Abstract: In the UK there has been a proliferation of agencies at differing regulatory scales as part of the rescaling and restructuring of the state by New Labour, following the neoliberal policies of previous Conservative governments. This raises questions concerning the extent to which New Labour's urban state restructuring is embedded within neoliberalism, and the local tensions and contradictions arising from emergent New Labour urban state restructuring. This paper examines these questions through the analysis of key policy features of New Labour, and the in‐depth exploration of two programmes that are reshaping urban governance arrangements, namely Local Strategic Partnerships (LSPs) and New Deal for Communities (NDC) programmes. We conclude that New Labour's restructuring is best understood in terms of the extended reproduction (roll‐out) of neoliberalism. While these “new institutional fixes” are only weakly established and exhibit internal contradictions and tensions, these have not led to a broader contestation of neoliberalism.  相似文献

The idea of an economy taking a geographical journey highlights the importance of changing spatialities and how these shape and result from economic change. It also focuses on the geographical scaling of key processes. Using these insights, this paper explores three decades of economic change in Australia in which the nation State has played a central role in the operation of markets and accumulation processes, albeit with dramatic shifts in the qualitative nature of that role. Such shifts have been crucial during the emergence of Australia's particular variety of neoliberalism. The paper explores the liberalisation of Australia's financial and corporate environment, trade policies and the industrial relations environment. The three cases suggest contradictions inherent in the State's adherence to a neoliberal reform agenda, in the name of globalisation, while facing: first, political needs to retain sovereignty over national security and tighten border protection; and second, multi‐scaled political processes including clashes with State governments grappling with regional and local impacts of change. There has been no simple roll‐out of neoliberalism in Australia since the mid 1990s. Geographical scales, constructed contingently by social and political agents, have contributed in fundamental ways to the power and direction of economic reform. Despite powerful re‐scalings to both global and local levels over the past three decades, there is no evidence of a diminished role for the nation State.  相似文献

Abstract: This article builds upon the literature on neoliberalism and environment as well as studies on community forestry by examining the creative accommodations that rural producers have made in navigating Mexico's neoliberal turn. In contrast to previous work that emphasizes macro‐level processes (eg privatization of public natural resources) and local resistance, I employ Bourdieu's theory of practice to examine the symbolic and material dimensions of local responses to neoliberal policy reform. Drawing on research from nine communities in the state of Quintana Roo, I argue that local producers have accommodated neoliberal policies and programs by adopting hybrid logics, property regimes, forms of organization, and modes of exchange. Moreover, I contend that these creative responses constitute elements of a longstanding “culture of accommodation” to institutional change that predates Mexico's neoliberal reforms.  相似文献

The policy of economic liberalization pursued by the Indian government since the 1990s in response to an economic slowdown has led to the creative destruction of institutional space and the built environment. India launched the Smart Cities Mission and the Delhi-Mumbai Industrial Corridor to enhance infrastructure delivery and employment opportunities. Focusing on these cases and using direct observation and in-depth personal interviews, this paper explores the role of emergent neoliberal projects in the country's institutional and spatial restructuring at different scales. The aim is to make a twofold contribution to urban research: first, to contribute to the discourse on neoliberalism by identifying institutional and spatial restructuring in India based on the concept of creative destruction; and second, by validating the significance of strong state and political willingness in distributing neoliberal benefits such as affordable housing and services to the poor. The paper argues for a stronger role of the state in creating equity in the urban development process and infrastructure delivery.  相似文献

International donors and state bureaucrats in the developing world have promoted decentralization reform as the primary means to achieve equitable, efficient and sustainable natural resource management. Relatively few studies, however, consider the power interests at stake. Why do state agencies decentralize power, what political patterns unfold, and how do outcomes affect the responses of resource users? This paper explores decentralization reform by investigating the political processes behind the Philippine state's decisions to transfer authority over national parks management to local government units. Drawing on a case of devolved management at Puerto Princesa Subterranean River National Park, Palawan Island, we examine how political motives situated at different institutional scales affect the broader process of decentralization, the structure of management institutions, and overall livelihood security. We demonstrate how power struggles between the Philippine state and City Government of Palawan over the right to manage the national park have impacted the livelihood support offered by community-based conservation. We conclude that decentralization may offer empowering results when upper-level policies and political networks tie into sufficiently organized institutions at the local level.  相似文献

