Is there a link between Rome and Barcelona's past and their Olympic legacies? This article sheds further light on the two cities' urban renewals through the Olympics on the basis of a historical and comparative analysis, as well as through the lenses of regime theory. It argues that Rome's modest outcome and Barcelona's success can be linked to their capacity to deal with their controversial past. The article shows that this capacity played a major role in shaping the composition and equilibrium of the two cities' informal networks of local elected officials, bureaucrats and entrepreneurs who planned and implemented the Games (‘growth regimes’). The difficulties of Rome in coping with the Fascist experience resulted in a growth regime in which weak and divided public actors – split along the Fascist/anti-Fascist and Communist/anti-Communist lines – were unable to counterbalance private agents' interests. In contrast, Barcelona's ability to reconcile itself with the past – facilitated by the Spanish entry in the European Economic Community and by the end of the Cold War – eased the Francoist/anti-Francoist and the centralist/Catalan divides, hence allowing the public actors to promote a coalition around a project of ‘democratic restoration’ of the city which involved planners, local businessmen and citizens.  相似文献

Urban commons are characterised in the literature as collectively shared property in the city shaped by a context of scarce resources, population density, and the interaction of strangers. In the broader commons literature, commons appears as a verb, a noun, and a process made by practices of commoning—albeit still with a focus on property. In this paper, I argue that an understanding of urban commons as more‐than‐property is needed to recognise how present but elusive urban commons are. I use examples from interviews and observations conducted at a Women's Library to discuss how the access, use, benefit, care, responsibility, and ownership of this urban commons bring it into being through particular practices of commoning. By questioning current ways of defining urban commons, urban scholars gain a grounded understanding of the role of property, and other practices, in maintaining an urban commons over time.  相似文献

In the aftermath of failed urban renewal projects and the decline of central cities, community gardens have become increasingly popular in urban planning, public health, and environmental circles. However, gardens still occupy a tenuous and contradictory position in the city. While urban gardens are bounded spaces, they are also dynamic places where different understandings of (agri)culture, land use, and belonging are enacted and contested. In this paper, we identify three distinct ways in which gardens in a small Midwestern city are used and experienced by refugee gardeners and local officials: the material garden, the imagined garden, and the community’s garden. The material garden, embodied in the biophysical aspects of the soil, seeds, and resources needed to cultivate plants, shapes what can grow in the garden and the transformations by refugee agricultural practices. While planners tend to see urban gardens as temporary spaces that can promote limited pathways of migrant incorporation, gardeners practice, and imagine gardening differently through social, cultural, and economic interactions. We argue that these practices challenge traditional understandings of nature and urban planning, and can promote inclusive understandings of agriculture, cities, and sustainability, embodied in the ideal of the community’s garden.  相似文献

Scholars have offered important critiques of the socio-spatial processes of contemporary technological development, including the rise of “smart city” urban development models. While these critiques have been essential for understanding contemporary forms of techno-capitalism and their reach into new areas, this paper calls for a consideration of alternative modes of digital development in urban life beyond the logics of securitisation and capital accumulation. In particular, I examine the critical discourses and experimental practices of a grassroots movement focused on claiming “technological sovereignty” (TS) in Barcelona. The TS movement is a broad, de-centralised network of cooperatives, associations, and community initiatives experimenting with alternative practices of locally rooted, open-source digital development. These groups explore democratic and cooperative practices of work, property, production, and consumption in relation to digital technology, based around an ethics of care and a commitment to working through and within local communities. In examining the values, beliefs, and practices of the TS movement, I bring ongoing discussions around digitalisation and the “smart city” into critical conversation with the extensive literature on prefigurative urban politics and postcapitalist economies.  相似文献

