Integrating Delegation into the Policy Theory Literature

Public policy scholars have developed a number of theories of the policymaking process. Their work has come to define what some now refer to as the "policy theory" literature. Our task is to identify theoretical and empirical courses of study that will advance this research program. We limit ourselves to identifying an existing theory that already provides such an advance and discuss some of its theoretical benefits and empirical support. Specifically, we make the case that there exists a well-developed theory of delegation that rivals what we deem to be the best of the existing policy theories. We also suggest that existing theoretical frameworks might benefit from incorporating delegation theory explicitly and conclude that policy research has much to contribute to the development and useful application of delegation models.

敦煌佛教文学与边塞文学

本主要论述了敦煌佛教学与边塞学之间的关联：(一)敦煌佛教应用类中,有不少作品带有边塞特质;(二)敦煌僧人积极参与敦煌政务,使许多与这些僧人有关的作品兼具佛教和边塞色彩;(三)一些世俗的佛教信徒所作的佛事斋,更容易与敦煌边塞的军事、政治情况挂起钩来。最后,本从四个方面对敦煌边塞学与佛教学相关联的原因作出小结。     

Very long term history and people's history

Often William Blake and Isaac Newton are positioned as “opposites”: Newton the great systematizer, Blake the visionary artist. (Blake himself, in fact, seemed to have set up this direct opposition.) However, this opposition is perhaps too simple and overlooks the intricacies of each thinker's work. Further, this straightforward “opposition” fails to account for the pressure that scholarship itself, always occurring from a particular subjective position, applies to shape its objects of study; that is, it creates a useful “Newton” and a useful “Blake” with which to work. Here I employ spatial theorist Henri Lefebvre's technique of “critical thirding” (as Edward Soja has called it), or accounting for “an-Other” position in the dialectic of “Blake” and “Newton”. I consider where Blake and Newton were perhaps more similar than has been suggested in the scholarly literature, and, more crucially, how scholarship itself mobilizes (or indeed “creates”) its own, subjectively useful, “Blake” and “Newton” in order to make particular arguments.

A noted specialist on China's urban and economic geography investigates the processes underlying the massive and occasionally wasteful practice of land development that has accompanied China's rapid economic advance. By critically juxtaposing elements of conventional neoliberal economic theory (e.g., the so-called "tragedy of the commons") with the actual exercise of land property rights and the practice of land development in transitional China, he argues that, contrary to Western experience, land property rights have evolved from the bottom up and thus functioned not as a bundle of standardized and uniform legal prerogatives but rather as a diverse set of local practices adaptable to regional conditions. The author illustrates these processes though a thorough review of Chinese laws and regulations as well as a case study of land development in a province (Guangdong) in which land development has been allowed to proceed more rapidly under a special economic regime and exposure to global forces.
