Housing problems, such as affordability, poor quality of condition, or damp, are key determinants of health and wellbeing. Importantly, though, a growing body of research has shown that unhealthy housing is the combined result of multiple housing problems acting together. Although the spatial distribution of discrete housing problems is well established, little is known of Australia's geography of unhealthy housing. We have previously defined and validated an Australian Index of Housing Insults, which captures the multiple ways in which housing adversely influences individual health—including, but not limited to, people's tenure security, affordability, quality, and neighbourhood characteristics. Using the Household Income and Labour Dynamics in Australia (HILDA) dataset, a nationally representative longitudinal survey of Australian households, this paper describes Australia's geography of unhealthy housing. The analysis examines the prevalence, characteristics, and distribution of the population who are vulnerable to unhealthy housing. Our findings reveal both a worsening landscape of households at risk because of their accommodation and a changing pattern of unhealthy housing in Australia over time. The paper considers how these findings may impact future policy settings and the potential to improve the health of Australia's population through targeted housing interventions.  相似文献

Abstract

Post-apartheid housing struggles urgently need to be addressed in order to consolidate the inclusivist democracy in South Africa. Former white minority governments restricted housing in order to control the movement of Africans and their labour. This paper analyses aspects of post-apartheid housing protest. The argument is that such protests are rooted in a problematic rights discourse of the anti-apartheid struggle, and in the new constitution's recognition of the right of access to adequate housing, which is nonetheless, subjected to fiscal constraints. The article's second focus is on a legacy of land dispossession, which also hinders housing delivery. Failure to realise the right to housing fuels some of the most important conflict that will shape future organisation of state institutions and relations between the state and society.  相似文献

Housing affordability is an acute problem in many developed economies. It is rooted, inter alia, in a conflict of interests across levels of government. Policies that seek to increase the supply of housing and lower their purchase price are popular among the general electorate, yet local governments deploy urban planning regulations to restrict densification and development of affordable housing within their jurisdictions. Moves to address this conflict would benefit from unpacking city officials' policy preferences and their variation. This paper compares the positions of local-government politicians vs. those of unelected bureaucrats in Israeli cities, drawing on survey and interview data. Our findings confirm the conflicts of interest between levels of government even within Israel's unitary, centralized context. However, we show that career bureaucrats, given their relative freedom from electoral pressures and commitment to professional values, are more amenable to citizens' and central government's shared interest in densification and affordable housing. We also highlight city officials' place of residence—within vs. outside the city—and their social identification with citizens and residents as antecedents of their urban-planning preferences. We draw on these findings to delineate directions for more effective central–local government collaboration in seeking affordable housing solutions.  相似文献

Housing was a backbone of the Danish welfare state, but this has been profoundly challenged by the past decades of neoliberal housing politics. In this article we outline the rise of the Danish model of association‐based housing on the edge of the market economy (and the state). From this, we demonstrate how homes in private cooperatives through political interventions in the context of a booming real estate market have plunged into the market economy and been transformed into private commodities in all but name, and we investigate how non‐profit housing associations frontally and stealthily are attacked through neoliberal reforms. This carries the seeds for socio‐spatial polarization and may eventually open the gate for commodification – and thus the dismantling of the little that is left of a socially just housing sector. Yet, while the association‐based model was an accessary to the commodification of cooperative housing, it can possibly be an accomplice in sustaining non‐profit housing as a housing commons.  相似文献

This article investigates the housing experiences of international students in comparison to other newcomers in the mid-sized Canadian city of St. John's, Newfoundland and Labrador, with a focus on how they navigate housing crises. Drawing on recent literature on housing justice, a quantitative survey of 188 participants, and 30 qualitative interviews, the findings reveal that international students and other newcomers are at different stages of their housing careers, have different needs and goals, and are experiencing the affordability crisis differently. Housing discrimination is a pressing concern, especially for international students who are subjected to intersectional prejudice, exploitation by landlords, and amplified challenges due to the COVID-19 pandemic. The article argues for inclusive housing and immigration policies that acknowledge international students as part of the Canadian housing market and ensure their rights to housing.  相似文献

