This article discusses how the values and aspirations of the neo‐liberal competition state (konkurrencestat) and self‐dependent society (selvstændighedssamfund) have affected recently arrived refugees in Denmark. Besides a stricter border regime, the so‐called ‘refugee crisis’ of 2015 also resulted in a new version of ‘integration’ in Denmark that emphasizes the values of responsibility (ansvar), self‐sufficiency (selvforsørgelse) and independence (uafhængighed), as refugees are expected to start working more or less from day one after their arrival. This has led to numerous creative integration programmes in Danish municipalities.  相似文献

ABSTRACT. The telling and re‐telling of national history has long been recognised in studies of nationalism as one of its key legitimising and mobilising strategies. In this article I illustrate how a rhetorical approach can effectively explore this dynamic and emotive dimension of nationalist ideology by examining the rhetorical strategies in the Irish liberal intellectual, Seán O'Faoláin's, attempts to reconstitute the popular canon of Irish history in the 1930s and 1940s. More specifically, I show that contrary to depictions of O'Faoláin as a European liberal who employed rational argument to undermine and encourage the rejection of Irish nationalism and its emphasis on rhetorical narratives of the past, O'Faoláin's challenge to the Irish national canon reveals that he himself mobilised historical narrative to promote his own modernist version of Irish liberal nationalism and demonstrated in the process that he was one of the most skilful rhetors of his day.  相似文献

Abstract: This paper critically analyses a nationwide school‐building programme in England: Building Schools for the Future (BSF). It is argued that, between 2003 and 2010, the UK Government's policy guidance for BSF represented a (re)turn to utopian discourse in governmental policy‐making, mobilised in order to justify a massive programme of new school building in the UK. In doing so, BSF connected with the promise of three further discourses: school(‐children), community and architectural practice. It anticipated that new school buildings would instil transformative change—modernising English schooling, combating social exclusion and leaving an architectural “legacy”. However, it is argued that BSF constituted an allegorical utopia: whilst suggesting a “radical” vision for schooling and society, its ultimate effect was to preserve a conventional (neo‐liberal) model of schooling. The paper highlights the critical role that notions of utopia might have in negotiating—and challenging—promise‐laden mega‐building policies like BSF. In doing so, it develops recent geographical research on utopia, education and architecture.  相似文献

Water rights are best understood as politically contested and culturally embedded relationships among different social actors. In the Andean region, existing rights of irrigators’ collectives often embody historical struggles over resources, rules, authorities and identities. This article argues, first, that the neo‐liberal language that is increasingly used in water policies is ill‐suited for recognizing and dealing with these social, cultural and political dimensions of water distribution. Local water rules and rights, their dynamics, and the way they are linked to power relations, local identities and contextualized constructions of legitimacy, remain invisible in neo‐liberal policy discourse. Second, this same discourse actively destroys these local rights systems and presents itself as the only viable cure to the problems it generates. The ways in which local irrigators’ collectives attempt to protect their water security raise questions about the fundaments and effects of neo‐liberal water reforms, but these questions are neglected or poorly understood. This article proposes a more situated, layered and contextualized approach to Andean water questions, not just to improve representational accuracy but also to increase political visibility and legitimacy of peasant and indigenous water claims. What is needed is not just a new ‘typology’ or ‘taxonomy’ of water rights, but an alternative ‘water rights ontology’ that understands locally existing norms and water control practices, and the power relations that inform and surround them, as deeply constitutive of water rights.  相似文献

Developments favouring the liberalisation and globalisation of economic exchange and increasingly rigid constraints on domestic fiscal policy have provided support for neo‐ liberal policy ideas. Neolibcralism challenges the logic of embedded liberalism that underscored trade multilateralism in the post‐second world war period, and the exclusion of sectors like agriculture from the General Agreement on Tariffs and Trade. Focusing on agricultural policy, the article examines the pace and extent to which neo‐liberal ideas have been able to gain hold and displace non‐liberal domestic policies in Australia and Canada. The article shows that neo‐liberal ideas have been more easily translated into domestic policy change in Australia than in Canada. A significant part of the explanation for this cross‐national difference is found in the differing domestic political‐institutional arrangements, including federalism, bureaucratic arrangements, the presence or absence of a neo‐liberal epistemic community, and trie structure of interest intermediation systems. These factors, in turn, have their impact on policy change through their effects on the structures of agricultural policy networks and policy communities.  相似文献