Practices of cultural production within a peripheral urban neighbourhood can contribute to foster the sense of place, community belonging and local collective action. Starting from a critical perspective on the interconnections between cultural practices and urban regeneration, and developing on the concept of place-making, the paper has two main purposes: to investigate the nature of embeddedness of these practices and explore the ways of self-organization of cultural actors and their relationships with public policies. The case study concerns ‘Barriera di Milano’, a large peripheral area in Turin (Italy), formerly one of the most industrialized zones of the city. Over the past few years, and particularly after the real-estate bubble burst of 2007–2008, in Barriera a lively concentration of initiatives of culture has been taking place, redefining the urban and social space. These initiatives seem to be innovative for many reasons: firstly, while demonstrating a peculiar but significant embeddedness in the neighbourhood, they are mostly self-generated; secondly, the institutional assets, the economic self-sufficiency and the low degree of connection among initiatives support new forms of citizenship and place-making based on a ‘not-for-profit entrepreneurship’.  相似文献

Most research on urban planning, policy and development only considers legal practices and actors, and treats illegal ones as insignificant anomalies, unable to structurally affect the governance of urban space. However, this approach is inadequate for explaining urban governance in contexts (e.g. several countries in the Global South, the former Soviet bloc and Southern Europe) where illegal practices such as corruption and organized crime infiltration are widespread in many public and economic sectors. This paper addresses the role of illegal actors and practices in urban governance in the Italian context, using urban regime theory as the theoretical frame of reference. The research centres on the analysis of two case studies in the city of Rome (the In-between world investigation of a criminal network that had infiltrated the local administration and shaped several urban policies, and the investigation of episodes of corruption related to the project for the new A.S. Roma soccer stadium). It shows the existence of two shades of ‘grey urban governance’: firstly, the presence of a dark urban regime, centred on a criminal organisation and parallel to the ‘regular’ one; secondly, the use of corruption as a customary practice with which real estate entrepreneurs influence municipal decisions. Overall, this research contributes to moving away from a rhetoric of ‘gentlemanly’ urban capitalism and politics, and suggests the need to revise several aspects of urban regime theory – as well as other approaches to urban governance dynamics in general – in order to incorporate the role of illegal actors and practices.  相似文献

Urban Villages in China: A 2008 Survey of Migrant Settlements in Beijing   总被引:2,自引:0,他引:2  
A team of Beijing-based urban planning specialists is joined by a noted American geographer to present the results and analyze their 2008 survey of migrant settlements in China's capital city. The paper examines the living and work conditions as well as housing consumption behavior of migrants in Chinese cities, focusing on chengzhongcun or urban villages—rural settlements that have been transformed into poor living spaces for migrant workers. It finds that although migrant workers are willing to pay the same or higher rent per unit of space, they consume much smaller dwelling spaces than local residents. Estimations of the Mincerian wage equation and of a housing demand equation show that migrants' small space consumption is a function not only of low income but also of a reluctance to spend their earnings in the city. The findings reinforce the notion that migrant workers consider the city as a place to work rather than a home in which to live. Within the field of children's geographies several calls have been made to develop ‘teenagers’ geographies’ as a complementary field of research and practice. It has been stated that teenagers remain ‘invisible’ or ‘marginalised’ in public debates as well as in research and practice, even within childhood studies and children's geographies. Further explorations in teenagers’ geographies could contribute to the research on ‘diverse childhoods’. This article explores the spatial worlds of teenagers (approximately 12–16 years) in Flanders (Belgium), a region characterised by a dense network of smaller cities and ‘urban sprawl’. Based on street interviews and observations in a small city several mental maps and patterns of teenagers’ use of public space were identified. Starting from a case study in the city of Mechelen, this article suggests how these perspectives can be integrated into urban planning by identifying and tying together relevant planning layers, thus creating a more closely knit ‘teenage space network’. Contemporary urban planning dynamics are based on negotiation and contractual relations, creating fragmented planning processes. On the one hand, they trigger technocratic forms of governance, which require the ‘legal instrumentalisation’ of planning in a piecemeal approach ensuring legal certainty. On the other hand, these processes require flexibility to enable easy, fast and efficient forms of implementation due to the increasing involvement of private sector actors in urban development. This article unravels the influence of these conflicting dynamics on the fundamentals of urban planning practices by focusing on changing public accountability mechanisms created through contractual relationships between public and private sector agencies. Dutch urban regeneration has demonstrated changing governance principles and dynamics in the last three decades. Representing instrumental and institutional measures, we connect accountability mechanisms to these changes and argue that they ‘co-exist’ in multiple forms across different contexts. This article embeds this evolution in wider theoretical discussions on the changing relationships between public and private sector actors in urban governance relative to the changing role of the state, and it addresses questions on who can be held accountable, and to what extent, when public sector actors are increasingly retreating from regulatory practices while private sector actors play increasingly prominent roles.  相似文献

