Large wild areas are important for both nature conservation and nature-based recreation. Information on the reciprocal relationships between recreators and the environments in which they recreate can help both conservation and recreation management. We considered motivations, perceptions, environmental concerns, and social concerns among flyfishers who recreate within the Tasmanian Wilderness World Heritage Area on the Central Plateau of Tasmania, Australia. Using semi-structured interviews with 27 participants, we established that they were motivated by a love of nature, desire for experience, escapism, connection, and challenge. On the basis of motivations and attitudes, we discriminated four groups of flyfishers: “social” (those who fish with friends), “trophy” (lone fishers who are goal-oriented), “outdoor enthusiast” (those who enjoy the outdoor experience, fishing optional), and “hunter-gatherer” (those prepared to travel long distances for catch). Nonetheless, all groups perceived environmental and social problems related to fishing and visitation behaviours, from littering to climate change. Fishers perceived environmental problems included identifying exotic weeds and pests but did not specifically include trout as a pest, despite their exotic status and adverse effects on native ecosystems. However, flyfishers were aware of most of their impacts and were willing to help mitigate them. Such insight is significant for geographers and those in associated disciplines and professions seeking to manage wild protected areas.  相似文献

Indigenous knowledges play a critical role in addressing the environmental crisis, and the United Nations system has adopted a suite of international treaties to protect and strengthen Indigenous peoples’ rights, which are often described as biocultural rights. Because World Heritage Areas are nominated and monitored by UNESCO, an initial hypothesis in this study was that such areas would be subject to higher than normal standards in regard to Indigenous people’s biocultural rights. By reference to the Greater Blue Mountains World Heritage Area, Australia, this research examined how the international legislative framework influences conservation practices. We held semi-structured interviews with conservation and Indigenous local experts and compared park management practices in the Area against those used in an Indigenous Protected Area. Findings align with the literature and suggest that Indigenous and scientific knowledge systems can generate new insights for the Area and other sites. Yet, Indigenous knowledges are only marginally applied in practice. Some barriers to full participation of Indigenous people are specific to the colonial history of the area. Yet, findings point to a lack of action by Australian governments and UNESCO, and that needs to be redressed. The study calls attention to the need to support and resource Indigenous people to enable collaborative partnerships to yield significant benefits for biodiversity and protection of Country.  相似文献

Roads have manifold social and environmental impacts, including regional development, social conflicts and habitat fragmentation. ‘Road ecology’ has emerged as an approach to evaluate the various ecological and hydrological impacts of roads. This article aims to complement road ecology by examining the socio‐spatial processes of road building itself. Focusing on the Brazilian Amazon, a heavily‐studied context due to forest fragmentation by roads, the authors consider non‐state social actors who build ‘unofficial roads’ for the purpose of gaining access to natural resources to support livelihoods and community development. They examine four case studies of roads with distinct histories in order to explain the socio‐spatial processes behind road building in terms of profit maximization, land tenure claims, co‐operative and conflictive political ecologies, and constraints as well as opportunities afforded by the biophysical environment. The study cases illustrate the need for a multi‐pronged theoretical approach to understanding road building, and call for more attention to the role of non‐state actors in road construction.  相似文献

Abstract

Umm Qais is one of the most significant archaeological tourist attractions in Jordan besides Petra and Jerash. It is also popular with locals due to its rich diversity of natural history features and landscapes. However, there has been no detailed study of approaches to visitor management at the site. This paper investigates the visitor management pressures on the site of Umm Qais, seeking to develop an understanding of the approaches that direct the process of visitor management in an archaeological site. The specific objective of this study is to identify and analyse the current visitor management measures and tools at the site. It explores issues of hard and soft visitor management through monitoring, visitor guidance, and interpretation. The study has been conducted as a qualitative case study, and its results are based on direct personal observation and discussions with the personnel that have been conducted on-site by the Jordanian authors.