Abstract

Lawrence J. Vale tells us that “grand symbolic state buildings need to be understood in terms of the political and cultural contexts that helped to bring them into being,” 1 1. Lawrence J. Vale, Architecture, Power, and National Identity (London: Routledge, 1992), 3. and that these buildings can help us understand our national identity. But all buildings are part of a broader political and cultural context. Even unimpressive state-funded buildings express meaning about the politics, power, and priorities of a nation. Because these buildings are not purposefully symbolic, their symbolism has the potential to provide a less contrived—though perhaps less appealing—portrayal of the nation in which they are built. Public housing provides an example of this idea. Public housing in the United States is latent with negative meanings that are reinforced and perpetuated by its architecture, siting, and design. This article examines three historical and iconic public housing communities and analyzes the meanings of these spaces through Goodman's four frames of reference—denotation, exemplification, metaphorical expression, and mediated reference—to determine what these spaces, as architecture, say about the American national identity and our relationship with public housing.  相似文献

This paper illustrates and evaluates some of the features of the Danish and European research of the history of housing policy and relates these to the main results and perspectives in the author's doctoral thesis ‘Housing: From Night Watchman State to Welfare State – Construction and Housing Policy in three Danish Towns, 1850–1930’, 2006. The paper argues that the roots of the welfare state's housing policy are to be found in the far more prominent part which the public sector got to play in the Danish society as a result of the crises following World War I and the conjunctural repercussions throughout the 1920s.  相似文献

住房制度改革是中国城市居住分异的重要影响因素。住房制度改革后,城市居民可根据自身社会经济特征和消费偏好,选择居住区位和住房与邻里质量,住房选择行为相对自由化。商品房的开发在住房制度改革后得到鼓励,房产商在政府宏观调控指引下,自主选择投资区位,建设不同层次的住房和邻里,以满足不同层次居民的居住需求。不同类型企业、不同工龄的职工在享受房改房的机会明显不同,造成享受者和未享受者住房条件的差异,从而形成居住分异。公共部门的干预使得住房类型构成多样化,出现了经济适用房、房改房和廉租房等资助房,与商品房并存;种种约束条件使得社会群体在不同类型住房中分布并不均衡,形成居住分异。  相似文献

Sweeping changes in national policy aim to radically transform public housing in the United States. The goal is to reduce social isolation and increase opportunities for low income tenants by demolishing ‘worst case’ housing, most of which is modern, high‐rise buildings with high vacancy and crime rates, and replacing it with ‘mixed‐income’ developments and tenant based assistance to disperse current public housing families. Transformation relies on the national government devolving more decision‐making power to local government and public housing authorities. The assumption here is that decentralizing the responsibility for public housing will yield more effective results and be more efficient. This paper explores the problematic nature of decentralization as it has been conceptualized in policy discourse, focusing on the underlying assumptions about the benefits of increasing local control in the implementation of national policy. As this paper describes, this conceived space of local control does not take into account the spatial features that have historically shaped where and how low income families live in the US, including racism and classism and a general aversion by the market to produce affordable rental units and mixed‐income developments. As a result, this conceived space of local control places the burden on low income residents to make transformation a success. To make this case, Wittgenstein's (1958) post‐structural view of language is combined with Lefebvre's view of space to provide a framework in which to examine US housing policy discourse as a ‘space producing’ activity. The Chicago Housing Authority's Plan for Transformation is used to illustrate how local efforts to transform public housing reproduce a functional space for local control that is incapable of generating many of the proposed benefits of decentralization for public housing tenants.  相似文献

ABSTRACT

This article explores the predictors of children’s satisfaction with mass housing, which were built in the context of squatter housing regeneration. The results are based on a survey of 186 nine-to-twelve-year-old children living in four mass housing sites in Ankara, Turkey. They show the specific features of the dwelling and neighborhood that were critical in predicting children’s residential satisfaction: dwelling location and size; appearance of interior design elements provided by the authority; views from the windows; proximity, quality and quantity of public open spaces; quantity of greenery; building types in the mass housing estate; external appearance of buildings in the neighborhood; safety of street crossings; the continuity, width and comfort of sidewalks; the quality of municipal services; and the number of liked people in the neighborhood. These findings are important as they help planners and designers to consider and incorporate components that contribute to an improved residential satisfaction among children.  相似文献

This article deals with how the authorities taught the Swedes to live and how Swedish citizens came to accept such an intimate encroachment in their private lives. Why did people accept these social experts of everyday life? The answer tells us something about modern society and modernity itself.

