Contemporary debates about the virtue of civility oscillate between anxious calls for more of it in contemporary politics, as a panacea for all manner of religious-political conflict, and wholesale debunkings of civility talk, as an ideological fog intended to induce conformity to the terms of unjust social arrangements. I argue that this oscillation should come as no surprise, given the term's fraught theological and political associations in the history of modern ethical thought. This history left civility with an ambivalent legacy, one associated with democratic respect on the one hand, and hypocrisy and deception, on the other. Through a reading of Martin Luther King Jr.’s “Letter from Birmingham Jail,” I try to rescue civility from this oscillation, by explicating it as an ancillary virtue: the part of justice that disposes citizens to confront unjust relationships in ways that leave open the possibility of relational repair. When explicated with due care and set in an interactive context of other virtues – including courage, prudence and toleration – civility can be distinguished from its semblance, niceness. This distinction helps us understand civility, properly understood, as neither a cure-all for democratic conflict nor an ideological device of conflict suppression, but rather as an ancillary, but important, excellence of character helping to sustain democratic relationships of mutual recognition.  相似文献

Since 1984, every Australian federal election campaign except 1987 has featured at least one televised debate between the leaders of the major parties. These debates have been the subject of considerable speculation, particularly in the popular press. However, initial enthusiasm and optimism has been replaced, in part, by skepticism and indifference about their impact. Although viewing audiences for the early debates were large, audiences have steadily declined in more recent campaigns. Although televised debates are ostensibly an established part of federal elections, their influence on individual vote choice and aggregate impact on the vote has received little academic attention. This paper considers each campaign since 1990 and, using data from The Australian Election Study series, it assesses the impact of leaders' debates on individual vote choice. It investigates whether the impact varies for different groups of the electorate, considering the role of partisan identification, as well as whether any influence of the debates extends beyond the actual viewing audience. Finally, it estimates the aggregate impact on the vote attributable to the debates.  相似文献

On 21 November 1918, the Parliament (Qualification of Women) Act was passed, which enabled women over the age of 21 to stand for parliamentary election. Unlike women's suffrage, there was no sustained campaign to allow women to sit in parliament. However, this does not mean that the issue was ignored in the late 19th and early 20th centuries. This article traces perceptions of the woman MP in the pre-1918 period and offers the first detailed exploration of the topic. It argues that although discussions on the matter were not widespread like women's suffrage, there is value in examining these lesser-known debates. This article studies the parliamentary candidacy of Helen Taylor in the 1885 General Election, in addition to how male politicians, the press, suffrage, and anti-suffrage organisations engaged with the idea of women sitting in parliament. Women's supposedly emotional nature played an integral role in how contemporaries approached the subject of women MPs. Indeed, women's emotions, and more specifically their passionate temperament, were often used to discredit their political capabilities and portray women as emotionally, intellectually and physically inferior to men.  相似文献

This article investigates the treatment of Aboriginal Australians as politically entitled subjects within New South Wales during that colony's first elections under ‘universal’ male suffrage. Using the case of Yellow Jimmy, a ‘half-caste’ resident prosecuted for impersonating a white settler at an election in 1859, it examines the uncertainties that surrounded Aboriginal Australians’ position as British subjects within the colony's first constitutions. By contrast to the early colonial franchises of New Zealand and the Cape – where questions of indigenous residents’ access to enfranchisement dominated discussions of the colonies’ early constitutions – in the rare instances in which indigenous men claimed their right to vote in New South Wales, local officials used their own discretion in determining whether they held the political entitlements of British subjects. This formed a continuity with the earlier treatment of Aboriginal Australians under settler law, where British authority and imperial jurisdiction was often advanced ‘on-the-ground’ via jurists and administrators rather than via the statutes or orders of Parliament or the Colonial Office.  相似文献

This paper examines the role of social cleavages in creating spatial associations between major pre-Revolutionary and post-Soviet political parties at the guberniya-level statistical aggregates. The paper begins with a theoretical discussion of social cleavages and a literature review of cleavage theory research applied to various Russian elections. The analysis of spatial associations between the pre-Revolutionary/post-Soviet parties involved elaborating a new measurement framework, creating a spatial database using GIS, transformation of thematic social–economic–geographic attributes, calculating the strength of the linear relationship among regional spatial units and utilizing probit statistical models. This research empirically supports the hypothesis that contemporary Russian parties are expressions of rediscovered cleavages as well as of conflicts engendered by the Tsarist and Soviet and post-Soviet periods of development. It appeared that the constituent assembly election of 1917 and parliamentary election of 1995 tend to be “maintaining” elections for the liberals. The situation appeared different for the communitarian parties. A critical realignment – significant changes in the left electorate and a split in this electorate did occur. The 1995 election results indicate that only parties with developed networks and local and regional organizations faired well in the election and that nationalization of Russian political life was still weak in 1995.  相似文献