Despite the visitor management applied approaches, results reveal important and continuing challenges for Umm Qais due to limited visitor monitoring, weak information, and poor restriction measures. Based on the findings of the study, some recommendations are made in order to permit the local heritage managers to develop the site and its visitor management appropriately. This is an essential process in aiding this potential World Heritage Site to update approaches and adapt to the changing circumstances related to the visitor needs for the site. This will contribute to heritage and tourism literature and practice by enhancing the knowledge of visitor management at a national level.  相似文献

This research explores archaeological heritage management at the Memphis and its Necropolis – the Pyramid Fields from Giza to Dahshur World Heritage Site in Egypt. The case study methodology involved a structured questionnaire in order to gather data from key stakeholders. The results suggest only partial implementation of the World Heritage Site (WHS) management plan due in part to financial constraints, while strategies to raise visitor numbers remain limited. Actions are required to promote tourism, and to find resources for site enhancements. Current site management responsibilities appear centralised, with a need to develop an integrated management plan for the WHS. There could be better understanding of the needs of visitors and how these can be met. The study recommends development of a more Integrated Management Plan for the site, perhaps also involving some restructuring of key (state) organisations and/or specifically the creation of an entity responsible for management of the site.  相似文献

The Matobo Hills World Heritage Area in southern Zimbabwe is an acknowledged treasure trove of rock art sites. Despite a century of research and management, there remains much to be done to conserve these sites for future generations. Following a chronological approach, this paper reviews a century of research and conservation efforts, detailing various strategies and achievements by individuals, government agencies, and affiliated organisations. Zimbabwe’s recent economic collapse and ‘land reform’ programme had fundamental impacts on the appreciation and protection of the rock art sites by tourists, local communities, international organisations and government agencies, all of which are explored. The article ends with brief suggestions on how to potentially improve and expand the management of rock art in the Matobo Hills area.  相似文献

Catchments (watersheds) are integrated through water movements. Water moves sediments; and the translocation of materials has geomorphic and pedological responses. Fertiliser and pesticide residues and other toxic substances are also transported by water, in solution and attached to sediment particles, affecting various ecological components of catchments. The insertion of pollutants is directly caused by land‐use practices. In turn, land uses are influenced by the pedo‐geomorphology of the catchments (uplands, valley sides, flood plains and terraces, spurs and hollows, convexities and concavities; position in the upper, middle or lower catchment; and by catenary relationships). Therefore catchment management must deal with interrelationships amongst human activities and various geomorphic elements. Several case study examples from southwestern Australia demonstrate the importance of geomorphology in catchment management. They include: rates of hillslope erosion and translocation of P in micro‐catchments within a drainage basin context; stream salinisation; accumulation of heavy metals in stream sediments; geomorphic elements influencing the spread of weeds and the erosion of access tracks; and some relationships between valley‐side land uses and stream morphology. The incorporation of these and other issues in a management strategy is then illustrated. Complex skills are involved in producing and implementing a management strategy, including but extending well beyond those of the geomorphologist.  相似文献

UNESCO’s World Heritage Convention has become a global policy for natural and cultural conservation and in particular the intricate relation between the two. This article presents two cases, Laponia and the Lofoten Islands, put forward as mixed World Heritage Sites by the governments of Sweden and Norway. The overall national goals of the nominations have been to ensure sustainable human use of natural resources and the conservation of biodiversity. However, in both countries the nomination and implementation of mixed sites have produced a series of challenges at the municipality management level. Comparing the processes of promoting Laponia and Lofoten as World Heritage Sites, the article discusses the challenges of local involvement and democratic participation in national decision-making by asking what comprises local involvement and co-management at mixed World Heritage Sites. Why does the implementation of management at mixed World Heritage Sites create conflict between local stakeholders and the national governments of Norway and Sweden?  相似文献

In 2002, the World Heritage Committee declared heritage to be ‘an instrument for the sustainable development of all societies’. The term ‘sustainable development’, however, is inscribed with a complex economic, environmental and social agenda that challenges contemporary World Heritage management practice. This paper draws on a content analysis of six industrial UK World Heritage Site management plans. The analysis focuses on the extent that each plan integrates four key sustainability dimensions. Findings indicate that the planning frameworks and collaboration processes in operation at each site ensure conservation of the historical physical fabric but limit the development of a sustainable local cultural economy. A sustainable heritage management framework is presented based on the adoption of a long‐term strategic orientation and extensive local community participation in decision making. The framework is relevant to other complex heritage sites such as historic towns and cultural landscapes.  相似文献

Abstract

A meeting of managers of prehistoric rock art sites inscribed on the World Heritage List was held at the Côa Valley Archaeological Park in Portugal in May 1999. Site managers from Africa, the Americas, Australia and Europe discussed issues of site protection, visitor management and interpretation to the public. The following report summarizes the experience reported at the symposium, which has led to the proposal to create an international network of site managers responsible for rock art sites.  相似文献

