This article examines EU‐Turkey relations and considers the potential impact of the EU pronouncement at the December 2004 summit and the subsequent (reluctant)decision to begin negotiations in October 2005 on Turkey's efforts to become a member of the Union. It briefly summarizes the debate over Turkish accession and outlines the main arguments and positions of EU members and institutions. It then highlights the inadequacies of the alternatives to full membership that have been offered to Turkey in the past and expresses the concern that the EU's adoption of ‘flexible integration’ may lead to Turkey being, at best, offered a ‘lower tier’ form of EU membership in the future. It continues by arguing that concerns about Turkey's suitability for EU membership because it is Islamic and its lack of ‘Europeanness’ are ill‐founded and/or irrelevant and that the best way to facilitate Turkey's continued contribution to European (and world)security and its western orientation, is to allow it to join the EU as a full member. It concludes that the decision to admit a new member is primarily a political one and that Turkey should be allowed to join the EU in the immediate future.  相似文献

Abstract

This article comments on the special issue from a political science perspective. It starts with an attempt at interpreting the contributions from a diffusion perspective. The articles show a sophisticated understanding of diffusion as “interdependent decision-making”, that is multi- rather than uni-directional, focuses on diffusion as a process (not an outcome), and takes a decidedly agency-centered view. The article then highlights some of the empirical findings in this special issue. This concerns, among others, the crucial role of the Council of Europe (CoE) as a laboratory for generating new policy ideas and an agenda-setter, as well as the equally important function of the various parliamentary assemblies as mechanisms by which policy ideas diffuse. At the same time, there is also a power story in this special issue. The EC ultimately dominates the processes in most policy areas. The article concludes with remarks on the fruitfulness of an interdisciplinary dialogue between historians and social scientists as documented by this special issue.  相似文献

The territorial and spatial planning impacts of European Union (EU) economic and competition policies have remained under-researched in the field of European spatial planning, in contrast to other EU policy fields. This briefing explores how two elements of the EU competition policy, the regulation of “state aid” and the liberalization of “services of general interest (SGI)”, have significant implications for the pursuit of the objective of territorial cohesion through spatial planning and territorial development policies at different scales. The paper first reviews the development of the concept of territorial cohesion in the EU discourse and policy agenda since the mid-1990s, as well as the contribution of public services (Services of General Interest, or SGI in EU jargon) to it. It, then, reviews how the EU state aid rules and liberalization policies affect the state's ability to intervene (i) in support of sub-national territories which are lagging behind or suffering decline, and (ii) in the provision of public services across the national territory, specifically in peripheral regions or areas where the provision is not catered for by the market. The conclusion of the paper outlines the additional challenges to the pursuit of territorial cohesion in the EU posed by the post-2008 economic crisis and suggests avenues for future research.  相似文献

Australia is currently negotiating a framework treaty with the European Union (EU) that aims at closer cooperation on a wide range of shared policy goals. The treaty is not expected to include trade-liberalisation commitments. This article queries why this is, given the importance of trade and business relations with the EU for Australia, and the fact that the EU exerts international influence primarily as a trade power, rather than a foreign and security policy power. Since 2006, the EU has also been negotiating ‘new-generation’ bilateral free trade agreements (FTAs), focusing on tariffs and regulatory non-tariff trade barriers. It has now committed itself to FTA negotiations with many of Australia's trade partners in Asia and the Organisation for Economic Co-operation and Development. An FTA and a complementary framework treaty were concluded with South Korea in 2010, and the EU is currently negotiating a similar package with Canada. As Australia and Canada are comparable trade partners for the EU, the article argues that an FTA on the EU–Canada model could be a more effective avenue for Australia to achieve deeper engagement with the EU.  相似文献

European trade ceramics found across Arabia date from the 19th and first half of the 20th centuries and were made at factories mostly located within northwest Europe. After c. 1930, imitations of European ceramics are increasingly represented from factories in Japan and later China. Combining the information from archaeological excavations on the Arab coast of the Gulf and ceramics from museum and private collections, information from the archives of the British India Office and the Maastricht pottery order books for Arabia, a relatively detailed overview of this market for trade ceramics can be reconstructed. Three key points may be highlighted: First, the complex routes via which European ceramics arrived within Arabia, second, the significance of the link between producers and consumers on opposite sides of the globe, exemplified by specific designs and types of vessels manufactured for the Arabian market, and third, new layers of meaning that were given to such objects as they were incorporated into the homes, social fabric and the lives of people in Arabia.  相似文献

