sense of national identity, and through this process the artistic development of a society occurs. Furthermore, understanding this process requires a focus on the ways in which social and political groups or classes impeded the development of a national identity, preventing the institutionalisation of the arts.  相似文献

This paper analyses how much culture is valued in a newly-developed economy with a distinct dichotomy of an arts-appreciating population segment and a less-culturally aware mass. An analytical framework weaving together the intrinsic, business and societal benefits of arts and culture is applied to explore whether arts festivals – a popular tourism event in many countries – are a temporary fad, an expensive governmental fetish or a naturally-evolving fixture. This has implications for government funding and cultural policy. Empirical evidence supports the notion that the long-running performing arts festival is a not a fad but a fixture with some fetish elements while the visual arts festival appears to be a fad but has the potential to be a fixture. Of particular concern, however, is the evidence from both festivals that the perceptions of community benefit, business benefits as well as bequest value from the arts are not significant determinants of willingness to pay for these events.  相似文献

In this article we argue that the role of intellectuals was essential (1) in the formation of Finnish cultural policy and (2) for the development of national cultural administration and public arts subsidy system in the country in the period leading up to the Second World War. The actions of the intellectuals can be considered as political choices in a contingent socio‐political realm, and arts as an essential part of the signifying system. In Finland, intellectuals remained active in the intertwining areas between the state and civil society. We highlight the impact of their actions especially through a study of archival materials obtained from the State Arts Boards. At these Boards, the intellectuals served as representatives of their own fields of arts in general, and of certain professional and civic associations and societies in particular. These intellectuals acted in various roles depending on the subject matter at hand, and as a result the decisions made by the boards reflected predominantly the interests of some groups over those of others.  相似文献

Abstract. Filipino women participated actively in the Philippine Revolution (1896–1902), performing a wide range of tasks essential to sustaining the revolutionary challenge against Spanish and American imperialism. Though largely omitted from mainstream histories of the nationalist revolution, women's involvement has been recorded in several marginalised texts. However, these texts have invariably used a limiting format based on presenting biographies of outstanding women. This article suggests an alternative approach, by situating the history of revolutionary Filipino women within a comparative framework. The article outlines key ideas of feminist writers who have analysed women's participation in nationalist struggles from an international perspective. Drawing on these ideas, some new approaches to women in the Philippine Revolution are suggested.  相似文献

This article draws on Pareto's theory of elites to explore the relationship between American capitalism and American nationalism, and to connect the invasion of Iraq to classical theories of imperialism. Globalisation has changed the structure of the American economy and promoted interests that have an increased stake in free trade. Neither these interests nor the oil companies advocated intervention in Iraq. Globalisation also accelerated the decline of older industries that were inclined to be protectionist, but these were not prominent advocates of the invasion either. Winners and losers, however, were both deeply affected by the wider consequences of rapid economic change, which generated uncertainty about the direction society was taking and concern about its moral foundations. These anxieties prepared the way for a conservative revival based on family, faith and flag that enabled the neo-conservatives to transform conservative patriotism into assertive nationalism after 9/11. In the short term, the invasion of Iraq was a manifestation of national unity. Placed in a longer perspective, it reveals a growing divergence between new globalised interests, which rely on cross-border negotiation, and insular nationalist interests, which seek to rebuild fortress America.  相似文献

Abstract. This article reviews some psychological and psychoanalytic social theories to see what they have to offer in terms of an understanding of nations and nationalism. Three approaches are reviewed in turn: discursive psychology, the psychoanalytic work of Theodor Adomo and the Lacanianism of Slavoj Zizek. In critically analysing and drawing on these varied perspectives it is argued that we need to develop a theory of nationalism that focuses on the production of the national ‘subject’. It 0069s further argued that this theorisation enables us to relate nationalism to wider questions of ideology and political identity in modern societies. Drawing out the contours of such a theory the article intimates the sorts of research directions in which this might lead.  相似文献
