In spite of years of efforts in Turkey to reform the police, including an increase in budget allocations for ‘democratic policing training’, ‘capacity building programmes’ and ‘non‐lethal technologies and tools’, police violence persists. How might we conceptualize the relationship between the upsurge of police violence and such investments? In this article, the author suggests that instead of taking ‘reform’ or ‘transformation’ discourses at face value, we look at some of the ways in which police violence is reformatted through the very tools, discourses and idioms of police reform itself. The article draws on 18 months of fieldwork research on police and security in Turkey, where the author observed the on‐site implementation of police reforms in several venues: police academy classes, practical training programmes that also involved ‘international’ security experts, and local police stations and neighbourhoods. The article examines how the processes of reforming expand the contours of not only policing practice but also the boundaries of police violence – ostensibly what these reforms were supposed to restrain.  相似文献

This article examines Prussian and French police instructions, manuals and training material, 1880–1914. Police in both countries were reputedly violent, yet successive French and German governments consistently justified incidents of heavy-handed law enforcement. Yet the context was different as Prussian instructions actively encouraged forceful law enforcement, while French instructions placed strict legal and disciplinary boundaries on the police. This had dissimilar consequences for how the police were identified with the regime. In Prussia the regime became identified with brutality, for which the police were seen by critics as merely a symptom. The republican regime was criticised as hypocritical rather than violent in its defence of violent policing. The commitment to respect citizens' rights and seek to limit police brutality was no guarantee of more civilised policing, but constituted a hope for changes in police practices that did not require a change of regime.  相似文献

The growth of wildlife and environmental crime has catalysed efforts to strengthen state policing to better exert control over activities, flows, and people that threaten states’ desired socio-ecological orders. The expanded role of policing in and over human-environment relations provokes conceptual and empirical imperatives to better centre policing in political ecology and political geography scholarship on state-environment relations. This article begins with the question of how political ecology might better account for and conceptualise policing power, and how doing so can help understand how, where, and through what practices and institutions states exercise power over socio-ecological relations. To capture the role of policing in exerting power and control over socio-ecological orders, this article brings together insights on critical theories of police power, conservation power and state power to develop the concept of police power in green. I argue that police power in green grounds the mechanisms through which state power is exerted over socio-ecological relations in ways that reflect a broader strengthening of state power. I use multi-scalar and ethnographic research to examine three processes that extend and expand police power in green, and related state power. These are: 1) expanding conservation law and criminality beyond conservation spaces to national territory; 2) creating new environmental police bodies; 3) strengthening and expanding traditional policing, enforcement and criminal justice institutions. I end by outlining how police power in green can connect and further critical scholarship on political ecologies of the state and broader debates on policing, the green state and state power.  相似文献

The emergence of police ordinances and police authorities in the early modern period has traditionally been seen as a way to discipline society in order to increase the power of the absolutist state. However, recent investigations of early modern policing in German and French regions show that ‘good order and police’ was in demand by the subjects and also adapted to local needs. Inspired by this research this article investigates the enforcement of police ordinances in the Danish market towns of Aalborg and Sæby and the country district of Børglum-Jerslev. The results show that policing remained focused on local needs even after the creation of a royal police office in 1682. Policing mainly concerned the welfare and privileges of burghers in market towns until the introduction of a country police in 1791, when agrarian reforms began to erode the patriarchal order in the countryside. As a new way of governing, ‘police’ was a way both to govern free burghers and preserve traditional order.  相似文献

While much heritage studies research concerns dissonance and the use of history in contemporary spaces, nuances of the narrative construction process have only more recently begun to receive attention. This paper investigates the dynamics of heritage representation, in particular the contests among park staff, which have resulted in tremendous variation in heritage narrative communication at Spring Mill Pioneer Village. Contestation among the site’s administrators and interpretative staff regarding representations of time and place in the village has resulted in inconsistencies in both the material landscape and performative storytelling. As a result, the interpretative staff use a number of narrative tactics when engaging with tourists. While the village is located within a state park and therefore has a clear hierarchical power structure, this case illustrates how dissent manifests in the actual communication of the village’s narrative. Thus, this paper contributes to the ongoing study of spatio-historical context of heritage sites as revealed in the multifaceted construction, contestation and communication of narrative.  相似文献

