Clashes over the status of West Papua and the political future of the territory proliferated markedly following the end of Indonesia's New Order regime in 1998. Amid a wide variety of demands for justice and independence, and a series of demonstrations, mass gatherings and prayers, only a few Papuans mused on how Papua could become a state and what would constitute its nature as being distinctly Papuan and/or Melanesian. One exception is the work put into the Constitution for West Papua entitled Basic Guidelines, State of West Papua, a document edited by Don A.L. Flassy, a bureaucrat, writer and thinker, with a preface by late Theys H. Eluay, then chairman of the Papuan Council. In this article I analyse this Constitution to show how a combination of Christianity and local customs, and a mimicry of elements of Indonesian nation building and symbols of the Indonesian nation‐state are reshaped to oppose Indonesian nation‐building agendas. The Constitution shows that when Papuans imagine an independent state, forms of vernacular legality play a central role. ‘The state’ has journeyed to Papua and encouraged faith in ‘the law,’ and Basic Guidelines is partly the effect of this growing vernacular legality. My analysis shows that it is essential to see how legal mobilisations and imaginations of the state articulate with other normative systems and practices – in particular Christianity and custom (adat) – and how they mutually allow for and invite strategies.  相似文献

ABSTRACT In this essay, I aim to explore how prisoners at Bomana in PNG, in the period I was there between 1994–1995, figured the violence of police. This includes an examination of what they understand to be state power and what they take to be their response to it, including the possibility of critique. Do inmates at Bomana recognize a scale shift between state and citizen, between law and violence? If so, when? How do they relate the actions of the Constabulary to their own violent behaviour and to the forceful or violent behaviour of others? These questions will be approached through the notion of enmity. In particular, by a discussion of what inmates mean when they label the police their ‘number‐one enemy’.  相似文献

In spite of years of efforts in Turkey to reform the police, including an increase in budget allocations for ‘democratic policing training’, ‘capacity building programmes’ and ‘non‐lethal technologies and tools’, police violence persists. How might we conceptualize the relationship between the upsurge of police violence and such investments? In this article, the author suggests that instead of taking ‘reform’ or ‘transformation’ discourses at face value, we look at some of the ways in which police violence is reformatted through the very tools, discourses and idioms of police reform itself. The article draws on 18 months of fieldwork research on police and security in Turkey, where the author observed the on‐site implementation of police reforms in several venues: police academy classes, practical training programmes that also involved ‘international’ security experts, and local police stations and neighbourhoods. The article examines how the processes of reforming expand the contours of not only policing practice but also the boundaries of police violence – ostensibly what these reforms were supposed to restrain.  相似文献

Archaeological examples of violence in prehistory have increased in recent years. The evidence, methodology employed and interpretation of the data have been diverse, but in each case the myth of the ‘peaceful past’ is questioned. This work provides new data on the issue from the north‐eastern Iberian Peninsula, associated with the Bell Beaker culture (c.2800–2350 cal BC). Material from two megalithic tombs, Can Gol I and Can Gol II (Barcelona Province), in particular a set of flint arrowheads, has been revisited. Use‐wear analysis on the arrowheads confirmed the presence of impact fractures. This indicates that the arrowheads were not funerary offerings, but that they entered the graves lodged in the bodies of the deceased. The data from the only site with evidence of massive death by violence in the neighbouring region (Costa de Can Martorell) reinforce the hypothesis of episodes of conflict and violence during prehistory. However, the interpretation of the nature of such violence remains open to debate: was it an act of warfare or an occasional skirmish? And is the image of the Bell Beaker warrior identified in other European contexts also applicable to this area?  相似文献

This article explores post‐war El Salvador as characterised by disillusionment in the nation's neoliberal rebuilding project. A key part of my argument is that this disillusion‐ment is gendered. Specifically, I focus on a spectrum of gendered experiences and responses to social and inter‐personal violence in El Salvador's recent history. Is there a relationship between wartime political violence, continued processes of exclusion (i.e. education, healthcare, housing), and post‐war waves of domestic violence, youth violence and ‘random’ violence? While some scholars posit questions regarding Salvadoran toler‐ance to violence through time, I tackle this question by focusing on emerging criticisms of El Salvador's post‐war reconciliation. I privilege a focus on the everyday and people's ambiguities as they deal with political change and a neoliberal economy that marginalises the rural sector. In particular, I argue for placing many rural women's stories of gender‐based violence, their assertions of an embodied vulnerability and daily insecurity, within a political economic understanding of the contradictions of El Salvador's peace and nation‐building project. Through a series of ethnographic examples based on seventeen months of research in a former warzone, I suggest that a daily and gendered violence is rendered invisible. My aim is to theorise a range of women's and men's losses and to impart the urgency of their narratives that problematise assumptions of what constitutes pain, sorrow and the challenges of war‐torn life. This is an attempt to write outside privileged texts that ask subaltern women to speak in a collective voice and articulate their past loss and future hopes. In doing so, I discuss methodology and historicise my own fraught positioning as an international witness/researcher at a very particular moment of El Salvador's transition to democracy.  相似文献

