The promotion of the German language abroad and of German Studies plays a central role in German Foreign Cultural Policy. With regard to Sub-Saharan Africa, otherwise a peripheral region for foreign policy, German as foreign language is firmly established as second language after English. Learners especially in Francophone West and Central Africa have increased over the past decade. Numerous funding programmes and actions are supported by German nongovernmental organizations at college/university levels. But bilateral cooperation between German and African academic institutions are challenged both by negative perceptions of the ‘Global South’ among Western colleagues and by an infrastructure adverse to research and to career development in most African countries. Additionally, North/South relations are traditionally seen in terms of (under-)development by German institutions, effecting cooperation. The paper develops a differentiated picture of African Studies in Africa, and outlines benefits that can be attained through collaboration ‘at eye-level’.  相似文献

ABSTRACT

Aberdeen University has a long history of using aerial photography, photogrammetry, cartography, remote sensing and surveying in Geography teaching and research. The development of an MSc in Environmental Remote Sensing (ERS) in 1987 offered students a new opportunity to specialise further in this rapidly evolving area of technology. The programme has continued to thrive and the MSc in GIS celebrated its 30th Anniversary in 2017. Recently the degree has included courses on current applications of GIS and web-GIS. The introduction of UAV (Unmanned Aerial Vehicle) remote sensing broadened the appeal and competitiveness of the degree, ensuring students have access to cutting edge remote sensing technology. Alongside PhD studies, applied academic research in the Aberdeen Institute for Coastal Science and Management (AICSM), and the Unmanned Airborne Vehicle (UAV)/Unmanned Airborne System (UAS) Centre for Environmental Monitoring and Mapping (UCEMM), make widespread use of GIS and remote sensing. As the geospatial technologies continue to evolve and are integrated with drones the role of education, training and research utilising these technologies will become integral to the Geography degree. Geospatial technologies have and will continue to provide valuable tools and techniques for graduates.  相似文献

This article focuses on the potential of women’s non-governmental organizations (WNGOs) for effectively addressing gender inequality in Sub-Saharan Africa. As the mainstreaming of gender and women’s issues continues to pervade global governance, scholars, and practitioners have questioned whether local WNGOs are capable of formulating projects that are relevant to the communities in which they work. One important challenge is local WNGOs’ dependence on external funding and agendas. The extensive literature on women and development indicates that there is a critical need to develop a more radical, transformative feminist agenda for women’s empowerment. The objective of this quantitative study is to test the association between WNGOs’ emergence and measures of gender inequality in Sub-Saharan Africa. It argues that while there is evidence that WNGOs’ formation represents a legitimate response to African countries’ challenges in terms of gender inequality, the institutionalization of gender within NGOs does not automatically translate into greater gender equality and women’s empowerment. This article identifies some of the gaps and limitations of gender mainstreaming initiatives within African WNGOs. Examining the heterogeneity of women’s organizing and WNGO formation in the region and gaps in development activities, this study highlights the importance of place and space in developing a progressive feminist agenda. The quantitative analysis used in this study, which highlights the uneven geographies and scales of WNGO intervention in Sub-Saharan Africa, contributes to, and calls for more geographic studies on development and gendered activism.  相似文献

The world economy is in a state of flux. While most OECD countries struggle to minimize the damage of the global financial crisis, a few countries maintain positive economic growth rates and are thus changing global power configurations. Among the most important emerging economies for international development are the BASIC countries: Brazil, South Africa, India and China. This article analyses why these countries have rejuvenated development cooperation, what they actually do in Africa, and how they do it. It argues that the most important aspect of the rejuvenation of non‐traditional donors’ development cooperation with African economies is not the direct effects on these economies, be they positive or negative, but the potential gains that may accrue to African economies in terms of larger room for manoeuvre due to increased competition and the challenge to traditional donors’ development hegemony.  相似文献

This article surveys recent literature on Africa and International Relations (IR) and reviews the current place of Africa within the discipline. It notes that critical debates continue around claims of a mismatch between Africa and ‘mainstream’ IR theories and concepts. However, alongside this set of issues, there is in fact a burgeoning literature on many aspects of Africa's international relations. While some of these studies utilize existing IR theories, and others explore empirical cases that could deliver important lessons for the wider discipline, much of this promise goes unfulfilled. The article reviews literature on China's role and on HIV/AIDS governance in Africa to illustrate how the study of African international relations, the wider IR discipline and international policy could all benefit from a closer engagement between Africa and IR. The article concludes by setting out three challenges for a renewed agenda: a need to address the problematic relationship between universal analytical concepts and regional particularities; a need to give recognition to, and analyse, African agency in international politics; and a need to address inequalities in knowledge production in the field of Africa's international relations.  相似文献