Since China’s implementation of a neo‐liberal housing regime, housing activism has boomed. Whilst activism is ultimately in place, as increasingly recognised within protest work, there is limited reflection upon how permeable material histories are entangled with the throwntogetherness of place as a site for protest. Employing ethnography over three months, this article follows the emergence, organisation and implementation of housing activism in Lane 49, a public housing community in downtown Shanghai. Utilising feminist geography and feminist political theorisations of material permeability this article contributes to Chinese geographies of protest, providing a local epistemology of housing activism which demonstrates the importance of drawing materiality into understandings of activist tactics. The article also contributes to radical geographies of protest by deconstructing the idea of public protest in a public place and thus offering opportunities to demonstrate how, through blurring public‐private binaries, protest can emerge and survive in authoritative governance regimes.  相似文献

This article looks at the hegemonic process of neo‐liberal globalisation and its implications for culture in general and cultural policy in particular from a critical perspective. A consideration of its ideological features is a necessary supplement to the economic analysis of neo‐liberal globalisation. Ideology mediates economics and culture. As it is used here, the concept of “ideology” refers to how dominant power relations and inequalities are legitimised by distorted representations of reality at various levels. While these include abstract theory and professional expertise, it is argued that everyday language and “common sense” exemplify the operations of ideology most profoundly in securing consent to prevailing and otherwise questionable arrangements. Culture is now saturated with a market‐oriented mentality that closes out alternative ways of thinking and imagining. The general argument is illustrated with several examples drawn from across the range of lived experience and institutionalised structures, especially in the arts and broadcasting. The logic of the annual European Capital of Culture competition is also discussed with reference to the neo‐liberal framework for urban regeneration. Specifically, the experience of Glasgow 1990 and the plans for Liverpool 2008 are addressed in this regard.  相似文献

Over the past decade, international non‐governmental organizations (NGOs) have been contesting the neo‐liberal economic order in international politics by campaigning for normative conditions to bring about what Richard Falk calls ‘humane governance’. However, the degree to which NGOs have contributed to the formation of global social contracts remains controversial. While NGO activists and various scholars advocate the establishment of such contracts, empirical testing of this normative argument is underdeveloped. Drawing upon this lack of empirical support, critics dismiss the global social contract concept and question the roles played by NGOs in international politics. This article addresses the controversy through a review, refinement and application of global social contract theory and an empirical study of two prominent international NGO campaigns directed at the World Trade Organization (WTO), an institution that represents a ‘hard test case’. It explores the ways in which NGOs and their networks are challenging the neo‐liberal basis of WTO agreements and contributing to the emergence of global social contracts. The article concludes that in some circumstances, NGOs have the capacity to inject social justice into international economic contracts and there is some basis for optimism regarding the formation of global social contracts involving NGOs, nation‐states and international organizations.  相似文献

Under the right conditions, compounding socio‐political and economic change can dramatically alter government policy. From 2000, Western Australia, a resource‐rich jurisdiction, experienced significant change owing to a once‐in‐a‐generation resources boom, which forced a break with earlier development approaches. In 2008, regional interventionism returned to the State via the State Government's Royalties for Regions program. Departing from the neo‐liberal tradition, the program allocated 25 per cent of the State's royalty income to non‐metropolitan regions, over and above existing regional allocations, and its success remains disputed. While it is easy to question the program retrospectively, the socio‐economic and political circumstances from 2000 to 2008 reveal a “perfect storm” of conditions enabling the transition from neo‐liberalism to interventionism in regional development. This paper sets out to understand the multi‐faceted conditions that enabled the dramatic paradigm shift embodied by the program. To this end, it examines the State's rural–urban settlement dichotomy, its staples economy, and the policy context leading up to the program. Following that, the paper proposes a causal framework mapping out the factors driving and rationalising the program. These factors are then examined in detail and include perceived rural voter disenchantment, ineffectual regional development policy, the State's mining boom, inadequate regional development funding, the contrasting fortunes of two regions (illustrative of the impact of growth, and the lack thereof), and the political manoeuvring during the 2008 election. Finally, the paper concludes by considering how the conversion of these conditions resulted in the State's most significant regional policy redirection in decades.  相似文献

What is often described today as neo‐nationalism or nationalist populism today arguably looks like the old nationalism. What is emerging as genuinely new are the identity‐based nationalisms of the centre left, sometimes called “liberal nationalism” or “progressive patriotism.” I offer my own contribution to the latter, which may be called “multicultural nationalism.” I argue that multiculturalism is a mode of integration that does not just emphasise the centrality of minority group identities but argues that integration is incomplete without remaking national identity so that all can have a sense of belonging to it. This multiculturalist approach to national belonging has some relation to liberal nationalism. It, however, makes not just individual rights but minority accommodation a feature of acceptable nationalism. Moreover, accommodation here particularly includes ethno‐religious groups in ways that are difficult for radical regimes of secularism. For these reasons, multicultural nationalism unites the concerns of some of those currently sympathetic to majoritarian nationalism and those who are prodiversity and minority accommodationist in the way that liberal nationalism (with its emphasis on individualism and majoritarianism) does not. It therefore represents the political idea and tendency most likely to offer a feasible alternative rallying point to monocultural nationalism.  相似文献

