ABSTRACT Theoretical models of urban development come to contradictory conclusions regarding the nature of central city–suburb interdependence. Unfortunately, empirical research into this relationship has been hampered by the lack of identifying information due to the endogeneity of factors affecting both central city and suburban growth. This paper resolves the identification problem by constructing an index that measures price shocks to export industries located in either center cities or their suburbs. The results indicate that positive export industry price shocks to one area have a positive spillover effect on the other. Interestingly, the cross‐elasticity of suburban employment with respect to center city employment (1.18) significantly exceeds the cross‐elasticity of central city employment with respect to suburban employment (0.24).  相似文献

ABSTRACT Metropolitan areas (MSAs) are the location of the great majority of economic activity in the United States, and the largest produce a disproportionate share of output. It is thus critical for the economy's long‐term growth that large cities operate efficiently. In this paper, we briefly review the sources of productivity growth in cities. We then discuss the costs and benefits of political decentralization in large MSAs. After documenting the interdependence of the suburbs and central cities in large MSA, we develop a model that embodies many of the empirically verified aspects, including agglomeration economies and public goods. After calibrating the model to actual outcomes in a representative city, we simulate the effects of various kinds of fiscal redistributions. We conclude that, under the model, some kinds of fiscal redistributions can provide benefits in both cities and suburbs.  相似文献

ABSTRACT We develop a duocentric‐city model and show that the ratio between the property tax in the suburbs and in the center has an ambiguous impact on the size of the city. We test this model by using a dataset of effective property tax rates which we developed using GIS techniques for central cities and suburbs in 445 urbanized areas. Results from the empirical analyses suggest that a lower property tax rate in the suburbs as compared to the central city is associated with more expansive urban growth and a greater level of decentralization of population and employment.  相似文献

U.S. post‐war suburbanization has reshaped the spatial pattern of growth in many metropolitan areas, with population and employment shift toward the suburbs resulting in the urban decay of central cities. This being the case, the adoption of adequate anti‐sprawl policies should lead to a reduction in city blight. Availability of detailed blight measures at the city level enables us to undertake a novel empirical analysis to test this hypothesis. The empirical specification presented here identifies the specific impact of more stringent anti‐sprawl policies adopted at the metro level, proxied by the adoption of urban containment policies, on city blight. Results indicate that the adoption of such policies has effectively contributed to the reduction of downtown deterioration.  相似文献

In this paper I examine the relationship between city and suburbangrowth over the last three decades for a sample of U.S. metropolitan areas. I develop a structuralempirical model relating city income growth to suburban growth in income, population, andhouse values. The model allows for bidirectional effects of cities on suburbs and suburbs oncities, as well as for unobserved factors affecting both city and suburbs. The simultaneous,latent-variable model is identified using a combination of exclusion and covariance restrictions.Instrumental estimation results indicate that income growth in large cities enhances suburbangrowth; but income growth in small cities has little effect.  相似文献

Provision of public services by state governments rather than municipalities is considered an important urban governance factor preventing deeper levels of socio‐spatial inequality in Australian cities. The paper examines the spatial patterns of investment by the New South Wales state government in a wide range of services and infrastructure in metropolitan Sydney over 28 budget years from 1988/89 to 2015/16. We examined the relationship between volume and type of investment in infrastructure and services, and considered a local area's socioeconomic characteristics, distance from the central business district, and designation as a strategic site in metropolitan plans. Despite an overall redistributive approach favouring relatively disadvantaged areas, the most disadvantaged suburbs in metropolitan Sydney had significantly lower levels of investment. When funding was directed to the most disadvantaged suburbs, it was often in the form of new social housing development, reinforcing both the concentration of poverty and disadvantage in resource access. The findings suggest that this is a case of under‐investment by the state government in areas already populated by disadvantaged communities rather than a market‐driven process whereby disadvantaged households move into poorly resourced neighbourhoods.  相似文献

都市圈是大城市发展到一定阶段的产物,当前都市圈空间范围界定还存在争议,本文梳理了都市圈的概念和内涵,采用手机信令出行数据识别了全国都市圈的空间分布格局。分析发现,我国大部分都市圈仍处于发育阶段,当出行率阈值为 1% 时全国识别出 27个都市圈。都市圈的分布格局与经济发展水平密切相关,经济发达地区的都市圈数量多、分布密集,如东部沿海和城市群地区。中心城市的人口和经济规模,以及圈域出行距离影响了都市圈的空间范围和圈内联系程度,圈域出行规模与中心城市人口规模呈正相关,外围城市向中心城市的出行率与中心城市经济首位度呈正相关,且符合距离衰减规律。  相似文献