Following the murder of George Floyd, there was widespread debate about the policies that govern the use of force by police, but municipal leaders suggested that police unions kept many of the proposed changes from being adopted. Although there is anecdotal and scholarly evidence that unions frequently oppose policing reform, the limited literature in this area actually offers somewhat mixed conclusions about the relationship between union strength and the success of previous reform efforts. In this study, we draw on Halpin's theory of interest groups as politically adaptive organizations to develop expectations about the behavior of police unions in police governance subsystems. We hypothesize that union attempts to influence policy will correlate positively with reform adoption when the political environment is conducive to victory on that front or makes the cost of opposition too high and negatively when the opposite conditions hold. Analyses of the impact of union campaign contributions on the adoption of use-of-force policies in the 100 largest U.S. cities demonstrate that the nature and direction of union influence are moderated by the political climate of the jurisdiction in which they operate.  相似文献

For most of United States history, the police did not intervene in domestic violence. To redress for this history, police departments began implementing mandatory arrest policies in the 1980s. These policies require police to arrest in cases of domestic violence when injuries are present, regardless of victim consent. Drawing on two years of ethnographic research conducted in central Pennsylvania, including participant observation in a domestic violence unit of a police department and interviews with police officers, this paper examines how mandatory arrest policies extend the spatial reach of the state into private space and intimate relationships. Specifically, I argue that the policing of domestic violence positions police officers as neoliberal subjects responsible for mediating abusive relationships on behalf of the state. This paper contributes to geographic research on policing in the private sphere, while also offering a detailed accounting of the mechanics of police practice.  相似文献

In pointing out the exclusionary and nondemocratic reconceptualization of states following the financial and Eurozone crises, research by geographers and critical political economists on authoritarian neoliberalism (AN) has shed light on key state transformations. Exploring the criminalization of council estates and the policing of three austerity-ridden south London districts, this article contributes to efforts to expand the concept of AN further by centering questions of violence and physical state power in the form of discourses and practices of (criminal) punishment and policing. Building on qualitative work with local young people and interviews with former police officers, community leaders and activists, I demonstrate the spatial dimension of AN and the role of policing logic and mechanisms for its administration in south London. I argue that through post-crisis austerity measures and long-term mechanisms of criminalization, young people perceive their home neighborhoods as insecure and alter how they navigate them. Further, I show that spaces of inclusion and welfare, such as social housing estates and schools, have been reimagined as sites of exclusion and punishment, often administered by police.  相似文献

This article examines the employment in post-war Italy of positivist scientific policing originally inspired by the work of the criminal anthropologist Cesare Lombroso at the end of the nineteenth century and subsequently developed at the scientific policing institute (Scuola Superiore di Polizia) in Rome. It analyses how the post-war police addressed the fascist regime’s employment of scientific policing for oppressive purposes and how far post-war scientific policing reflected the legacy of fascism. The article argues that post-war police narratives stressed the international importance of Lombroso and Italian criminal anthropology in order to ‘normalize’ the activities of the Scuola Superiore di Polizia during the fascist period and legitimize its work after the Second World War. Positivist criminological theories continued to influence police repression and criminal investigations in post-war Italy. However, the extent to which police officers and officials working outside the Scuola Superiore were convinced by such theories is questionable.  相似文献

This article explores debates concerning the methods and styles used by the police service in its dealings with children and young people in post-war Scotland (in comparison with England). Study of the implementation of Police Juvenile Liaison Schemes is used to consider shifting points of tension as well as cooperation between the police and other occupational groups engaged in work at the nexus of youth justice-welfare. Whilst often characterized as contradictory tendencies, the article demonstrates that a social welfare ethic and a criminal justice ethic were coexistent within the rhetoric and practice of policing, but that they operated in a state of flux. It also argues that styles of policing were subject to change, particularly as the use of discretionary and informal methods was increasingly challenged, as physical violence was increasingly seen as an outmoded recourse for the institutions of criminal justice, and as the policing of youth was increasingly politicized. The post-war period can be characterized in terms of greater levels of public scrutiny, the formalization of processes previously undertaken through informal or semi-formal mechanisms, and attempts (not always successful) to systematize procedures nationally in terms of the Scottish state.  相似文献

