ABSTRACT

In November 1630 the Treaty of Madrid was signed between Philip IV, king of Spain, and Charles I, king of England. During the peace negotiations several pamphlets critical of the pro-Spanish policy of Charles I were printed in England. These publications contributed to the development of an increasing criticism of Charles I, by identifying his neutral European policy with pro-Spanish policies. The anti-Spanish and anti-Catholic rhetoric, which formed the basis of this criticism, was used to promote an aggressive foreign policy and consequently an active opposition to the king. The following pamphlets are discussed in this paper: Considerations T ouching a W arre with Spaine; The M erchandises of Popish P riests; The English Spanish Pilgrim; Further O bservations of the English Spanish Pilgrim; The P ractise of P rinces; The P resent E state of Spayne; and Three S everall T reatises C oncerning the T ruce.  相似文献

Heterodox mystics and heretics of any kind can be sometimes dangerous and other times reliable depending upon political situations, as was the case with Bektashis in Ottoman Anatolia or in early independent Albania. The historical anthropology perspective taken in this article appears helpful in revealing that Bektashism is probably the mystical order of Islam that best exemplifies a transformational pattern from a theological and ideological, as well as cultural, social and political, point of view. The system of beliefs and practices related to Bektashism seems to correspond to a kind of liberation theology, whereas the structure of Bektashi groups corresponds more or less to the type of religious organization conventionally known as “charismatic groups”. It becomes understandable, therefore, that their spiritual tendency can meet social, cultural and national perspectives. In turn, when the members of the previously persecuted religious minority have already acquired a degree of religious and political respectability within society at large, the doctrines of heterodoxy and liberation theology fade into the background. In the end, the heirs of the heterodox promoters of spiritual reform and social movement turn into followers and faithful defenders of a legitimate authority. They become the spokespeople for an institutionalized orthodoxy whose support will be sought by the political regime.  相似文献

This essay reevaluates the Weimar writings of Carl Schmitt and Leo Strauss, specifically, their intellectual efforts to replace the political authority of Kantian liberalism with, respectively, a ‘political theology’ and ‘Biblical atheism’ derived from the thought of early-modern state theorists like Hobbes and Spinoza. Schmitt and Strauss each insisted that post-Kantian Enlightenment rationality was unraveling into a way of thinking that violently rejected ‘form’ of any kind, fixated myopically on material things and lacked any conception of the external constraints that invariably condition the possibilities of philosophy, morality and politics. They considered Kantian reason and liberal politics to pose serious threats to ‘genuine’ expressions of rationality and as dangerous obfuscations of the necessity of political order—of the brute fact that human beings stand in need of ‘being ruled,’ as such.  相似文献

In this paper, we discuss what is at stake in appropriating the thought of reactionary figures, such as Heidegger and Schmitt, for critical geography. We will argue that Heidegger and Schmitt were beholden to an arcane geopolitics shaped by supposed gnostic insights into the deeper currents of world history. This (geo-) political theology of Heidegger and Schmitt has not yet been given sufficient attention by geographers engaging their work. However, it is only in approaching their work in a theological key that the gnostic political theology that undergirds their arcane geopolitics can be fully understood. At the core of this arcane geopolitics is the conviction that modernity and all those identified as its agents is a force for ill, setting the world towards catastrophe. In this paper, we excavate this gnostic disposition in the thought of Heidegger and Schmitt in order to raise questions about how their work ought to be mobilized in and for critical, emancipatory, progressive thought so that this appropriation does not bring unwanted residues along with it.  相似文献

This article pays special attention to the large number of references to political theology by Hans Kelsen and Carl Schmitt, particularly in the interwar period, and seeks to interpret these references in a new way. While Schmitt's analogies between God and state are to be expected considering his strong Catholic roots, such comparisons are much more surprising for a positivist like Hans Kelsen, who always tried to relieve state and law from transcendental elements. The article concludes that, far from being marginal in the doctrinal dispute between Schmitt and Kelsen, references to political theology express and summarize their major controversy about the relation between state and law, as well as about the sources of the state's unity. The heart of the disputatio between the two jurists concerned the ability of the political power to emancipate itself from the juridical order. The ‘legal miracle’—in this context meaning the occasional autonomization of the state from law—was for Schmitt the manifestation of sovereign power. However, for Kelsen it represented the negation of the state's essence, whose actions must be determined only by the legal order.  相似文献