Over the past decade neoliberalism has come to represent the dominant policy discourse and ideology in the majority of western economies. Following the attention given to this phenomenon at a global (and national) scale, there has been a recent rise in interest in its regional implementation and expression and in how these are mediated through the embedded institutional associations of context dependent localities. Using Brenner and Theodore's (2002a) notion of ‘actually existing neoliberalisms’, this paper explores the hybrid nature of the residential property market. Using one of Greater Sydney's fastest growing regions as an example, this paper shows how residential developments are hybrid constructions, framed by institutional and policy resonances constituted by both state and market actants. Key factors here are the processes of partnership (a process of joining the market and the state), master planning (a process of recognising and pursuing the goals of both the market and the state) and negotiation and provision of state infrastructure (a process of direct state construction of the market).  相似文献

Abstract: In an increasingly complex literature exploring the geographies of socially constructed scale, interest has focused on the relationship between scale, power and the contested political terrains through which these relations are played out. In this paper, I argue that these interactions must be understood in specific contexts, where shifts in scale are inextricably linked to shifts in the sources and instruments of power. By applying a scale perspective to the analysis of recent industrial relations legislation in Australia, I show that the nature and direction of rescaling is “fixed” by the powers of institutional actors and the scope of their jurisdictions. I then draw on the distinctively scaled relations of the Australian context to assess the extent to which Australia's national rescaling processes can be seen as representing a process of convergence toward universal “spaces of neoliberalism”.  相似文献

Abstract: China's urbanization is undergoing profound neoliberal shifts, within which urban redevelopment has emerged in the forefront of neoliberalization. This study aims to understand China's emerging neoliberal urbanism by examining the association between urban redevelopment and neoliberalism. Rather than a deliberate design, neoliberalization in China is a response to multiple difficulties/crises and the desire for rapid development. The neoliberalization process is full of controversies and inconsistencies, which involve conflicts between neoliberal practices and social resistance, and tensions between central and local states. Nevertheless, China's neoliberal urbanism has a responsive and resilient system to cope with the contradictions and imbalances inherent in neoliberalism. Meanwhile, neoliberal urbanism is more tangible at the sub‐national scale, since the local state can most effectively assist neoliberal experiments and manage crises. This study not only contributes to the understanding of China's neoliberal urbanism, but also has multiple implications for neoliberalism studies in general. First, in examining the interrelationship between the state and market, it is the actual effect of legitimizing and facilitating market operation rather than the presence (or absence) of the state that matters. Second, a new nexus of governance has formed in the neoliberalization process. Not only the nation state but also the local state is of great significance in assisting and managing neoliberal projects. Third, this study further validates the importance and necessity of scrutinizing neoliberal practices, in particular the controversies and inconsistencies within the neoliberalization process.  相似文献

This article examines the contemporary Chinese rail system as a circulatory panopticon: an apparatus that uses the “natural” movements of the population to render them legible and safe. The panoptic effect of rail space has emerged only recently. The Chinese state's introduction of the “real-name system” has made a state-legible identity an inextricable part of everyday life, and recent transformations in ticketing and station entry have placed it at the center of mobility practices as well. Synthesizing Foucault's apparatus of security with Karen Barad's realist conception of the apparatus, this article examines how the more-than-human elements of the rail system realize a panoptic assemblage out of the movements of passengers. Based on participant observation and interview data, this article examines three key elements of the rail system: the national identity card, the ticket, and the station entrance. Drawing on Barad's account of diffraction, I analyze how the particular material characteristics of these things both function to realize the circulatory panopticon and also to introduce novel discontinuities and fractures. This paper makes two contributions. First, it argues for a greater attention to the question of reality in Foucault's thinking: just as the art of government increasingly recognizes and calibrates itself against ‘reality,’ Foucault's analysis of governmentality becomes increasingly realist. Second, it shows how infrastructure is simultaneously a font of state power and a source of problems for the state—a contradiction deeply relevant in China today.  相似文献

A study of myth, cult, and language as tools of state power, this paper analyzes ways national identity was constructed and articulated in one state. When Türkmenistan became independent in 1991 its first president, Saparmyrat Nyýazow, promoted himself as the ‘savior’ of the nation by reconceptualising what it meant to be Türkmen. Myth, public texts and language policy were used to construct this identity. While they were the targets of the state's cultural products, Türkmen citizens contributed to the processes of cultural production. Nyýazow legitimised his authoritarian leadership, first by co‐opting Türkmen citizens to support his regime, and then by coercing them as participants in his personality cult. The paper concludes that Nyýazow used the production of culture, ‘invented tradition’ in Hobsbawm's sense, to bolster his agenda and further his own power. It also argues that the exaggerated cult of personality Nyýazow cultivated limited his achievements, rather than solidifying them.  相似文献

