Structural Reform of the Veterinary Profession in Africa and the New Institutional Economics

This article reviews a number of critical issues in the structural reform of animal health services in Africa. Using the New Institutional Economics, it highlights several problems that others concerned with the privatization of this service area have tended to neglect. Most notably it calls attention to: (1) the need to retain a central role for paraprofessionals in the new delivery system; (2) the desirability of competition between the veterinary and para-veterinary professions; (3) the importance of developing state contracting procedures for assisting the private delivery of animal health that will avoid the problems of local monopoly; and (4) the central role that new and strengthened professional associations will have to play in this area if collective goods and the public interest are to be served. The article's larger purpose is to demonstrate that the New Institutional Economics has a great deal to contribute to the older precepts of neo-classical economics in anticipating and thinking through the fundamental changes that privatization of professional services in Africa are posing. In this sense it is a first step in a larger programme of empirical and theoretical research.

Professional advantage and public health: British veterinarians and State Veterinary Services, 1865-1939

At the beginning of the twentieth century, municipal authorities in England and Wales, and in Scotland, began to develop systems of veterinary public health which encompassed both the welfare of animals and the safety of meat and milk intended for human consumption. This paper examines the motives behind veterinary attempts to extend the integration of human and animal health considerations within the public health framework in the inter-war period. In 1938 the Ministry of Agriculture implemented a national administrative structure for the management of animal diseases which absorbed the veterinary personnel of the municipal authorities, whose own veterinary public health activities largely fell into abeyance. As a result, the ideal of veterinary public health disappeared from British public health practice after 1939, and lost its force as a professional political cause. The mid-century disappearance of animal health from consideration in British public health programmes was one of a complex of historical strands which contributed to the late-twentieth-century emergence of public health crises over such animal-borne diseases as salmonellosis, Escherichia coli infection, and bovine spongiform encephalopathy.

Theory and Practice As Responsibility

Abstract

Ralph Hancock's felicitous term “the responsibility of reason” opens a significant revision within political theory. It places primacy in practical reason and reminds us that theory is itself a mode of practice. He finds the deepest affirmation of this insight in Tocqueville's elevation of the art of association into the first principle of the science by which politics is comprehended. There is no science of politics apart from the exercise of responsibility itself.     

Circulation as a Visual Practice**

This special issue looks at some of the ways that images are adopted, co-opted, and adapted in the life sciences and beyond. It brings together papers that investigate the role of visualization in scientific knowledge-production with contributions that focus on the distribution and dissemination of knowledge to a broader audience. A commentary provides a critical perspective. In this editorial we introduce circulation as a practice to better understand scientific images. Along two themes, we highlight connections across the papers. First, the social life of scientific representation follows the contexts, settings, and spaces through which images circulate. Second, authorship, expertise, and trust inform the capacity and the failure of images to circulate. Altogether, this volume raises a set of new questions about circulation as practice in the historiography of images in the life sciences.

Narrative Inquiry: Theory and Practice

This article offers an overview of the method of narrative inquiry and explores competing trends in the use of the approach. It not only examines the theories relating to the method but also offers practical guidance on using narrative inquiry, including an exploration of what might count as a narrative and ways of analysing narrative data. The final section of the article presents two different examples of how narrative inquiry has been used. The first example is the use of narrative inquiry as a reflective learning process for students in an undergraduate curriculum. The second example is a narrative inquiry into staff experiences of role change in problem-based learning. Suggestions are also made as to how narrative inquiry might be adapted for use in geography in higher education.