In the context of increasing academic and policy‐related attention to hybrid forms of security provision which combine state and non‐state institutions, in Africa and elsewhere, this article explores the implementation of community‐based or participatory policing (ulinzi shirikishi) in Tanzania. Through ulinzi shirikishi citizens are encouraged to form local security committees, organize neighbourhood patrols and investigate reported crime. In contrast to earlier forms of state‐sponsored sungusungu vigilantism in Tanzania, community police are expected to cooperate with the Tanzania Police Force and to adhere to state law. Based on 11 months’ fieldwork in three sub‐wards of the city of Mwanza, this article argues that community policing has been fairly effective in improving residents’ perceptions of local safety. However, two important concerns emerge that may compromise the sustainability and legitimacy of community policing in the future. Firstly, organizing local policing entails considerable costs for communities, which disproportionately disadvantage the relatively poor. Secondly, controlling local service provision can enable individuals to pursue private gains, at the expense of the production of public goods. It is thus important to consider the development of hybridity over time towards models that may look less like community‐based policing and more like commercial security provision.  相似文献

Immigration enforcement by sheriffs and police can be characterized as a proliferation of quasi‐events which never quite rise to the status of an event. This poses distinct challenges for feminist‐inspired scholarship on the state which seeks to document, ethnographically, how the state goes about its business on the ground. In this article we draw on our fieldwork experience in North Carolina and Georgia on sheriffs’ and police departments’ use of traffic enforcement and policing roadblocks to scrutinize drivers for their legal status, and ask how our ethnographic approach to the problem of state power inevitably stumbles in relation to the ordinariness of these practices. We conclude that feminist scholarship committed to an ethnography of the state could do much more to think through the potentially aporetic quality of that which is our common object of research—the state in practice.  相似文献

A growing number of geographers seek to communicate their research to audiences beyond the academy. Community‐based and participatory action research models have been developed, in part, with this goal in mind. Yet despite many promising developments in the way research is conducted and disseminated, researchers continue to seek methods to better reflect the “culture and context” of the communities with whom they work. During my doctoral research on homelessness in the Northwest Territories, I encountered a significant disconnect between the emotive, personal narratives of homelessness that I was collecting and more conventional approaches to research dissemination. In search of a method of dissemination to engage more meaningfully with research collaborators as well as the broader public, I turned to my creative writing work. In this article, I draw from “The komatik lesson” to discuss my first effort at research storytelling. I suggest that research storytelling is particularly well suited to community‐based participatory research, as we explore methods to present findings in ways that are more culturally appropriate to the communities in which the research takes place. This is especially so in collaborative research with Indigenous communities, where storytelling and knowledge sharing are often one and the same. However, I also discuss the ways in which combining my creative writing interests with my doctoral research has been an uneasy fit, forcing me to question how to tell a good story while giving due diligence to the role that academic research has played in its development. Drawing on the outcomes and challenges I encountered, I offer an understanding of what research storytelling is, and how it might be used to advance community‐based participatory research with Indigenous communities.  相似文献

Inter-actor trust (or the absence of it) plays an important role in complex planning processes. Trust has received much attention in management science, but surprisingly little in planning literature despite the similarities between the two and its increasing importance in ensuring coordination between multiple, heterogeneous actors in delivering developments. This paper aims to explore the role of trust in coordination in transit-oriented developments processes, based on literature research and two empirical case studies in the region of Toronto in Canada and the province of Zuid-Holland in the Netherlands. This research suggests that in both planning contexts trust is an important element in achieving successful outcomes. Trust was often identified at a personal level as something which can bridge differences between organizations, but that can be hindered by a history of distrust between organizations. The building of trust between stakeholders seems dependent on a commitment to building a good relationship early and openness throughout. Breaches of trust, as long as they are not fatal for the relationship, can lead to a stronger trust relationship in the long term. Trust, however, is not just an individual or organizational matter: the broader institutional context was also found to have pronounced impacts on the ability of trust to take root.  相似文献

