Current decision‐making in natural resource use and management aims at delivering ecologically‐sustainable development to achieve conservation and economic benefits. The process of guiding natural resource use requires the integration of social, economic and biophysical information on which to base management decisions. This paper discusses the integration of socio‐economic information for natural resource management (NRM) planning and decision‐making in the Australian context. A comprehensive resource of socio‐economic data is the Census, which is undertaken every five years by the Australian Bureau of Statistics (ABS) for the whole of Australia. Unfortunately there are qualitative and quantitative issues stemming from the use of ABS census data maps for NRM decision‐making, as they are at a different scale to and the boundaries do not coincide with biophysical information. These issues include the variable shape of collection districts, the use of enumerated data for population‐based statistics, the large size of collection districts in low populated areas, and the averaging of socio‐economic information over the collection districts. Examples highlight these issues and show a way forwards in improving data integration, which includes simple spatial overlay methods and regression modelling.  相似文献

In 2002, the World Heritage Committee declared heritage to be ‘an instrument for the sustainable development of all societies’. The term ‘sustainable development’, however, is inscribed with a complex economic, environmental and social agenda that challenges contemporary World Heritage management practice. This paper draws on a content analysis of six industrial UK World Heritage Site management plans. The analysis focuses on the extent that each plan integrates four key sustainability dimensions. Findings indicate that the planning frameworks and collaboration processes in operation at each site ensure conservation of the historical physical fabric but limit the development of a sustainable local cultural economy. A sustainable heritage management framework is presented based on the adoption of a long‐term strategic orientation and extensive local community participation in decision making. The framework is relevant to other complex heritage sites such as historic towns and cultural landscapes.  相似文献

The dramatic decline in the integrity of Australian river systems in recent decades has seen the development of landcare and catchment management groups across the continent as the main facilitators of river rehabilitation works. There is growing concern for the need to develop adaptive management frameworks that assist informed decision making through the integration of social and geomorphological knowledge into catchment planning. In the Mulgrave River Catchment of northeastern Queensland, difficult management decisions have to be made with limited access to knowledge of natural processes and baseline geomorphological data. To date management decisions have been based almost exclusively on oral histories that state that point bars are accreting and the river is becoming shallower due to bank erosion. As a result bank stabilisation and removal of sand from within the channel have been recommended in the absence of any geomorphological assessments. This study compares oral histories of river bank erosion in the Mulgrave River with geomorphic evidence to highlight the need for integrated landscape scenario planning. The results of grain size analysis of bank and bed material from 27 locations, involving 47 samples, suggest that bank erosion cannot be delivering sediments to point bars. Furthermore, qualitative analysis of historic parish maps and aerial photographs shows that there has only been moderate bank erosion at three locations along the Mulgrave River since European settlement. The study demonstrates the important role that geomorphological investigations have for catchment management and the need for management frameworks that integrate geomorphological processes and landholder priorities for sustainable river management.  相似文献

Donor‐funded development NGOs are sometimes portrayed as co‐opting, privatizing or depoliticizing citizen action or social movements. This much is implied by the term ‘NGOization’. Alternatively, NGOs can be seen as bearers of rights‐based work increasingly threatened by tighter regulation or substitution by corporate social responsibility models of development. This article engages critically with both perspectives. It traces the role of NGOs and their funders in agenda setting, specifically in bringing the previously excluded issue of caste discrimination into development policy discourse in the form of a Dalit‐rights approach in Tamil Nadu, south India. The authors explore the institutional processes of policy making and NGO networking involved, the alliances, entanglements of NGOs and social movements, and the performativity of NGO Dalit rights. But at the same time, the article illustrates how NGO institutional systems have constrained or failed to sustain such identity‐based claims to entitlement. In Nancy Fraser's terms, the article explores success and failure in addressing ‘first‐order’ issues of justice, that is rights to resources (in this case, land), and in tackling ‘second‐order’ injustices concerning the framing of who counts (who can make a claim as a rights holder) and how (by what procedures are claims and contests staged and resolved). This draws attention to the important but fragile achievements of NGOs’ discursive framings that give Dalits the ‘right to have rights’.  相似文献

