Over the past few decades, new forms of citizenship have emerged in the context of a globalizing and urbanizing world. The government of citizens and economies, it is argued, is increasingly trans‐, supra‐, or sub‐national in scale, and characterized by the eclipse of Keynesian welfarism and rights‐based citizenship. Scholars have documented the emergence of targeted, risk‐based, and workfarist governmentalities and political economies at various spatial scales, and have even described emergent forms of citizenship as "post‐national". And yet, in many countries we are concurrently confronted with massive symbolic and fiscal reinvestment in national militaries, particularly in the welfare of personnel. Given this, and the longstanding relationships between the nation‐state and military service, it is curious that the soldier has hardly figured in recent discussions about citizenship. This paper provides a genealogy of the soldier‐citizen in Canada, from iconic national worker‐citizen in the post‐World War II period to its recent anxious positioning at the intersection of "domestic", entrepreneurial, workfarist citizenship, and the widespread re‐emergence of militarism and national security. It demonstrates that the military citizen has at key times been a template for innovations in social forms of national government, and argues that the soldier has been a crucial figure in their re‐engineering in recent years. Situated amidst transformations in work and worker‐citizenship, and at the intersections of political struggles in both the domestic and international spheres, the soldier provides a unique lens on questions of the national and the social. Through an engagement with the labour of social citizenship, and the war work that initiated many of its governing techniques, the military citizen emerges as a critical figure in the contemporary neoliberal nation.  相似文献

Abstract: There exists a growing literature on the geographical aspects of neoliberalism and neoliberalisation. In this paper I focus on how the neoliberalisation process is articulated at the scale of the local state in Durban, South Africa. I examine the neoliberalisation process through the lens of the water sector. This paper contributes to the body of literature showing how private sector governance techniques are being used in the public sector effecting its neoliberalisation. I show how pricing structures are neoliberal and in turn how they are deployed and contribute to the neoliberalisation of the local state in Durban. I show that accounting strategies, tariff structures, and cost recovery measures are central to the neoliberalisation process in Durban.  相似文献

Recent contributions by geographers on the relationships between states and citizens have documented the rise of rolled‐out neoliberalism. Development agendas are, it is argued, increasingly dominated by the principles of market‐driven reforms, social inequality, and a drive towards enhancing the economic competitiveness of the supply side of the economy. However, at the same time, a parallel set of discourses has emerged in the development literature which argues that it is principles of sustainable development that have, in practice, become dominant. The emphasis is, instead, on democratic empowerment, environmental conservation, and social justice. This paper examines the relationships between these ostensibly very different interpretations of contemporary development with an assessment of one of the Labour government's most ambitious planning agendas—the publication in February 2003 of the document Sustainable Communities: Building for the Future . The proposals are promoted as a "step change" in the planning system with a new emphasis on tackling shortages of housing in the South East and reviving the economy of the Thames Gateway area. The paper assesses the different ways in which such programmes can be interpreted and argues that contemporary development practices in countries such as Britain are constituted by a hybridity of approaches and rationalities and cannot be reduced to simple characterisations of rolled‐out neoliberalism or sustainable development.  相似文献

The ongoing instability in Argentina that emerged from the December 2001 uprising in Buenos Aires (the "Argentinazo") has been one of the highest profile examples in recent years of reaction to the economic "disciplining" of a country. For enthusiasts, this reaction has been resistance, an upsurge against neoliberalisation by people conscious of what was happening and with alternative conceptions of how things should be ( Aufheben 2003 ; Carrera and Cotarelo 2003 ; Dinerstein 2002 ; Galeano 2002 ; Harman 2002 ; "IM" 2002 ; Klein 2003a , 2003b ; MAS 2002 ; Ollier 2003 ). Subaltern resistances such as those developed by Argentines have been the subject of much geographical writing on resistance in recent years ( Castells 1997 ; Leyshon, Lee and Williams 2003 ; Pile and Keith 1997 ; Sharp et al 2000 ). This paper addresses the range of actions, or "action repertoire"( Tarrow 1998 :20–21), of the Argentinazo to examine the extent to which alternative material and discursive "convergence spaces"( Routledge 2003 ) of political engagement emerged both as resistance to, and articulating a coherent alternative to, neoliberalism.  相似文献

