Agents of Change: The Role of Public Managers in Public Policy   总被引:2,自引:0,他引:2  
Our article outlines a number of ways that theories of public management can contribute to the work of public policy scholars. We first outline some of the ways in which public managers have been incorporated into previous work on public policy, and the limitations faced by previous treatments. We then discuss the role that public management plays in the policy process, with a specific focus on managerial quality, networking, and performance evaluation.  相似文献

In June 2010, a Ministry of Culture was created in Peru, raising many questions regarding the ability of this new administrative structure to effectively implement a comprehensive cultural policy, which has been lacking so far, for the Peruvian State has based its previous policies almost exclusively on the preservation of cultural heritage. The Ministry inherits the flaws of the National Institute of Culture, and must address various challenges: the improvement of heritage management; the inclusion of indigenous populations in a never established national identity; a renewed scheme of promotion of the arts and incentives to cultural industries. The article discusses possible policy options for the new ministry, evidences the needs for a renovation of bureaucratic culture within the ministry, for clarification in the objectives set to the Ministry and for more comprehensive data about cultural practices in Peru.  相似文献

本文构建了社会性公共服务水平测度指标体系,对1990年以来中国社会性公共服务空间分异过程、特征及机制进行了系统分析。结果表明,中国社会性公共服务的空间分异程度总体上偏高,中国社会性公共服务水平东西两极分化明显,呈东高西低的空间格局;1990-2005年,中国社会性公共服务空间分异过程总体上呈V字形,1990-1994年社会性公共服务空间分异程度趋于缩小,之后转为扩大;中国社会性公共服务的空间分异受两种机制支配,即经济空间分异对社会性公共服务空间分异的导向性影响,以及经济空间分异、人口向东部地区迁移、社会性公共服务发展的滞后性等因素的综合作用。  相似文献

This article links protest and pedagogy in a study of the public university in India. Using as case studies two publicly funded metropolitan universities demonstrates how protests in a neoliberal higher education context in India are instantiations of a larger debate about the nature of democracy, and about the nature of the ‘public’ across the country itself.  相似文献

ABSTRACT

This article examines the two distinct historical policy paths taken by the South Korean government in the late twentieth century towards the democratization of museums. One was based on the creation of a museological public sphere as an extension of the political democratization movement of the 1980s. This demonstrated the potential to become a valuable component of the wider incipient national public sphere within which civic subjects could discuss their individual and collective historical memories. However, despite this potential, a museological public sphere failed to influence the general trajectory of national policy regarding the democratization of museums that had been in development since the early 1980s. This other policy path towards cultural democratization was triggered by the award of the Seoul Olympics in 1981. It was based on public participation and entitled the ‘cultural Olympics’. An important strategy of the cultural Olympics was the construction of a new institutional infrastructure to expand the public right to enjoy culture. This path facilitated an increasing entanglement with neoliberalism in 1990s. Finally, the 1997 IMF crisis furthered the association between a superficial idea of democratization through institutional expansion and the practices of neoliberalism, a trend which continues within South Korean museum policy today.  相似文献

Abstract: This paper examines an apparent anomaly that lies at the heart of processes of financial exclusion within Britain. Given that the branch networks of banks and building societies have shrunk in size by about one‐third since 1989, a period during which the Government has launched a wide‐ranging set of policies to tackle financial exclusion, why is it that the issue of branch closure has been neutralised as a political issue? After providing evidence to show the extent of branch closure in Britain and illustrating the ways in which geographical research in particular has drawn attention to the nature of this problem, we look at the way the issue of physical access to financial services has been discursively and politically marginalised. We undertake a detailed history of public policy in the area, and the ways in which research funded by industry bodies and Government departments has been used and framed to build a pro‐market, neoliberal policy programme that constructs branch closures as natural and inevitable.  相似文献

The growing diversity of North – South international volunteerism challenges the widely accepted distinction between volunteering for development as a long‐standing component of official development assistance and the more recent phenomenon of volunteer tourism as a private sector led commercial endeavour focused primarily on the personal growth of the volunteer. This paper reviews recent research that blurs this distinction by placing international volunteering within the geographical imaginaries of development and the neoliberal practices of governance of aidland. It focuses on four themes tackled in recent research: i) the ways in which neoliberal ideologies have shaped the motivations, goals, practices and governance of international volunteering; ii) the contexts in which international volunteering can foster more equitable relationships between Northern and Southern development actors; iii) what roles emotion and affect play in these relationships, and iv) the extent to which international volunteering can offer a critical perspective on the rules, logics and ideologies of aidland. The main argument is that while neoliberal conceptualisations of development have evidently shaped international volunteering, they do not fully capture the relational and experiential impacts of volunteering. The technologies of proximity afforded by volunteering can lead to critical and transformative insights into development and aidland, particularly when volunteers are embedded in local organisations over a longer time.  相似文献

This article draws from ethnographic research on a recently built park in one of Paris' predominately West African and Maghrebi districts. It demonstrates how urban design is used to “build‐in” neoliberal subjectivities to the city. This design approach appropriates a tradition of street democracy held by neighborhood associations and redirects their disproportionately middle class, French membership into managerial roles traditionally held by municipal agencies. This neoliberal political subjectivity, which I term vigilant citizenship, makes monitoring and controlling the social composition of the urban commons a form of civic engagement for middle class urbanites. In Paris, this vigilance is fueled by anxieties over the presence of West African and Maghrebi youth in public spaces. Activists do not passively adopt this neoliberal role; they strike a delicate balance as gatekeepers, weighing inclusion against an expectation to maintain a “successful” public space conforming to a republican model of citizenship.  相似文献