For those who are interested in radical changes, it is important to analyze the forms of resistance that promote self‐managed practices, also at apparently very small scale. In Italy the experience of “community gardens” is usually named “orti urbani”. In the last 10 years, the occupation of abandoned urban spaces to set up orti urbani has increased within the squatting movement. The case of the city of Rome is interesting because there has been a widespread activity to organize self‐managed spaces to grow fruit and vegetable plants. These initiatives make up not only potential spaces of dense social networking, political action and discussion on environmental issues, but also supporting large food autonomous configurations such as Genuino Clandestino, that are challenging dominant food production. A proliferation of orti urbani located in Social Centers, squatted houses or other abandoned spaces represents a scalar strategy to re‐appropriate and commune urban space.  相似文献

Under the influence of the discourses and practices of global neoliberal urbanism, municipal administrations worldwide aspire to make their cities world class spaces, where informality is an anachronism and poverty can be made history. In this essay, drawing on fieldwork conducted in Jakarta, Indonesia, San Francisco (California), and Seattle (Washington), we address the question of how a geographic relational poverty approach can help us understand, or at least expand ways of thinking about these processes by attending to urban informality and the politics of poverty. Informality, a pervasive feature of the global South and North, functions as a survival strategy whereby the monetarily poor can compensate for their lack of income through commoning. Market-driven, state underwritten urban development initiatives for housing those with wealth is limiting the conditions of possibility for the monetarily poor, and informality. This is compounded by emergent political discourses rendering informality as inappropriate, and the monetarily poor as undeserving of a right to the city. Yet long-standing more-than-capitalist and communal informal practices pursued by the urban poor remain effective and necessary survival strategies, supporting residents whose presence is necessary to the city and whose practices challenge capitalist norms.  相似文献

In recent times, local governments in Australia's major cities have embraced the idea that the trees in their streets, parks, and private gardens are parts of a collective urban forest that can be managed to address complex policy problems and create more liveable and sustainable cities. In light of this proposition, applied and critical urban forest researchers have typically focused on questions of quantity with regard to some of the factors that influence the density and distribution of urban tree cover. In a few cases, however, researchers have documented qualitative changes to the urban trees and woodlands that ostensibly constitute the urban forest, suggesting that it might be apprehended in a more mutable and dynamic way. Building on these accounts, we turn to Deleuze and Guattari's theory of becoming to read the urban forest in an active and malleable light, developing a historical geography of urban forestry in Australia that discerns three urban forest projects we call the ‘forest in a city’, the ‘city forest’, and a new but not yet realised, ‘city in a forest’. This finding renders the urban forest in more contingent, multiple, and mutable terms, leading us to finish the paper with a consideration of what seeing the urban forest as becoming means for future research. There, we suggest that Deleuze and Guattari's becoming directs us to different kinds of empirical, political, and ethical concerns that haven't received significant interest in the current literature. These include asking how, why, and with what consequences do particular styles of urban forestry emerge at particular space‐times. How is qualitative difference and urban forest multiplicity dealt with in practice, as well as focusing on affect and everyday embodied encounters between people and trees in different urban places.  相似文献