New Labour came into being as an attempt to frame a successor project to Thatcherism, but in practice it has proved to be a continuation of it. Blair's project was to achieve hegemony for Labour by blending free market policies with a concern for social cohesion. He accepted the new economic settlement that Thatcher had established, but believed it could be made more sustainable if it was tempered with a concern for social justice. Within the Labour Party his project was set in terms of modernizing social democracy, but in the country as a whole it was perceived as a variation on One Nation Toryism—a strand in the British political tradition which the Conservatives had seemingly forgotten. In fact, Blair's domestic agenda has had more in common with Thatcher's than with either social democracy or One Nation Toryism. There were significant constitutional reforms in the first term, but privatization and the injection of market mechanisms into hitherto autonomous institutions has remained the central thrust of policy. Blair has been committed to modernizing Britain, but his conception of modernization was a variation on Thatcher's. In one centrally important area, Blair diverges from Thatcher: he believes an essential component of Britain's modernization was an improved relationship with the EU, culminating in British entry into the euro. Yet his uncompromising support for the US over Iraq has left Britain as deeply alienated from France and Germany as it had ever been in Thatcher's time. Britain may still some day join the euro, but it will not be Tony Blair who takes us in. Blair's strategy was to attain hegemony for New Labour by appropriating the Thatcherite inheritance. In domestic terms, this strategy has been a success, but it relies on continuing Conservative weakness and an economic and international environment congenial to neo‐liberal policies. At present both of these conditions appear to be changing to Blair's disadvantage. The Conservative Party seems to be shaping a post‐Thatcherite agenda. At the same time, the US is leading a movement away from neo‐liberal orthodoxies towards protectionism and deficit financing and faces an intractable guerrilla war in Iraq. In these circumstances, the neo‐Thatcherite strategy that sustained Blair in power could prove to be his undoing.  相似文献

Abstract: In this essay I look at the contemporary production of surplus life in liberal democracies, and how it manifests a new type of sovereign spatial power. This power operates through the capacity to exile individuals and populations who are defined—in advance—as risk failures. I investigate further the ways that these pre‐known risk failures are determined through historical and geographical processes of racial formation, arguing that certain kinds of bodies have become vessels for concepts of risk formed in anticipation of an inevitable future. This “inevitable future” involves the formation of populations, which I term Pre‐Black, who are projected as outside of the enabling web of pastoral power. Moreover, as a consequence of this pre‐failure, individuals and populations can be forcefully and, more importantly, “justifiably” removed from commonly held spaces and resources in a contemporary liberal form of sovereign dispossession.  相似文献

Research in various countries has shown that journalists are politically inclined to the left rather than the right However, little attention has been paid to political journalists’ values. This study draws on the results of a national survey to explore the political views of Australian journalists who specialise in politics, while also evaluating the journalists’ background characteristics and professional values. It is found that political journalists are more likely to come from an elite background and to be more professional in outlook. They are, however, less concerned with some ethical principles. Political journalists are more left‐wing in their political views and more likely to vote Labor. Canberra political journalists are more professional, more likely to vote Labor and more left‐leaning than are other political journalists. Pro‐Labor bias cannot be proven from these findings, and it has been argued that journalists’ professional commitments override personal political views. On the other hand, a shared liberal consensus among political journalists, especially those in the national capital, may result in general acceptance by them of a liberal agenda.  相似文献

Whose Modernity? Indigenous Modernities and Land Claims after Apartheid   总被引:1,自引:0,他引:1  
This article questions some of the key assumptions of post‐development and anti‐development critics such as Arturo Escobar and Wolfgang Sachs, who tend to prescribe a puritanical and principled rejection of ‘exogenous development’ that does not necessarily reflect the needs and desires of the beneficiaries of development. Drawing on fieldwork research on land claims in Northern Cape and Northern Provinces (South Africa), the author argues that these beneficiaries tend to deploy hybrid and highly selective and situational responses to development interventions. These hybrid responses can be regarded as indigenous modernities. Development packages are resisted, embraced, reshaped or accommodated depending on the specific content and context. The author also questions James Ferguson's conclusion that depoliticizing development discourses inevitably buttresses bureaucratic state power. Rather, the fieldwork findings suggest that state‐led development is often an extremely risky business that can undermine the legitimacy and authority of governments. In addition, in many parts of the developing world, it is the retreat of the neo‐liberal state, rather than ‘the tyranny of development’, that poses the most serious threat to household livelihood strategies and economic survival. The case studies discussed here suggest that responses to development are usually neither wholesale endorsements nor radical rejections of modernity. Even when resisting and subverting development ideas and practices, people do not generally do so on the basis of either radical populist politics or in defence of pristine and authentic local cultural traditions.  相似文献