Franklin J. James spent much of his career working to understand and improve our metropolitan communities. His interests were varied, ranging from impacts of fiscal and economic distress on urban areas to understanding socioeconomic forces reviving our central cities. During the last several years, Professor James had turned his attention to examining the positive economic impacts immigrants and ethnic communities have for reinvigorating our central cities-and beginning to investigate how non-native American's will impact America's suburbs in metropolitan settings
This preliminary exploration examines destination choices of immigrants, the characteristics of immigrant labor markets, and the determinants of immigrant earnings. The article begins to explore indirect evidence on the economic efficiency with which immigrants and native workers distribute themselves within and among labor markets as well as the assimilation process facing new immigrants. Evidence is presented to explain how the earnings of recent immigrants are affected by their human capital characteristics, their race, and ethnicity, and other factors. We reject the hypothesis that immigrants participate in a tertiary sector of urban labor markets and conclude that the determinants of immigrant earnings are similar enough to those of U.S. natives that it makes sense to assume that they work in the same primary labor market in which most native White Americans work. We find that urban labor markets for immigrants are surprisingly efficient, thus enabling immigrants to take advantage of economic opportunities. A major exception concerns what appears to be a powerful effect of discrimination on the economic progress of Black immigrants.  相似文献

The City of Chicago and the inner suburbs grew much more slowly than the outer suburbs in recent decades. In the central county of the metropolitan area, commercial and industrial property is "classified," in that it is assessed at a higher ratio of market value than residential property. Classification is not used in the surrounding suburban counties. The empirical analysis finds evidence consistent with the notion that property tax classification contributes to differential rates of economic growth. High property tax rates lead to significantly slower growth rates for employment, commercial property, and industrial property.  相似文献

Australian cities have seen continued long‐term growth in private motor vehicle travel that has imposed increasing vehicle energy consumption and greenhouse gas emissions. This paper investigates the spatial patterns of vehicle energy consumption on urban areas through an analysis of vehicle travel and of vehicle fleet efficiency in Brisbane, Australia. This is achieved by combining motor vehicle registration records and Australian government's ‘Green Vehicle Guide’ of vehicle fuel efficiency database. The results of a spatial analysis of the private vehicle trip distances derived from journey to work data and fuel energy consumption associated with the private‐owned vehicles decomposed to local areas show that private vehicle energy use tends to increase with increasing distance from the city centre (e.g. central business district). This analysis demonstrates that differences in vehicle trip distances and lower proportions of high‐efficiency vehicles in the outer suburbs aggravate vehicle energy consumption in those locations. The paper further compares vehicle energy use results for Brisbane against spatial patterns of suburban socio‐economic disadvantage. The paper demonstrates that access to vehicle fleet technology may compound other forms of socio‐economic disadvantage and vulnerability.  相似文献

都市圈城际经济联系与相互作用空间表现形式为城市间、城市-区域间的人流、物流、信息流、资金流、技术流等经济社会要素流。基于城际功能集散效应影响量建立城市流模型:F=NE,揭示出:武汉都市圈各中心城市经济社会要素流强度空间差异明显,对外经济联系呈现显著规模等级分布,空间结构上已经形成以武汉为中心的"鞍形"圈层结构。通过统计数据,利用SPSS统计软件,从实证角度分析得出:武汉成为圈域经济社会要素流集散中心,城际经济社会要素流不同程度表现出以武汉为中心的"等级放射状"空间格局。  相似文献

A proliferation of condominiums is fundamentally changing the built, social, and economic fabric of Canada's cities. While developments may be found throughout the urban landscape of cities large and small, most of the contemporary research focuses on luxury towers in the urban cores of Toronto and Vancouver. The following study examines the complete inventory of all condominium units in Halifax, Nova Scotia, revealing spatial and temporal patterns in their development. Nearly 60% of Halifax's condominium units are found in the suburbs, with only 20% in the downtown. Condominium units built since 2010 command the highest prices, surpassing the median single detached house price in the city, while older units from the 1970s and 1980s remain largely affordable. Recent developments can be found in gentrifying neighbourhoods; however, they remain a minority as many more units are found in middle-class suburbs and wealthy inner-city neighbourhoods. Owing to their varied manifestations, the predominant associations of condominiums with a downtown, luxury housing format needs expanding to include locations throughout the metropolitan area, distinct building types, and wide range of prices.  相似文献

Central city economic development during the 1980s and 1990s resounded with the theme of "public-private partnerships" putting together new downtown hotels, sports stadiums, and festival marketplaces. Yet, as city after city proclaimed its "renaissance" and "rebirth," poverty and unemployment increased in many of the same cities. Economic disparities also increased between central cities and their suburbs. These contrasting patterns of growth and decline were often reflected in local economic development struggles over downtown versus neighborhoods, economic development as job generation versus real estate development, and the rich and powerful versus the poor and marginalized. In some cities, these concerns often were articulated by African-American, Latino, and blue-collar communities and their activist supporters. They led to new development strategies designed to balance more equitably the costs and benefits of local economic development. The new strategies included opening government to previously excluded constituencies, linking downtown development to neighborhood development managed by community development corporations, and balancing development across economic sectors. This article reviews efforts in several cities to implement redistributive urban planning and local economic development policies. It concludes with three possibilities for improving broader equity outcomes in future local economic development.  相似文献