This article discusses the provenance and potential significance of the European Spatial Development Perspective (ESDP), considering questions of whose policy is it, who had an input into its preparation, who is the client and/or audience, and the significance of its preparation by the Committee on Spatial Development (CSD). The preparation phase from 1993, and the more public phase from the Noordwijk draft of 1997 to completion of the Potsdam text in 1999 are reviewed in order to consider whether the overall time-scale is reasonable and whether the transnational seminars can be regarded as a form of public participation. The paper goes on to discuss what follows after adoption, threats to its role in EU policy-making, and concludes that there are some benefits from the process of preparation by the CSD, and from the form of élite participation that took place, but that the ESDP must become a Commission policy if it is to play a significance role in achieving territorial and social cohesion at the EU level.  相似文献

The article argues that the European Union, despite being a different kind of polity, has political myths that are similar to those that have characterised nation‐states. It examines two types of political myth – foundation and exceptionalism – and demonstrates that they have been used in an attempt to make the European Union understandable and acceptable as a form of governing. The article also argues that political myths about the EU have had limited success not only because they are based on the same content as national myths but also because they do not always conform to recognisable narrative forms. The EU, with its ambiguous aim of creating ‘an ever closer union’, does not provide the basis for sacred narratives that become normative and cognitive maps that make the new polity ‘normal’ and provide the EU with ontological security.  相似文献

What allows us to talk about the state as an active agent when we understand that only individuals act? This article draws comparisons between Quentin Skinner's exposition of the history of the concept of the state in major European languages and the history of its equivalent Russian term gosudarstvo in order to provide some general hypotheses on the development of the phenomenon of the state, and on the origins of this baffling usage. First, summing up a vast number of historical and lexicographical works, it attempts a detailed reconstruction of the conceptual development of the term in the Russian language. Second, a peculiarity of the Russian case is discussed, in whichabsolutist thinkers (and not republicans, as in western Europe) stressed the difference between the person of the ruler and the state. Third, political interests in introducing such novel usage are discussed, together with the role of this usage in the formation of the state. This allows us to see better the origins of current faith in the existence of the state as a more or less clearly designated and independent actor, predicated on the mechanism of what Pierre Bourdieu described as “mysterious delegation.”  相似文献

The aim of this paper is to analyse some relevant aspects on productivity distribution in the European Union at regional level. Firstly, the paper examines its external shape and intra-distribution dynamics. Subsequently, an analysis of the factors that might be behind the productivity distribution and its dynamics is carried out. The results, represented by means of a relatively new visualization tool, highlight the role played by factors such as geographical location, compensation per employee and investment per employee in explaining this issue.  相似文献

European defence is failing because of the profusion and confusion of strategic concepts in Europe today. This article draws parallels with the Europe of the interwar years when strategic concepts were similarly confused. At the time a complex interplay between the traditional balance of power approach to security and the collective security, disarmament and international arbitration enshrined in the Treaty of Versailles resulted in strategic paralysis. The nadir of this failed strategic concept was the Treaty of Locarno in 1925 that, by endeavouring to keep all states happy at all times, simply prevented the creation of an effective security and defence mechanism. The rest is history. While the strategic environment of the first decade of the twenty–first century is undoubtedly different to that of the second decade of the twentieth, the need to satisfy the domestic political needs of all European powers, great and small, activist and post–neutral is producing a similar effect. Europe today has a security system that seems to bear little or no relation to the threats that are emerging. It is time, therefore, that Europe's Great Powers, Britain, France and Germany reasserted their political authority and bring an end to the political correctness that has so undermined European defence. Given the time that such endeavours normally take, and the nature and scope of emerging threats, the time for such action is now. Europe's Great Powers cannot again afford to be late and unprepared for the conflicts that lie ahead.  相似文献

Shared interests between Australia and the European Union (EU) in multilateral trade negotiations are increasing. However, the relationship in the WTO continues to be defined by conflicts over agriculture. This article examines the case for closer Australia-EU co-operation on shared interests in WTO negotiations while continuing to press for more rapid reform of EU agriculture policies. It traces the major changes in the interface between Australia and the EU in the WTO, including the re-structuring of the Australian economy over the past two decades and the more recent efforts by the EU to modify the trade impact of the Common Agriculture Policy (CAP) on world agriculture trade. The article concludes that closer co-operation between Australia and the EU in the WTO on shared interests would enhance Australia's influence in the multilateral trade system.  相似文献

