In Britain during the eighteenth and nineteenth centuries, the contrast between ‘public’ and ‘private’ worlds drew not on one, but on multiple, contrasts. However, recognising such variations does not necessarily provide us with new analytical tools. This article examines some of the ways in which twentieth-century commentators have attempted to categorise these contrasts. In particular the article critically engages with Habermas's definition of the public sphere and suggests the advantages and disadvantages of using his notion through a discussion of the relationship of the British women's suffrage movement to the debate over citizenship in the 1860s.

Abstract

This article articulates a new concept within public and political theology, namely relational Christian realism, which it encapsulates within the notion of Entangled Fidelities. It proposes that the interlocking of a series of highly problematic areas of current human experience, reflected, for example, in the ongoing economic and environmental crises, require a reformulation of the Christian realism tradition. In this reformulation, aspects of this tradition are brought into close and critical dialogue with key voices from philosophy, sociology, and theology: namely, H Richard Niebuhr, Bruno Latour, and Manuel Castells. The dynamics and methodologies associated with relational Christian realism are further explicated with reference to a number of case studies. The article concludes by suggesting that this new (and as yet speculative) conceptual term needs fuller explication and development with regard to empirical research in a number of cross-over fields in which faith-based and no faith-based social actors are engaged in a new politics of postsecular rapprochement.

The past three decades have seen the resurgence of China's civil society through the blossoming of NGOs that campaign for various marginalised interests, including environmental protection. Many studies have examined the co-evolution of the Internet and China's civil society. This paper examines the role of the Internet in strengthening grassroots environmental activism, taking into consideration the corporatised character of Chinese NGOs. Through a detailed ethnographic case study of a leading grassroots environmental group, the Global Village of Beijing (GVB), I argue that Internet technologies effectively empower resource-poor activists in their self-representation, information brokering, network building, public mobilisation and construction of discourse communities. The Net therefore contributes to the nascent formation of a green public sphere in China by fostering a discourse that counterbalances rapid economic development. Also discussed here are issues that hamper this process, including resource limitations, the fragmentation of online discourse communities, and the marginalisation and “caging” of environmental discourse.

This article attributes the relative lack of attention to the 'public sphere' in Geoffrey Holmes's work to the pervasive influence of Lewis Namier and the Namierite conception of political history. Holmes's British Politics can be understood as a product of what might be called the revisionist's dilemma. Because the main thrust of the argument of this work was to challenge the Namierite interpretation of the structure of politics in Anne's reign, Holmes could not fail but to replicate the structures of the original Namierite paradigm. Nevertheless, Holmes's demolition of the Namierite view of Augustan politics also opened up new possibilities for further research; it ultimately widened our understanding of the 'political' and it prepared the ground for the remarkable interdisciplinary dialogue between literary historians, intellectual historians, and political historians. The article concludes with a discussion of how Holmes's successors began to build on his work in ways that can help explain why the Habermasian public sphere paradigm emerged to the foreground of current scholarship in a field where it had been ignored for three decades. Historians are now beginning to build a detailed post-Habermasian understanding of the ways in which the public sphere affected the structures of politics in later Stuart Britain. Work along these lines may well finally help explain the transformation of British politics from an age of Stuart revolutions to the age of Hanoverian oligarchy.

World Youth Day 2008 was the largest public religious gathering in Australian history, which proudly celebrated Catholicism in the streets of Sydney. This article argues that the organization and outcomes of World Youth Day 2008 were significantly shaped by the perceptions of Catholic Church leaders and officials who were determined to present the Catholic Church as a powerful opponent of the trend toward secularization. The organizers of World Youth Day 2008 achieved significant success in overcoming the legacy of sectarianism, the fears of secularization, the problems of internal division and scandal, and distrust and suspicion in the media prior to the event. The event showed that the Catholic Church was very capable of negotiating the Australian public sphere, and successfully marketed an energized and inclusive brand of Catholicism to the broader public.

ABSTRACT

In today's age of increasing globalization and the emergence of global public policy issues, the concepts of civil society, public sphere, and the legitimacy of the legal system require further analytical scrutiny and philosophical reflection. As such, this article reflects on how the renowned German philosopher and social theorist Jürgen Habermas, in his Between Facts and Norms: Contributions to a Discourse Theory of Law and Democracy (1996), addressed and reflected on the notions of civil society, the public sphere, and the legitimacy of the legal system. As Habermas admitted that barriers do exist within the civil society and the public sphere, the article examines the various ways of overcoming the barriers toward the full actualization of the civil society's emancipatory potential. The article shows its conceptual arguments through the use of empirical examples vis-à-vis the arguments of Habermas, and most importantly, that Habermasian insights need to be cast at the transnational level of democratic politics, rather than within the strict confines of political processes within the nation-state.

In the aftermath of the Katholikentag in Essen in September1968, conflicts about various issues of religious practice andchurch activities became visible in the Catholic Church in theFederal Republic. These conflicts, and the growing demand forparticipation in the preparation of the Würzburg synodof the West German dioceses (1971-1975), provided the contextfor the first large-scale application of opinion polling inthe Catholic Church. In the spring of 1970, twenty-one millionquestionnaires were distributed to all German Catholics, accompaniedby a survey based on a quota sample of interviewees. The discourseabout the implementation of polling techniques in the churchwas structured along the lines of binary dichotomies. Whereassome theologians and grass-roots activists demanded the inclusionof taboo topics such as the abolition of celibacy, many bishopsand a conservative current feared that the questionnaire wouldallow for new vistas and hence deliberately liberalize and diluteessential elements of Catholic doctrine. Another controversialtopic was the possibility of responsiveness, that is the extentto which decisions of church bodies should react to public opinionas it was reflected in the polls. Not only grass-roots activists, but also the renowned theologian Karl Lehmann were scepticalthat the poll could be used to manipulate public opinion aboutpastoral issues and to gloss over substantial problems. Butthere was also substantial concern about the possible use ofthe polls in a plebiscitarian manner, which would charge factsabout the state of public opinion with normative power. In thecontext of the preparations of the Würzburg Synod, thepolls worked as a technology of the public sphere. In the aftermathof Essen 1968, the politicization of conflicts brought the questionof responsiveness to the forefront. It would be misleading, however, as this example makes clear, to equate the reflectionof public opinion in the polls with a ‘critical’public capable of exercising democratic oversight.