In the contemporary environmental management landscape, legislation is a principal means through which sustainable outcomes are negotiated. Yet the relations between legislation (as a social practice), nature and justice have been subjected to limited scrutiny. This paper explores these relations through consideration of a system of biodiversity offsets currently being implemented in New South Wales, Australia, following the enactment of the Threatened Species Conservation Amendment (Biodiversity Banking) Act 2006 (NSW). In this paper we investigate the work this legislation does in enacting the materiality of nature in order to explore the interrelations of materiality, law and concerns for environmental and ecological justice. We argue that the act of ‘legislating nature’ is simultaneously a ‘mode of matter-ing’ (Law 2004) that in the case of biodiversity banking (BioBanking), resituates biodiversity within new meanings, spatialities, human–nature relations, and which accounts for biodiversity at a state, rather than local, scale. Utilising the work of Latour, we examine the processes of ‘translation’ required to generate abstracted ‘biodiversity values’ that can be traded and moved between locations. Examination of these processes leads to a consideration of the broad requirements of environmental and ecological justice as a theoretical and political response to BioBanking.  相似文献

The current discourse and practice of natural resource management rest on the assumption that participatory decision‐making mechanisms offer efficient and equitable policy solutions. There is increasing recognition, however, that such mechanisms might fail in ensuring effective participation of all stakeholders and, consequently, be prone to (re)producing inequalities and remaining ineffective in environmental protection. Taking this observation as a backdrop, this study addresses the under‐investigated implications of state–society relationships on the operation of participatory processes. By employing a unique combination of data provided by focus groups, in‐depth interviews, and a survey administered to 377 individuals, it analyses the ‘failure’ of participatory decision making within the context of an internationally‐funded environmental conservation project in Sultan Sazl???, Turkey. The article argues that the specific manifestations of state–society relationships and the political economy dynamics at the local level account for this failure. It shows that local materializations of state behaviour, interacting with local inequalities and perceptions of the decision‐making process, impinge on effective participation. In emphasizing that the capability of different groups to participate is shaped by the state in important ways, this article calls for more research on the political economy of state–society relationships and community‐based resource management.  相似文献

In this paper I consider the Kwermin notion of knowledge as ‘making skin’ of physical experience. The skin is acted upon in women's scarification and male initiations with the aim of instilling dispositions in the novices that are conducive to their becoming competent adult beings in their particular sociocultural environment. The scarification of women's abdominal skin is thought to enhance the fertility of their wombs, whereas the acts upon male novices’ skins in the initiation rituals are focused upon making them fierce warriors, vigorous husbands, and respectful communicators with ancestral spirits. It is argued that through the male initiations the Min reenact their joint origins from the ground at Yam (‘mother’) on Oksapmin land. Contrary to this initiatory emphasis on proper skin‐knowledge as fitness of being, sorcerers, and witches are greatly feared as they wrongfully penetrate the skin, either infusing the victim with suicidal desire or extracting its life‐substance until the victim withers and dies.  相似文献

Ecosystem services are part of a growing trend within environment and development to analyse environmental change within the context of socially valued outcomes. Yet, ecosystem services‐based policies and analyses are increasingly criticized for failing to connect with, or even for restricting, development outcomes. This article seeks to connect environmental analysis with development outcomes better by applying the capability approach of Amartya Sen and others. It demonstrates how scientific analysis of ecosystem services sometimes conflates pathways of ecosystem management with development outcomes, but that it can be reconfigured to include more diverse values and objectives. The article argues that ecosystem services should be identified more as ‘functionings’ (in the Senian sense of valued development outcomes) rather than ‘functions’ (in the sense of biophysical, apolitical ecosystem properties) in order to indicate that ‘services’ always reflect social values, and that values and scientific explanations of underlying biophysical properties evolve together. Environmental science for socially valued outcomes such as ecosystem services is therefore an important site of political inclusion and exclusion. The article illustrates this analysis with examples of ecosystem‐based adaptation to climate change from the World Bank and government of Bangladesh, and in contrast to differing approaches from the field of sustainability science.  相似文献