Around the turn of the 20th century, Stockholm had one of Europe's worst housing conditions, according to Swedish experts of the time. One-room apartments were the norm, even for large families. Not all buildings had running water and often several families shared one outhouse. At the same time, the idea that the home was the place in which the conscientious citizens of the future would be raised was introduced – in Sweden as elsewhere. Dwellings became part of the social question. Many people believed that a well-functioning home would improve other aspects of life as well: men would stay at home in the evening instead of going to pubs; women would do a better job of raising the children; and public health would improve. A neglected home was seen as a sign of the exact opposite; the right to a nice home turned into a duty to live well. As an extension of this idea, housing inspections became important processes in the effort to improve the lives of citizens. The inspections were carried out by municipal employees, who were expected to monitor people's everyday lives. They functioned as housing experts, but what did these social engineers actually do? How did they become housing experts? And was their encroachment into people's daily lives accepted by ordinary citizens?  相似文献

ABSTRACT Each year, hundreds of thousands of people immigrate to the United States seeking a better way of life, and still hundreds of thousands more become citizens. Some spend time living in public and subsidized housing, sponsored by the Department of Housing and Urban Development (HUD), and, each year, thousands of these individuals attain citizenship. This paper presents an econometric analysis of the propensity of noncitizens living in HUD‐sponsored housing to naturalize. Providing housing and other forms of public assistance to noncitizens is controversial but the fact of the matter is that, under current rules, many qualify for aid so, facing that fact, an important contribution of this research is to identify the type of program that works best in the context of broader national objectives. The key finding is that the market‐based approach of the housing choice voucher program—and the spatial mobility it facilitates—significantly and substantively contribute to naturalization.  相似文献

Abstract

The Lancashire Historic Town Survey, undertaken by Lancashire County Council between 2001 and 2006, examined the complex and varied history of 'working-class' housing in the east Lancashire textile towns. Often seen by the media and politicians as uniform and of low quality, and frequently condemned as slum dwellings, the surviving stock of such buildings results from past responses, both to housing requirements and to 'working-class' communities. It is argued that east Lancashire's housing has been a victim of inaccurate perceptions, both past and present, and of political bias and myth-making.  相似文献

Lying at the heart of Tonbridge and Ashworth's 'dissonant heritage' are issues of disinheritance and the subsequent discord that this can cause. Implicit in this is the lesson for heritage professionals to make sure that the heritage they manage is presented in an honest, ethical and inclusive manner that minimises dissonance. But what, precisely, does this mean in practice? What if those who 'own' the heritage are not professionals, but deeply committed and interested amateur volunteer enthusiasts who have made it their life's work over decades to conserve and look after the heritage, but who are not particularly interested in, or actively resistant to, issues that so concern professionals? These are some of the issues which periodically arise in the British Channel Islands over the most visible heritage of Occupation — the German fortifications, or 'bunkers'.  相似文献

This article unpacks the connection between a growing cohort of small-scale but purposive property investors and urban socio-spatial restructuring. We analyse private rental housing as a tenure share to demonstrate its spatial correlation with the suburbanisation of socio-economic disadvantage in Sydney, Australia, between 1991 and 2016. Then, we show how investors drive this emerging pattern by reference to the geography of property owners’ stated investment objectives—low capital outlay, rental yields, and capital growth prospects. We contend that the link between their small-scale activities and the city’s changing socio-spatial structure is an overlooked consequence of private rental sector (PRS) housing financialisation. Importantly, our focus on behaviours exhibited by small-scale rental property owners in PRS financialisation transcends existing analyses that have concentrated on corporate entity activity in this space. That focus also contrasts with framings of private rental growth as a residual outcome of developments elsewhere in the housing market. Such work is significant because it demonstrates the impacts of real estate investment on urban form.  相似文献

Urban Villages in China: A 2008 Survey of Migrant Settlements in Beijing   总被引:2,自引:0,他引:2  
A team of Beijing-based urban planning specialists is joined by a noted American geographer to present the results and analyze their 2008 survey of migrant settlements in China's capital city. The paper examines the living and work conditions as well as housing consumption behavior of migrants in Chinese cities, focusing on chengzhongcun or urban villages—rural settlements that have been transformed into poor living spaces for migrant workers. It finds that although migrant workers are willing to pay the same or higher rent per unit of space, they consume much smaller dwelling spaces than local residents. Estimations of the Mincerian wage equation and of a housing demand equation show that migrants' small space consumption is a function not only of low income but also of a reluctance to spend their earnings in the city. The findings reinforce the notion that migrant workers consider the city as a place to work rather than a home in which to live.