Abstract: This paper examines the case of elephant‐back safaris in Thailand and Botswana; it argues that tourism has extended and deepened neoliberalism by targeting and opening up new frontiers in nature. In essence tourism redesigns and repackages nature for global consumption. Through a cross comparison of the same product (the use of captive/trained elephants) in two very different contexts (Thailand and Botswana) this paper analyses the variations in “actually existing neoliberalisms” ( Brenner and Theodore 2002 ) and demonstrates that the effects are not unremittingly negative ( Castree 2008b ). It also draws out the ways that neoliberalism is challenged and reshaped by context specific processes and so it does not completely displace existing ways of approaching nature. Instead, existing approaches mix with neoliberalism to create new ways of valuing and conserving elephants.  相似文献

Indigenous social movements have become important development actors in recent years. As the targets of "socially inclusive" neoliberal policies and protagonists in global anti‐capitalist movements, the position of these social movements in mainstream development is often ambivalent. This ambivalence reflects contradictions between economic neoliberalism and goals of social development as well as different understandings and practices in development‐with‐identity. We explore the relationship between the institutionalisation of ethnodevelopment and the creation of indigenous experts through indigenous social movements' engagement in popular training that emphasises indigenous knowledge. Drawing on Michael Watt's notion of governable spaces of indigeneity, we examine how institutionalisation is occurring in a range of ways that establish new alliances and cut across scales. Analysing the politics occurring at the development policy interface, we focus on the processes of representation, negotiation and embodiment involved in indigenous professionalisation, as activism shapes "scaled up" policy making.  相似文献

Whilst “caring” responses to homelessness (e.g. shelters, drop-in centres) have been held up by some as a counter-current to the revanchist city, recent US studies highlight how the structural dynamics of neoliberalisation can implicate caring spaces in revanchist processes of discipline and spatial control. In this paper, we employ an assemblage approach to examine the intersections between care, revanchism and neoliberalisation in Brisbane, Australia. We extend the insights of recent studies by showing how the vulnerability of care to the revanchist pressures of neoliberalisation play out outside the US, despite the prominence of care rationalities and a milder revanchist politics. However, we also push beyond this insight to demonstrate the ongoing progressive potential of care in the neoliberalising city, despite its vulnerabilities to revanchism. Specifically, we highlight the capacity of housing-focused responses to homelessness to shield people from criminalisation and to prefigure and call-forth post-neoliberal practices and spaces.  相似文献

The literature on the Western city as a site of "actually existing neoliberalism" has done much to expose the injustices wrought by new modes of urban governance. In particular, this literature has highlighted the increasing exclusion of minority groups from the spaces of the central city. To date, however, there has been little sustained exploration of the gendered dimensions of this process. In this paper I offer such a gendered reading, suggesting that neoliberal policy serves to recentre masculinity in the cityscape at the same time that it encourages capital accumulation. I demonstrate this by noting some of the forms of revenge currently being exacted on prostitute women in Western cities, reading such actions as symptomatic of urban policies that serve both capital and the phallus. In conclusion, I suggest that the conceptual framework of neoliberalism is useful for making sense of contemporary urban restructuring, but only if we recognise that the resulting city can be mapped along axes other than those fixated on capital and class.  相似文献

This article puts forward two main arguments. First, it highlights the relationship between different phases of neoliberalism in Morocco together with the specific methods and techniques of urban government that were deployed in an effort to govern the slums and their populations. A period of ‘roll back neoliberalism’ during the 1980s generated reforms that tried to increase government control over the urban territory to compensate for the negative social outcomes of structural adjustment. The subsequent period of ‘roll out neoliberalism’ coincided with the attempt to manage and regulate the slum population through new modalities of state intervention. Second, while evolutions in neoliberal government reflected a gradual process, this transition in Morocco was accelerated by security concerns following two moments of serious urban violence: the 1981 riots and the 2003 suicide bombings in Casablanca. Therefore, Morocco's recent political transformations cannot be understood in terms provided by the mainstream narrative linking economic liberalization to democratization. Rather, they reflect a profound shift towards intrinsically authoritarian modalities of neoliberal government which are clearly revealed at the urban scale.  相似文献

In Aotearoa New Zealand, as elsewhere, partnership programmes overtly targeted to the strengthening of local communities are developing in a range of institutional sites. This development, it is claimed by some, moves social governance well beyond the narrow, market‐oriented, contractualism of earlier forms of neoliberalism, and into a new era of joined up, inclusive governance. Here we highlight the emergent role of "strategic brokers" who do the grounded joining up of governance in this new partnering ethos. Drawing on the findings of a large project on local partnerships in Aotearoa New Zealand, we show how community activists have played a distinctive historical role in shaping the form that local partnerships take. We then turn our attention to the current context, examining the rise of mandatory partnership working and the implications of this for community activists. We highlight key aspects of new forms of gendered professionalism, including the need to have both knowledge of and knowledge about communities. In outlining the historical development and current scope of strategic broker roles, we ask what we can learn about the nature of would‐be "post‐neoliberal" social governance.  相似文献