This article pays special attention to the large number of references to political theology by Hans Kelsen and Carl Schmitt, particularly in the interwar period, and seeks to interpret these references in a new way. While Schmitt's analogies between God and state are to be expected considering his strong Catholic roots, such comparisons are much more surprising for a positivist like Hans Kelsen, who always tried to relieve state and law from transcendental elements. The article concludes that, far from being marginal in the doctrinal dispute between Schmitt and Kelsen, references to political theology express and summarize their major controversy about the relation between state and law, as well as about the sources of the state's unity. The heart of the disputatio between the two jurists concerned the ability of the political power to emancipate itself from the juridical order. The ‘legal miracle’—in this context meaning the occasional autonomization of the state from law—was for Schmitt the manifestation of sovereign power. However, for Kelsen it represented the negation of the state's essence, whose actions must be determined only by the legal order.  相似文献

ABSTRACT. The study of nationalism in Egypt has often focused on Arab nationalism and its relevance to the post‐colonial state building process. The current article shifts the focus to the Egyptian state's strategic use of nationalism as a mechanism for survival and for shoring up its failing legitimacy. In particular, the case of the human rights debate is chosen to show the regime's most recent attempt to ‘nationalise’ a rising movement which promotes universalism and poses a threat to the notion of the nation's homogeneity. By misrepresenting human rights organisations as mouthpieces of Western imperialist powers, the regime has managed to create an image of these organisations as posing a threat to Egypt's national security and undermining its international ‘reputation’. More recently, however, the state has refined its discourse on human rights by promoting an image whereby it is the ‘official agent’ of a more nationalistically defined human rights movement.  相似文献

Michael Foucault's 1979 lectures at the Collège de France on the birth of biopolitics are increasingly read as the most lucid introduction to neoliberal policies. This article invites us to be cautious about such claims by exploring one rather obvious point: these lectures also—and perhaps most important—reflect Foucault's very distinctive and contemporary preoccupations. In 1978, Foucault wrote and thought about three topics that were, in his view, crucial: the idea of “critique” and the influence of Kant; Foucault's project for an “analytical philosophy of politics”; and the crisis of disciplinary society, notably as it related to sexuality. This paper shows that these preoccupations had a profound impact on Foucault's interest in neoliberalism. As a result, the interpretation of the neoliberal revolution proposed in these brilliant lectures is, if not idiosyncratic, at the very least highly partial.  相似文献

This paper argues that neoliberalism should be viewed not as a unified coherent project but as a series of complex and overlapping strategies that produce hybrid and always emergent forms of governance. To substantiate this argument, the paper reflects on the recent history of Sydney's metropolitan planning and rejects any simple characterisation of its having been transformed from a social‐democratic to a neoliberal form of governance. Instead it traces the unevenness with which neoliberalist aspirations and forms of governance have been enacted through metropolitan planning. In particular, it examines the enduring scope of state institutional capacity to pursue desired spatial and distributional outcomes through planning and suggests that the current reinvigoration of Sydney's metropolitan planning is an opportunity to enhance that capacity and to pursue ‘after‐neoliberalist’ planning possibilities.  相似文献

Laboratories, along with the researchers, organisms, instruments, and experiments associated with these places of investigation, are not isolated from the world beyond their physical and institutional boundaries. Both laboratories and the cities in which they are embedded are subject to change, as was most dramatically apparent in their dynamic and far-reaching transformation during the industrial revolution of the nineteenth century. Using the example of Berlin and the institutionalization of experimental physiology by Emil du Bois-Reymond, in this paper I study experimental work on frogs and fish in order to demonstrate how a city and a laboratory cooperate in the production of knowledge. Emil du Bois-Reymond's research on electric fish illustrates how an exotic organism and a laboratory came together in a city and how the research was driven by innovation and development in urban and industrial technology. Ongoing changes in the urban landscape entered du Bois-Reymond's workplace and became part of the material culture of his experimental physiology and his attempts to demonstrate that the electric fish discharge is fundamentally similar to the excitation of nerve and muscle.  相似文献