The historical and current demography of Africa in this discussion focuses on the context of population policy, contraceptive use, reproductive behavior, polygamy, and economic impacts. Sub-Saharan Africa countries have the highest rate of population growth in the world. 50% are aged under 20 years, and 20% are aged under five years. Urban areas are growing at the fastest rates in the world (5-6% annually). Population density remains low, except for areas where there is high soil fertility. Many African countries recognize the need for population policies. The most important donor to Africa, the World Bank, has pressured African governments to adopt family planning (FP) programs. A major World Bank study has shown that more FP services are desired by African women. Family expenditures for the 1980s for FP were estimated at $100 million annually, of which $53 million was provided by donors. Further expansion in the program is needed. The World Bank targeted contraceptive use at 25% of African married couples. Except for Egypt and North African countries, contraceptive use is around 3-4%. Another perspective on population reduction is to expand programs for child spacing and postnatal nutrition of mothers and infants. There has been a failure to turn health systems around to low-cost preventive health, particularly in rural areas. Infant mortality must be reduced before fertility will decline. Population growth can be slowed by changing the status of African women (high social status and recognition are associated with high fertility), age of marriage, child spacing, agricultural productivity, and nutrition. Demographic data on Africa have only become available during the past 25 years. African demographers are in short supply and require training abroad. Demographic data gaps and reliability problems are offset by the recent availability and quantity of survey data. Historical demography has produced conflicting results. Although some investigators, such as Ester Boserup, argue that population pressure results in agricultural innovations, Africa has yet to experience this phenomena. The youthful composition of the population guarantees continued population momentum. Fertility is enhanced by the cultural emphasis on perpetuating lineage and high fertility. Changes in reproductive behavior will depend on major social changes for women.  相似文献

Sub-Saharan agriculture, with few exceptions, has stagnated despite official goals of achieving self-sufficiency and increasing export earnings. African agriculture has suffered deteriorating terms of trade, inadequate technology and infrastructure, and policies which severely discourage agricultural enterprise. In some countries structural adjustment and policy reform are occurring, and there remains great potential for agricultural development due in part to prospective advantages in natural resources and abundant labor. Discussed here are a specific set of institutional reforms needed to mobilize agricultural entrepreneurship.  相似文献

This article examines how the African Union (AU) has handled Africa's peace and security challenges since 2002, defines what has been successful and what remains aspirational. It does so by examining how the AU has responded, from using sanctions against coups, to deploying peacekeeping missions and mediating in conflicts. An African Peace and Security Architecture (APSA) has developed since 2002, including a Peace and Security Council, an African Standby Force, a Continental Early Warning System and a Panel of the Wise. This sounds impressive, but the operationalization record is patchy: AU‐deployed missions have been fully dependent on external donors; harmonization is a major problem; serious questions remain over AU capacity; and some of the Regional Economic Communities (RECs) are developing at a quicker pace than the AU. Given these circumstances and its internal capacity deficit, the AU will likely struggle to exercise oversight of regional processes, including the development of regional standby force arrangements. APSA is clearly based on a liberal peace model, yet democratic systems, respect for human rights and good governance aren't always in place in African countries, and the self‐interest of elites continues to be a constraint on APSA and its success. Over the last decade the AU has found a voice and, despite some setbacks, it has shown through AMISOM in Somalia that it is capable of conducting a successful peacemaking operation. Its biggest challenge is not making the decision to intervene or deploy forces, but the capacity of most African states to deploy effectively. APSA's dependence on external partners needs to diminish over the next decade if better African solutions are to be found to peace and security challenges in the continent. Yet, the internationalized nature of crises such as the one in Mali in 2012–13 requires international partnerships. Not all of Africa's security problems can be solved by Africa alone, but APSA does provide a vision framework for African and external partnership.  相似文献