This article uses data from 28 poll books to explore voter behaviour over time in early 18th-century English parliamentary elections (from 1710 to 1735). Voters in this period exhibited a high degree of partisan loyalty from one election to the next. But voters were also quite likely to drop out of the electorate between elections. As a case study of Sussex elections in 1734 shows, even among voters who made a definite promise to vote for a given candidate or set of candidates, there was a significant proportion who did not vote. While some non-voting can be explained as an attempt to avoid disobliging powerful patrons, this article argues that voters needed to be motivated to appear at the polls. The electoral culture of the early 18th century – treats, balls, public appearances by the candidates, etc. – should be understood as attempts to mobilise rather than to persuade potential voters.  相似文献

Renewed fears expressed by the United Nations about worldwide population growth have coincided with international concerns about the increased consumption of meat. This article, which draws upon long‐term fieldwork in the Guatemalan highlands and ongoing scientific research in the Netherlands, examines the ways in which global organizations are framing and responding to these concerns. Economists generally address the problem of increased meat consumption through the language of ‘demand’, while nutritionists adopt the rhetoric of nutritional ‘needs’. Not only do these approaches tend to present meat – which in practice takes many forms – as a single substance, but they also flatten the nuanced relationships that exist between the eater and the eaten, while overlooking the diverse contexts in which ‘meat’ eating takes place. This article addresses the question how anthropologists might approach the topic of increased meat consumption, suggesting that an analysis of the ways in which global actors approach this topic can help the discipline of anthropology to re‐engage with historic debates about the role of ‘the material’ and ‘the symbolic’ in relation to eating practices and to move these debates in new and productive directions.  相似文献

Abstract. The article examines the re‐articulation of national identity in Macedonia since its independence in 1992. Both ethnic Macedonian and ethnic Albanian political identities have been engaged in a complex process of redefinition. Two ethnic groups had previously been strongly influenced by the Marxist paradigm and its Yugoslav official interpretation. During the 1990s, the elements of the old paradigm were combined with elements of the new – liberal democratic – concepts of nationhood. While some of the concepts developed within the old Yugoslav framework are still in use, the new liberal‐democratic political paradigm finds it difficult to include them into an official discourse on nationhood. At the same time, introduction of the concepts inherent to the liberal‐democratic paradigm has disturbed the fragile balance achieved through the old Yugoslav narrative. In new circumstances, the ethnic Macedonians transformed themselves from the ‘constitutive nation’ to ‘majority’. However, the ethnic Albanians found it more difficult to accept the status of ‘minority’, which was once (in Yugoslav Marxist narrative) considered to be politically incorrect. Thus, they insist on being recognised as a ‘nation’, equal to ethnic Macedonians. In its essence, the conflict in Macedonia is – to a large extent – a conflict between two different concepts of what is Macedonia and who are Macedonians. The questions posed are: is the minority (ethnic Albanians) part of the nation? Could two nations exist peacefully within one state? The article maps out differences between two different discourses on the identity of the new Macedonian state.  相似文献

This article examines the divisions in Italian socialism between revolutionaries and reformists against the backdrop of the Biennio Rosso (1919–20), taking the writings of Antonio Gramsci and Claudio Treves respectively as characteristic of the two traditions. The central focus is on their opposing accounts of how the socialist movement should organize the masses to achieve its objectives – referred to here as its ‘democratic strategy.’ I demonstrate how the key strategic elements of Gramsci’s and Treves’s positions developed in a dialogue centered on the place that violence, (il)legality, soviets, parliaments and compromise should play in effectively mobilizing the masses for socialism. The article concludes by arguing that in retrospect Treves’s reformism has been a more successful approach, and Gramsci himself conceded something to it in his prison writings. However, I also maintain that the popular character of Gramsci’s radical democratic strategy – first fashioned in the Biennio Rosso – can still contribute to debates on socialism and social democracy today.  相似文献