All of the communist party‐ruled states of Eastern Europe, from the elder brother of the ‘socialist family’, the Soviet Union, to non‐aligned, sui generis Yugoslavia, are in some degree of economic crisis. Gone are the once loudly trumpeted assurances that the socialist ‘economic formation’ by its very nature — its centrally planned and directed economy, its leadership by a communist party armed with the ‘scientific’ social and economic theory of Marxism‐Leninism and its foundation on the principles of proletarian social justice — excluded the possibility of economic ailments such as sluggish growth rates, inflation, social inequality and unemployment. It is now admitted that precisely these problems currently threaten virtually all communist systems. The principal issue for the political elites in these countries (with the perhaps temporary exception of relatively prosperous East Germany and Czechoslovakia and perennially contrary Romania) is not whether radical reform is necessary, but how to implement the requisite economic, social and quasi‐political reforms without undermining the foundations of ‘socialism’ and of the communist party's domination that they identify with it Yugoslavia is a valuable test case of the general project of reform in communist systems, since it consciously undertook to dismantle the of Stalinist system it had been establishing under Soviet tutelage at the end of World War II in response to Stalin's ostracism of Tito in June 1948. From its inception the Yugoslav reform process was informed by a commitment to return to the sources of Marxian social and economic theory in order to build an authentic socialist system untrammeled by the structures and immoral practices of Stalinist ‘etatism’. Worker self‐management, ‘market socialism’, the decentralisation of political and economic decision‐making, periodic rotation in office, and a number of other formally democratic, participatory socio‐political processes, most of which Gorbachev and his supporters have been discussing under the rubric of perestroika, glasnost’ and demokratizatsiia, have all been tried in one form or another in Yugoslavia during the past four decades.  相似文献

Management systems in archaeology seek to impose the scientific objective‐reductionist paradigm on archaeologists and their data. This orthodoxy has been enshrined in English Heritage's document Management of Archaeological Projects (English Heritage 1991) which prescribes rigorous application of a standardized methodology. MAP II, as it is known, is based on a processual model in which ‘data’ enter at one end and valuable archaeology emerges at the other. Such a view not only lacks any appreciation of the distinctions between ‘data’ and ‘information’ but also fails to acknowledge the beliefs and values which underpin the decision‐making criteria crucial to the model. In this paper we argue for an approach which un‐manages the past — by building relativistic humans into our strategies for dealing with the past. Examples are given which demonstrate how such an approach might work in practice.  相似文献

In many popular intervention methodologies aimed at stimulating sustainable rural development (in the widest possible sense) the idea of ‘participation’ is a leading principle. This article will demonstrate that the process in which actors are supposed to participate is often thought of as being a process of planning, decision‐making and/or social learning. It will be argued that such an operationalization of development processes is based on inconsistent theoretical assumptions, and can easily lead to unproductive development interventions due to an inability to handle conflicts. As an alternative it is proposed to use negotiation theory as a basis for organizing participatory development efforts. The implications of such a shift in thinking about participation are far‐reaching: it requires new modes of analysis, and different roles, tasks and skills for facilitators of participatory processes.  相似文献

This article explores the interplay between transitional justice and ‘everyday’ political economies of survival in post‐conflict Acholiland, northern Uganda. It advances two main arguments. First, that transitional justice — as part and parcel of conventional liberal peacebuilding packages — promotes a repertoire of normatively driven policies that have little bearing on lived realities of social accountability in post‐conflict settings. Second, that in transcending the epistemological and ontological boundaries of transitional justice and using concepts developed in the critical peacebuilding literature — the ‘everyday’ and ‘hybridity’ — a nuanced understanding of this dissonance emerges. Based on extensive fieldwork in Acholiland in the period 2012–14, using a range of qualitative research methods, the author examines the means through which people negotiate social and moral order in the context of post‐conflict life and analyses the tensions between these forms of ‘everyday’ activity and current transitional justice policy and programming in the region.  相似文献