The development of new generic technologies occurs within traditional structures of industry-government interaction, but also unleashes a process of 'creative destruction' generating new institutional patterns. This article, focusing on biotechnology, describes and compares policy processes and institutional arrangements in Australia and Sweden. The Swedish biotechnology sector displays a pattern of fragmentation and relatively weak state steering. Australia, by contrast, has implemented a set of comparatively coordinated regulatory and other measures to foster the growth of biotechnology. This observation contradicts the characterisation of Sweden as a 'strong state' economy, and challenges the depiction of Australia as lacking in state steering capacity. The relative open-endedness of the search in these countries for a mode of regulation of biotechnology suggests that the role of the state in economic restructuring today is fundamentally distinct from that of earlier periods.  相似文献

Numerous commentators argue that the nation-state is an endangered species. External forces of globalization and internal forces of social differentiation, many suggest, are significantly weakening the state's capacity to regulate its subject population within its jurisdictionally-defined space. Such an argument is often made in the specific case of crime control. The spread of international communications networks and the growth of international policing suggest that single-state crime control efforts will increasingly be insufficient, the growth of private security and community-oriented crime reduction efforts suggest that the state is surrendering crime control to other domestic agencies. This paper examines the specific case of crime control in the United States to argue that the putative weakening of the state is not in fact occurring. When examined more closely, suggested evidence of decreased state power vis-a-vis crime turns out, if anything, to demonstrate the opposite. The analysis demonstrates that, in the American case especially, the state remains startlingly relevant when it comes to efforts to combat crime and maintain order. Because police agencies are bureaucratic institutions that must demonstrate their relevance to ensure their continued health, and because the state's broader legitimacy is linked to the provision of security, the public crime control apparatus promises to remain robust for the indefinite future.  相似文献

Since 2001, state governments have adopted 287(g) cooperative immigration enforcement agreements with the federal government that authorize their law enforcement personnel to assist in detaining violators of civil federal immigration law. Employing a theoretical framework drawn from theories of policy adoption, intergovernmental relations, and immigration research, we test which state‐level political, sociodemographic, geographic, and economic determinants influence states to enter into such a cooperative agreement. In addition to finding that the partisanship of a state's governor, a state's effort on public welfare, and an increase in a state's percentage of Hispanics are related to the adoption of a cooperative immigration enforcement policy, we found evidence of “steam valve federalism” working not at the state level as Spiro (1997) first theorized but at the local level. When a state's localities adopt immigration enforcement agreements with the federal government, the state itself is far less likely to adopt their own. Understanding the reasons states would adopt this type of policy sheds light on current trends in state immigration policy and their effect on future state/federal intergovernmental relations.  相似文献

This paper examines the central role of the camp in the early Israeli state period and its spatial and geopolitical evolution. Unlike official Israeli history, which presents the immigrant camps as an inevitable improvised response to the unexpected problem of mass immigration, I examine the camp as a strategic modern biopolitical instrument that allowed for the state's profound geopolitical changes and was itself altered according to them. The paper analyses the ways in which the camp facilitated the creation of Israel as a state formed by two seemingly contradictory, but in fact complementary, conditions: on one hand, a product of a chaotic ‘state of emergency’ and a form of ‘ordered disorder’ created by mass immigration, and on the other hand, a product of a comprehensive, tightly controlled modernist project combining physical planning and social engineering. This duality reveals the role of these immigrant camps, which were created both in Israel and abroad, as spatial ‘black holes’ which swallowed the contradiction between the radical geopolitical transformation and the rational self-image of the Israeli state-building project. The evolving and hybrid typologies of the camp in Israel's pre-state and early-state periods expose it as a versatile instrument, highlighting the need for informed spatial and geographical genealogies of the camp in order to illuminate its various transformations.  相似文献

Historically, Indigenous Australians have been marginalised, both economically and politically, in mineral development processes in Australia. The Australian state structures the interaction between Indigenous people and mining companies through general legislation and policies, and is therefore a key determinant of the mineral negotiating environment. This paper examines the state's role in the negotiations for the Century Mine in the Gulf of Carpentaria, and argues that recent neo-Marxist theories offer the most cogent theoretical explanation of the state's behaviour. It contends that, despite a noted tendency to consign Marxist theorising to the history books, analysis of the behaviour of the state in the Century negotiations provides critical evidence of the continued relevance of neo-Marxist theories of the state.  相似文献