The elections of April 1979 and February 1980 were the first in Rhodesia/Zimbabwe's history to permit universal adult suffrage, allowing for black majority rule. In the first election, Bishop Abel Muzorewa's United African National Council (UANC) won an overwhelming victory, while in the second, British-supervised election, Muzorewa's party was soundly defeated and Robert Mugabe's Zimbabwe African National Union-Patriotic Front (ZANU-PF) won over 60% of the vote. By interviewing present and former white Rhodesians, located via Facebook and the print magazine Rhodesians Worldwide, who were witnesses to these two critical elections, this study aims to shed light on which of them was more representative of the will of the people of Zimbabwe, at least in the eyes of the country's white minority.  相似文献

This article contributes to the advancement of the critical analysis of transnational flows of planning ideas with a particular focus on debates around urban sprawl. It emphasizes that travelling concepts tend to lose their critical content en route, and explores how they could be revived. Our argument starts by identifying the drawbacks of comparative studies in planning, and suggests an exploration of Edward Said’s notion of travelling theories to avoid these dangers. Chronicling the import of the German concept of Zwischenstadt – which literally translated means ‘(in)between city’ – into the Swedish planning research discourse on urban sprawl, we examine how travelling concepts tend to become institutionalized during their journey. We then explore ways to revive the critical content of Zwischenstadt by first considering translations of the context of travelling concepts and then deliberations on their literal translation, which emphasizes the fruitfulness of a landscape perspective as a critical lens on urbanization processes.  相似文献

This article explores the role played by late‐Victorian political associations during parliamentary election campaigns. The central hypothesis is that party organisation, known popularly as the ‘caucus’, is best understood as a rhetorical device used by politicians and the press to gain legitimacy in the new context created by an expanded and quasi‐democratic electorate. The hypothesis is tested by examining the 1885 general election campaigns in Nottingham West and Sheffield Central. Both constituencies witnessed a triangular contest whereby an ‘additional’ candidate, standing on a radical platform, entered the campaign and pursued a distinctly ‘anti‐caucus’ agenda that was aimed primarily at the local Liberal Party Association. The manner in which the ‘caucus’ issue was articulated by all sides involved throws new light on the role played by party organisation during this period. While all sides described their association in a way that both defended and asserted its legitimacy, they equally used ‘anti‐caucus’ rhetoric to diminish the credibility of their opponent's organisation, even though they were emulating the deeds they were denouncing. Indeed, it was those within official Liberalism that indulged in the most virulent ‘anti‐caucus’ rhetoric. Thus, it is suggested that, with regard to the attitude of radicals towards official Liberalism, this ‘anti‐caucus’ rhetoric reflected not a real popular resistance against party organisation or ‘party’, but simply intense competition and imitation between rival ‘caucuses’.  相似文献

A truly democratic European Union seems to have become the graal of European politics, the project's redemptive promise and unreachable horizon. Much has been written about the gap between promise and performance and about the obstacles to EU democratization. Here, we suggest that one way to apprehend the ‘democratic deficit’ debate as it has evolved in the wake of the euro crisis is to think of it as a ‘democratic trilemma’. We argue that European legitimacy requires responses in different realms: first, an acknowledgement of Europe's ‘transnational democratic interdependence’; second, an anchoring of the functionalist European superstructure in ‘national democratic legitimacy’; and third, a grounding of both European and national power in ‘local democratic legitimacy’. While the very notion of trilemma points to the tensions that arise in trying to satisfy these requisites simultaneously, we nevertheless need to look for ways of alleviating the trilemma rather than coming up with democratic magic bullets in a single one of these realms. While our main goal is to reframe and open up the debate around the key concepts of empowerment, mutual recognition and flexibility, we also provide examples of what this may mean.  相似文献

This article traces the relationship between parliament and the ordinary people of medieval England, mainly peasants but including townsmen, between about 1270 and 1450. In charting the early history of representation prior to 1270, it outlines the transition from representation of the people by the country's magnates, to the socially broader system of representation through the election of shire knights and town burgesses. Two themes emerge: the growth of the electorate, from the probable presence of freeholders among the electors in the county court under Edward I, to the enfranchisement of the 40s. freeholders by the famous statute of 1430; and the changing nature of petitions to parliament, from the complaints of individuals to those presented by the Commons on behalf of the nation. In the history of both these themes, the Black Death and subsequent plagues marked a turning point. In drastically reducing the population, the plagues brought prosperity to many of the peasant survivors – men who sought a place among the electorate in the early 15th century. And in threatening the income of the gentry through higher labour costs, the plagues fundamentally changed the attitude of the Commons in parliament towards the people. Until about 1350, the Commons had spoken up for their interests, in the face of Edward III's oppressive wartime demands; but from that time onwards, the Commons set their collective face against the rising claims of a potentially more prosperous people. The article pays special attention to the position of the villeins, whose relationship with parliament differed considerably from that of the freeholders.  相似文献