Intangible cultural heritage, according to a UNESCO definition, is ‘the practices, representations, expressions as well as the knowledge and skills that communities, groups and in some cases individuals recognise as part of their cultural heritage’. Using a case study of Shirakami‐sanchi World Heritage Area, this paper illustrates how the local community's conservation commitment was formed through their long‐term everyday interactions with nature. Such connectivity is vital to maintaining the authentic integrity of a place that does not exclude humans. An examination of the formation of the community's conservation commitment for Shirakami reveals that it is the community's spiritual connection and place‐based identity that have supported conservation, leading to the World Heritage nomination, and it is argued that the recognition of such intangible cultural heritage is vital in conservation. The challenge, then, is how to communicate such spiritual heritage today. Forms of community involvement are discussed in an attempt to answer this question.  相似文献

研究导致世界遗产"濒危"的威胁因素能够为我国世界遗产管理与保护提供重要借鉴。对全球濒危世界遗产威胁因素定量统计发现:武装冲突、管理不力、工程建设是世界文化遗产与世界自然遗产共同面临的三大威胁;世界文化遗产的主要濒危因素还包括城市发展压力、不合适的维修/重建等;世界自然遗产濒危因素则还包括非法偷猎、捕捞,以及林业采伐、农业种植、放牧等农林生产活动等。中国世界遗产面临的首要威胁因素是旅游发展压力,管理问题、城市发展压力、水利工程建设等也较为突出。提出中国世界遗产保护建议:明确遗产旅游价值取向,加强高峰期游客管理,控制旅游设施建设规模;提升管理水平与管理能力,探索世界遗产管理的新体系、新思路;妥善处理好城市发展对世界文化遗产的保护压力,积极预防极端自然灾害的破坏;严格控制世界自然遗产地内的道路建设、水利工程建设等。  相似文献

The World Heritage Convention has been considering how best to respond to the impacts of climate change. This poses a number of challenges, aside from the complexities of climate change itself. The Convention is not accustomed to addressing broad, interdisciplinary matters beyond World Heritage; it has not historically had strong links with other conventions outside UNESCO; it has relatively few resources; and climate change will result in escalating change, whereas the World Heritage Convention is based upon a presumption of relative stability and manageable change. Responding to climate change in the longer term will require a clear definition of the role of the World Heritage Convention in this area, and new types of expertise within the Convention process. This article reviews these and other issues to chart a forward path.  相似文献

Abstract

The long-term management of sites that are far removed from population centres taxes the resources of heritage agencies. The Sierra de San Francisco in the Baja California peninsula of northwest Mexico is a remote area containing outstanding rock art sites that are inscribed on UNESCO's World Heritage List. Through a collaboration between four Federal, State and nonprofit organizations, a new management plan for the sites has been implemented, using a participatory model involving all interest groups. The paper summarizes the background to the plan, the problems that made it necessary and the process used to develop it. It describes the new visitor management strategies now in force and the role of the Sierra's resident population in contributing to the success of the plan.  相似文献

Tropical cyclones are part of the ecosystem dynamics of rainforests in the Wet Tropics of Australia, and intact forest areas show remarkable ability to recover from cyclonic disturbance. However, forest remnants, littoral rainforests, and riparian vegetation have been shown to be particularly susceptible to cyclonic winds and post‐disturbance weed invasion with consequences for their long‐term conservation values. I evaluate the frequency and intensity of tropical cyclones impacting the Wet Tropics region since records began in 1858. The recent Category 4 cyclones featured in this study, Larry and Yasi, had return intervals of about one in 70 years. I then discuss the natural resource management (NRM) lessons from Cyclone Larry and put forward practical recommendations on how authorities should deal with natural resources in the clean‐up and recovery phases. I argue that natural resources must be treated as valuable commodities by including their protection and rehabilitation in the same way that human livelihoods, infrastructure and industry are covered in disaster management planning. This requires NRM issues to be included in disaster response policy and legislation, together with ensuring that structures are in place to mitigate the effects of cyclones on natural resources. There is a general consensus that tropical cyclone intensity will increase under climate change while frequency will decrease slightly. This has profound implications for the long‐term sustainability of ecosystems in the Wet Tropics. There is a real risk of a phase shift to vegetation types dominated by disturbance species, including weeds, at the expense of cyclone intolerant species. It is therefore important that we begin to build more cyclone resilient landscapes to reduce the vulnerability of our remaining rainforest habitats and primary production systems. Securing landscape resilience requires greater NRM investment in key areas, including landscape connectivity, river repair, protecting coastal assets and cyclone resilient farms. While climate change poses a long‐term threat to the rainforests of the region, we need to focus on more immediate pressures affecting our remaining biodiversity, notably clearing of native habitat, habitat fragmentation and degradation, and biosecurity issues.  相似文献

