This article provides a close reading of a land dispute between Lutheran missionaries at Cape Bedford mission during the 1920s and 1930s in order to extrapolate understandings of missionary ambivalence, power, and privilege within colonial processes of dispossession. The main contention is that missionaries felt compelled to promote Aboriginal engagement in agricultural labour in order to ensure that they could visibly demonstrate the land's productivity, and then maintain access to it. It also contributes to understandings about missionary power and privilege within the colonial context and how at times the authority of missionaries was undermined by bureaucracy. It points to the discrepancies between settler and humanitarian discourses around Indigenous land use in Queensland's north during this period, and the relationships between missions and the state.  相似文献

Although the literature on settler colonialism intends to identify what is specific about the settler colonial experience, it can also homogenize diverse settler colonial narratives and contexts. In particular, in Canada, discussion of the ‘logic of elimination’ must contend with the discrete experiences of multiple Indigenous groups, including the Métis. This article examines relationships between Métis people and settler colonialism in Canada to distinguish how Métis histories contribute to a broader narrative of settler colonial genocide in Canada. Cast as ‘halfbreeds’ and considered rebels by the newly forming Canadian nation-state, Métis peoples were discouraged from ‘illegitimate breeding’. Moreover, their unique experiences of the residential school system and forced sterilization have heretofore been underexplored in historiographies of genocide and settler colonial elimination in Canada. These social, political and racial divisions in Canada are magnified through genocidal structures and they reach a critical juncture between colonialism and mixed ethnicities. At that juncture, groups like the Métis in Canada are within a metaphorical gap or, more accurately, a jurisdictional gap. Colonial treatment of the Métis demonstrates, in part, the broad reach of colonial control and how uneven it is, often to the detriment of the Métis and Indigenous groups in Canada.  相似文献

Born in 1919 in Dominica and educated in Grenada, Canada and Britain, Eugenia Charles became the islands first female barrister, head of a political party and in 1980, Prime Minister. With political views on the right of the spectrum, her close alliances and friendships with Margaret Thatcher and Ronald Reagan as well as her own defiant personality, Charles gained the title of ‘Iron Lady of the Caribbean’. This moniker, however, obscures more than it reveals, especially when it relates to Charles's gender politics. This article examines her speeches, interviews and policies and argues that a politics of contradiction and ambivalence characterised Charles's gender politics. This ambivalence partly explains the resilience of andocentric masculinist ideologies present in Caribbean political structures. Moreover, it demonstrates the continuity of ‘first-wave’ Caribbean feminism in the late twentieth century and the pragmatism of women in politics.  相似文献

Australia's dominant politics of place has largely failed to give meaningful recognition to Indigenous peoples. The Native Title Act 1993 required governments, industry and others to (re)consider the basis and extent of their authority, unsettling the non‐Indigenous systems’ assumed dominance. While Indigenous hopes about Native title have diminished as a result of subsequent judicial, legislative and administrative responses, Native title negotiations have been pivotal in redefining politics of place and Indigenous–settler relationships in Australia at several scales. Focusing on South Australia's Statewide Indigenous Land Use Agreement Negotiation Strategy, this paper considers such a redefinition. The paper identifies four strategies as critical to success in transformative spatial politics: getting process right; recognising and supporting Indigenous jurisdictions; engaging and transforming non‐Indigenous scales; and shifting Native title process away from legalities, towards people and relationships. Since 1999, these strategies have transformed the politics of place and built more equitable inter‐cultural relationships and networks based on mutual recognition and respect between Indigenous and non‐Indigenous rights and interests in land and waters.  相似文献

Abstract

This essay explores missionary allegations about slave‐dealing in Fiji, and their acceptance by British officials, as cultural responses to sexual relationships between indigenous women and white men. It also examines the imperial implications of ‘the culture of anti‐slavery’, whereby rhetoric about the enslavement of non‐European women became a rationale for attempted legal intervention in the mixed‐race community of Levuka. Finally, it considers how humanitarian rep resentations were contested, then appropriated, by one of the objects of their disapproval: a ‘lawless’ white man from Levuka. William Nimmo's response to the anti‐slavery proclamation gives us valuable information about Levuka's growing self‐definition as a community, and its attempts to control behaviour within its ranks. Using the ‘Christianisation and civilisation’ argument as successfully as the missionaries had, Nimmo and his friends sought recognition and respect from British authorities who seemed biased toward the missionary point of view, while making their own bid for official support in Fiji.  相似文献