ABSTRACT. Political resistance to European integration in the UK laid important ideological foundations for contemporary English nationalism. The politics surrounding accession to the European Economic Community (EEC) was such that it signalled that accession was a matter of supreme national importance and, via the device of a referendum, it led to the fusing of parliamentary and popular sovereignty. The unfolding of the Thatcherite project in Britain added an individualistic – and eventually an anti‐European – dimension to this nascent English nationalism. Resistance to the deepening political and monetary integration of Europe, coupled with the effects of devolution in the UK, led to the emergence of a populist English nationalism, by now fundamentally shaped by opposition to European integration, albeit a nationalism that merged the defence of British and English sovereignty. Underpinning these three developments was a popular version of the past that saw ‘Europe’ as the ultimate institutional expression of British decline. Thus Euroscepeticism generated the ideology of contemporary English nationalism by legitimising the defence of parliamentary sovereignty through the invocation of popular sovereignty underpinned by reference to the past.  相似文献

The four books under review focus on different aspects of war and conflict, but they all make it clear that women and children are more than their victims. They can be, and often are, active participants in all dimensions of conflict, from taking up arms to working for peace. While all four books paint an appropriately grim picture of war and its impact, there is also some optimism to be found in the resilience shown by women and children as they face the brutality of war and often actively seek to work for peace. Three of the books examine women's involvement in conflict, war, peace and peacemaking, and the aftermath of these events, albeit in very different ways—although all view women as active participants in the process rather than as victims. The fourth book included in this article, Children and global conflict, is not only relevant to the discussion, but also provides another important lens through which we can examine issues of conflict, war and peace. This review article provides insight into the contrition made to the field by these recent books individually, as well as when considered as parts of a whole.  相似文献

This article investigates the implications of women’s exclusion for the nature and durability of peace processes, and whether factors that undermine peace consolidation post-settlement might be prevented through more inclusive peacemaking. It examines the Sudan-South Sudan peace process that produced the 2005 Comprehensive Peace Agreement, the roles women played in peacemaking and their exclusion from official negotiations, and the sources of insecurity post-CPA. South Sudan’s peace process shows that the exclusion of women can be understood as a canary in a coal mine: a highly visible marker of the broader exclusivity of such processes, and the complex dynamics of elite capture in war and peace processes. Women’s exclusion was the product of the region’s political marketplace, in which power and authority is secured by elites through violence and bargaining, to the exclusion of other groups. By understanding exclusion as a deliberate strategic tactic that extends from war into peacetime, I argue that the exclusion of women is not the reason why peace processes fail in and of itself, but rather the product of elite ownership of peace processes and the structure of many peace processes that facilitates and rewards such ownership, with serious consequences for the sustainability of peace post-settlement.  相似文献

As the neo‐liberal project has spread across the globe, decentralization has been a key component of it. In South Africa, the neo‐liberal macro‐economic strategy of the African National Congress (ANC) involves support for fiscal and administrative decentralization partly as a way to bring the private sector into basic service delivery and supposedly to make local government more efficient and effective. However, the ANC also sees decentralization as a way to empower the historically disadvantaged black population. Community‐based public–private partnerships have been one of the chief initiatives in this regard. In the metropolitan municipality of Port Elizabeth, small black contracting companies have been hired and trained to dispose of waste, construct roads and build houses. While not free of tensions and problems, this approach to decentralization has fostered a form of democratic development. This article uses examples from the Port Elizabeth experience to test and reflect upon a number of issues which are raised in the literature on decentralization.  相似文献

This paper deals with the role of Judaism in Walter Benjamin's famous 1921 essay on violence and law, Zur Kritik der Gewalt. Despite the intense attention devoted to this essay, the role of Jewish myth in it has not yet been thoroughly explained. This study contends that the association between what Benjamin termed revolutionary violence and the Jewish messianic tradition, which plays a central role in the evaluation of Benjamin's text, is far more problematic than has hitherto been assumed, and poses a serious challenge, which has not been fully examined in its historical context. Second, this essay claims that the subversive elements that many have supposedly found in Benjamin's text and the attempts to link these elements to messianic traditions are also unconvincing. Third, the paper contextualizes Benjamin's thought within the framework of the Jewish political–theological debate of the period. It contends that Benjamin's theory of law and justice should be understood not as a revolutionary, anti-republican text, as has been generally accepted, but as a secularized conservative orthodox one. In doing so, it seeks to shed light not only on Benjamin's early thinking and its influences, but also on the neglected element of Jewish orthodoxy within the broader topic of political theology.  相似文献