This essay elaborates a critical geographical perspective on neoliberalism that emphasizes (a) the path–dependent character of neoliberal reform projects and (b) the strategic role of cities in the contemporary remaking of political–economic space. We begin by presenting the methodological foundations for an approach to the geographies of what we term “actually existing neoliberalism.” In contrast to neoliberal ideology, in which market forces are assumed to operate according to immutable laws no matter where they are “unleashed,” we emphasize the contextual embeddedness of neoliberal restructuring projects insofar as they have been produced within national, regional, and local contexts defined by the legacies of inherited institutional frameworks, policy regimes, regulatory practices, and political struggles. An adequate understanding of actually existing neoliberalism must therefore explore the path–dependent, contextually specific interactions between inherited regulatory landscapes and emergent neoliberal, market–oriented restructuring projects at a broad range of geographical scales. These considerations lead to a conceptualization of contemporary neoliberalization processes as catalysts and expressions of an ongoing creative destruction of political–economic space at multiple geographical scales. While the neoliberal restructuring projects of the last two decades have not established a coherent basis for sustainable capitalist growth, it can be argued that they have nonetheless profoundly reworked the institutional infrastructures upon which Fordist–Keynesian capitalism was grounded. The concept of creative destruction is presented as a useful means for describing the geographically uneven, socially regressive, and politically volatile trajectories of institutional/spatial change that have been crystallizing under these conditions. The essay concludes by discussing the role of urban spaces within the contradictory and chronically unstable geographies of actually existing neoliberalism. Throughout the advanced capitalist world, we suggest, cities have become strategically crucial geographical arenas in which a variety of neoliberal initiatives—along with closely intertwined strategies of crisis displacement and crisis management—have been articulated.  相似文献

The analysis of neoliberalism has become a key point of departure in critical urban studies and political geography. Its application in theorising new forms of residential environments is no exception. Common interest developments, gated communities and, in the Australian case, masterplanned residential estates (MPREs) are cast as vehicles of neoliberalist privatisation, extending private property rights and embedding market logics and neoliberal modes of privatised governance. This paper is a critical theoretical and empirical engagement with the interpretation of these residential developments as iconic expressions of urban neoliberalisation. We bring poststructuralist thinking on neoliberalism as an assemblage of diverse practices and projects together with poststructuralist conceptions of the public and private as contextual and enacted political constructions, to provide an alternative analytic—an analytic of assemblage—for investigating putative pathways of neoliberal privatisation. We suggest the purchase of this extended framework through an exploration of MPRE development by Sydney's largest MPRE developer. In this framework, MPREs become contingent productions in which multiple and overdetermined projects, practices and paradigms of governance are at work including, amongst others, social sustainability and interventionism. Rather than producing neoliberal privatisation, we explore how MPRE developments involve the complex constitution of new forms of public and private that exceed coding as neoliberal. We conclude that the framework engaged with here can enable productive advances for urban theorising. Its emphasis on practice, enactment, multiplicity and assemblage can resist a tendency to reify urban neoliberalism and nurture the development of new conceptions and discourses of urban governance less bound to the neoliberal imaginary.  相似文献

This article critically examines the assumption that the spread of neoliberal policy programs of privatisation, deregulation and marketisation is explained principally by policymakers coming under the influence of fundamentalist neoliberal ideas and the think tanks through which they were proselytised. The article outlines the conditions that must be satisfied for this thesis of ideational causation to be considered plausible. By examining the relationship between neoliberal think tanks and the Howard Coalition government in Australia, the article offers indicative evidence against this dominant conceptual framework for understanding the rise of neoliberalism. It concludes that this narrative offers a poor guide to understanding actually existing neoliberalism.