Abstract

The Pays Dogon, designated a joint Natural/Cultural World Heritage Site in 1989, is Mali's leading tourist attraction receiving 6,000 visitors per year with an annual growth of 10% which may increase when a new access road is constructed. Tourism is the major source of income for the Dogon who have lived in picturesque villages clinging to the sides of the 600m cliffs of the Bandiagara escarpment since the 15th century. The Dogon are best known to Europeans for their masked dances and powerful woodcarvings, much prized by collectors. Loss of cultural property by illicit trading combined with alteration of the traditional masked dances for visitor preference is contributing to cultural change within Dogon communities. The harmony and cohesion which enabled the Dogon to resist the colonial power is being threatened by a new set of historical constructs and priorities indicating that Dogon culture is more fragile when confronted with the 20th century.  相似文献

UNESCO’s 207 natural heritage World Heritage Properties are at risk from climate change, but risk varies widely among properties. I offer a global model based on multi-model general circulation model (GCM) ensembles, vulnerability and Human Influence (HII), producing the World Heritage Vulnerability Index (WHVI), a measure of relative risk among properties. Nineteen properties are most at risk (i.e. WHVI > mean + 1 SD). Those include islands (i.e. Vallée de Mai, Aldabra, East Rennell, Teide, Laurisilva of Maderia, Isole Eloie, Pitons Management Area, Morne Trois Pitons and Galapagos Islands), coastal properties (i.e. Everglades, Desembarco del Granma, High Coast and Kvarken Archipelago, Doñana, Brazilian Atlantic Islands, Ichkeul and the Sunderbans) and mountainous properties (i.e. the Pyrenees Mont Pérdu, Nanda Devi and the Valley of Flowers, and Mount Kinabalu). Three properties (i.e. Teide, Isole Eloie and the Pitons Management Area) are geologic, apparently relatively resistant to short-term climactic changes. The remaining 16 are likely to respond to climactic changes in the next 40 years; those changes may threaten their World Heritage status. Those properties are where society could most effectively invest in adaptation. I identify adaptive strategies and next steps for proactive climate change adaptation in the 16 natural heritage properties on the World Heritage List most at risk.  相似文献

A burgeoning literature on post‐apartheid heritage configuration has largely overlooked the use of branding in the creation of heritage discourses in South Africa and the significance of liquor for national identity. This article brings these two concerns together through an examination of two heritage‐scapes—the SAB World of Beer and the SAB Newlands Brewery Heritage Centre—constructed by South African Breweries (SAB) in 1995. It suggests that the commercial construction of heritage as branding provided a vehicle for a powerful corporate capitalist narrative in the post‐apartheid rhetorical contestation over a desired path for the future. It also suggests that dissonance within and between these corporate visitors’ centres mirrored a wider uncertainty over the meaning of national identity in early post‐apartheid South Africa.  相似文献

Personal travel time in U.S. urban areas has been stable, clashing with the assertion that urban sprawl greatly lengthens travel. Average commute time rises by 7.7 percent with each cross‐sectional doubling of Metropolitan Statistical Area (MSA) jobs. Using the RELU‐TRAN structural computable general equilibrium model of the Chicago MSA, we simulate the equilibrium effects of a 24 percent population increase projected from 2000 to 2030 by the Chicago Metropolitan Agency for Planning. If no new road capacity is added, then congestion per mile increases. Although the urbanized land area increases by 19 percent, indicating sprawl, the vehicle miles traveled (VMT) per car‐trip decreases by 1.31 percent and the VMT per car‐trip to work decreases by 2.78 percent. Car travel time increases by only 6.25 percent and commuting time by only 4.54 percent, from 30.3 minutes in 2000 to 31.7 in 2030 or 3.4 seconds per year. We further explore the effects of new road capacity, gasoline prices, public transit speed, fuel economy gains, limits on suburban construction, and importantly, the cross‐elasticity of public transit use with respect to car times. The availability of public transportation, economizing on nonwork travel, and land use adjustments that increase job‐residence proximity keep times stable.  相似文献
