Despite rapid economic growth and massive inflows of aid, rural poverty in Mozambique is worsening. Agricultural production and productivity have not increased in the last decade. Use of chemical fertilizers and other modern technology is at a low level and decreasing. The present development model emphasizes that the role of government and donors is to provide human capital and infrastructure, while the private sector is responsible for economic development and ending poverty. The most recent national surveys confirm what is being seen elsewhere in Africa — that this non‐interventionist strategy does not raise agricultural productivity or reduce poverty. While 80 per cent of Mozambique's population is engaged in agriculture, this sector contributes only 20 per cent of GDP. This suggests that investments in agriculture are likely to generate pro‐poor growth, both to rural and urban dwellers. This policy failure is increasingly recognized, but donors and government have invested too much political capital in the current policy to change easily.  相似文献

This article uses a panel survey of households in the Indian state of Maharashtra to demonstrate that agricultural growth takes too long to trickle down to the rural poor. Unanticipated inflation, on the other hand, aggravates rural poverty, as does domination of the agricultural growth process by large landholders. This affects the poor through the oligopsonistic influence of the landholders in rural labour markets, dampening employment and wages (as compared with the outcome in a competitive market). In the context of structural adjustment, while the emphasis on allocative efficiency through withdrawal of input subsidies and remunerative prices for output is justified, acceleration in agricultural growth by itself is unlikely to make a dent in rural poverty. Measures designed to accelerate agricultural growth must therefore be supplemented by direct anti-poverty interventions. Consumer price stabilization is particularly important, and would be assisted by an overhaul of the Public Distribution System. Major reforms would include improved flexibility in the scale of the PDS, better targeting through alternative distribution networks when private trade channels are weak or non-existent, and simplification of registration procedures. The oligopsonistic role of large landholders could be curbed through market-mediated land redistribution, scrapping of all tenancy regulations when tenancy markets function efficiently, and through large-scale intervention in rural labour markets along the lines of the Employment Guarantee Scheme.  相似文献

In recent decades, civil society organizations (CSOs) have joined public–private partnerships (PPPs) to reduce poverty and promote local development. In what follows, I analyze the development of the Agri-FoodBank (AFB) CSO in South Africa in order to critically examine PPPs. As part of the FoodBank South Africa (FBSA) network of food banks, the AFB has emerged to reduce rural and urban food insecurities. Building on the national system of food banks, the AFB aims to train small-scale rural farmers to sell their crops to the food bank’s network of local food organizations which then feed the urban poor. In the case of the AFB, findings suggest that the PPP emerged as a mutually beneficial collaboration between the state and FBSA, as the state needed political power and FBSA needed money. However, for this PPP to form, FBSA completely transformed its mission and structure to fit the state’s preference for rural development projects. Thus, although the AFB formed to empower FBSA, data findings indicate that the AFB has increased state control over FBSA. In this way, PPPs need to be understood within the context of local state-civil society relations, as methods of state control reflect South Africa’s unique version of neoliberalism.  相似文献

This article focuses on the commercialization of urban water services in Zambia. It aims to demonstrate the tension between cost recovery and service extension when water sector reforms combine investment cuts with price increases. It is argued that in low‐income economies where infrastructure limitations are serious and poverty is widespread, heavy reliance on ‘tariff rationalization’ with low levels of investment can lead to reduced access to water and render water charges unaffordable. Reforms to public services can prove futile in the absence of upfront resources for investment in the restoration and extension of the existing infrastructure. In many ways, Zambia typifies other low‐income economies; this study thus offers useful lessons for them.  相似文献

Agricultural research in marginal dry areas can contribute to reducing poverty through the development of technological, institutional and policy options for poor farmers. Such research should address diversified opportunities and development pathways. This article analyses the diversity of livelihood strategies of rural people living in the Khanasser Valley in northwestern Syria, an area that is typical of marginal drylands. It proposes an operational classification of households based on their different livelihood strategies, applying an integrated methodology within a Sustainable Livelihoods framework. Households are classified into three clusters: agriculturists, labourers and pastoralists. The article examines the diversity of livelihoods involved, and considers where and how research should be directed to have greatest impact on poverty. Given that rural households are not homogeneous but dynamic entities, with diverse assets, capabilities and opportunities, the definition of household typologies can help to target development research. The article concludes that while agriculturists benefit most, poor labourers with enough land can also gain from pro‐poor agricultural research. The poorest households with little land, and pastoralists, benefit little or only indirectly.  相似文献

