Military geography: A review

Through sixty years of chequered fortune the Magazine showed the impact of current history, notably during the 1914‐18 war when a few authors, notably Newbigin, Chisholm and Mackinder, wrote fine articles on current international problems. From 1919 many studies of geography as a whole and of its various branches appeared, a number of them given as presidential addresses to Section E of the British Association. The tradition of publishing local research studies was maintained and developed from the 1930's, both for Scotland and for areas elsewhere.

Military power and international order

'"Military power … remains an instrument with which no state has yet found it possible completely to dispense". So writes Michael Howard in discussing military power and international order'. In a time when abstracts did not precede articles in International Afairs , this was how the then Editor, N. P. MacDonald, introduced Michael Howard's article, 'Military power and international order', originally published in volume 40: 3, July 1964 and reprinted in this anniversary issue. It has been chosen because, 45 years later, it still retains astonishing freshness and relevance. Now in 2009, states, and especially the new US administration, will need to assess the emphasis they put on military means to achieve their foreign policy ends, while attempting to deal effectively with, for example, the confects in the Middle East and Afghanistan, and the threat of international terrorism. Michael Howard was not concerned at the same time with terrorism, or transnational actors, but there remain enduring lessons in his 1964 article about the role of the military instrument to advance states' interests.     

Risk and Private Military Work

Abstract: To date geography has paid scant attention to private military contracting. Other disciplines have studied the topic, but their work is state‐centric. In this paper I examine private military contracting through a geoeconomic lens and make four arguments. First, the heightened security risks of the contemporary era cannot be explained solely as a result of states’ decision to cede their monopolies over the means of violence. We must also examine the private military firms that have created new monopolies and the strategies they use to manage and distribute risk. Second, the industry has increased risk in the world system by offloading security risks onto their employees. This “responsibility over rights” management model provides inadequate human rights training and battlefield adjudication procedures for contractors and civilians alike. Third, the geography of private military work does not always conform to the global division of labor between north and south. Instead, private military work creates a class of work that cuts across social and geographic divides. Finally, while activists should encourage states to regulate the industry, they should also push it to reform employment practices since private military firms are increasingly global in scope.     

Military Power and Political Influence

This is an edited text of the sixth John Vincent Memorial Lecture delivered by Lawrence Freedman at the University of Keele on 8 May 1998. Against the background of Soviet military power in Europe in the 1970s, the author explores in the first place the question of the utility of force in circumstances where there is no immediate danger of war, and concludes with a discussion of its contemporary relevance for the armed forces of the Atlantic alliance.

Abstract

The author analyzes the voting behavior of legislators in the Congresses of the Confederate States of America during the American Civil War. He shows that the occupation of Confederate Congressional districts by Federal troops led legislators to abandon their previous voting behavior and instead support the strengthening of the central government in Richmond. Specific case evidence involving voting on a number of salient issues is provided to further demonstrate the robustness of this result. Most importantly, the result leads to outcomes at odds with the logic of secession as enunciated by Southern elites.