A cuneiform archive in the Schøyen collection dated around 1500 BC, mainly in the reign of Ayadaragalama, a king of the First Sealand Dynasty in Babylonia, was published in 2009. The claim of that king to be ‘king of the world’ is assessed, with implications of finding an abbreviated version of his name inscribed on a broken bronze circlet from Tell en‐Na?beh in Palestine. Use of two divine names Anzak and Yau in personal names in the archive may be related to contacts between the Sealand king and Dilmun/Bahrain on the one hand, and ancient Midian on the other.  相似文献

In Darwin in the Northern Territory of Australia, Aboriginal men made up more than half of the domestic servant population by 1938. They replaced the Chinese and Malay male servants who had worked for British colonists in the early colonial period. Much of the historical work on male domestic servants in colonial situations plots the construction of the ‘houseboy’ as emasculated, feminised and submissive. In contrast, colonial constructions of Aboriginal men as ‘houseboys’ in Darwin emphasise the masculinity of the Aboriginal hunter. Aboriginal men were characterised as requiring constant discipline and training, and this paternalistic discourse led to a corresponding denial of manhood or adulthood for Aboriginal men. While male domestic servants in other colonial settings were allowed some privileges of masculinity in relation to female workers, amongst Aboriginal domestic workers, it was so‐called ‘half‐caste’ women who, in acknowledgment of their ‘white blood’, received nominally higher wages and privileges for domestic work. Aboriginal men were denied what was referred to as a ‘breadwinning’ wage; an Australian wage awarded to white men with families. Despite this, their role as husbands was encouraged by the administration as a method of controlling sexual relations between white men and Aboriginal women. These sometimes contradictory images can be understood as manifestations of the racialised construction of gender in Australia.  相似文献

This article questions the utility of the term ‘radicalization’ as a focus for counter‐terrorism response in the UK. It argues that the lack of clarity as to who the radicalized are has helped to facilitate a ‘Prevent’ strand of counterterrorism strategy that has confusingly oscillated between tackling violent extremism, in particular, to promoting community cohesion and ‘shared values’ more broadly. The article suggests that the focus of counterterrorism strategy should be on countering terrorism and not on the broader remit implied by wider conceptions of radical‐ization. This is not to diminish the importance of contextual or ‘root cause’ factors behind terrorism, but, if it is terrorism that is to be understood and countered, then such factors should be viewed within the terrorism‐counterterrorism discourse and not a radicalization‐counter‐radicalization one. The article goes on to consider the characterization of those presenting a terrorist threat to the UK as being ‘vulnerable’ to violent extremism. While it argues that the notion of vulnerable individuals and communities also lends itself to a wider ‘Prevent’ remit, it cautions that the impetus towards viewing terrorism as the product of vulnerability should not deflect us from what has generally been agreed in terrorism studies—that terrorism involves the perpetration of rational and calculated acts of violence.  相似文献

Abstract. The article examines the re‐articulation of national identity in Macedonia since its independence in 1992. Both ethnic Macedonian and ethnic Albanian political identities have been engaged in a complex process of redefinition. Two ethnic groups had previously been strongly influenced by the Marxist paradigm and its Yugoslav official interpretation. During the 1990s, the elements of the old paradigm were combined with elements of the new – liberal democratic – concepts of nationhood. While some of the concepts developed within the old Yugoslav framework are still in use, the new liberal‐democratic political paradigm finds it difficult to include them into an official discourse on nationhood. At the same time, introduction of the concepts inherent to the liberal‐democratic paradigm has disturbed the fragile balance achieved through the old Yugoslav narrative. In new circumstances, the ethnic Macedonians transformed themselves from the ‘constitutive nation’ to ‘majority’. However, the ethnic Albanians found it more difficult to accept the status of ‘minority’, which was once (in Yugoslav Marxist narrative) considered to be politically incorrect. Thus, they insist on being recognised as a ‘nation’, equal to ethnic Macedonians. In its essence, the conflict in Macedonia is – to a large extent – a conflict between two different concepts of what is Macedonia and who are Macedonians. The questions posed are: is the minority (ethnic Albanians) part of the nation? Could two nations exist peacefully within one state? The article maps out differences between two different discourses on the identity of the new Macedonian state.  相似文献