This article questions some recent analyses which claim that global neo‐liberal discourses are disseminated to shift the focus away from development towards a greater emphasis on security issues. Taking as its point of departure the analysis of empirical material from Cape Town, the article shows that security and development in South Africa were never separate concerns. After the ANC came to power in 1994 there was an effort to boost development efforts rather than security. However, these efforts were soon dwarfed by local circumstances, notably the pressure from local state employees who felt their jobs and lives to be under threat from the townships, and the changing nature of violence in the city. The first part of the article details the practices and discourses of state agencies; the second section analyses the consequences of reconfigured security and development concerns for the production of political subjectivity in South Africa's townships.  相似文献

In the nineteenth century, after the separation from the Spanish Crown, the invention of the Andean nations required an autochthonous group, the independence of which could be celebrated. At first sight, it might seem that only the American Indians could play this role, but this idea rapidly ran into a fatal contradiction with the contempt for the Indians of the promoters of the new republics. In addition, it was necessary to build a new identity on many disparate elements to set oneself apart from European origins. In this manner, a suitable mythical autochthony has been invented, built on the image of the Imperial Indian, the descendant of the Incas. The indigenista movement of the 1920s has greatly contributed to the making of this national representation of Peru. This article traces the evolution of this tradition and its principal actors, and describes its underlying tenets. It attempts to picture recent neo‐Inca re‐inventions, especially the emergence of a ritual Inca king in the neo‐cult of the Sun, and the enthronement of the President of the Republic by shamans at the sacred site of Machu Picchu. Finally, it points at recent New Age extensions of this tradition. The article tries to show how mythological constructions of the past are instrumentalized to build the historical foundations of a present‐day nation, and how at the same time they are being taken over by a worldwide ideology.  相似文献

As the neo‐liberal project has spread across the globe, decentralization has been a key component of it. In South Africa, the neo‐liberal macro‐economic strategy of the African National Congress (ANC) involves support for fiscal and administrative decentralization partly as a way to bring the private sector into basic service delivery and supposedly to make local government more efficient and effective. However, the ANC also sees decentralization as a way to empower the historically disadvantaged black population. Community‐based public–private partnerships have been one of the chief initiatives in this regard. In the metropolitan municipality of Port Elizabeth, small black contracting companies have been hired and trained to dispose of waste, construct roads and build houses. While not free of tensions and problems, this approach to decentralization has fostered a form of democratic development. This article uses examples from the Port Elizabeth experience to test and reflect upon a number of issues which are raised in the literature on decentralization.  相似文献

‘Interest’ is a central concept in contemporary liberal political theory. Much of this discussion is marked by related confusions between ‘interest’ and ‘actions‐in‐interests’ and between ‘subjective’ and ‘objective’ interests. These confusions are damaging, since liberal theorists are ostensibly firmly opposed to treating objective interests as politically relevant, but they inevitably finish up admiting the relevance of some form of objective interests. They do this by limiting valid interest judgements to those which are rational, or which favour future over present interests, or which are made post facto, or which favour public over individual interests. This admission of objective interests into liberal theory has important implications for the way in which liberal theorists conceive of relationships between the liberal democratic state and its citizens. In particular, it seriously undermines the democratic element in contemporary liberal democratic theories of political representation.  相似文献

This article reviews current initiatives to integrate gender interests into health policy in Chile. The analysis outlines the debates that have arisen around the questions of mainstreaming gender, in relation to state institutions, NGOs and grassroots organizations. The discussion highlights both the constraints and opportunities identified in the literature. The study locates the Chilean case study within these broader debates and draws some overall conclusions. Despite the limitations posed by the broader context of neo‐liberal health sector reforms, the experience of the Chilean gender mainstreaming initiative does suggest that there is some cause for optimism.  相似文献

Abstract. Liberal pluralists have argued that minority cultural communities are necessary for the liberty of minorities. On the premise that individual rights are insufficient to protect these cultural communities, they argue that ethnic and national groups should be allocated some type of collective autonomy. In this article, we critically examine this claim through a discussion of policies regarding Hungarian minorities. We show that liberal pluralist approaches (1) privilege ethnic and national identities over other types of communal identities, (2) require that ethnic and national communities be clearly bounded, but do not address how lines should be drawn, and (3) increase the power of cultural communities over their members. Policies based on liberal pluralist ideas therefore violate principles of equality and are likely to harm the autonomy of individuals. Rather than looking to liberal pluralist theories as a panacea for minority concerns, we demonstrate why we should be sceptical about this effort to move beyond minority protections based on individual rights.  相似文献