This article examines the urban development of Moscow from 1992 to 2015, arguing that the city's recent transformation from grey asphalt jungle to a “city comfortable for life” is driven by a process of neoliberal restructuring. In particular, the study finds that a set of multi‐scalar dynamics—namely, the global financial crisis, the rise of a local protest movement, and an intensified rivalry between federal and Muscovite elites—were the key driving forces behind Moscow's current evolution. The work advances a conceptual framework of neoliberal urbanisation that enhances the literature on post‐socialist cities and, more generally, the broader debate on actually existing neoliberalism.  相似文献

Over the past decade neoliberalism has come to represent the dominant policy discourse and ideology in the majority of western economies. Following the attention given to this phenomenon at a global (and national) scale, there has been a recent rise in interest in its regional implementation and expression and in how these are mediated through the embedded institutional associations of context dependent localities. Using Brenner and Theodore's (2002a) notion of ‘actually existing neoliberalisms’, this paper explores the hybrid nature of the residential property market. Using one of Greater Sydney's fastest growing regions as an example, this paper shows how residential developments are hybrid constructions, framed by institutional and policy resonances constituted by both state and market actants. Key factors here are the processes of partnership (a process of joining the market and the state), master planning (a process of recognising and pursuing the goals of both the market and the state) and negotiation and provision of state infrastructure (a process of direct state construction of the market).  相似文献

Abstract: In 2009, the central building of the new IG Farben Campus of Johann Wolfgang Goethe University (JWGU), Frankfurt, Germany was occupied by students protesting against the neoliberalisation of higher education. While similar occupations at the old Bockenheim Campus were usually tolerated, if not welcomed, by the university management, this time 176 students and members of staff were forcefully evicted after only 3 days, when the university's presidential board called in the police. To better understand this way of ending such protest, a level of oppression almost unheard of at a German university in the last 20 years, we reconstruct the way in which JWGU, as part of the state apparatus university, has produced the two campuses as particular places that are bound up in and expressions of the national and local condensations of forces of Fordism and neoliberalism respectively.  相似文献

This paper revisits the question of the political and theoretical status of neoliberalism, making the case for a process–based analysis of "neoliberalization." Drawing on the experience of the heartlands of neoliberal discursive production, North America and Western Europe, it is argued that the transformative and adaptive capacity of this far–reaching political–economic project has been repeatedly underestimated. Amongst other things, this calls for a close reading of the historical and geographical (re)constitution of the process of neoliberalization and of the variable ways in which different "local neoliberalisms" are embedded within wider networks and structures of neoliberalism. The paper's contribution to this project is to establish a stylized distinction between the destructive and creative moments of the process of neoliberalism—which are characterized in terms of "roll–back" and "roll–out" neoliberalism, respectively—and then to explore some of the ways in which neoliberalism, in its changing forms, is playing a part in the reconstruction of extralocal relations, pressures, and disciplines.  相似文献

Since the 1990s the dominant political discourse of social movements concerned with "sexual politics" has been that of seeking access into mainstream culture through demanding equal rights of citizenship. I focus on the changing politics of sexuality in the context of new forms of social governance associated with neoliberalism, central to which is professionalisation and particular forms of knowledge production. Changes in political organising, coupled with the growth in identity‐based consumption and the greater visibility of lesbians and gay men as consumer citizens, have provided a variety of opportunities for new professional careers. I discuss these developments and suggest that a key aspect of this increase in professionalisation is the construction of the gay and lesbian subject as part of a national and, in some instances, an international constituency. Finally, I consider how, in recent years, new forms of professionalisation of knowledge production about lesbians and gay men have emerged, not only in terms of political and market interests, but also in the academy.  相似文献

During the 1990s the urban became an important "institutional laboratory" for state‐initiated policy experiments to address the social costs and political repercussions of economic polarisation and social exclusion associated with neo‐liberalism. One such policy experiment has been neo‐communitarianism, emphasising the contribution of the "third sector" to improving social welfare and reinvigorating a sense of civil society. Focusing on the UK, I examine the background to and implications of the emergence of a neo‐communitarian strategy under the "new" Labour government, which came to power in 1997. First, I consider the repositioning of the third sector within contemporary policy discourse as a result of the Labour government's programme of welfare reforms and Prime Minister Blair's "Third Way" political philosophy, which attempts to combine neo‐liberalism with a neo‐communitarian stance of stressing the importance of civil society for social cohesion. Then, I draw on Foucauldian notions of governmentality to examine how Labour's neo‐communitarian agenda has involved a fundamental reconfiguration of the governance of the third sector, centred on the creation of government–voluntary sector "compacts" at national and local levels. These compacts are of strategic importance for the restructuring of the UK third sector and so the local implications of such restructuring are then considered. In particular, case study evidence from Glasgow is used to critically evaluate government claims that the third sector can contribute to the "reinvigoration of civic life" by highlighting the importance of the internal characteristics and political environment of local third sector organisations for the differential development of social capital and citizenship.  相似文献