This article assesses some of the major premises of neo‐institutionalist explanations of decentralization policy and practices, but focuses especially on the relationship between decentralization and democracy, in the context of the recent and ongoing Indonesian experience with decentralization. In the last two decades ‘decentralization’ has become, along with ‘civil society’, ‘social capital’ and ‘good governance’, an integral part of the contemporary neo‐institutionalist lexicon, especially that part which is intended to draw greater attention to ‘social’ development. The concern of this article is to demystify how, as a policy objective, decentralization has come to embody a barely acknowledged political, not just theoretical, agenda. It also suggests alternative ways of understanding why decentralization has often failed to achieve its stated aims in terms of promoting democracy, ‘good governance’, and the like. What is offered is an understanding of decentralization processes that more fully incorporates the factors of power, struggle and interests, which tend to be overlooked by neo‐institutionalist perspectives. The current Indonesian experience clearly illustrates the way in which institutions can be hijacked by a wide range of interests that may sideline those that champion the worldview of ‘technocratic rationality’.  相似文献

Western society appears inordinately keen on outdated and stereotypical tropes of Islamic architecture, talking of a ‘hidden world’ of Islam in which women are seen and not heard as they live their lives incarcerated in the harem. This trope of Western Orientalism has become entrenched in our culture through travel accounts, the writings of historical voyeurs such as Sir Richard Burton and the romantic/erotic imagery of nineteenth‐century Orientalist painters. This paper aims to dispel many of the preconceptions that are held regarding the Iranian harem and the role of women in Safavid society by addressing the status of elite Iranian women, but also placing them in the wider context and considering the evidence for lower‐class women who could simply not afford to live a cloistered life. There is also the case of non‐Muslim women whose religions forbade polygamy and who were therefore immediately placed outside the harem and, although Safavid Iran included significant numbers of Zoroastrians and Jews as well a handful of Hindus, this paper will concentrate on one particular religious minority; the Caucasian Christians who were such an integral part of Abbas’ great project that they were awarded a particular status in the city of Isfahan.  相似文献

Civil society has become a central and contested concept in the study of Scottish nationalism. This article aims to scrutinise and qualify the concept by relating it to Weber’s model of classes, status groups and parties, and by exploring the development of Scotland’s civil society along with the welfare state in the twentieth century. It argues that civil society needs to be understood as a zone of status‐group formation, and that attempts to relate ‘class’ and ‘identity’ to support for constitutional change in Scotland need to be complemented by attention to the role of status groups in civil society. It concludes with the suggestion that such an approach might be fruitful in the study of other cases of neo‐nationalism.  相似文献

Using an examination of three NGO interventions in post‐conflict Burundi, this article questions community‐based reconstruction as a mechanism to rebuild social capital after conflicts, particularly when direct livelihood support is provided. The authors demonstrate a general shortcoming of the methodology employed in community‐based development (CBD), namely its focus on ‘technical procedural design’, which results in what may be termed ‘supply‐driven demand‐driven’ reconstruction. The findings suggest the need for a political economy perspective on social capital, which acknowledges that the effects on social capital are determined by the type of economic resource CBD gives access to. Through the use of a resource typology, the case studies show that the CBD methodology and the potential effects on social capital differ when applied to public and non‐strategic versus private and strategic resources. This has particular consequences for post‐conflict situations. A generalized application of CBD methodology to post‐conflict reconstruction programmes fails to take adequate account of the nature of the interventions and the challenges posed by the particular post‐conflict setting. The article therefore questions the current popular ‘social engineering’ approach to post‐conflict reconstruction.  相似文献

This article examines the borderlands between transgender MTF (male‐to‐female) and gay male communities in Latina/o Miami through an analysis of the participation of Latinas in the Transsexual Action Organization (TAO). Previous research suggests that Cuban and Cuban American gay male culture have historically been associated with gender transgressive behaviour and identity. Because of this, it is often unclear how to distinguish between what is gay male/homosexual expression and transgender expression. If outward gender manifestations that we now call ‘transgender’ were understood in other historical and cultural contexts as ‘homosexual’, how do we label those manifestations today? By labelling them as homosexual are we simply reinscribing the marginalisation of transgender individuals? On the other hand, by labelling them as transgender are we imposing a contemporary category and therefore performing another kind of intellectual violence? In order to address these questions, I analyse a Latino/a organisation that explicitly labelled itself ‘transsexual’. TAO was an early transsexual rights organisation founded in 1970 by Angela Douglas in Los Angeles which moved to Miami Beach, Florida in 1972. Drawing on the organisation's publications, Moonshadow and Mirage Magazine (1972–75), and Douglas's self‐published autobiographical texts, Triple Jeopardy: The Autobiography of Angela Lynn Douglas (1983) and Hollywood's Obsession (1992), I analyse the rarely discussed participation of Latinas in the organisation.  相似文献