This article seeks to dispel the popular myth surrounding the food crises which precipitated food riots in the global South in 2008. Arguing from a structural and historical perspective, the article suggests that global hunger is a deep-rooted crisis that is embedded in the social and structural variables associated within the nation-state that places a restraint on the self-regulating capacity of nation-states in the South. Internationalizing the food crisis, however, will do more harm to the south’s agricultural transformation and rural development. The article argues for integrated rural development that will increase output growth through an institutional, technological, and marketing strategy.  相似文献

To handle the double challenge of economic competitiveness and poverty alleviation, there are increasing calls for dual education strategies designed to handle both these issues simultaneously. Based on field research in rural Sri Lanka, this article aims to contribute to the understanding of how educational opportunities of different groups in different areas are shifting in the context of a changing world of work and new skill requirements in the global economy. An ongoing stratification of educational opportunities is identified, based on the growth of private tuition and English‐medium education, as well as a rationalization of the education system. The article shows that future attempts to reform the education system in Sri Lanka must be better rooted in the preferences and aspirations of poor groups in rural areas, and that educational opportunities must be seen as relative, relational and contextual.  相似文献

基于重庆市武陵山区和秦巴山区贫困农户与非贫困农户的调研数据,运用双重差分模型检验精准扶贫政策对贫困农户收入增长的影响。结果表明,贫困农户在精准扶贫政策的支持下,家庭人均纯收入增长显著,与非贫困农户相比差距进一步缩小;家庭主要收入来源,由单一渠道向多渠道转变,人均种植业收入和人均养殖业收入增长最明显,二者贡献率合计达到61.87%;农户的年龄、家庭人口数量、老人小孩数量、耕地面积、耕作半径、是否发展特色产业等因素对贫困农户家庭人均纯收入影响显著。因此,发展特色产业,解决贫困农户的教育、医疗、住房和土地撂荒问题是保障贫困农户脱贫后稳定增收的关键。  相似文献

In the context of the continuing and lively debate on the estimates, trends and determinants of rural poverty in India, this article examines the sharp decline, since the late 1970s, in the incidence of rural poverty in the state of Kerala, well known for its record of social development. It is argued that, given the slow rate of growth of the Kerala economy in general and agriculture in particular since the mid-1970s, the ‘trickle down’ theory cannot explain the decline in poverty. Similarly, the fact that rural wages have increased faster than the consumer price index does not constitute a sufficient condition for crossing the poverty line. Expansion of state-directed programmes is seen to be the single most important determinant in reducing rural poverty. The effect of public intervention programmes is roughly estimated to be equal to one fifth of the consumption of rural labour households. The lesson of Kerala for poverty alleviation is that social protection expressed in terms of meeting the basic consumption requirements of the poor, especially the vulnerable among the poor, should be a necessary component of development policy. However, this is not a sufficient condition: there should also be a growth strategy which would provide adequate employment to all members of the labour force from the poorer sections of the population. The current line of official thinking in India, in the context of economic liberalization, is hardly conducive to such a strategy.  相似文献

The conventional model of the relationship between welfare incentives and poverty rates holds that welfare payments produce an income-enhancement effect that removes families from poverty until some threshold. Beyond this point increased payments engender a work-disincentive effect resulting in increased rates of poverty. We challenge the model's assumption that poverty levels are a simple and spatially invariant response to welfare incentives, contending instead that local employment conditions may substantially alter the relation. Our reformulation of the conventional modeling approach is based on the expansion method. Specifically, we extend the model to include the effects of local labor-market conditions on the response of poverty levels to welfare incentives. In contesting the invariance assumption, the expansion method allows us to determine where and in what contexts welfare is “work discouraging.” The empirical analysis, which is undertaken at the county level, indicates that welfare payments vary in their influence on poverty rates across different employment contexts. A national map portraying this parameter instability demonstrates that female-family poverty rates are most responsive to welfare assistance in the rural South and least responsive in the metropolitan Northeast. Finally, we examine two sharply contrasting locales to illustrate how poverty is governed by specific employment and welfare characteristics.  相似文献