Visual and cultural modes of expression and intercultural engagement have broad implications for recognition politics. Recognition-based strategies for the governance of Indigenous difference in settler colonies engage in an economy of perception that capitalises on the currency of inclusion and diversity. This paper explores the visual and cultural fields of recognition politics in the Canadian settler state through the examples of the 2008 Apology from the federal government for Indian Residential Schools and the stained-glass window – Giniigaaniimenaaning (Looking Ahead) by Métis artist Christi Belcourt – commissioned to commemorate the Apology. The paper uses Judith Butler’s concepts of recognisability and framing to make sense of these events as legitimations of settler colonialism. It goes on to explore the possibility of rupture in the inherent instability of ‘frames of recognition’, in Butler’s terms, and uses Jolene Rickard’s conceptualisation of visual sovereignty to also make sense of the simultaneous subversion and self-recognition that takes place in Belcourt’s artwork. In doing so, this paper furthers a critical dialogue surrounding the normativity of recognition policies and practices in Canada as well as the intersubjective or interpellative orientation of visual-cultural expressions of recognition.  相似文献

For the British-Canadian writer and intellectual George Woodcock, the Doukhobors – a persecuted radical Christian sect, many members of which emigrated from Russia to Canada at the turn of the twentieth century – were a continual source of fascination. A cause célèbre for a host of nineteenth-century thinkers, including Leo Tolstoy and Peter Kropotkin, the Doukhobors were frequently portrayed as the exemplars of the viewer’s particular ideological beliefs. The present article examines Woodcock’s shifting interpretation of the Doukhobors, mapped onto the development of an intellectual career that saw him emerge as a leading anarchist thinker, and his broader transition from a British writer to a Canadian public intellectual. Where once he saw the Doukhobors representing anarchism in action, as his politics matured his view of the sect became more complex. Rather than living anarchists, he came to see the Doukhobors’ experience as a powerful reminder of the forces of assimilation at work in modern democracies that threatened the liberties of dissenters. Reflecting Woodcock’s revised anarchist politics, the Doukhobors’ story now became a key component of an intellectual vision that cast a probing light on Canadian history and Canadian cultural politics.  相似文献

Alberta's bitumen industry is frequently identified as a key site of environmental politics in the Anthropocene owing to the scale of its fossil fuel extraction operations. While popular images of surface mining activities often focus these discussions, approximately 80% of the bitumen reserves in the Canadian province lie too deep for surface mining and are extracted through in situ technologies, including processes that inject high-temperature, high-pressure steam to mobilize geologic formations of the tar-like fossil fuel. This article examines how in situ extraction was governed in response to four flow-to-surface (FTS) events in which bitumen unexpectedly migrated to Earth's surface as the result of in situ operations. The governance response to these events is of particular interest because it counters the assertion that existing governance institutions operate on time scales that are incommensurate with those relevant to the Anthropocene. The Alberta case shows the opposite owing to how Earth's deep history was used to provide temporal syntax for a geotechnical debate that ensued over what caused the FTS events. By detailing the controversy over what caused the FTS events, and the search for “enabling conditions” that would link causal explanations to the spatial distribution of the four bitumen seeps, Earth's deep history was also made commensurate with the political geography of settler colonialism in Alberta. The article introduces and develops the notion of ‘settler geology’ in order to capture the naturalization of geologic forms of reasoning about Earth's deep history, the geologic force of anthropogenic in situ operations, and the temporal framework of settler colonial governance in Alberta.  相似文献

Congressman Walter Henry Judd was an active player in Sino–US relations in the twentieth century. Unique for an American Congressman, he served for 10 years as a medical missionary in China. This article examines his motivation for going to China, his perceptions of Chinese culture, society, and politics, and the impact of Chinese culture on him. It demonstrates that cultural influence is not a one‐way process, but reciprocal. Judd's views of China and his ardent Christian beliefs made him in turn a liberal missionary and a conservative anti‐Communist congressman with a significant role in Sino–US relations. His political behavior was profoundly influenced by both ideology and the attitudes and judgments shaped by his 10 years in China.  相似文献

Gendered geographies of elimination further settler colonialism's influence on conceptual discussions in human geography on contemporary forms of the place‐based death of indigenous peoples. Through work stemming from scholarship on the gendering of settler colonialism, this paper adds to narratives on place annihilation and dispossession of indigenous territory tied to the slow death of racialised, gendered and sexualised populations. Building on incipient reflections in geography with settler colonialism, I explore the geographic implications from the perspective of Epera women, indigenous women belonging to a trinational ethnicity experiencing elimination along the Ecuador–Colombia borderland from the perspective of decolonial feminist geography frameworks. I claim that attrition implied in settler colonialism's logic of elimination is a territorial project demonstrated in place‐based elimination and gendered embodied elimination.  相似文献