ABSTRACT

The current study analyzes the media strategies used by Sub-Saharan African (SSA) countries to repair their destination image during and after crisis, and attract international tourism. There has been to date a dearth of academic studies that looked at the marketing and branding of destinations in SSA. The few studies that have appeared on this topic focused primarily on a single case study, rather than examining various models and theories that belong to the field of image repair. We, therefore, sought to analyze a variety of case studies to look for common strategies among SSA nations. The conceptual framework used in this research was the ‘multi-step model for altering place image.’ The study was based on qualitative content analyses of news reports, press interviews, campaigns and other marketing initiatives. These items were located in three sources between the years 2008 and 2015: official websites and social media pages of the national tourism boards of SSA countries, news, reports about African countries published in three main international media outlets and reports in a global tourism news website.The study's conclusions show that SSA marketers and policy-makers used three groups of strategies to promote their destinations during and after tourism crises: (1) source-focused strategies (media cooperation and media relations, physical/economic threats and media blockage, and internet use as an alternative source), (2) message-focused strategies (ignoring the crisis, negative image acknowledgement, scale of crisis reduction, counter-message delivery, association with well-known brands and celebrities, tackling the crisis and the spin of liabilities into assets), and (3) audience-focused strategies (patriotism and personal/national heritage, and target audience change). We discovered that despite the differences among the countries, marketers in this area have adopted similar strategies to combat crises in order to repair destination images.  相似文献

非洲民族主义史学既是民族独立运动的产物,也是一种历史现象。民族独立运动将非洲历史的重构提到了日程,国际学术界开始承认非洲历史学科的存在。《剑桥非洲史》和联合国教科文组织《非洲通史》的编写及有关非洲历史的杂志和研究中心的出现对非洲民族主义史学的兴起起到了重要作用。伊巴丹学派、达累斯萨拉姆学派和达喀尔学派等非洲民族主义史学流派在非洲史观的确立、方法论的突破和史学人才的培养方面做出了贡献,但这些学派也有一定的缺陷。非洲民族主义史学的兴起在树立非洲人民的自信和非洲国家建构等方面起到了重要作用。  相似文献

Abstract

Established during the colonial era, the majority of museums in Africa were modeled on their European counterparts. The period of Africanization that followed the independence of many African nations witnessed a dramatic increase in the number of Africans receiving higher education and specialized training. Institutions such as museums began to come under the leadership of indigenous Africans but, in most cases, the exhibits and their condition(s) remained the same. Today, African museums face new challenges: how can they become more relevant, both to the local communities they serve and to foreign visitors? How can they attract more visitors, especially from local communities? This article discusses the notion of ‘indigenous’ in an African context. It looks at the development of museums in Africa and their current metamorphosis into dynamic cultural centres that address pertinent social, cultural and even economic issues-in the face of dwindling government funding and increased modernization and globalization. It discusses several museums and how they are meeting these challenges, and how organizations such as AFRICOM (International Council of African Museums) and programmes such as SAMP (African–Swedish Museum Network) are contributing to the positive changes currently taking place.  相似文献

The early 1960s were a turbulent time in South Africa; the Sharpeville Massacre provoked condemnation from the international community, which, with the acceleration of decolonisation, was turning increasingly against Pretoria. The decision to withdraw its re-application to the Commonwealth in October 1960 further isolated South Africa. Despite this, UK–South African military cooperation remained largely unaffected until the pivotal Simonstown Agreement's termination in 1975. This article explores this relationship and explains why British policy-makers consistently maintained links with an overtly racist regime. UK–South African military cooperation was persistently controversial and engendered frequent criticism from African members of the Commonwealth and from campaigning groups such as the Anti-Apartheid Movement, whose membership included Labour ministers. Concurrently, Pretoria was viewed as an important Cold War ally, particularly in the context of the build-up of Soviet naval incursions into the Indian Ocean from 1968 onwards. This article will analyse how British officials attempted to navigate its military relations with South Africa under such heated circumstances.  相似文献

This paper looks at how the West African region was involved in the early history and formulation of the World Archaeological Congress. In particular, it describes events around the 9th Congress of the Pan-African Association of Prehistory and Related Studies, held in Jos, Nigeria, in 1983. The question of apartheid South Africa came up in the plenary session of that meting. A resolution was adopted condemning apartheid, and calling for the cessation of all contacts with South African institutions, and for the censure of colleagues and institutions maintaining links with South Africa. This later became the core of the WAC approach to South Africa, adopted by the organizers of the Southampton Congress. Looking ahead, formidable obstacles remain for West African archaeology, many of them structural in nature. Punitive visa requirements, currency crises and the scarcity of resources all prevent West African scholars from participating fully in global scholarship.  相似文献