The Ecology of Games Framework (EGF) draws attention to the intertwined nature of different forums in a given policy setting and how this affects governance outcomes. In this article, we associate the EGF with the literature on power asymmetries, in order to investigate hypotheses of actors’ perceived level of influence in a forum. Focusing on the Paraíba do Sul river basin committee in Brazil, we specifically explore actors’ participation in multiple forums, time spent participating in the basin committee, and actors’ degree of involvement in the committee as factors that might explain actors’ level of perceived influence in the forum. The findings suggest participation in multiple forums is a key driver of perceived influence and thus highlight a way to challenge traditional power asymmetries. More research, however, is needed to determine to what extent perceived influence is affecting decision‐making processes and governance outcomes in the Paraíba do Sul river basin committee.  相似文献

On gaining independence in 2002 after a protracted struggle against Indonesian occupation, the sovereign Timor‐Leste state began to assert its sovereignty in a range of discursive and expressive media. These assertions developed a distinct ‘language of stateness’ that is the focus of this article. This East Timorese expression of state sovereignty draws heavily on the legacy of the Timorese resistance struggle and on a variety of other sources of symbolic power such as flags, buildings, logos, and uniforms. Yet these efforts have been contested by a range of non‐state actors in Timor‐Leste and the shape that this language of stateness has taken now evokes complaints from martial arts groups (MAGs), ritual arts groups (RAGs), and veterans' organisations that seek to ‘become like the state’ themselves, and who also employ a ‘national language of stateness’ in the form of flags, graffiti, and official buildings. While not challenging the idea of an independent East Timorese state per se, these groups question the prerogative of the state to use and define the language of stateness. In this article I explore the way the state and its challengers use ‘languages of stateness’ and how this shapes their ambivalent stance vis‐à‐vis each other, with both sides often drawing upon a discourse of the fulfilment of the millenarian promises that have for a long time been tied to the achievement of independence.  相似文献

ABSTRACT To what extent is an island economy cut off from the rest of the world? Defined as a mass of land bounded by water, island societies connect and exchange with their surroundings rather intensely. Based on empirical research, this paper explores the role of a ‘remote’ island society on Trinket in generating or sheltering itself from the process of globalisation in which con‐textually given borders are transgressed and displaced. To this end, we apply the concepts of societal metabolism and colonising natural processes operationalised by Material and Energy Flow Analysis (MEFA), and Human Appropriation of Net Primary Production (HANPP) respectively. Using these biophysical indicators, we describe the transition from a metabolism based upon the natural environment to metabolism based on exchange with other societies. Data presented in this paper further reveal a process of industrialisation and integration into the global market of a so‐called ‘closed’ and ‘inaccessible’ island society.  相似文献

The recent growth of interest in heritage events has relied implicitly upon a modernist ontology in the way assumptions are made about the distinctiveness between visitor and performer identities. This article questions these assumptions through an analysis of the different groups of social actors attracted to war‐weekends organised through preserved steam railways. War‐weekends bring together in the same locality visitors, volunteers, performers, dressers‐up and re‐enactors sharing stories, enjoying the present and reflecting on the past—experiences in which each individual’s participation is enhanced. Although these and other ‘events’ are crucial to the continued existence of preserved railways in the UK they provide the participants with more than just a nostalgic trip back to the community spirit articulated through the so‐called ‘blitz mentality’ of the 1940s. They provide the opportunity for participants to engage both in the theatrical act of ‘being on’; of being observed by the ‘audience’ whilst at the same time acting as audience in the way they observe the other participants in the spectacle. The participants’ need to be observed is accomplished without the necessity of engaging in the rigorous training and audition processes associated with formal theatrical environments, whilst audience participation and interaction is not constrained by the usual formalities of traditional theatre.  相似文献