This article examines the ways Egyptians monitored male sexuality in Ottoman and semi‐colonial Egypt. An exploration of the legislative proposals and press debates about marriage, prostitution and venereal disease reveals that the state attempted to medicalise the sexuality of Egyptian men to create ‘healthy’, disciplined men who would later marry and form fit families to serve as the foundation for a strong postcolonial nation. In their attempts to medicalise male sexuality, reformers delineated the normative heterosexuality of the ‘healthy’ male colonial subject for the emerging nation. This article explores the sexual practices of male colonial subjects to demonstrate how Egyptian notions of sexual diseases were gendered.  相似文献

ABSTRACT This article deals with how, in the urban setting of Madang, Papua New Guinea, Marian devotion is deployed in response to domestic and gender‐based violence. While providing insight into the lived religious experiences of Catholic women living in Madang, this article shows how Mary empowers her followers to resist violence, yet, at the same time, paradoxically, is instrumental in sanctioning women to tolerate violence. Josephine's ‘journey of violence’ reveals not only Josephine's turning to Mary, but more so, her negotiations with values belonging to different cultural logics. Caught between ‘tradition’, Christianity and ‘modernity’, Josephine and other Catholic women engage in painful processes of self‐analysis and self‐transformation to adapt to and change their situation. This article draws on a wide range of evidence – corporation records, pollbooks, newspapers, squibs and broadsides, and private correspondence and accounts – to put forward some significant revisions to the electoral history of the borough of Newcastle‐under‐Lyme in the early 19th century. In the process, the article contributes to our understanding of the conflict between ‘oligarchy’ and ‘independence’ which characterised politics in this and other freeman boroughs. The independent party in the town emerges as a powerful force in its own right, one which came to monopolise access to the ‘rhetoric of independence’, rather than being a mere vehicle for ambitious candidates. The ability of the corporation to influence events by manipulation of the voting roll is also reassessed, and is seen to have been less significant than has been supposed.  相似文献

Investigation of shallow‐marine environments for submerged prehistoric archaeology can be hampered in many localities by extensive bedrock exposure and thus limited preservation potential. Using the concept of ‘seamless archaeology’ where land‐based archaeology is integrated across the intertidal zone through to the offshore, a multi‐disciplinary approach is essential. This approach taken in the Bay of Firth, Orkney uses geophysics, historical archive and ethno‐archaeology, coastal geomorphology, palaeo‐environmental analyses and sea‐level science, and allows a clearer understanding of the landscape in which prehistoric settlers lived. While acknowledging the limitations of the preserved environment, we are successful in identifying areas of archaeological potential on the sea‐bed for both upstanding structural elements as well as sediment preservation that contains evidence for human occupation. This has wider implications beyond Orkney's World Heritage sites to provide a blueprint for similar studies elsewhere in the coastal zone. © 2012 The Authors  相似文献

The two visits of Germanus to Britain that Constantius included in his Life of the saint were long a staple of insular history. Recently, however, they have come under close scrutiny, leading to the second visit in particular being considered unhistorical. This essay re‐examines the two visits in the context of the whole work, concluding that Constantius had access to good‐quality information for Germanus's activities. Focusing on two episodes of the first visit, Germanus's journey to the cult site of St Alban and the ‘Alleluia Victory’, allows us to explore what the bishop achieved in Britain. Recent suggestions that Germanus effectively ‘invented’ the cult of St Alban arguably go beyond the evidence available, but the bishop's interaction with the cult was an important, planned part of his anti‐Pelagian strategy. The passages describing the two visits are also explored in terms of Constantius's wider purposes in writing the Life. In those terms his investment in stories regarding Germanus in Britain enabled him to develop his hero in ways which accord with his overall vision of an exemplary bishop. Germanus's deeds in Britain, therefore, need to be read both in terms of what they can offer in terms of British history and in the context of this author's wider agenda.  相似文献

This paper discusses the politics of creating an image archive amidst local Bedouin historicity in Southern Israel. To do so, it summarizes an archival initiative conducted during my fieldwork in Rāha?, Israel between 2011 and 2013, which broadly examined the presence and values of images in their society. I suggest that members compete over historical resources in attempts to augment limited cultural capital in the Negev, making efforts to collect and exhibit ‘shared’ histories contentious. This is particularly the case when local societies consider archival images rare artefacts and thus objects to be owned and protected. This paper concludes that control over archives and image objects, and the past, present, and future ideals to which they are used, is far from uniform amongst peripheral peoples in the Middle East. Visual evidence and the histories and presents it serves are indelibly localized within the prevailing status negotiations and current spatial divisions between Bedouin members in the Negev.  相似文献