In 1988, the European Commission launched a pilot programme, the European Seed Capital Fund Scheme, designed to create 24 new seed capital funds in the 12 member states and to increase the availability of equity finance to innovative start‐up and early‐stage enterprises. The findings of a pan‐European assessment carried out in the spring of 1992 on 21 of the 22 supported funds and 40 of their investee companies are presented. The actions of the funds have allowed additional resources to be directed to young technology‐based firms. However, the research findings also suggest that the majority of supported funds are under‐capitalized which will result in major problems of financial viability in the medium term. The research also questions the sufficiency of supply side policies alone to address issues of regional ‘equity gaps’ particularly related to the support for NTBFs within Europe.  相似文献

Two U.S.-based political geographers survey the current state of affairs in Bosnia-Herzegovina (BiH), characterized by increasing political tensions between its two constituent entities—the Federation of Bosnia-Herzegovina and Republika Srpska (RS). The authors examine ways in which recurrent calls for a referendum on RS's self-determination/independence (from BiH) have charged the political atmosphere in both entities, delayed the formation of a central government in the aftermath of inter-entity elections in October 2010, and thus precipitated claims of BiH's unsustainability. In a concluding section, they explore the broader implications of renewed conflict and territorial fragmentation in BiH, which include the mobilization of seccessionist movements (and possible ethnic cleansing) in other contested regions in the Balkans and the former USSR and the possibility of renewed EU/NATO military engagement, with the attendant risks involving the EU's relations with Russia and member states of the Organization of the Islamic Conference. 1 figure, 2 tables, 38 references.  相似文献

Four campaigns of the Worldwide Atmospheric Gravity-wave Study (WAGS) have taken place in the European sector. On many occasions the onset of auroral activity in the evening and midnight sector, as indicated by EISCAT measurements of the electric field, was associated after a suitable delay with the detection of periodic ionospheric disturbance travelling southward over the U.K. at speeds between 500 and 1000 m s−1. The velocity and wavelength of the TIDs corresponded to large-scale atmospheric gravity-waves. The characteristic periods of the travelling disturbances were similar to the intrinsic time scales of the auroral activity for periods of 40 min or more, but variations on a time scale of 20 min or less were strongly attenuated. The r.m.s. amplitude of the auroral electric field was proportional to the r.m.s. amplitude of the HF Doppler-shift associated with the gravity-wave. The time-lag between the onset of strong auroral activity and the arrival of the travelling disturbance over the U.K. was usually about an hour, suggesting a source region about 2000 km north. Similar levels of activity in the afternoon did not appear to produce strong waves in the far field. This is possibly due to ion-drag in the daytime ionosphere although the effects of the lower sensitivity of the HF Doppler-network during daytime must also be considered.  相似文献

This article deals with the work of the European Commission of the Danube (ECD) during the first two decades of its activity in the aftermath of the Crimean War. It focuses on the early stage formation of international organizations in the mid-nineteenth century when river commissions were the first organizations that issued supranational regulations and had their own bureaucracies. In this context, I argue that the ECD became a testing ground for new types of inter-imperial cooperation. First, the ECD became a site where hydraulic expertise from all over Europe was gathered and analysed. As a consequence, this exchange among the representatives of different empires and of different sub-fields of expertise generated new technical knowledge and made the ECD a space for cross-imperial knowledge production. Second, in 1865, the ECD adopted a Public Act that codified navigation rules in the Danube Delta. These regulations were among the first upholding a supranational settlement. Furthermore, the document exemplifies how such a supranational agreement was implemented through a joint imperial intervention against the authority of the Ottoman Empire, the only territorial power.  相似文献

This article analyses the evolution of Community expenditure, on the basis of the data given in the budget and in the EDF, from the origin of the process in 1957 until the year 2002, the last definitive figures. The technique of principal component factor analysis has been applied to these variables. The basic objective of this study is to detect the interrelationships among the policies of the Union and to effect a classification of them, in order to detect the priorities of the European project and to estimate the dimension of the impact of its policies during the period.  相似文献

ABSTRACT

The Brexit vote will fundamentally transform the European Union (EU) and will change how the UK relates to Europe and the rest of the world. What are the implications for Australia at this critical juncture? The UK has been a major player in the Australia–EU relationship, and Australia will now need to recalibrate its approach to both the UK and the EU across a range of policy areas. This article examines the future of Australia–UK and Australia–EU relations in the wake of Brexit, and assesses Australia’s options going forward. The authors advance three considerations. Firstly, Australia’s national interests are best served by adopting a pragmatic rather than nostalgic approach towards future relations with the UK and the EU. Secondly, Australia should avoid pursuing one relationship at the expense of the other and creating a zero-sum dynamic. Finally, Australia’s future strategy must consider broader global developments, such as events within its own region and the US presidency.  相似文献