There has been a paucity of reflective and contextual analysis of New Zealand's historical involvement in the international missionary movement. This article suggests that existing literature falls into four categories: denominational/organizational histories; biographies and personal narratives; unpublished university theses; and a small body of more reflective and contextual works. Historical analysis since 1990 reflects wider historical discourses, rather than being the specific product of mission history. Valuable analysis has focused on women's involvement, culture contact, and the relationship between New Zealand missions, European colonialism and indigenous nationalist movements. Yet the theological nature of missionary involvement has been less extensively understood, obscuring the nuanced nature of things like missionary motivation and the relationship with colonialism. A lacuna still exists with respect to: a comprehensive and comparative analysis of post‐1945 missionary involvement; micro and macro‐historical analysis of missionary support; the gendered nature of missionary support; and the role of children and young people in missionary structures and discourse.  相似文献

Colonial massacre of the amaXhosa and abaThembu on the Cape Colony's eastern frontier between the 1820s and 1840s appears to be neglected compared to the extermination of the Khoisan. Whereas revisionist histories—most of which use an indigenous-resistance framework—have concentrated on Xhosa resistance to settler expansion, little attention has been paid to settler massacre. This article examines selected massacres between 1826 and 1847, considers their etiology, situates them within current debates on colonial settler genocide, and questions the success of Buxton's Select Committee on Aborigines in ending them.  相似文献

In settler colonial contexts the historical and ongoing dispossession and displacement of Indigenous peoples is foundational to understanding the production of urban space. What does it mean that cities in what is now known as Canada are Indigenous places and premised on the ongoing dispossession of Indigenous peoples? What roles do new urban reserves play in subverting or reinforcing the colonial‐capitalist sociospatial order? This paper examines these questions in relation to new urban reserves in Canada. Most common in the Prairie provinces, new urban reserves are satellite land holdings of First Nation communities located outside of the city. While the settler state narrowly confines new urban reserves to neoliberal agendas, First Nations are successfully advancing reserve creation to generate economic self‐sufficiency, exercise self‐determination, and subvert settler state boundaries. I argue that new urban reserves are contradictory spaces, as products and vehicles of settler‐colonial state power and Indigenous resistance and place‐making.  相似文献

The changes in regulation of mineral development on Indigenous people's lands, wrought by the advent of native title in Australia, created an impression that the political economy of mining on Indigenous people's lands would be fundamentally transformed. In this paper we argue, in reality, a deeply seated settler‐colonial mentality endures in Australia within the institutions presiding over mineral governance, particularly in those States that are heavily dependent upon resource extraction. Focusing on the governance of mineral development in Queensland, Australia, we offer an analysis of the rationalities that inform the endurance of an inequitable architecture of extractive governance in that State. Our conceptual framework draws on a synthesis of the concepts of “accumulation by dispossession”, “settler colonialism”, and Indigenous critiques of the politics of recognition, to argue that liberal states remain deeply committed to the facilitation of mineral development on Indigenous people's lands in direct contravention to international norms.  相似文献

This paper examines how high school-aged young people from New Zealand are crafting their everyday political subjectivities within the liminal status and liminal spaces they occupy in society. With a specific focus on schooling and the citizenship education curricula in New Zealand, three vignettes are introduced which examine young people's less reflexive and ‘everyday’ forms of political action in the interstitial liminal space between Public/private, Formal/informal and Macro/micro politics. These vignettes underline how young people's everyday politics were embedded within spatial and relational processes of socialisation with adults within their schools and communities, yet, also showed both agency and resourcefulness with these spaces. Young people's liminal status and occupation of liminal spaces provided them with unique perspectives on social issues (such as bullying, racism, water conservation, and obesity) and enabled them to respond in ways that were ‘different’ to adults' Politics, yet nonetheless showed their political and tactical selves (de Certeau, 1984). A focus on young people's political practices in liminal spaces allows for new possibilities and understandings of the political.  相似文献

Arthur Wellington Clah was a Tsimshian man on the Pacific north-west coast of Canada, who encountered the missionary, William Duncan, as a young adult at the Hudson's Bay Company's Fort Simpson in the 1850s. Moses Tjalkabota was an Arrernte man in central Australia. He was a young boy when he first came into contact with Lutheran missionaries at Hermannsburg mission in the 1880s, and was baptized in 1890. Both these men became Christian evangelists, both preached to their own people, and further afield among neighbouring groups. But here the similarities between them seem to stop. Clah was never part of a mission settlement, maintaining his independence from any established church; while Moses, who became blind as a young man, spent most of his life at Hermannsburg.
  This article examines these two evangelists' understandings of Christianity and how they communicated these understandings to their own and neighbouring peoples. Clah encouraged good behaviour, which conformed with his understanding of Christian precepts; Moses tried to communicate a more abstract form of belief through which happiness and eternal life could be attained.  相似文献