Strong demand for GIS and burgeoning cohorts have encouraged the delivery of GIS teaching via online distance education models. This contribution reviews a brief foray (2012–2014) into this field by the Open University, deploying open source GIS software to enable students to perform practical science investigations online. The “Remote observation” topic spanned four science disciplines in 6 weeks – an ambitious remit within an innovative overarching module. Documenting the challenges and strategies involved, this paper uses forum usage and student feedback data to derive insights into the student experience and the pitfalls and pleasures of teaching GIS at a distance.  相似文献

This article raises a set of theoretical questions about culture and governance in organizational responses to AIDS in sub-Saharan Africa. It draws on material from two visits to sub-Saharan Africa (Botswana in July 2003 and Malawi in June and July of 2004): interviews with government officials, international organization representatives and staff from AIDS NGOs across a variety of settings in sub-Saharan governance. The article examines the relation of AIDS governance to existing patterns of African governance and argues that while 'institutional isomorphism' can be imposed by international funders, such efforts often produce paradoxical outcomes on the ground. It seeks to understand why the intersection between the organizational models proffered by AIDS NGOs and existing patterns of authority and cooperation produce either syncretism, subversion, or simply a standoff.  相似文献

Light weapons proliferation is a serious problem in West Africa. A regional moratorium on imports of small arms and light weapons has not worked and UN arms embargoes on Sierra Leone, Liberia and Côte d'Ivoire have had limited impact. The Economic Community of West African States is currently drafting a new binding legal instrument aimed at controlling flows in West Africa but this will only succeed if the heads of state and government seriously adopt it. This needs to include greater compliance of UN sanctions, international reform of the End User Certificate system, mapping the spread of artisan production and an examination of ammunition imports to West Africa. Better control of ammunition imports in particular may assist the combat of light weapons proliferation as well as the comprehensive destruction of weapons from disarmament efforts. The illicit weapons trade in West Africa is increasingly transnational and it requires regional and international cooperation and support to combat it.  相似文献

Although environmental assessment (EA) has been applied to large resource and infrastructure projects in developing countries, recent innovations in EA concepts, processes and tools have facilitated its application to small projects focused on basic human and livelihood needs. This paper describes innovations in the application of EA to community projects implemented by Canadian nongovernment organizations and their partners in sub‐Saharan Africa. Innovations include: (1) the dovetailing of environmental constructs in neopopulism with a conceptual shift in EA toward participatory, transactive planning; (2) assessment methodologies adapted from participatory rural appraisal; (3) development of grassroots EA capacity; and (4) linkage of community EA with project planning. Community EA is demonstrated for five cases involving agriculture and charcoal retail in Uganda, water supply and flood control in Niger and integrated rural development in Zambia. Future prospects and challenges include cultural adaptation, community empowerment through realignment of power relationships, mutual development of local and national EA capacity and increased training and resources for enhancing grassroots EA capacity .  相似文献

Geographic information systems (GIS) technology is increasingly being used by nongovernmental organizations, grassroots organizations and other activist groups involved in transforming social, economic and environmental policy in multiple countries. The use of GIS represents a response to the fact that environmental problems are multidimensional and refuse to acknowledge political borders. It also represents a growing awareness that, for activism to compete in an era of globalization, it must utilize tools that scale from a local to a multinational level .
A research field called public participation GIS (PPGIS) has emerged to investigate the use and value of GIS by marginalized peoples and communities engaged in social change. It has yet to formally examine cross‐border and multinational applications. This paper makes a substantial contribution to moving the PPGIS research agenda forward to pace existing nonprofit activities. The paper considers the critical aspects of PPGIS being used across borders and in scaling up nonprofit organizations. The paper briefly reviews the PPGIS literature on issues of resources and data access and the role of GIS expertise. It then analyzes the use of PPGIS across borders as a function of building organizational capacity. Theory is reinforced with examples of nonprofits currently using GIS in multiple countries. A transnational PPGIS is framed, which can serve as a base for further investigation and discussion .  相似文献