Cover caption, volume 34 issue 1 Front Cover Anthropologists have long ignored or criticized mainstream popular culture, so we have not always realized that something as seemingly mundane as a Hollywood film could contain valuable insights for teaching and thinking about the issues that matter to an anthropological perspective on the contemporary world. Given science fiction's intersections with anthropology in using other ‘worlds’ to gain perspective on our own, science fiction films could be particularly good resources for engaging wider audiences with anthropological insights. While there have been occasional examples of such cross‐fertilizations, such as the writings of Ursula Le Guin, the potential of science fiction as a source for anthropological thinking has been by and large neglected. In this issue, David Sutton shows how the recent film Arrival provides one striking example of the overlap between science fiction, anthropology and popular culture. Films such as this, offer much food for thought and for engagement with anthropological understandings of topics ranging from linguistic relativity to culturally constructed temporalities. At a time when anthropology itself has gained increased visibility in popular culture, it behoves us to think through, rather than reject out of hand, the ways that we might highlight these increased opportunities to promote anthropological understandings. Scholars across disciplines have recently expanded state‐centred understandings of security (i.e. national security) by looking at the human and non‐human elements of security, including everything from food and ecological systems, to political economy, poverty and even everyday life itself. What kind of critical tools do we need to develop in order to understand our increasingly ‘securitized’ world infused with a growing (and increasingly repurposed) police force that includes both human and non‐human agents of policing? In this issue, Hayal Akarsu focuses on the technicalization of police violence through reform and the expansion of police power into unconventional domains. She shows how the very practice of reforming expands the contours of not only policing practice but also the boundaries of police violence – ostensibly what such reforms are supposed to restrain. While her research remains contextualized within the specific histories of the Turkish police, it has relevance beyond Turkey, as many practices once considered as ‘harsh policing’ have increasingly enjoyed the support of the public in different parts of the world. In such a milieu, an ethnographically nuanced analysis can provide us with a more subtly attuned vantage point, enabling us to understand how technologies of security and policing with seemingly liberal genealogies like community policing or broad democratic police reform can coexist or be aligned with ‘non‐liberal’ and even authoritarian modalities of government.  相似文献

This article examines the organization and function of Italy’s police forces. In contrast with other countries there have been very few recent studies on policing in Italy. This article starts from the origins of the modern police in Italy and tracks changes over time. Police activities that relate specifically to surveillance of territory and individuals, maintaining public order, controlling immigration and the coordination of police operations are reconstructed and documented, with a specific focus on crime prevention. The article attempts to assess to what extent this has been achieved in recent decades, and to what extent the efficiency of crime prevention has increased or decreased over the last thirty years. The article also examines the relations between the size of the police force and crime statistics to discover whether the increase in the former is directly linked to a decline in the latter.  相似文献

Concerns about structural racism and policing have fuelled public demands in the US, UK and elsewhere to ‘defund’ and demilitarize the police. However, given the interlinked nature of the entire criminal justice system – the police, courts and prisons – further thought needs to be given to how the system should be reformed. This article summarizes research on the nature of injustice experienced in magistrates’ courts in London from the point of view of defendants from black, Asian and ethnic minority communities and ‘the precariat’.  相似文献

Policy advocacy is an increasingly important function for many nonprofit organizations, yet their advocacy activities have largely escaped theoretical grounding. The literature on nonprofits has described how they engage in policy advocacy, without linking them to theories of policy change. The policy studies literature, on the other hand, has explained how various forms of influence result in policy change, but has largely ignored organizational perspectives on those processes. These two literatures remain largely disconnected. Drawing upon interviews with a purposive sample of policy advocacy directors at 31 nonprofit organizations, this study applies Q‐methodology to identify and describe six distinct policy advocacy strategies employed by the organizations, and their resonant theoretical views of policy processes. These findings suggest strategic approaches for nonprofits seeking to influence policy processes. They also enhance the academic literature on policy processes by adding the advocates’ views and expectations. Implications for further research are also identified.  相似文献

Based on recent Central European research concerning the history of storytelling, this article explores the transformation of apparition stories in Scandinavia and Germany from the late Middle Ages through the Reformation to about 1700. A number of motifs were kept alive throughout the entire period but the stories as a whole changed considerably. This was not only due to a changing social and religious context but also to the specific transmission conditions of these stories.  相似文献

In this article I explore how geographers might go about studying the everyday contexts of police power, given specifically the emphasis today in political geography on the practice of state power. Rather than endorse police practice as a relatively accessible and straightforward realm for researchers, I emphasize instead the uneventful and sometimes disappearing aspects of police work which makes it hard to excavate and interrogate, especially for non-police. Reflecting on various fieldwork experiences, I argue that the basic methodological tools that geographers have at their disposal to bring down the ‘blue wall’ of police practices can do the opposite: produce a tentative mode of knowledge which grasps, qualitatively and quantitatively, at the problem of the social and force relations of policing. I conclude that rather than a fix to the cruddiness of police power, accepted qualitative and quantitative methodologies constitute the ‘blue wall’ of police practice.  相似文献