The 'problem' of skating has been conflated with a 'problem' with young people in public spaces, reflecting a rise in fear of crime from the mid-twentieth century and referencing more general questions about public space and citizenship. My task in this paper is to highlight some of the tensions between skating and urban governance in Franklin Square, Hobart, the capital city of Tasmania in Australia. This task is indebted to ideas about governance and citizenship advanced by Nikolas Rose; about the proper city as conceived by Michel de Certeau; and about fortress strategies and species of spaces promulgated by Stephen Flusty. Franklin Square functions in two ways in this work. First, its examination encourages consideration of local cases. Second, it can be deployed as a heuristic device through which to explore the edges of public space and citizenship. The essay is intended to make two contributions to social and cultural geography, one enlarging on some well-rehearsed debates about situated and contested socio-spatial relations in what I hope are innovative ways, the other unsettling particular strategies that place skaters 'on the edge' and yet draw them into particular domains of citizenship via specific practices of urban governance.  相似文献

This article discusses transit infrastructure as a site of radical possibility and limitation in an age of participatory democracy across Latin America. I focus on multiple spaces of participation in Quito, Ecuador to elucidate how citizenship and infrastructure are co‐produced through gendered processes. I first analyse city space of Quito from a gendered and infrastructural lens to consider how urban environments are dictated by violence and insecurity. Then, against this backdrop, I explore the spatial strategies of the feminist bicycle collective, Carishina en Bici, which translates from Quechua to “bad housewives that cycle”. Here, I draw on the concept of “deep play” to reveal how public practices in Quito question the equitable impacts of local democratic experimentation. To examine Carishinas’ spatial practices, I focus on an urban alleycat race, the Carishina Race, to show how strategic practices of solidarity reinsert feminist possibilities in urban space.  相似文献

In this article I offer a critical analysis of the spatial cultures of modern Athens through the urban portraits presented in three fictive stories by Vangelis Raptopoulos—“At the Bottom of the Sea” (Sto Vytho), “One-Way Street” (Monodromos), and “Long-Distance Call” (Yperastiko)—from his 1995 collection “In Pieces” (Kommatakia). I argue that by constructing first-person fictive narratives, written in confessional prose, Raptopoulos problematizes the notion of subjectivity in its varying relationships to modern urban and spatial cultures. My main focus is on the practice of subjective recitations of urban space in view of the narrator’s experiences of imaginative and physical spatial appropriation. I argue that these experiences and the fragmentary style, through which they are conveyed in the stories, are an incisive critique of the official planning practices of urban public space and prescribed practices of spatial mobility. By drawing on the critical-philosophical and critical-historical literature, with particular reference to Benjamin, Foucault, Lefebvre, and de Certeau, this article contributes to the broader critique of the politics of subjectivity in modern Europe.  相似文献

In the Dutch and more broadly European context, urban policymaking has generally been studied through the conceptual lens of neoliberalism. While important, I argue that this neoliberal lens does not fully account for the design and impact of urban policies currently transforming cities like Amsterdam. Following Mustafa Dikeç's (2007, Badlands of the Republic: Space, Politics, and Urban Policy) understanding of urban policy as place‐making practices that normalize particular distributions of people, authorities and spaces, I propose to focus on underlying visions of the normal and the good city that shape urban policymaking. Drawing on 18 months of ethnographic research on Amsterdam's “notorious” Diamantbuurt, I argue that this vision is informed by neoliberalism and by racialized concerns with migrants and ethnic minorities. It entails particular classed and racialized preferences that normalize and underwrite the partial displacement that is underway in the neighbourhood.  相似文献

This paper explores the commonly used metaphor of the palimpsest prevalent in urban studies, and suggests that there are realities in the field that are overshadowed by the dominant use of the metaphor. Whilst the palimpsest is a useful metaphor to illustrate chronological superimposition or traces of the past that remain hidden, it is inadequate in describing sites that feature material, spatial and temporal juxtapositions. To remedy this gap, the paper introduces the concept of brecciation, inspired by Sigmund Freud, to provide an alternative means to consider how the accumulation of materials affects planning in the city. Examples from two specific sites in Rome illustrate how brecciation enhances an understanding of the sites and enables to evaluate the practices of urban heritage in recent urban initiatives. By way of conclusion, the paper highlights the benefits of engaging with a concept that reveals concatenations at a site, and suggests that further work on brecciation could be expanded to include the exploration of intangible entanglements.  相似文献