Creativity is central in stimulating economic growth in cities, regions and advanced capitalist economies in general. There is, of course, no one-to-one relation of the number of firms in creative industries to economic growth. Innovation is a key mechanism explaining the relationship of creative industries with economic performance. Based on an empirical study in the Netherlands we explore the effect of creative industries on innovation, and ultimately on employment growth in cities. In the Netherlands the three specific domains of creative industries - arts, media and publishing, and creative business services - make up 9 per cent of the business population. Drawing on survey data we find that firms in creative industries are indeed relatively innovative. Yet substantial differences are found across the three domains: firms in the arts domain are clearly less innovative, most likely due to a different (less market-oriented) dominant ideology. In addition, firms in creative industries located in urban areas are more innovative than their rural counterparts. We go on to analyse how the concentration of creative industries across cities is connected with employment growth. With the exception of the metropolitan city of Amsterdam, we find no measurable spill-over effect from creative industries. The presence of the creative class (in all kinds of industries other than creative ones) appears to be a much stronger driver of employment growth than creative industries.  相似文献

随着经济全球化的深入发展,城市之间的竞争日益加剧,城市发展越来越呈现出区域化特征,大都市成为了世界城市和城市化发展的主流。在这样的新背景之下,都市圈发展呈现出一些新的趋势,中心性进一步强化并出现多中心的新形式,空间扩散广域化并日趋连绵成片,区域进一步融合并且跨界发展明显。世界各主要都市圈的规划纷纷对这些新形势做出了响应,即以全球性、整体性的视角来审视都市圈发展所面临的问题,致力于形成多中心的空间结构,促进产业扩散与转移,对交通进行网络化整合,并建立类似都市圈政府的机构对都市圈规划进行管理。这些良好的经验可以作为我国都市圈理论研究和规划实践的有益借鉴。  相似文献

Since World War II Sydneys central industrial area has lost more than 80 per cent of its manufacturing workforce and no longer the dominant centre of manufacturing in Sydney, is now just one of a number of important centres. Unlike inner cities of the United Kingdom and United States, de-industrialisation in Sydney's central city has not caused a trapped population of displaced workers The first aim of this paper is to outline the restructuring of the central industrial area Two major periods of restructuring can be distinguished Up to the early I9 70s change in the industrial area was driven by intra- metropolitan forces. Since then international forces, and related major infrastructure developments, have substantially accelerated job bss. The second aim is to document the impacts which restructuring has had on the inner city workforce Jobs lost up to the early 1970s did not disadvantage inner city workers because employers as well as workers were moving to the suburbs Since then inner city workers in traditional blue collar occupations have been more strongly affected by de-industrialisation than the city as whole but the numbers involved have been too small to have been of much political interest Social problems in the inner city resulting from restructuring in the industrial area have been masked by strong gentrification.  相似文献

This contribution attempts to reveal the relations between new suburban areas and other parts of the Prague metropolitan area by investigating the time‐space activity and mobility patterns of the inhabitants of newly built suburban districts. The focus on some aspects of the everyday life of people in new suburbs helps us to identify the impact of suburbanization on the changing geography of the metropolitan region and to better understand how the spatial organization of the Prague metropolitan area is produced, reproduced and transformed. We use several interrelated concepts, which serve the theoretical foundation of our work, namely time geography, structuration theory and the post‐communist city. The empirical data utilized are primarily based on 262 diaries completed by eighty‐eight individuals from thirty‐eight households, accompanied by household questionnaires and interviews with the heads of households. The research confirmed the implicit, generally unspoken view that new suburbs in the Prague metropolitan region are heavily dependent on the core of the metropolitan area for the provision of jobs and services. However, newly built suburban shopping facilities to some extent disrupt this pattern, keeping some daily activities of inhabitants within the suburban zone. In addition to empirical observations, the key purpose of this contribution has been to discuss and apply time geography concepts and methods to the research of urban restructuring, and to understand the structuration of metropolitan spatial organization.  相似文献

文章通过对经济带概念的分析,构建经济带的形成和演进理论,认为经济带有等级、层次之分,其时空演进的理论为增长极理论——点一轴发展理论——梯度推移理论。在此基础上,论证长春—吉林经济带的存在性,分析其结构、功能及空间联系形式。作者认为,长春—吉林经济带目前是一个弱经济带,其扩散效应较弱,随着其扩散效应的增强,长春—吉林经济带将能够从整体上带动和促进吉林省的经济发展。  相似文献