The calculation of income–poverty profiles should allow for household size and composition, but rarely does so. Failure to do this means that the poverty profile will be distorted. The appropriate adjustments are straightforward, requiring simple assumptions which, whilst arbitrary, are better than ignoring the problem. Not making these adjustments distorts not only the relationship between household size and poverty, but all aspects of the poverty profile correlated to household size. For the case of Vietnam, this article shows that, if the adjustments are not made, rural poverty is under–stated as is poverty amongst those with little education, minority ethnic groups and female–headed households. Far fewer children live in poverty than is suggested when the appropriate data adjustments are not made.  相似文献

In Zambia, the ways in which social change intersects with rural livelihoods to increase children’s workload and commodify their labour are poorly understood. In this article, changing patterns of rural children’s work are seen as necessitated by their evolving household roles and contributions in an increasingly rural cash-based economy. Drawing on child-focused qualitative research in rural Lundazi district in Zambia, it is explored how children use a traditional labour practice called ‘ganyu’ (piecework) to ameliorate poverty. The infiltration of the cash-based economy, amplified by the Economic Structural Adjustment Programmes, a predominantly adult-centred traditional informal socio-economic levelling mechanism of ganyu, and its evolution into more cash-oriented transactions increasingly involving children are discussed. Although ganyu has largely been seen as characterized by exploitative labour relations, the empirical findings from this research indicate the complex ways in which the practice is empowering children and their families. The resources accrued through ganyu are vital for both personal and household well-being. The findings of this study have important implications to rethink not only contentious issues of child labour but also dominant narratives of childhood that fail to take into account children’s lived experiences as situated in local, social, economic, and cultural contexts.  相似文献

基于精准识别的一手调查数据,运用最小二乘法的多元线性回归模型,评估西南连片特困地区235个村庄乡村旅游的整体减贫效果,并进一步考察交通设施建设、旅游产业项目建设和旅游就业参与等不同开发环节对减贫效果的具体影响。结果发现:乡村旅游开发的整体减贫效应明显,但是交通设施建设、旅游产业项目建设以及旅游就业参与等不同开发环节的减贫效应存在显著差异;乡村旅游扶贫开发有助于贫困户脱贫增收,针对不同开发环节的具体问题要精准滴灌、靶向治疗,实现乡村旅游扶贫开发的精准发力、精准施策和精准帮扶。  相似文献

To the extent that free markets show little concern for the existence of externalities, they are unlikely to produce optimum outcomes with regard to the protection and enhancement of the natural environment. Accordingly, the increasing emphasis on markets to deliver development in China under Deng Xiaoping and his successors has the capacity to threaten the long‐term environmental sustainability of that development. While there are good reasons to remain sceptical about the ability of market mechanisms to promote sustainable rural development in many respects, market reforms in China and the opening of the country to the outside world have nevertheless provided opportunities for farmers to engage in ecologically sensitive agriculture in the form of ‘green’ food and organic farming. Given that these forms of agriculture reduce farmers’ use of chemicals compared to conventional farming — chemicals which are costly to produce and environmentally degrading to use — they contribute to ensuring a more environmentally sustainable future for Chinese farming, post‐WTO entry, whilst providing opportunities for farmers to enrich themselves at the same time: a ‘win–win’ state of affairs. This will remain the case, however, only so long as the state is prepared to create and reinforce appropriate institutional arrangements.  相似文献