This article probes Jonathan Israel’s theory about ‘Radical Enlightenment’ inaugurating political modernity by way of explicating the thought of Joseph Priestley. In Israel’s view, despite the inconsistencies plaguing Socinian thought, Priestley, a monist, emerged as an ardent supporter of religious toleration and democratic republicanism. This article seeks to restore the fundamental coherence of Priestley’s theological and metaphysical views, arguing that they were produced as parts of a system founded on the simultaneous adherence to providentialism and necessitarianism. Prized as a prerequisite of the unfolding of the divine plan, the unobstructed expression of religious opinions was the centre of the conception of civil society and civil liberty that Priestley articulated based on these premises and his forays into politics aimed to secure its permanence. A comparison of Priestley’s stance on the issue of manhood suffrage with that of Richard Price reveals not the materialist Priestley, but Price, a dualist, as an advocate of democratization and casts into doubt the applicability of Israel’s scheme in the case of England. The article closes with some suggestions towards reappraising the relationship between Enlightenment and modernity.  相似文献

This article is a transnational comparison of the struggle for women's suffrage during the long 19th century, mainly around 1900, with an emphasis on the five Nordic countries (Denmark, Finland, Iceland, Norway and Sweden). The article questions the widespread notion of these countries as similar democratic and peaceful nations, different from the rest of Europe. It points to the timing of women's suffrage and to how the claim for this reform challenged the gendered meaning of political citizenship as well as core elements in the understandings of masculinity and femininity. It proceeds to analyse important structural changes that have been seen as vehicles for women's suffrage: the growth of democracy, the construction of nation states, revolutions and wars, asking if these structures played as important a role in the Nordic countries as elsewhere. Finally, the article concentrates on women's agency, mobilization and organization, looking for similarities and differences among the five Nordic countries.  相似文献

This article illuminates a paradox in the contemporary political mobilization of new Americans. While labor unions are taking an increasingly active role in the successful mobilization of foreign‐born residents in electoral politics, a substantial number of these newly mobilized Americans are undocumented migrants and residents, and thus are members of a growing and permanently disenfranchised working class. While this marginalized labor force benefits capital, an expanding long‐term, non‐citizen population presents a serious challenge to democratic politics. In this article, I discuss a case study which demonstrates both sides of this paradox. Facilitated by broader Latino political mobilization, their membership in progressive labor unions, and labor's shifting political strategy, many undocumented residents of Los Angeles are participating in candidate endorsements, campaign rallies, and "get out the vote" efforts, even though they are unable to vote on election day. Their actions portend future reconfigurations of the boundaries which surround citizenship and suffrage.  相似文献

In terms of the unreformed franchise operative in the early 18th century, the University of Oxford made up an unusual parliamentary constituency. Here it was the votes of non-resident members that could be decisive to the outcome if the seat was contested. In late Stuart and early Hanoverian Oxford, Tories were almost certain to be returned but, in the general election of 1722, the Tory vote was split between rival candidates offering a possible opening for Oxford Whigs. This essay considers the varieties of electoral behaviour inside the university at this time of exceptional political flux nationally, how the candidates confronted the practical problem of getting ‘outvoters’ into Oxford, and the extent to which the heads of the colleges could rely on a sufficiently stable corporate identity to have their resident members vote in an approved way. The 1722 general election again raised questions as to who exactly was entitled to vote in a university constituancy, how much illegal voting was going on, and whether it was in a candidate's best interests either to connive or draw attention to it. The eventual choices made by the Oxford electorate would signal where the university stood in the wider political picture of the early 1720s, how far it – and the varieties of toryism it contained – was prepared to endorse the legitimacy of the new Hanoverian order.  相似文献

This article seeks to contribute to recent debates over Christian dialogue in late antiquity. It explores a specific form of dialogue text: invented debates about the definition of correct doctrine, often starring renowned church Fathers and notorious heretics. It argues that, far from symbolizing an ‘end’ to dialogue in late antiquity – closed down by appeals to patristic authorities – these heresiological dialogues helped to perpetuate controversial Christian debates.  相似文献