Canada's experience with ‘regional agreements’ has attracted considerable attention in Australia as a means by which Indigenous people can secure their native title rights to land and sea and ensure they can participate in the development and management of their homeland territories. However, regional agreements implemented in Canada thus far have often taken years to negotiate. To provide a degree of certainty for resource management and decision‐making while the native title claims process is underway, Canadian governments have proceeded to establish interim resource use and management agreements with Indigenous communities. While both governments and Indigenous people stress that interim arrangements do not replace or limit the scope for future claim settlements, it is recognised that the development of such co‐operative relationships will make long‐lasting formal agreements easier to achieve. This paper draws on several recent examples of interim agreements that have been negotiated for the salmon fishery resource in the Skeena River catchment, and considers how these local experiences offer useful approaches for resource management and native title issues in Australia. These examples demonstrate the importance of building shared understandings of resource values and management approaches prior to cementing co‐management partnerships in formal settlements. They also show some of the problems and prospects facing Indigenous peoples in their efforts to benefit from such co‐management agreements.  相似文献

Cetacean–human interaction, at sites where free‐ranging dolphins approach humans, is occurring more than ever before. Management policies and strategies, and their underlying research, intended to protect both dolphins and humans during these interactive events, affect the quality and nature of interactivity. The agency of the dolphins, and its representation in management schemes, is analysed using Critical Discourse Analysis of selected texts from the discourse of Dolphin–Human Interaction Management (DHIM). Analysis suggests a prevailing discourse of protectionism but also reveals the possibility for a new kind of management scheme based upon an acceptance of the ‘significant otherness’ of non‐human species. This can be achieved by means of inter‐species etiquette, acknowledging the choices made by non‐humans to interact with humans. An inter‐species etiquette, coupled with multi‐species education (education across species boundaries, designed and delivered so as to enable mutually beneficial interaction), offers those non‐human animals widely referred to as ‘ambassadors’ safe places in which to be encountered. This new form of inter‐species interaction space is named an ‘embassy’.  相似文献

The role of private market agents in global monetary and financial governance has increased as globalization has proceeded. This shift in both markets and patterns of governance has often been encouraged by states themselves in pursuit of liberalization policies. Much of the literature views these developments in a positive light, yet there are other aspects of these developments that also merit attention. This article supports its central propositions with two cases of emerging global financial governance processes: the Basel II capital adequacy standards for international banking supervision and the International Organization of Securities Commissions‐based transnational regulatory processes underpinning the functioning of cross‐border securities markets. Based on the case findings, the article argues first that private sector self‐regulation and/or public‐private partnership in governance processes can leave public authorities vulnerable to dependence on the information and expertise provided by private agents in a fast‐moving market environment. Policy in the vital domain of financial regulation has been increasingly aligned to private sector preferences to a degree that should raise fears of bureaucratic capture. Second, the article contends that the overall outcome in terms of global financial system efficiency and stability has been mixed, bringing a range of important benefits but also instability and crisis for many societies to a degree that has led to challenges to global governance itself. The case material indicates that the input, output and accountability phases of legitimacy in global monetary and financial governance are highly problematic, and much of the problem relates to the way in which private market agents are integrated into the decision‐making process. Third, the article posits that a better consideration of these three ‘phases’ of legitimacy and their interrelationships is likely to enhance the political underpinnings and legitimacy of global financial and monetary order.  相似文献

Industrial areas play a critical role in urban and regional planning, especially for developing countries where reliable strategies for these areas can promote economic and environmental efficiency. The present study provides an integration of hybrid multi‐criteria decision‐making (MCDM) theories and Geographical Information System (GIS) processes in order to assess the suitability of an industrial location. Unlike traditional models, an efficient decision analysis demands handling uncertainties and considering dependencies between criteria. The proposed MCDM framework uses fuzzy theory because of the vagueness of experts' judgements. Moreover, Decision‐Making Trial and Evaluation Laboratory (DEMATEL) is employed to investigate interrelationships among the criteria. In the proposed empirical solution, analytic network process (ANP) principles are used to deal with systematic interactions. We considered several factors such as accessibility, topography, proximity, and socioeconomic characteristics in the decision‐making procedure for a sustainable industrial park. The system is applied to Hamadan province, Iran to determine appropriate locations that are the results of the aggregation of criteria maps in a GIS environment. The results demonstrate that accessibility and economic indicators are essential for choosing an industrial park's location. Additionally, the proposed method can be applied for an efficiency evaluation of available industrial parks.  相似文献