The spatial interaction between rural and urban areas is intense in the Global South. While research into how this interaction influences livelihood opportunities is extensive, longitudinal identification and analysis of rural people's long‐distance mobility is rudimentary. This is problematic given the possible repercussions of a greater flow of people for transport system management (congestion, emissions, investments, social exclusion, etc.). Based on longitudinal survey data from 1990 to 2008/2009, this article addresses this gap by exploring how the long‐distance mobility behaviour of households and individuals has changed over a period of intensified rural–urban interaction in a rural Philippine area. The article furthermore addresses the individuals' mobility desires and restrictions related to long‐distance travel. The results indicate that both accessibility effects and effects related to information and communication technology (ICT), concentration of activities and opportunities towards major cities, age, labour market, and economic situation. Over time, particularly since improved accessibility conditions have enabled much faster travelling, more people have come to travel more frequently (although a suppressed demand is still present and inequalities are considerable) to more distant destinations, major cities in particular, for mainly social motives. A recent countertrend is evident, partly arising from mobile phones replacing physical movement. The increase in private vehicle ownership has so far been slow, so modal choice is still highly sustainable. Overall, the findings support core ideas derived from the new economic geography, but also notes, with earlier studies in transport geography, that travel time is a prime consideration.  相似文献

Food security remains a critical global issue, made more difficult because of the rising world population, climate challenges affecting food production and a focus on market-based solutions that undermine subsistence production in vulnerable rural areas. Particularly affected are countries across Asia where poverty, hunger and malnourishment affect a significant proportion of the population. Drawing on Sen’s entitlement theory, we argue that a shift in focus from national food production to intra-household food access enables a critical reflection on consumption smoothing strategies adopted at this level. In particular, we draw attention to the tendency for women and girls to eat less as an intra-household adaptation strategy. We present findings from our research in rural areas of Bangladesh and note that adaptation strategies adopted by households in response to food insecurity. We note that strategies designed to address food insecurity must include gender mainstreaming to ensure that women and girls are not taking a disproportionate responsibility for intra-household food security.  相似文献

ABSTRACT Appalachia remains a symbol of poverty in the midst of prosperity. During the 1990s it fell further behind the rest of the nation. Persistent poverty during a period of strong growth is a serious as well as an interesting subject to study. We examine determinants of growth in Appalachia between 1990 and 2000. We show that employment, migration, and median household income were jointly determined by regional covariates and that county economic conditions were conditional on the performance in neighboring counties. One conclusion is that regional cooperation and geographically focused programs may yield the greatest returns to policy investments.  相似文献

Abstract:  The soaring expansion of the US prison population is transforming the geographies of both urban and rural landscapes. As the trend in mass incarceration persists, depressed rural spaces are increasingly associated with rising prison development and the increasing criminalization of rural communities of disadvantage. Drawing on in-depth archival and interview research in rural communities in the Northwestern states of Idaho and Montana, this paper explores how cultural productions of poverty and exclusion intersect with rural prison development. I examine how representations of poverty and criminality are entangled with processes of economic restructuring and the localization of economic development and social welfare. I explore the ways in which the rural prison geography of the Northwest is linked to the material and discursive construction of those in poverty and how these narratives are produced through local relations of race, ethnicity, and class. I suggest that the mobilization of these constructions legitimates rural prison expansion, increasingly punitive social and criminal justice policies, and the retrenchment of racialized and classed inequality. Further, I argue that these discursive imaginations of the poor work to obscure the central dynamics producing poverty under the neoliberal restructuring of rural economies and governance.  相似文献

The rural poor in India have long experienced corruption, exclusion from welfare schemes and the denial of rights. Critical accounts of development policy and practice advocate the need for pro‐poor governance reforms as well as effective mobilization of the poor for exercising their rights and entitlements. However, there is a dearth of empirical work which examines the following questions. What are the dynamics of such mobilization strategies in the environment of pro‐poor governance reforms? How do they affect local power relations from the perspective of the poorest social groups? And what are the challenges involved in sustaining struggles led by civil society organizations on behalf of the poorest and against petty corruption? This article addresses these questions in the context of a grassroots mobilization of Musahars (a Dalit caste group) in Bihar, one of the poorest provinces in India, which has recently initiated pro‐poor governance reforms. It explains what has or hasn't worked (and why) for the Musahars, in terms of their dealings with public officials. The authors argue that pro‐poor governance reforms and welfare schemes on their own are not sufficient; both grassroots mobilization and political will of the ruling dispensation are also necessary.  相似文献