Abstract: In establishing an anarchic framework for understanding public space as a vision for radical democracy, this article proceeds as a theoretical inquiry into how an agonistic public space might become the basis of emancipation. Public space is presented as an opportunity to move beyond the technocratic elitism that often characterizes both civil societies and the neoliberal approach to development, and is further recognized as the battlefield on which the conflicting interests of the world's rich and poor are set. Contributing to the growing recognition that geographies of resistance are relational, where the “global” and the “local” are understood as co‐constitutive, a radical democratic ideal grounded in material public space is presented as paramount to repealing archic power in general, and neoliberalism's exclusionary logic in particular.  相似文献

Abstract: In many cities both rich and poor, new forms of outdoor advertising are emerging with potentially significant implications for the nature of the urban public realm. Public–private partnerships for advertising‐funded provision of basic items of urban infrastructure such as bus shelters, street signs and public telephones have grown as a result of structural changes in the advertising industry and shifts towards neoliberal forms of urban governance. This article critically interrogates the implications of these new outdoor advertising arrangements for the urban public realm, and argues that they have potentially harmful consequences for the accessibility and diversity of the outdoor media landscape. It then proposes three strategies for the democratisation of that landscape. These strategies are not premised on an outright rejection of outdoor advertising, but rather seek to contest the monopolistic capture of outdoor media by public–private partnerships involving urban authorities and outdoor advertising companies.  相似文献

In theory, within Westminster systems the buck stops with the minister. Ministers are responsible for the actions of their departments and accountable for policy outcomes. In practice, it is often senior public servants rather than their ministerial masters who face the fierce questions of parliamentary committees when things go wrong. This article uses dramaturgy theory and blame theory to assess whether the nature of the parliamentary committee setting encourages or inhibits opportunities for a ‘learning’ type of accountability. Through a comparative study of committee appearances by public servants in the UK and Australia, the article argues that the adversarial nature of committee hearings encourages ‘blame games’ that do little to guarantee better decision-making in the future.

A prominent human geographer, introducing a series of papers in a Eurasian Geography and Economics mini-symposium devoted to China's emergence, surveys the myriad global impacts of that country's rapid recent rise. The topics covered include the economic (i.e., rapid growth in the size of China's economy, preeminence as an exporter of manufactured goods, and role as a major natural resource consumer, overseas investor, and purchaser of U.S. debt obligations), the geopolitical (increasing involvement in international organizations, rising assertiveness in defense of territorial claims), and the environmental (e.g., carbon footprint, accelerated urbanization, dam building), as well as the implications of China's rise for the study of geography and development. He argues that assessment of the consequences of the country's emergence should not be based on simple extrapolation of present trends, but must take into account a number of looming questions relating to the competitiveness of China's manufacturing labor force (vis-à-vis other developing countries), capacity to innovate (as well as imitate), and transformative societal impacts of modernization and development.  相似文献

Dominant anti‐trafficking policy discourses represent trafficking as an issue of crime, “illegal” migration, victimhood and humanitarianism. Such a narrow focus is not an adequate response to the interplay between technology, trafficking and anti‐trafficking. This article explores different levels of analysis and the interplay between human trafficking and technology. We argue for a shift from policy discourses with a very limited focus on crime and victimisation to more systemic understandings of trafficking and more robust micro‐analyses of trafficking and everyday life. The article calls for an agnotological understanding of policy responses to trafficking and technology: these depend upon the production of ignorance. We critique limitations in policy understandings of trafficking‐related aspects of online spaces, and argue for better engagement with online networks. We conclude that there is a need to move beyond a focus on “new” technology and exceptionalist claims about “modern slavery” towards greater attention to everyday exploitation within neoliberalism.  相似文献

The present study traces recent trends in cultural policy concerning “cities of culture” in South Korea. The paper is a case study of the city of Gwangju, known as the birthplace of modern democracy in Korea. Currently, public input from below into the urban regeneration project for Gwangju is almost nonexistent, while most urban regeneration policies have been implemented from the top by elites who enjoy exhibiting their performances through constructing massive edifices rather than encouraging the preservation of such intangibles as historical significance through cultural participation from below. The government’s policy of promoting Gwangju as the “city of culture” in order to make it a hub of Asian cultural industry and tourism in the global economy is closely allied to its policy of economic reductionism of culture. The study suggests that Gwangju and its unique heritage would instead benefit from an urban regeneration policy aimed at establishing it as the city of art and culture for human rights and democracy and as part of a collaborative network with the heritage initiatives of international bodies.  相似文献

This study suggests a key element of the principal-agent relationship involves communication between potential principals and their agents. We suggest communications often resemble a signaling process in which potential principals indicate their interest in policy matters through multiple venues. This study models changes in the levels of rulemaking activity by the Bureau of Indian Affairs and the Federal Energy Regulatory Commission as a function of increased salience in public, congressional and executive venues.  相似文献

The aim of this paper is to re-examine how concepts of public archaeology have been established and developed in varying social and political contexts in China, and how the recent national archaeological park project is structured as an important approach for improving public-archaeology relationships and promoting the public uses of archaeology. Since all archaeological activities in China are exclusively regulated by the state, all archaeological resources are administered for the benefit of the public. As such, concepts of public archaeology demonstrate the efforts of Chinese archaeologists to re-evaluate public-archaeology relationships and uses of archaeology through public engagement as well as archaeological communications with the public. The national archaeological park project was launched in 2006 to expand the practice of archaeology with the creation of archaeological communications, public space, and community-driven programmes. The project facilitates multiple perspectives on public archaeology practice through public education, community cohesion, re-creation of public space, and local economic development.  相似文献
