Aggregate turnout rates are among the central indicators of democratic performance in the American polity. Despite the considerable implications of macro turnout, however, most studies of turnout focus instead on the micro level. As a consequence, we know little about how local, political, and historical influences have impacted turnout over the course of American political development. The result is a somewhat impoverished conception of turnout that often removes the political from political participation. In this article, I argue for a new, macro-level perspective that highlights the political dimension of turnout by placing turnout in the local political settings in which it has taken place. I contrast two competing explanations of macro turnout variation across local electorates, a political account and Elazar's cultural thesis, and discuss their implications for the political geography of macro turnout in American electoral history. I then examine this political geography by employing a local indicator of spatial association (a LISA statistic) to identify the spatial structuring of macro turnout in the United States from 1828 through 2000. I demonstrate that a political perspective provides greater leverage than Elazar's cultural perspective in explaining the political geography of macro turnout in the United States.  相似文献

Political geography can make distinctive and important contributions to both geography and political science, but this will require attention to the boundaries of these disciplines, emphasis on the comparative advantage of geographers with respect to the study of the shapes of physical space, and systematic consideration of boundaries as problematically institutionalized norms. The extent to which elections are useful instruments of accountability is closely related to the ability of citizens to acquire and utilize information about candidates running in those contests. In this paper, I examine the visibility of campaigns for the United States House of Representatives by analyzing how candidates, political parties and interest groups strategically allocate campaign advertising in media markets and congressional districts across the United States. I show that this allocation is based not only on the competitiveness of the campaign, but also according to the cost and reach of the media markets that dominate congressional districts. Overall, the findings indicate the importance of political geographic considerations for understanding the substantial variation in advertising aired both across and within congressional districts during House campaigns.  相似文献

Set in the context of growing concern about the lack of a coherent political response to the economic crisis, and in the aftermath of devastating urban violence in English cities, this paper highlights the pressing need for new forms of political organisation in countries like the UK. The paper focuses on the remarkable growth and prominence of community organising in the UK. The largest community alliance, called London Citizens, now commands significant support and influence in the capital and is attracting attention from politicians, journalists and commentators from across the UK. The rising profile of community organising flies in the face of much scholarship in the social sciences which has long declared the death of geographical community – and its socio-political significance – in the modern metropolis. The paper provides an overview of this literature and highlights the particular importance of population turnover, increased diversity and stretched social networks. In this context, the paper then explores how London Citizens has been able to use a particular geographical architecture to work with and against these challenges. The paper argues that London Citizens’ territorial but institutionally networked structure is particularly important to its growth and impact. This model of politics locates institutional islands of social solidarity and forges connections between them, creating a new community that is able to mitigate some of the effects of population turnover and stretched social networks in the city-at-large. The paper highlights the strengths and weaknesses of this geo-political architecture, drawing attention to the importance of institutional affiliation, identity-making, the reproduction of collective memory, and the issue of funding.  相似文献

It is impossible to understand Ratzel's Politische Geographie without placing the figure of its author in the perspective of the critical bourgeois geography of the eighteenth century and the first half of the nineteenth century. From this point of view, Ratzel is the last representative of this bourgeois movement born in the first part of the eighteenth century in Germany with the name of “pure geography” or “natural geography”, and developed in the following century thanks to the great works of Karl Ritter and Alexander von Humboldt. The purpose of bourgeois critical geography was to create a geographical discourse (a reasoning) able to transcend the identification between geographic knowledge and cartographic representation that was maintained by the Staatsgeographen—that is by the state geographers who defended the feudal aristocratic regime. But it is precisely this identification that German bourgeois geographers appropriated in the second half of the nineteenth century, after the bourgeoisie came into power through a compromise with its ancient political opponent. Only Ratzel, direct heir of the Erdkunde tradition of Ritter and von Humboldt, was an exception by opposing the new bourgeois state geography with his own state-based geography.  相似文献

The past 10-15 years has seen the growth of walking groups taking walkers from Amman to rural parts of Jordan at weekends and the development of the Jordan Trail. Through the narration and analysis of everyday accounts of walking, this paper explores political geographies of identity, movement, and territory in Jordan. Drawing on 12 months of ethnographic fieldwork, I suggest that at the heart of a growth of walking for leisure in Jordan are important political questions. How is walking conditioned by situated cultural politics? How can walking unearth intimate and embodied accounts of territory in Jordan? I build upon three developments in political geography to do this. First, research on political geography and walking; second research on everyday political geographies of the Middle East; third, critical and feminist work on territory. Literature on political geography and walking is developed by centring Jordanian walkers and the (post)colonial context of Jordan to explore what walking means under different political conditions and for individual bodies. In doing so I contribute to work on identity and nationalism in Jordan and the importance of the everyday to explore political geographies of the Middle East. I develop critical and feminist work on territory by arguing that walking bodies make and contest territory and in doing so calling for greater synergies between cultural and political geography. These arguments are made in two empirical sections. The first explores how different people talk about walking, the language for walking, and assumptions about walking bodies. The second explores how walking connects different bodies to territory, and creates territorial nationalist narratives, but also how walking can highlight indigenous and embodied relations with territory. This paper concludes that walking is political because it shapes and is shaped by situated political geographies and because it enables embodied and intimate accounts of territory to emerge.  相似文献

Political and academic debates about the distribution of resource rents to producing areas have addressed the issue of whether or not the transfers unleash conflicts. While this kind of debate is valid, the present paper argues that such a discussion is missing the point regarding the processes behind said types of conflicts, as well as how such conflicts are framed at the sub-national political geography of the state. By more deeply exploring these dimensions, the argument of this paper is that the production of uneven development within sub-national areas is crucial for understanding the above-mentioned conflicts and how the central state internalises those conflicts, producing new political geographies of rent distribution. As such, different territorial discourses of autonomy emerge along with uneven development, but their capacity to reach institutional autonomy is grounded on the spatial politics of each state. Empirically, this paper analyses how natural gas rents are distributed to sub-national producing areas in Peru and Bolivia, and how the production of uneven development through natural gas rents at sub-national level re-activated previous territorial demands for autonomy, which were internalised by central states in different ways.  相似文献

This article provides a detailed analysis of the Australian Labor government's mining tax, building on recent debates that critique Lindblom's Politics and markets. We argued that the case illustrates the power of big business, in particular the importance of the relative flexibility of large companies, especially in the form of ‘investment strikes’, although such a strategy is more constrained in the resource sector. We also explore two other key factors. First, we analyse Lindblom's argument that government has resources which big business needs, and suggest that this argument depends on governments being competent in negotiations with large companies. We find that the claim did not apply to the case of the mining tax. Second, we analyse his view that business power owes a great deal to the manipulation of citizens' ‘volitions’. We find some evidence to support this claim, but again suggest that the failure of the government to effectively make the case for a mining tax helped business.