On 19 December 2007, President Lee was elected the seventeenth president of the Republic of Korea with the widest margin in Korea's presidential election history. Despite this enormous victory, it took little more than 100 days for Lee's early record-high popularity to plummet to the lowest rating of all Korean presidents with so few days in office. This article claims that the combination of Lee's early misguided policies and staffing decisions, along with a highly ‘wired’ young generation, has quickly produced anti-Lee discourse, which, in turn, has escalated into massive, continuing street protests by a large cross section of the population. Observing such an unprecedented phenomenon, this article addresses two important questions regarding politics in the information era: How do newly networked information technologies (NNITs) influence the political discourse and contribute to the evolution of a political crisis, and who are the most critical players in the NNITs-induced politics? By applying the concepts underlying Heinrich's law, Situational Crisis Communication Theory, and the theory on four stages of crisis evolution to the first question, and by invoking Giddens’ theory of ‘life politics’ in answering the second, this article examines the grave political consequences that NNITs-galvanised young generations can have on democracy.  相似文献

In this article, we examine depictions of race, nature, and childhood in Harlan Ingersoll Smith's early ethnographic films at the National Museum of Canada. Created in the 1920s for a children's education programme, Smith's films construct ethnographic portraits of different Indigenous peoples in Western Canada. We demonstrate how museum education appropriated Indigeneity as a discursive resource to immerse viewing children in particular narratives of Canadian national heritage and development. The films worked through a complex double movement, bringing children in the Ottawa museum audience into association with Indigenous children based on shared experience as children while simultaneously differentiating Indigenous peoples as Other. The films inculcated white youth at the museum in a romanticized connection to Canada's prehistory through knowledge of the nation's Indigenous peoples as well as nature. In the films, the position of Indigeneity within the future remained ambiguous (traditional practices sometimes disappearing, sometimes enduring). Yet, despite Smith's uncertainty about colonial beliefs in the disappearance of Indigeneity, his films nonetheless presented the teleological development of the settler nation as certain. Our article highlights how thinking about children, as audience for and thematic focus of these films, extends discussions of the geographies of film, of children, and of settler colonial nationalism.  相似文献

This article explores an overlooked aspect of American missionary modernisation efforts in the late Ottoman Empire: the attempted transformation of women's bodies. By the late nineteenth century, American missionary women and Ottoman government officials both viewed Ottoman women's bodies as a visible reflection of the empire's weaknesses, yet also as central to its survival and revival. The transformation of women's bodies from ‘uncontrolled’ to ‘robust’, they believed, was a prerequisite for a modern society. Through a close reading of missionary reports, correspondences and student memoirs, this study traces the development of physical education, hygiene and recreational sports at the missionary‐run American College for Girls (ACG) in Istanbul. Over time, the female teachers at the ACG partnered and collaborated with male Ottoman/Turkish government officials to implement these courses at girls’ schools across the region. While the government endorsed physical education as key to national progress and regeneration, the ACG educators framed it as a mode of international, feminist self‐empowerment. In reality, the missionaries continued to assert their own Western superiority and advance Orientalist notions through the education courses. By highlighting the shifts in women's body ideals, curricular development and nationalist rhetoric, I argue that women's bodies must be studied as a crucial site of missionary and republican reform.  相似文献

This article examines Soviet thinking about authoritarian modernization through the life and thought of Georgii Mirskii, a noted expert on Arab politics. Mirskii was a regular adviser and speechwriter for the Soviet Central Committee, and was also followed by the KGB for his criticism of Stalin. In the late 1950s and early 1960s, Mirskii looked to the example of Egyptian leader Gamal Abdul Nasser to develop a theory of military-led modernization. This article examines how Mirskii's faith in the ability of Third World militaries to function as modernizing forces changed over time. The course of military politics in the Third World during the 1970s and 1980s, when military coups proliferated, bringing to power violent and self-interested regimes, disabused Mirskii of any faith in military modernization. Examining Mirskii's thought not only sheds light on the ideas that motivated Khrushchev-era Soviet foreign and development policy, it also provides an illuminating comparison for better-studied theories of authoritarian modernization in the United States.  相似文献
